1 Managing Director
i. DDIT has Managing Director who is the Heads of Administration and non-academic
support units of the DDIT. She/he is responsible for the annual budget, compliance
with budget regulations and is in charge of the operational financial and legal affairs
of the institutes.

ii. The Managing Director is nominated by the Scientific Director in agreement with the
university president and appointed by the Supervisory Boards of the Institute.

iii. Powers and Responsibilities of the Managing Director

Without prejudice to additional powers to be provided under internal regulations of DDIT,


the Managing Director shall have the following powers and responsibilities:

a) Responsibility for the financial, administrative and organizational operating


business, including responsibility for the personnel budget in coordination with
the Scientific and Deputy Directors;

b) Ensuring compliance with legal provisions, especially the Higher Education


Proclamation and other laws regarding the relationship between the Institute,
the university and the government;

c) Overall responsibility for budget planning, budget steering and the expenditure
policy in coordination with the Scientific and Deputy Directors;

d) Securing the budget, ensuring financial liquidity and the realization of the
directives of the institute’s Supervisory Board;

e) Responsibility for the human resource policy, planning of the personnel budget
and human resource development in coordination with the Scientific and Deputy
Directors;

f) Overall responsibility for all matters of organization, structures and procedures as


well as overall responsibility for controlling, including reporting and auditing.
g) Lead and oversee the development of an information and communication
technology (ICT) strategy of the institute;

h) Overall responsibility for the Institutes building construction projects, facility


planning, maintenance and facility management

i) To develop and implement institutional standard measures and ensure that the
academic and administrative operations of the institute are on the basis of the
standards.

j) To ensure that the institute maintains a healthy balance of income and


expenditure and proper books of accounts of all incomes and expenditures;

k) To ensure that all fundamental operations and substantive transactions of the


institute are appropriately documented in text and data form as appropriate and
that the information is, without prejudice to institutional interests, appropriately
and readily accessible to end-users;

l) Prepare institutional plans and budget and ensure their implementation upon
approval;

m) To plan the budget of the institute, including requests for block-grant budget
pursuant to Section Three of the Proclamation whenever the Institute is ready to
operate under this system, to be directly submitted to the government upon
approval by the Supervisory Board and to manage the allocated budget and all
financial affairs of the Institute;

n) To increase the number of external revenue sources, in particular from research


grant and sponsored research and to raise, collect and use the internal revenue of
the institute from consultancy work, project contracts, donations, tuition fees for
study programs or other sources

o) As deemed necessary, in consultation with Scientific Director and relevant


academic units, develop proposal for establishment of commercial enterprises as
income generating scheme and community & industrial service outlet and
implement after getting approval by Supervisory Board.

p) Manage and take decisions on all property at the disposal of the institute in the
interest of the institute in conformity with the law;

q) Build and maintain a system of procurement and conduct local and international
procurement in conformity with the law;

r) To oversee recruitment processes for administrative staff and where necessary


select, manage, and dismiss administrative staff of the institute on the basis of
the law.

s) Subject to university-wide safety and security regulations and standards, to build


and maintain a reliable safety and security system that protects life and property
in the premises of the institute.

2.2 Deputy Managing Director


i. DDIT has Deputy Managing Director who is nominated by the Managing Director
and appointed by Supervisory Board of DDIT.

Powers and Responsibilities of the Deputy Managing Director

Without prejudice to additional powers to be provided under internal regulations of DDIT,


the Deputy Managing Director shall have the following powers and responsibilities:

a) To serve as the member of the managing council of the DDIT

b) To accomplish tasks given by the Managing Director

c) To support the Managing Director while discharging his/her duties

d) The Deputy Managing Director shall represent the Managing Director in his/her
absence;

e) Development, introduction and application of management instruments that


serve the institute’s performance orientation, human resource management,
transparency and autonomy;
f) Managerial responsibility for the administrative staff of the Institute.

g) Developing the existing administrative units to an effective and service


oriented programs;

h) Setting up new service units in the Institute;

i) Responsibility for the development and configuration of efficient and


effective business processes including the introduction of IT tools;

j) Ensuring compliance with the legal provisions, especially the Higher


Education Proclamation and other regulations dealing with the relationship
between the DDIT, the university and the government ministries;

k) Responsibility for planning, and steering the budget;

l) Responsibility for controlling the reporting system and quality management.
