1. What is the concern?


Physical restraint can only be used in emergency situations.
2. What does the Council for Exceptional Children say about Restraint and Seclusion? (look
under the Policy/Advocacy section of their website, ​http://www.cec.sped.org​)
They defined physical restraint as “any method of one or more persons restricting another
person’s freedom of movement, physical activity, or normal access to his or her body.” And also,
according to the CEC, seclusion is “involuntary confinement of a child or youth alone in a room
or area from which the child or youth is physically prevented from leaving”
3. What do you feel is the appropriate course of action for schools to take? Use resources to
back up your position.

In my opinion, what I see and think is the main issue is that sometimes it is really hard to get
schools and different types of institutions to follow the rules. These specific rules are to use
physical restraint and seclusion.
Recently, the topic of seclusion and restraint has come under scrutiny in Illinois schools. Answer
