Decanting
In connection with decanting of fuel oil the following guidelines are given for strict compliance
with immediate effect.
1. The availability of documents such as invoice, calibration certificate with dipstick rod of the
corresponding tanker lorry must be ensured by NLC officials.
2. The serial no. or mostly the registration number of the tanker lorry punched in the dipstick
rod must be checked for any discrepancy with that calibration certificate for the dipstick
rod and invoice.
3. The validity of the calibration certificate for the dipstick rod issued by statutory authorities
should be ensured.
4. The P.L. (Proof Level) and D.P. (Dip Level) values indicated in the invoice should match with
the levels indicated in the dipstick rod as well as in the calibration certificate.
5. The seal number written in the invoice must be checked with that of the seal present in
the tanker lorry.
6. The condition of seal must be checked before opening of the seal.
7. Oil sample must be taken from each compartment which shall be sent to Express
Laboratory for checking the quality.
8. Confirmation of all the above, decanting operation may be start, if any of the requirement
are not fulfilled, the decanting of the oil tanker should not be done and the observation
must be clearly indicated in the invoice of the tanker lorry and shift engineer Log sheet.
9. The oil level in the each compartment must be checked with reference to dip value of that
particular compartment.
10. In case of any difference in level, it must be recorded in the invoice and the same must be
converted into liters to book it as a shortfall.
11. All the checking must be done in the presence of tanker lorry driver and incase of any
discrepancy, the signature of the tanker lorry driver must be obtained in invoice before
releasing the vehicle.
The observation recording male in the invoice must be countersigned by the concerned shift
engineer or Dy. Shift engineer.
