BYLAWS OF COASTAL CAROLINA UNIVERSITY


COLLEGE PANHELLENIC COUNCIL

Article I. Name

The name of this organization shall be the Coastal Carolina University College Panhellenic Council.

Article II. Object

The object of the College Panhellenic Council shall be to develop and maintain women’s sorority life
and interfraternity relations at a high level of accomplishment and in so doing to:
1. Consider the goals and ideals of member organizations as applicable to campus and personal
life.
2. Promote superior scholarship and intellectual development.
3. Cooperate with member women’s sororities and the university/college administration to
maintain high social and moral standards.
4. Act in accordance with National Panhellenic Conference (NPC) Unanimous Agreements,
policies and best practices.
5. Act in accordance with such rules established by the Panhellenic Council as to not violate the
sovereignty, rights and privileges of member sororities.

Article III. Membership

Section 1. Membership classes. There shall be three classes of membership: regular, provisional and
associate.

A. ​Regular membership​. The regular membership of the Coastal Carolina University College
Panhellenic Council shall be composed of all chapters of NPC sororities at Coastal Carolina
University. Regular members of the College Panhellenic Council shall pay dues as determined
by the Panhellenic Council. Each regular member shall have voice and one vote on all matters.
B. ​Provisional membership​. The provisional membership of the Coastal Carolina University
College Panhellenic Council shall be composed of all colonies of NPC sororities at Coastal
Carolina University. Provisional members shall pay no dues and shall have voice but no vote on
all matters. A provisional member shall automatically become a regular member upon being
installed as a chapter of an NPC sorority.
C. ​Associate membership​. Local sororities or inter/national or regional non-NPC member
organizations may apply for associate membership of the Coastal Carolina University
Panhellenic Association. The membership eligibility requirements and the process for
submitting an application and approval of the application shall be determined by the
Panhellenic Council. Associate members shall pay dues as determined by the Panhellenic
Council. An associate member shall have voice and one vote on all matters except
extension-related matters. If they are not participating in the primary recruitment process, they
shall not have a vote on recruitment rules and establishment or modification of Panhellenic
total. An associate member may be expelled for cause by a majority vote of the Panhellenic
Council. An associate member shall not be entitled to vote on the question of its expulsion.

Section 2. Privileges and responsibilities of membership

A. Duty of compliance. All members, without regard to membership class, shall comply with all
NPC Unanimous Agreements and be subject to these Coastal Carolina University College
Panhellenic Council bylaws, code of ethics, recruitment, risk management, and any other
rules this College Panhellenic Council may adopt, unless otherwise prescribed in these
bylaws. Any rules adopted by this College Panhellenic Council in conflict with the NPC
Unanimous Agreements shall be void.
B. All members will have a voice and a vote in Panhellenic meetings, be allowed to serve on
committees and serve as officers of the College Panhellenic, pay full dues, be allowed to
participate in any Panhellenic and Greek programming such as Greek Week, honorary
events, awards programs, etc., be subject to judiciary hearings, and be required to
participate in organized recruitment.

Article IV. Officers and Duties

Section 1. Officers
The officers of the Coastal Carolina University College Panhellenic Council shall be President,
Executive Vice President, Vice President of External Recruitment, Vice President of Internal
Recruitment, Vice President of Programming, Vice President of Operations and Vice President of Public
Relations.

Section 2. Eligibility
Eligibility to serve as an officer shall depend on the class of membership:
A. Regular membership. Members from women’s sororities holding regular membership in the
Coastal Carolina University College Panhellenic Council shall be eligible to serve as any officer.
B. Provisional membership. Members from women’s sororities holding provisional
membership in the Coastal Carolina University College Panhellenic Council shall not be eligible
to serve as an officer.
C. Member must be in good standing with the University and in good standing with their
respective organization upon election.
D. Member must have a 2.8 cumulative GPA.
E. Eligible candidates for the Vice President of Recruitment and Recruitment Counselors must
have experienced a formal Recruitment.
F. Vice President of Recruitment Counselors must have been a Pi Chi previously.
H​. President and Executive Vice President must have been in the Panhellenic community for at
least one year.

Section 3. Selection of Officers


Each office shall be selected via an election process as described below:
A. Any woman who is a member of the Panhellenic Council group (Regular or Provisional
status) may submit an application for a Panhellenic Executive Board positions.
B. The election meeting will be a closed meeting limited to one representative from each
organization to be the voting member and the current CPC Executive Board, with the
addition of newly elected president.
C. Candidates will give a speech and answer questions.
D. Delegates from each chapter will vote upon each position after discussion. Majority vote will
carry and a tie will be broken by the CPC President.

Section 4. Office-holding limitations


No more than 3 member(s) from the same women’s sorority shall hold office during the same term. No
member may hold more than two executive offices in a single year.

Section 6. Term
The officers shall serve for a term of one year or until their successors are selected. The term of office
will begin no later than 2 weeks before the end of the academic year.

Section 7. Removal
Any officer may be removed for cause by a vote of two-thirds of the Panhellenic Council Executive
Board. The President will hold the tie vote and the Fraternity and Sorority Life Advisor will hold the
vote for presidential removal.

Section 8. Vacancies
Vacancies shall be filled in the same manner of selection as provided in Section 3 of this article. If
vacancy occurs during semester break the Executive Board will appoint a new officer to the vacant
position.

Section 9. Duties of officers


A. Duties of all officers
1. Attend each Regular and Special General Council Meeting;
2. Carry out her duties as specified in the Bylaws;
3. Maintain accurate records of all activities and programs for which she is responsible;
4. Keep two weekly hours in the CPC office, and at the end of her term in office shall:
a. Prepare a typed annual report;
b. Participate in the transfer of files to and a training session with her successor.
5. Attend CPC Executive Council meetings;
6. Attend CPC officer retreats;
7. Attend CPC/OFSL programs and/or initiatives where appropriate;
8. Prepare annual awards packet for the Association of Fraternal Leadership & Values;
9. Attend a transition meeting following the election of new officers;
10. Be an active member of CPC by attending CPC events, supporting other CPC officers in their
duties, and abiding by the CPC bylaws;
11. Failure to abide by these regulations will result in monetary fines set forth by the President
and Executive Vice President with oversight from the Director of Fraternity and Sorority Life.
B. The President shall:
1. Coordinate and preside over all sessions of CPC (Executive Board, Special Meetings, and
Regular Meetings).
2. Serve as an ex-officio member of all College Panhellenic Council committees, except the judicial
board.
3. Communicate regularly with the Panhellenic advisor.
4. Be familiar with the NPC Manual of Information and all governing documents of this
association.
5. Ensure that the NPC College Panhellenic annual report is completed.
6. Communicate regularly with the NPC area advisor.
7. Maintain current copies of the following: Coastal Carolina University College Panhellenic
Council bylaws and standing rules, the College Panhellenic Council budget, contracts executed

on behalf of the College Panhellenic Council, correspondence and materials received from the
NPC area advisor, all NPC College Panhellenic reports, and other pertinent materials.
8. Attend IFC and NPHC meetings to give a report of CPC or a delegate in her place.
9. Represent CPC on any University of student committee as necessary.
10. Maintain close contact with all work of CPC.
11. Keep the Panhellenic Advisor informed of all CPC business and bring business to CPC chapters
when necessary and appropriate.
12. Plan a Panhellenic Retreat each year for all delegates and executive officers with the assistance
of the Vice President of Programming.
13. Oversee the development of any position statements.
14. Meet weekly with the Executive Board.
15. May vote at CPC to break a tie.
16. May edit the Bylaws at any time to correct structural and grammatical errors and will be
presented at the following Panhellenic Meeting.
17. Perform all other duties as assigned.

B. The Executive Vice President shall:


1. Perform the duties of the president in her absence.
2. Be familiar with the NPC Manual of Information and all governing documents of this
Association.
3. Serve as the Chair of the Judiciary Committee (for more information please refer to the
Panhellenic Judicial Policy).
4. Assist and manage other Executive Council officers in the duties of their offices.
5. Work to resolve problems within the Executive Council.
6. Educate chapters on the CPC Bylaws, judicial processes, and risk management policies.
7. Assist in conflict mediation between chapters.
8. Review all CPC governance documents, at least annually
9. Update Bylaws annually.
10. Create annual Panhellenic Scholarship application, determine recipient along with
assistance from the Fraternity and Sorority Life Advisor.
11. Assist in planning and executing Panhellenic Pride Week, along with the Vice President
of Public Relations.
12. May edit the Bylaws at any time to correct structural and grammatical errors and will be
presented at the following Panhellenic Meeting.
13. Distribute and maintain the Greek Community information for new member education.
14. Perform all other duties as assigned.

C. The Vice President of Programming shall:


1. Report to the College Panhellenic Council any events on campus or in the community that
members or groups may be interested in taking part of.
2. Work with PHC and Office of Fraternity and Sorority Life to create educational programming
that advances the Greek Community.
3. Maintain records of mandatory programming and provide resources for programs to chapters
if needed.
4. Develop opportunities for continuing member education by collaborating with alumni, Coastal
Carolina University offices and departments, and student organizations to offer educational

programming covering the following topics: academic achievement, alcohol consumption,


career preparation, civic engagement, hazing, leadership development, sexual assault/abuse,
and values and ethics.
5. Assist the Director of Fraternity and Sorority Life and CPC President to plan and execute the
New Member Education Program.
6. Coordinate with IFC counterpart to plan and orchestrate Greek Week.
7. Help organize third party programming/speaker series for Anti-Hazing week and Substance
Abuse week.

D. The Vice President of Philanthropy shall:


1. Work with chapter philanthropy chairman to host or improve philanthropic events.
2. Maintain accurate archives of all community service hours and philanthropic fundraisers of
each chapter.
3. Plan and execute at least one major CPC sponsored philanthropy event per year and one
community service event per semester.
4. Work with the University regarding all campus and community wide philanthropies.
5. Coordinate community wide event to assist in fundraising for Circle of Sisterhood.
6. Coordinate with IFC counterpart to plan and orchestrate Dance Marathon.

D. The Vice President of Operations shall:


1. Keep minutes of Council meetings, both regular and special.
2. Email a detailed copy of the meetings minutes to all chapter Presidents and elected
representatives, if necessary, and E-Board Members no later than 24 hours after the
adjournment of the meeting.
3. Set the agenda for the next meeting and have printed copies available for all attendees.
4. Notify all Council representatives of all meetings.
5. Keep an updated list of chapter delegates each semester.
6. Preside over Scholarship Chair meetings.
7. Maintain and improve CPC Scholarship Programs.
8. Have charge of all matters concerning the finances of the Council.
9. Prepare and distribute copies of an annual budget.
10. Give brief financial report at each CPC meeting.
11. Collect and record all funds properly.
12. Meet with CPC President and Director of Fraternity and Sorority Life to revise the CPC budget
when necessary.
13. Hold and maintain accountability for the CPC account.
14. Be the Last one to sign and approve the CPC request form prior to reimbursement of purchases.
15. Regularly monitor CPC accounts to ensure accurate spending of funds.
16. Perform all other duties as assigned.

D. The Vice President of Recruitment shall:


1. Be responsible for Recruitment Activities in their entirety during her tenure.
2. Coordinate with Director of Fraternity and Sorority Life on educational programming during
new student orientation.
3. Coordinate off-season Recruitment Activities.
4. Develop recruitment workshops and programs for chapters.
5. Provide advice and support to chapter recruitment officers.

6. Following term in office present a full report including recommendations to the Panhellenic
Council based on an analysis of the recruitment statistics and recruitment evaluations from
PNMs, chapter officers and chapter advisors.
7. Support chapters who participate in an informal recruitment of Continuous Open Recruitment.
8. Educate in disaffiliation.

D. The Vice President of Recruitment Counselors shall:


1. Interview, and select Pi Chis for formal recruitment.
2. Train selected Pi Chis at retreat and specified Pi Chi meetings.
3. Educate in disaffiliation.
4. Oversee recruitment week and recruitment related matter.
5. Assist the Vice President of Recruitment when needed.

D. The Vice President Public Relations shall:


1. Send welcome letter to new chapter presidents.
2. Be responsible for all CPC publicity.
3. Oversee design and production of CPC material and merchandise.
4. Maintain the CPC webpage and social media.
5. Publish recruitment booklet.
6. Utilize technology (social media, fraternityinfo.com, etc.) in recruitment and marketing efforts.
7. Co-coordinate and implement Panhellenic Pride Week with Vice President.
8. Plan a news release to let the community know about positive contributions made by the IFC
and NPHC community.

Article V. The Panhellenic Council

Section 1. Authority
The governing body of the Coastal Carolina University College Panhellenic Council shall be the
Panhellenic Council. It shall be the duty of the Panhellenic Council to conduct all business related to
the overall welfare of the Coastal Carolina University College Panhellenic Council including, but not
limited to: every regular academic term review the parameters as adopted in the recruitment rules for
the automatic adjustment of total, annually determine dues, approve the annual budget, consider
extension, set a calendar of events, determine programming and establish recruitment rules and
recruitment style. The Panhellenic Council shall also have the authority to adopt rules governing the
College Panhellenic Council that do not violate the sovereignty, rights and privileges of member
women’s sororities.

Section 2. Composition and privileges


The Coastal Carolina University Panhellenic Council shall be composed of one delegate and one
alternate delegate from each regular, provisional and associate member organization at Coastal
Carolina University as identified in Article III. The delegates shall be the voting members of the
Panhellenic Council except as otherwise provided in Article III of these bylaws. The alternate delegates
shall have voice but no vote. The alternate delegate shall act and vote in the place of the delegate when
the delegate is absent. If both delegate and alternate are absent, the vote may be cast by a member of
the sorority, providing her credentials have been presented to the Association president. There will be
a fine of $25.00 if both the Delegate and Junior Delegate are not in attendance.

Section 3. Selection of delegates and alternates


Delegates and alternates to the Panhellenic Council shall be selected by their respective women’s
sorority chapters to serve for a term of one year commencing upon selection by the chapter.

Section 4. Delegate vacancies


When a delegate vacancy occurs, it shall be the responsibility of the sorority affected to select a
replacement within two weeks and to notify the College Panhellenic Council secretary of her name,
email and telephone number.

Section 5. Regular meetings


Regular meetings of the Panhellenic Council shall be held at a time and place established at the
beginning of each academic term.

Section 6. Annual meeting


The annual meeting of the Panhellenic Council shall be held during the month of November. The
purpose of the annual meeting shall be for the election of officers and any other business that may
properly come before the delegates.

Section 7. Special meetings


Special meetings of the College Panhellenic Council may be called by the president when necessary
and shall be called by her upon the written request of no fewer than one-fourth of the member
women’s sororities of the Coastal Carolina University College Panhellenic Council. Notice of each
special meeting of the Panhellenic Council shall be sent to each member of the Panhellenic Council at
least 36 hours prior to convening the meeting.

Section 8. Quorum
Two-thirds of the delegates from the member sororities of the Coastal Carolina University College
Panhellenic Council shall constitute a quorum for the transaction of business.

Section 9. Vote Requirements


A. Proposed motions on issues that impact a chapter as a whole must be announced at a
previous meeting to allow opportunity for chapter input before a vote may be taken on the
issue.
B. A two-thirds vote of the Panhellenic Council shall be required to approve a recolonization
plan and for all extension-related votes. All other votes, unless specified in these bylaws, shall
require a majority vote for adoption.

Article VII. The Panhellenic Advisor

Section 1. Appointment
The Panhellenic advisor of the Coastal Carolina University College Panhellenic Council shall be
appointed by Coastal Carolina University

Section 2. Authority
The Panhellenic advisor shall serve in an advisory capacity to the Coastal Carolina University College
Panhellenic Council. The Panhellenic advisor shall have voice but no vote in all meetings of the
Panhellenic Council.
Article VIII. Committees

Section 1. Standing committees


A. The standing committees of the Coastal Carolina University College Panhellenic Council shall
be the Judicial Board and Membership Recruitment Committee.
B. Term. The standing committees shall serve for a term of one year, which shall coincide with
the term of the officers.

Section 2. Appointment of committee membership


The Executive Board shall appoint members and chairmen of all standing and special committees,
except as provided otherwise in these bylaws, and in making these appointments, recognize fair
representation from all member women’s sororities as much as possible. The president shall be an
ex-officio member of all committees except the Judicial Board.

Section 3. Judicial Board


The Judicial Board shall consist of the vice president as chairman and one member from each of the
College Panhellenic member organizations. ​Each member of the Judicial Board should be selected and
communicated to the Panhellenic Executive Board before the start of a new term.​ The Panhellenic
advisor shall serve as a nonvoting, ex-officio member. The Judicial Board members shall participate in
training to be educated about the purpose of the board, the rules and regulations the Judicial Board
will monitor, the procedures to be followed, proper questioning techniques, the rights of the charged
organizations, evaluating evidence, and deliberations and sanctioning. The Judicial Board shall educate
member sororities about the Panhellenic judicial procedure.

In accordance with NPC Unanimous Agreement VII. College Panhellenic Council Judicial Procedure, it
shall be the Judicial Board’s duty to hold a hearing to adjudicate all alleged violations of the NPC
Unanimous Agreements and the bylaws, code of ethics, standing rules and membership recruitment
regulations of the Coastal Carolina University College Panhellenic Council that are not settled
informally or through mediation. The hearing shall be conducted by the entire Judicial Board unless
Panhellenic Council adopts rules for the hearing to be conducted by a committee of the Judicial Board.
The members of the Judicial Board shall maintain confidentiality throughout and upon completion of
the judicial process.

Section 4. Membership Recruitment Committee


The Membership Recruitment Committee shall consist of a chairman and one representative from
each regular, provisional and associate member. Alumnae advisors may attend meetings of the
committee. The alumnae advisors shall have voice but no vote. This committee shall review and
develop membership recruitment rules and submit them for discussion and approval to the
Panhellenic Council before the end of the academic term preceding the membership recruitment
period. After each membership recruitment period, the chairman of this committee shall present a full
report, including recommendations, to the Panhellenic Council based on an analysis of the recruitment
statistics and recruitment evaluations from new members, potential new members who withdrew,
each member organization and chapter advisor.

Section 7. Community Service/Philanthropy Committee


The Community Service/Philanthropy Committee shall consist of a chairman, V.P. of Philanthropy and
six members. The Community Service/Philanthropy Committee shall be responsible for all matters
pertaining to the promotion of community service/philanthropy.

Section 9. Other committees


Other such committees, standing or special, shall be appointed as deemed necessary by the
Panhellenic Council.

Article IX. Finances

Section 1. Fiscal Year


The fiscal year of the Coastal Carolina University College Panhellenic Council shall be from ​January 1 to
December 31 inclusive

Section 2. Contracts
Dual signatures of the President, V.P. Operations, and Coastal Carolina University shall be required to
bind the Coastal Carolina University College Panhellenic Council on any contract.

Section 3. Checks
All checks issued on behalf of the Coastal Carolina University College Panhellenic Council shall bear
dual or university signature(s). The following shall be authorized to be one of the two required
signatures: President and V.P. Operations.

Section 4. Payments
All payments due to the Coastal Carolina University College Panhellenic Council shall be received by
the Vice President of Operations, who shall record them. Checks for payments shall be made payable to
the Coastal Carolina University College Panhellenic Council.

Section 5. Dues and Fees


A. NPC College Panhellenic dues shall be paid yearly as invoiced by the NPC office.
B. There will be a $2,000 annual recruitment fee per chapter. This fee can be split between
semesters or paid in full prior to the start of the formal recruitment.
C. College Panhellenic Council membership dues shall be an assessment per member and new
member.
i. The amount of such dues for the next academic year shall be determined by the
Panhellenic Council no later than February of that year. Chapter dues are currently set
at $25 per member.
ii. The dues of each College Panhellenic Council member sorority shall be payable within
two weeks of invoice each semester. A fine of $75 will be assessed when a payment is
overdue. A $25 late fee will be charged every day it is past due.
D. In the event that College Panhellenic Council co-sponsors or sponsors a program or speaker,
monetarily or by assisting in the planning of the program, a percentage attendance will be
determined and announced two weeks prior to the event. There will be a fine determined
for chapters that do not meet the attendance requirement at the time of announcing the
program, no later than two week prior to the program.

Section 6. Assessments and fines


The Panhellenic Council shall have the authority to determine fees and assessments as may be
considered necessary.

Fines will be as follows:

A. Chapters who do not have both delegates represented at College Panhellenic Council meetings
will be assessed a $25 fine. This fine is due one week from the billing date. An additional fine of
$25 per week will be assessed until the College Panhellenic Council receives payment.
a. If a chapter is more than 5 minutes late for College Panhellenic Council meeting they will
be considered absent and fined accordingly.
B. Chapters without representation at mandatory Panhellenic sponsored events, as voted on by
Panhellenic Council, or chapter that fail to turn in mandatory paperwork will be assessed a
reasonable fine at the discretion of the Panhellenic Executive Board. The amount of the fine
will be specifically defined when the mandatory event is announced or the mandatory
paperwork is distributed.
C. Failure to pay a fine or payment within 2 weeks of distribution date will result in loss of
voting privileges until the fine is paid, and an additional $25 per day overdue until paid.
D. Notification of fines will be delivered via email, via invoice in the chapter mailbox or
hand delivered to the Panhellenic delegate.
E. If there is a legitimate reason why the due date of payment cannot be met, it should be
reported to the V.P. of Operations no later than 48 hours prior to the due date so that a grace
period may be extended.
F. Fines should be sent out within 2 weeks of infraction date. If they are not sent out, the
infraction will be void.

Article X. Extension

Section 1. Extension
Extension is the process of adding an NPC women’s sorority.

The Coastal Carolina University College Panhellenic Council shall follow all NPC Unanimous
Agreements and NPC extension guidelines found on the NPC website and in the Manual of Information.

Section 2. Voting rights


Only regular members of the Panhellenic Council shall vote on extension matters.

Article XI. Violation Resolution

Section 1. Violation
Chapters shall be held accountable for the conduct of their individual collegiate and alumnae
members. Conduct contrary to the NPC Unanimous Agreements, these bylaws, the Panhellenic code of
ethics, standing rules and/or membership recruitment regulations of the Coastal Carolina University
College Panhellenic Council shall be considered a violation.

Section 2. Informal resolution


Members are encouraged to resolve alleged violations through informal discussion with the involved
parties.

Section 3. Judicial process


If informal discussions are unsuccessful, the judicial process will be set in motion by filing a report of
the alleged violation. The Coastal Carolina University College Panhellenic Council shall follow all
judicial procedures found in NPC Unanimous Agreement VII.

A. Mediation. Mediation is the first step of the judicial process. The Coastal Carolina University
College Panhellenic Council shall follow all NPC Unanimous Agreements concerning the judicial
process.
B. Judicial Board hearing. When a violation is not settled informally or through mediation, the
Judicial Board shall resolve the issue in a Judicial Board hearing. The Panhellenic Council shall
adopt procedures in the standing rules for this purpose that are consistent with the NPC
Unanimous Agreements. The judicial hearing must be completed within the semester that the
dispute occurred, otherwise the dispute will be dropped by the Panhellenic Executive Council.
C. Appeal of Judicial Board decision. A decision of the Judicial Board may be appealed by any
involved party to the NPC College Panhellenics Judicial Appeals Committee. The Coastal
Carolina University College Panhellenic Council shall follow all NPC Unanimous Agreements
concerning the appeals process. An appeal to the judicial hearing decision must be filed within
the semester the dispute occurred. In case of delay, waiting on the results of NPC's appeal can
carry on the next semester as long as the same Panhellenic Executive Council is still holding
their positions. If a change of the Panhellenic Executive Council members occurs, all disputes
and judicial processes will be disregarded.

Article XII. Hazing

Per the Unanimous Agreements, the National Panhellenic Conference supports all efforts to eliminate
hazing. All forms of hazing shall be banned.

Article XIII. Parliamentary Authority

The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the
Coastal Carolina University College Panhellenic Council when applicable and when they are not
inconsistent with the NPC Unanimous Agreements, these bylaws and any special rules of order the
Coastal Carolina University College Panhellenic Council may adopt.

Article XIV. Amendment of Bylaws

These bylaws may be amended at any regular or special meeting of the Coastal Carolina University
Panhellenic Council by a two-thirds vote, provided that the proposed amendment has been announced
and submitted in writing at the previous regular meeting, allowing an opportunity for chapter input.

Article XV. Dissolution

This Association shall be dissolved when only one regular member exists at Coastal Carolina
University. In the event of the dissolution, none of the assets of the Association shall be distributed to
any members of the Association, but after payment of all debts, its assets shall be given to the National

Article XVI. New Member Education

All new members must be taught general information, by their chapter’s perspective new member
educator, about councils and chapters of Coastal Carolina’s Greek community as a whole. General
information includes years founded nationally and locally, symbols, colors, values, do’s and don’ts and
anything else they feel is crucial to know regarding their council/chapter. The councils, and chapters
within each community, include NPHC, IFC, NPC and other Culturally Based Greek Letter Organizations
at Coastal Carolina University. Before the curriculum is presented to new members, it will be approved
by the chapter's presidents, council presidents and Fraternity and Sorority Life Advisor. This will be
maintained and distributed by the Executive Vice President

COASTAL CAROLINA UNIVERSITY COLLEGE PANHELLENIC COUNCIL CODE OF ETHICS

We, the members of women’s sororities at Coastal Carolina University, agree to promote honesty,
respect, sisterhood and cooperation within the College Panhellenic and our respective chapters and in
our daily lives, as well as living out and respecting the Panhellenic Creed. This code of ethics is
designed to inspire our members, reinforce exemplary conduct and values-based leadership, and
perpetuate lifelong membership to enrich the sorority and Panhellenic experience.

We, as Panhellenic women of Coastal Carolina University agree on and commit to:
A. Uphold and demonstrate the Panhellenic spirit in thought, word and action through our
chapters as well as individual members.
B. Demonstrate ethical behavior and conduct ourselves in a manner consistent with the mission
and values of the College Panhellenic, each inter/national organization and our institution.
C. Respectfully adhere to the Unanimous Agreements and all policies established by the National
Panhellenic Conference.
D. Avoid disparaging remarks about any sorority or collegiate women and refrain from discussing
Panhellenic matters with nonmembers, in accordance with the dignity and good manners of
sorority women.
E. Recognize friendly relations with all collegiate women, both sorority members and
nonmembers, realizing the importance of creating and building friendships.
F. Plan recruitment events that provide opportunities for the greatest possible number of women
to become sorority members while protecting the rights and privileges of individuals and the
chapters.
G. Provide a safe, positive and enriching recruitment experience, understanding that membership
is a social experience arrived at by mutual selection.
H. Strive to be truthful, honorable, open and friendly to all potential new members during all
recruitment events.
I. Be respectful of the rights of every potential new member to make her own choices, including
the right not to join the women’s sorority community.
J. Refrain from limiting a potential new member’s chances of becoming a member of the
Panhellenic community by encouraging her to make a single intentional preference or to limit
her choices.
K. Maintain an appropriate and professional social media presence.

We, as Panhellenic women of Coastal Carolina University, also agree on and commit to:
A. Respectfully adhere to the bylaws and recruitment rules of the Coastal Carolina University
College Panhellenic Council.
B. Abide by all local and federal laws and NPC inter/national member organization bylaws.
C. Hold one another accountable to these standards, remembering at all times that we represent
not only our individual chapters but also the Panhellenic community as a whole.

As Panhellenic women of Coastal Carolina University, these are the tenets by which we strive to live.

RECRUITMENT RULES OF
COASTAL CAROLINA UNIVERSITY
COLLEGE PANHELLENIC COUNCIL

I. Statement of Positive Panhellenic Contact


We, the women of Coastal Carolina University, will promote Panhellenic-spirited contact with all
potential new members throughout the year. Positive Panhellenic contact does not mean creating an
unfair advantage for a particular NPC member organization. It does mean promoting sorority
membership in general, not a particular organization. Positive Panhellenic contact is intended to
promote interest in the sorority community and bring more women to the recruitment process.

Strict silence will begin at the time of MRABA signing and last until bid distribution as designated in
the schedule. No sorority member, including alumnae and new members, may communicate or live
with potential new members during this period. Strict silence is defined as verbal, nonverbal, written,
printed, text message and electronic communication or communicating through a third party. If
potential new members live in a residence hall with sorority members, only casual greetings and
contact are permitted.

All member organizations are expected to display ethical behavior at all times. Ethical behavior means
adhering to local Panhellenic rules as well as NPC policies. It means holding yourself and others
accountable to make good choices in your actions. Ethical conduct promotes parity for all member
organizations through fair play.

II. Statement of Adherence to NPC Unanimous Agreements and Policies Regarding Recruitment
All NPC member organizations represented at Coastal Carolina University believe in strictly adhering
to NPC Unanimous Agreements and policies. All organizations will follow these valued and
non-negotiable policies during the recruitment process.

III. Statement of Values-Based Recruitment


All NPC member organizations represented at Coastal Carolina University will promote the following
practices during
membership recruitment:
1. Engage in values-based conversations.
2. Choose recruitment activities and behaviors that reflect the core values of our organizations.
3. Make informed choices, based on shared values, about potential new members.
4. Educate potential new members about the values, benefits and obligations of sorority
membership.

In accordance with NPC policy, Coastal Carolina University recruitment events do not include skits,
elaborate decorations and costumes.

IV. Statement of Membership Recruitment Acceptance Binding Agreement (MRABA)


The Coastal Carolina University Panhellenic will uphold and use the membership recruitment
acceptance binding agreement (MRABA) for each potential new member interested in joining a
sorority, whether during formal or informal recruitment. We agree to all policies and steps pertaining
to the MRABA.

V. Statement of Automatic Reset of Total

Total is the allowable chapter size as determined by the College Panhellenic. To allow chapters to
achieve parity as quickly as possible, total will be automatically adjusted every regular academic term.
This is to be done no later than 72 hours following bid distribution in the academic term that primary
recruitment is held and within one week (no more than seven days) from the start of the academic
term in which primary recruitment is not held. Total will be determined by average chapter size
rounded down to the nearest whole number.

Potential New Member Guidelines


A. Participating in recruitment requires a non-refundable registration fee and a late fee after
Wednesday, August 23​rd​, 2018 at 11:59PM. Each potential new member also must complete a
recruitment application using on CampusDirector. The CampusDirector system will close for
registration on August 31​st​, 2018 at 11:59PM.
B. Each potential new member must attend the Opening Night event and the maximum number of
recruitment parties that she has been invited each subsequent day. In case of an illness or
accident, she must notify her Pi Chi, the CPC V.P. of Recruitment or CPC Advisor. If a potential
new member does not attend an event and does not have prior permission, she will
immediately be released from the Recruitment process.
C. Each PNM must follow recruitment behavior and guidelines outlined in the recruitment
booklet.
General Recruitment Rules
A. During formal and informal recruitment there is to be no disparaging remarks may be made by
a sorority member about another sorority or its members. Attempts may not be made to
evaluate or rank another sorority. This includes any discussion of sorority invitations. No
sorority member is qualified to tell a potential member about a sorority other than her own.
B. Initiated members, new members, alumnae, recruitment team, and others representing the
chapter are bound by the Coastal Carolina University College Panhellenic Council Recruitment
Rules and Policies, Bylaws and NPC Unanimous Agreements and will be held responsible for
their actions.
C. Men shall not be present at any recruitment event, nor shall they take an active part in sorority
recruitment, excluding the Office of Student Life and other para/professional staff members.
Men shall not be permitted to assist with moving chapter paraphernalia into and out of the
recruitment venue.
D. Chapters may appropriately sing to potential new members as they enter or exit the chapter
room, but not in the doorway of the chapter room as potential new members wait outside.
There will be no singing inside a room when doors are closed with the exception of Preference
Day ceremony. No door stacking.
E. Oral bids, promises of pledging, and speaking of definite or indefinite future meetings are
prohibited during the summer and Formal Fall Recruitment. No sorority member, new
member, alumna, or agent may advise any potential member or individual of chapter intent.
F. All contact with sorority members and PNMs between Opening Night and the end of the last
Preference event shall be limited. Sorority members shall not initiate any contact with a PNM in
any manner other than pleasantries or any other academic conversations. This includes any
contact via email, written notes, social media, text messaging, phone contact, or any contact
through a third party.
G. The Judicial Process outlined in the NPC Manual of Information shall govern all proceedings in
relation to alleged violations of Recruitment rules.
H. Recruitment events shall consist of maximum conversation time, tables with displays
pertaining to the event and water for potential new members. Skits, excess food, or costumes

should not be included in recruitment. Videos shall only be shown during Day 2/Philanthropy
to provide potential new members with information regarding the (inter)national
philanthropies associated with our NPC member groups.
I. A chapter cannot require its members to wear the exact same outfit or article of clothing during
recruitment; except for the designated Panhellenic t-shirt on Day 1/Sisterhood. Requiring
chapter members to purchase outfits, for the sole purpose of recruitment is prohibited.
Chapters are allowed to follow a general color scheme, but may not limit chapter members to a
specific article of clothing (i.e.- only white shorts vs. white bottoms of choice). A detailed
Recruitment schedule for all events will be provided by Panhellenic.
J. The beginning and end of each round shall be specified in the formal recruitment schedule.
Doors may not open before the time specified in this schedule as the beginning of a round. Pi
Chi’s will give a warning one minute before the end of the round if no PNM’s have begun exiting
the facility. A $1 per second fine will be given for every second late after the specified time on
the schedule or if opened early prior to the start time on the schedule. Fine must be paid by the
chapter within 2-weeks of bid day and will not result in a mediation hearing unless
non-payment.
K. Lists will be due (3) hours after the final party of the day. Fines will be given in one minute
increments. A $10 per minute fine will be given for every minute the list is overdue. Fines must
be paid by the chapter within 2-weeks of bid day and will not result in a mediation hearing
unless non-payment.
L. No sorority member may buy anything (food, beverage, gift, etc.) for a PNM. No favors or gifts
may be given to PNMs by the sorority and/or individual members. No PNM may buy anything
for a sorority member.
M. During Day 1/Sisterhood and Day 2/Philanthropy, water may be served. Food is not allowed.
During Day 3/Preference, water and one (1) soft drinks may be served. Soft drinks equate to ice
tea, lemonade, flavored seltzer, and soda pop. Soft drinks do not equate to virgin forms of
alcoholic beverages or coffee. Napkin color does not count as decoration. Day 3/Preference one
dessert may be served.
N. The recruitment budget will be $750.
a. This budget limit is to include decorations, food and any Membership Recruitment
related expenditures (bought, donated or rented), except Panhellenic Recruitment
T-shirts.
b. Bid Day costs (food, activities, etc.) are not included in the formal recruitment budget.
c. Donated items must be included in the budget assigned with fair market value.
d. Preliminary budgets are due on August 1, 2018 by 5:00PM to the CPC V.P. of External
Recruitment. For every day it is late, there will be a $100 fine per day late.
e. Final budget with an itemized accounting of all recruitment expenses must be submitted
to the CPC V.P. of External Recruitment no later than Friday, September 14​th​ at 5:00PM.
O. The following regulations shall be observed in regards to decoration:
a. All decorations should be kept at a minimum;
b. The use of balloons will be prohibited on all days;
c. Day 1/Sisterhood the chapter will be provided 4 tables for the recruitment room. One
table should be used for recognition of the chapter has received. One table should be
used for water. The remaining tables can include: 2 brag boards, 1 scrapbook, picture
frames, and trophies. Composites and large wooden letters can be in the room;
d. In addition to the above, on Day 2/Philanthropy the chapter will receive an additional
table for a philanthropic activity;

e. Table and chair set-up for Day 3/Preference will be requested from CPC by August 1,
2018.
f. No flowers will be permitted during Day 1/Sisterhood or Day 2/Philanthropy. Day
3/Preference there can be one small arrangement per table. Flowers are able to be
handed to individual members on Day 3/Preference but are not to leave the room;
P. Pre-Recruitment Marketing & Advertising
a. Tabling times and locations will be set by the CPC V.P. of Recruitment prior to the start
of school. There is to be no other tabling on-campus outside of the designated schedule.
When tabling, members must wear the designated Panhellenic t-shirt. There is to be no
more than 3 members at a table at one time. The exception will be organization kick-off
where there will be 5 members allowed. Chapters must register themselves for
organization kick-off.
b. CPC will determine and purchase marketing related materials for formal recruitment.
These items may be distributed to chapter members to help hand out to PNMs.
c. All marketing materials will be distributed to chapters prior to the start of school. Only
the approved Panhellenic marketing materials should be published from both chapter
and member accounts.
d. Recruitment Plans
i. Preliminary recruitment plans are due to the V.P. of Recruitment on May 31​st
with the final plans due on August 1​st​. All plans must be approved prior to the
start of recruitment and cannot be changed after they have been approved.
ii. Room checks will be completed with the approved recruitment plans prior to the
start of each day and can be spot checked for décor and attire in the rooms.
Q. Recruitment Counselors (Pi Chi’s)
a. Must maintain a 2.8 cumulative GPA;
b. Must attend all recruitment counselor training and retreat.
c. Must disaffiliate from her organization from July 1, 2018 through Bid Day. Including but
not limited to participating in her chapter’s membership recruitment events,
preparation, or selection.
d. Recruitment counselors that are removed from their position due to a break in contract
will be charged a $100 fine.
e. The CPC V.P. of Internal Recruitment, CPC President and CPC Advisor have the ability to
release a recruitment counselor if she fails to fulfill the responsibilities.
f. Must attend and facilitate Pi Chi retreat in the fall semester.
