The Netherlands licensing process

KSA’s Michael said the guidelines for gaining a licence would be strict, with assessments
investigating the “previous history of applicants and their business partners”.
Financial requirements will be a part of the process and conditions will also be imposed
including arrangements needing to be made for the prevention of addiction, separation of player
credits from other monies, player identification, quality assurance and integrity policies. A central
exclusion system will also be employed.
The final details for the licensing process will be published in subordinate legislation in
September this year. The process then runs as follows:
• 1 March 2020 – KSA notifies applicants of comprehensive licensing information
• 1 July 2020 – KSA online licensing structure fully operational
• 1 January 2021 – market fully operational
However, Michael warned that the KSA could not “fully commit” to this planning schedule as it was
still awaiting the Gambling Act coming into force.
