1. What type of Commercial and private establishments, will be allowed to operate?

As per the notification, following commercial and private establishments will be allowed to operate:

a. Electronic media including broadcasting, DTH and cable services.


b. IT and IT enabled services, with upto 50% strength.
c. Data and call centres with barest minimum staff.
d. Government approved Common Service Centres (CSCs) at Gram Panchayat level.
e. E-commerce companies will continue to operate, for essential goods ensuring strict social
distancing
f. Courier Services
g. Cold storage and warehousing services, including at ports, airports, railway stations, container
depots, individual units and other links in the logistics chain.
h. Private security services and facilities management services for maintenance and upkeep of
office and residential complexes.
i. Hotels, homestays, lodges, and motels which are accommodating tourists and persons stranded
due to lockdown, medical and emergency staff air and sea crew.
j. Establishments used/earmarked for quarantine facilities.
k. Takeaway/ home delivery at restaurants. Delivery persons should put on face masks and
frequently use hand sanitizer. Establishments to conduct regular health screening of kitchen
staff as well as delivery persons.
l. Wholesale operations and distributions network related services.
m. Confectionaries, snacks (farsan), sweet shops (with no in-dining).
n. Repair shops/ workshops for electric transformers required by power distribution, transmission
and generation companies.

2. What types of Industries/ Industrial Establishments (both Government and


private), will be allowed to operate area wise?
As per the notification, following type of industries/ Industrial establishments will be allowed to
operate:

a. Rural areas - All Industries permitted to operate, outside the limits of


municipal corporations and municipalities with vehicle movement restricted
to neighboring villages only for purpose of transit of employees from factory
to accommodation and vice versa
b. Urban areas (excluding MMR and PMC) - Manufacturing and other industrial
establishments with access control in Special Economic Zones (SEZs) and
Export Oriented Units (EoUs), industrial estates, and industrial townships
allowed only in non-containment zones with vehicle movement restricted only
for purpose of transit of employees from factory to accommodation and vice
versa
up to the limit of industrial areas with arrangements for stay of workers
within their premises or adjacent/nearby buildings in the same industrial area
and implement the Standard operating protocol (SOP)
c. MMR and PMC - Units permitted till 19 th April 2020 (as per the circular No.
DMU/2020/CR. 92/DisM-l, dated 25th March 2020 and circular No.
DMU/2020/C92/ isM-1, dated 3rd April 2020) can continue to operate

3. What types of Industries/ Industrial Establishments qualify under essential?


As per the notification, following activities are considered essential
a. Manufacturing units of drugs, pharmaceuticals, medical devices, their raw
material and intermediates.
b. Production units, which require continuous process, and their supply chain.
c. All agricultural/horticultural produce related processing, packaging and transport.
d. Manufacture of IT hardware.
e. Coal production, mines and mineral production (including minor minerals), their transportation,
supply of explosives and activities incidental to mining operations.
f. Manufacturing units of packaging material.
g. Oil and Gas exploration/ refinery.
h. Brick kilns in rural areas, i.e. outside the limits of municipal corporations and municipalities.
i. MSMEs engaged in manufacture of activities like wheat flour, pulse and edible oils, etc.

4. What are the instructions, industry needs to abide for enforcement of lockdown
measures?
As per the notification, following are the instructions, industry needs to abide for enforcement of
lockdown measures:

All industrial and commercial establishments, work places, offices, etc shall put in place arrangements
for implementation of SOP as in Annexure II while starting their functioning.

5. What type of Movement, loading/ unloading of goods/ cargo (inter and intra State)
is allowed?
As per the notification, following activities are allowed as under:

a. All goods traffic will be allowed to ply.


b. Operations of Railways: Transportation of goods and parcel trains.
c. Operations of Airports and related facilities for air transport for cargo movement, relief and
evacuation.
d. Operations of Seaports and Inland Container Depots (ICDs) for cargo transport, including
authorized custom clearing and forwarding agents.
e. Operations of Land ports for cross land border transportation of essential goods, including
petroleum products and LPG, food products, medical supplies.
f. Movement of all trucks and other goods/carrier vehicles with two drivers and one helper subject
to the driver carrying a valid driving license; an empty truck/ vehicle will be allowed to ply after
the delivery of goods, or for pick up of goods.
g. Shops for truck repairs and dhabas on highways, with a stipulated minimum distance as
prescribed by the State authorities.
h. Movement of staff and contractual labour for operations of railways, airports/air carriers,
seaports/ships/vessels, land ports and ICDs is allowed on passes being issued by the local
authority on the basis of authorizations issued by the respective designated authority of the
railways, airports, seaports, land ports and ICDs.

6. What are the guidelines for issuing vehicle movement passes and using them?
As per the notification, following are the guidelines for issuing vehicle movement passes:

a. Industries permitted to operate as per the notification only need to apply for movement passes
for buses/minibuses to facilitate movement of all level of staff and workers on the website
http://permission.midcindia.org/
b. The industrial unit must apply by way of informing/ intimating to the government on the website
http://permission.midcindia.org/ and by submitting a self-certification regarding the observance of
condition through this website
c. The occupier of the factory will be responsible for rigorous adherence to the conditions specified
in Annexure II after getting the necessary passes
d. In case of dedicated transport being provided by the company, the above said website will also
be used to generate transport permission for buses / minibuses based on self-declaration of
ensuring social distancing with maximum capacity of 30-40%.

7. What type of daily movement is permissible for vehicle passes issued?

a. Daily movement of vehicles for industries in rural areas as far as possible shall not be allowed,
however it may be allowed only for transit of employees from place of factory to place of
accommodation and vice versa, which shall be restricted to neighboring villages
b. Daily movement of vehicle for industries in urban areas as far as possible shall not be allowed,
however it may be allowed only for transit of employees from place of factory to place of
accommodation and vice versa which shall be restricted up to the limits of industrial area
c. No vehicle movement will be allowed from urban to rural areas and vice versa on a daily basis

8. Will passes issued earlier from District Authority will be valid?


Yes, all the passes issued earlier by the District Authority will be valid excluding the ones coming
under containment zones.

9. Company who has already received passes as per the earlier circular, can
add/modify employees?
Yes, company can apply again on the portal as per procedures and can add/modify employees.
10. Will I be issued passes for individual movement on the web application?
No Movement pass shall be issued on the web application http://permission.midcindia.org/ for
individual movement
I. Prohibited Actives and Zones

1. What are the hotspots, containment zones demarcated by States/District


administrations as per the guidelines of MoHFW?
The list of hotspots and containment zones is available on the portal for ready reference.

2. Are industries permitted to operate under Containment Zones?


No Industries and activities are permitted under the containment zone

3. With the extension of the lockdown period, what activities will continue to remain
prohibited across the country until 3rd May 2020?
As per the notification following activities shall remain prohibited:

a. All domestic and international air travel of passengers, except for purposed enumerated in Para
5 (ix), and for security purposes.
b. All passenger movement by trains, except for security purposes
c. Buses for public transport
d. Metro rail services.
e. Inter district and inter State movement of individuals except for medical reasons or for activities
permitted under these guidelines.
f. All educational, training, coaching institutions etc. shall remain closed.
g. All industrial and commercial activities other than those specifically permitted under these
guidelines.
h. Hospitality services other than those specifically permitted under these guidelines.
i. Taxis (including auto rickshaws and cycle rickshaws) and services of cab aggregators.
j. All cinema halls, malls, shopping complexes, gymnasiums, sports complexes, swimming pools,
entertainment parks, theatres, bars and auditoriums, assembly halls and similar places.
k. All social/ political/ sports/ entertainment/ academic/ cultural/ religious functions/other
gatherings.
l. All religious places/ places of worship shall be closed for public. Religious congregations are
strictly prohibited.
m. In case of funerals, congregation of more than twenty persons will not be permitted.

II. Processes to Follow on MIDC Portal

1. Who is eligible to Apply on the Portal?


Any Industry who falls under permissible category as per the guidelines under Govt. of
Maharashtra Notification Department of Revenue and Forest, Disaster Management, Relief and
Rehabilitation No. DMU/2020/CR. 92/DisM-1 dated 17 th April 2020, is eligible to apply on the portal.
2. Document requirement for applying movement passes?
Industry members are required to upload the Pan Details and GSTN Certificate while self-certifying its
activities

3. Does the portal have guideline for the user?


The Portal has Guideline uploaded for the easy reference of the applicant. The applicant has to follow
the guidelines while applying

4. Is permission letter given to start production?


A letter acknowledging the details submitted along with vehicle movement passes will issued for
download

5. What are the applicable permissions that I can apply for?


Company must self-certify and apply for vehicle movement pass to facilitate movement of employees
only.

6. Is the vehicle movement pass issued valid for movement to containment Zone?
Vehicle movement passes won’t be valid for movement in the containment zone

III. Procedures for Industries/Employees to Follow/Implement

1. What are National Directives for COVID-19 Management in Public Places?


As per the Annexure I, following are the National directives in Public Places:

a. Wearing of face cover is compulsory in all public places, work places.


b. All persons in charge of public places, work places and transport shall ensure social distancing as
per the guidelines issued by Ministry of Health and Family Welfare.
c. No organization /manager of public place shall allow gathering of 5 or more persons
d. Gatherings such as marriages and funerals shall remain regulated by the District Magistrate.
e. Spitting in public spaces shall be punishable with fine.
f. There should be strict ban on sale of liquor, gutka, tobacco etc. and spitting should be strictly
prohibited.
2. What are National Directives for COVID-19 Management in Workspaces?
As per the Annexure I, following are the National directives in Workspaces:

a. All work places shall have adequate arrangements for temperature screening and provide
sanitizers at convenient places.
b. Work places shall have a gap of one hour between shifts and will stagger the lunch breaks of
staff, to ensure social distancing.
c. Persons above 65 years of age and persons with co-morbidities and parents of children below
the age of 5 may be encouraged to work from home.
d. Use of Arogya setu will be encouraged for all employees both private and public.
e. All organizations shall sanitize their work places between shifts.
f. Large meetings to be prohibited.

3. What are National Directives for COVID-19 Management in Manufacturing


Establishments?
As per the Annexure I, following are the National directives in Manufacturing Establishments:

a. Frequent cleaning of common surfaces and mandatory hand washing shall be mandated.
b. No overlap of shifts and staggered lunch with social distancing in canteens shall be ensured.
c. Intensive communication and training on good hygiene practices shall be taken up.

4. What is the Standard Operating Procedure for Social Distancing for Offices,
Workplace, Factories and Establishments?
As per the Annexure II, following are the Standard Operating Procedure for Social Distancing for
Offices, Workplace, Factories and Establishments:

a. All areas in the premises including the following shall be disinfected completely using user
friendly disinfectant mediums:
• Entrance Gate of building, office etc.
• Cafeteria and canteens.
• Meeting room, Conference halls/ open areas available/ verandah/entrance gate of site,
bunkers, porta cabins, building etc.
• Equipment and lifts.
• Washroom, toilet, sink; water points etc.
• Walls/ all other surfaces
b. For workers coming from outside, special transportation facility will be arranged without any
dependency on the public transport system. These vehicles should be allowed to work only with
30-40% passenger capacity.
c. All vehicles and machinery entering the premise should be disinfected by spray mandatorily.
d. Mandatory thermal scanning of everyone entering and exiting the work place to be done.
e. Medical insurance for the workers to be made mandatory.
f. Provision for hand wash & sanitizer preferably with touch free mechanism will be made at all
entry and exit points and common areas. Sufficient quantities of all the items should be
available.
g. Work places shall have a gap of one hour between shifts and will stagger the lunch breaks of
staff, to ensure social distancing.
h. Large gatherings or meetings of 10 or more people to be discouraged. Seating at least 6 feet
away from others on job sites and in gatherings, meetings and training sessions.
i. Not more than 2/4 persons (depending on size) will be allowed to travel in lifts or hoists.
j. Use of staircase for climbing should be encouraged.
k. There should be strict ban of gutka, tobacco etc. and spitting should be strictly prohibited.
l. There should be total ban on non-essential visitors at sites.
m. Hospitals/clinics in the nearby areas, which are authorized to treat COVID-19 patients, should be
identified and list should be available at work place all the times.

IV. Penalties

1. What are the Offences and Penalties for Violation of Lockdown Measures?
As per the guidelines under Govt. of Maharashtra Notification Department of Revenue and Forest,
Disaster Management, Relief and Rehabilitation No. DMU/2020/CR. 92/DisM-1 dated 17th April
2020, the detailed list of offences and penalties for violation of lockdown measures are delineated in
the Annexure III.
