The Quarterly is an academic journal. All
the manuscripts provided are peer-
reviewed and include references, full
bibliography etc.

For Authors

■ The Editorial Board follows the transparent and understandable methods of dealing
with the manuscripts.
■ The Quarterly employed the Harvard Referencing Style (the so-called alphabet
referencing or "author-date of publication" referencing style).
■ The Editorial Board pays much attention to the compliance by authors the sound
principles relating to the sources of data, quotes and various forms of borrowings
■ The Editorial Board is guided by the Code of Publication Ethics (available on the
journal website), which is based on the principles of COPE Committee on Publication
Ethics ("Guidelines on good publication practice").
For Readers

■ The Quarterly provides open access to all papers according to non-exclusive Creative
Commons licence (CC BY 4.0).

■ All papers printed are available to readers on the Quarterly website and in selected
databases.
The Quarterly is inspired by the Anglo-
Saxon analytic tradition known as
public policy
■ The Public policy – academic discipline based on the Anglo-Saxon tradition. Harold
Lasswell (1902–1978) developed the activity which played a key role after the
Second World War. He pointed out that economic development requires various
kinds of policy analysis.
■ The policy sciences have been growing dynamically in Poland since at least a
decade. As a result of regulatory changes in 2018, it is a part of the social sciences
discipline: political sciences and public administration.
■ According to the Anglo-Saxon policy tradition, the field of study of this discipline
includes public action, policy actors, policy problems and challenges, policy
programming and implementation, and evaluation and policy analysis, etc.
The Quarterly is interested in a cooperation with
the authors who write academic articles in line with
a tradition of public policy. Manuscripts can cover
among others:

■ Analysis of public problems and issues (challenges, risks).


■ Analysis of public actions and interventions (e.g., reforms) in various types of
policies (sectoral and horizontal).
■ Theories, models, and cycles in given public policies (from diagnosis of problems to
evaluations of their solutions).
The Quarterly also invite papers on:

■ Stakeholders of selected policies (policy communities, networks), their mutual


interactions, values, and motives for action.
■ Methods of evaluation of policy results.
■ Mechanism of resource allocation in public actions (markets and their failures,
states, and their failures).
■ Sources that influence the shaping of public policies (e.g., intellectual, social,
cultural, historical).
■ Policy knowledge and brokers of knowledge (expert networks).

■ Decision-making processes and styles of action in public policy (unilateral actions
vs. partnerships, prediction of problems vs. reacting to them),
■ Institutional factors that influence public policy (e.g., party systems, parliamentary
systems, public administration).

■ The Quarterly accepts submissions on various economic sectorial policies, social


policies (e.g., social policy, social insurance), infrastructure policies (e.g., energy
policy, transport policy), education, higher education, and on horizontal policies
(e.g., regional policy, innovation policy, public sector, public strategies).
