CHINGGIS CITY” INTO PERMANENT OPERATIONAL USE

ONE. Introduction

The state Commission, set up with 16 members, in accordance with the Mongolian government
resolution No. 357 dated on 4 November, 2019 by the State Secretary of Ministry of Road and Transport
Development, according to the state Resolution No. 19/359, inspected this road structure for two days
starting on 1 November, 2017. Upon inspection, the state commission checked out the execution of the
project of status level 3 Phase 1 - First 17 km of 100 km road maintenance and rehabilitation en route
Jargaltkhaan - Chinggis City, quality and related acts and documents on site.

Three. Resolution

3.1 This construction project of status level 3 Phase 1 - First 17 km of 100 km road maintenance and
rehabilitation en route Jargaltkhaan - Chinggis City, that has been built on Mongolian territory has 10
meters width of embankment, 7 meters width of pavement, 3 meters width of gravel shoulder, asphalt
pavement of 6 cm, CTB layer of 18 cm, subbase layer of 20 cm, reinforced by geonet for CH8+240-
CH20+100. The commission inspected the quality of the structure, relevant documents and
CONCLUDED:

The State Commission accepted and authorizes this road construction project, that has been
accepted to be built by state fund with 100% acceptance rate, under the name Phase 1 - First 17 km of
100 km road maintenance and rehabilitation en route Jargaltkhaan - Chinggis City in consideration with
the construction completion has been constructed according to drawings, technical specifications, and in
accordance with any relevant legislations.

3.2 In consideration of putting the structure for permanent operation, the commission assigns:

a) The commission assigns to the contractor to transfer the commission’s original act on operation
of the structure and its related original documents to the record office and the remaining copies to
the utilizing organization within 14 days;
b) According to the Laws of Road of Mongolia, starting on the date technical consultant authorizes
the road into operation, from the start of the Defect Notification Period until it ends, the utilizing
organization shall report any defects of the road;

3.3 For Contractor:

a) To attend the final ceremony of Defect Notification Period;
b) Make notes about the road maintenance for the structure;
c) To work in accordance with the Laws of Mongolia during this period.

3.4 4 pages of the commission's act, 7 pages of meeting record note, and ... pages of list of the
structure documents are attached.
