REGULATION OF THE MINISTER OF HEALTH RI NO 9, 2020 ABOUT LARGE-SCALE

SOCIAL RESTRICTIONS

Large-scale social restrictions (Pembatasan Sosial Berskala Besar/PSBB) are


restrictions on certain activities of residents in an area suspected of being infected
with Corona Virus Disease 2019 (COVID-19) in such a way as to prevent the
possibility of spreading Corona Virus Disease 2019 (COVID-I9). In this ministerial
regulation, several activities are permitted and activities that are prohibited during
the PSBB, while the details are as follows:

PROHIBITED ACTIVITIES
1. It is forbidden to carry out an active teaching and learning process in schools.
Replaced with at home use the most effective media except those related to
health services. [ARTICLE 13 VERSES (3)]
2. Companies / agencies are prohibited from employing employees in offices & / or
with normal workers. Replaced by working at home & / or limiting the number of
workers, except certain agencies & fields. [ARTICLE 13 VERSES (3)]
3. Places of worship are prohibited from being opened to the public. Replaced by
worship at home. [ARTICLE 13 VERSES (4)]
4. Public places / facilities are prohibited from opening to the public, except in
places that have been determined with due regard to meeting the basic needs of
the population. [ARTICLE 13 VERSES (7)]
5. Prohibition of social and cultural activities that involve crowds & gather
(political / sports, entertainment, academic, cultural, etc.) meetings / gatherings.

6. In Mode of Transportation [ARTICLE 13 VERSES (10)]
 Passenger transportation modes (public / private) are prohibited from
carrying the full amount, must be limited.
 Modes of transportation of goods are prohibited from operating except for
essential & essential goods that have been specified.
7. Prohibited activities that are related to aspects of defense and security are
prohibited, except for active military / police officers as the main & supporting
elements. [ARTICLE 13 VERSES (11)]

PERMISSIBLE ACTIVITIES
1. It is permissible to carry out education, training and research processes related to
health services. [ARTICLE 13 VERSES (3)]
2. It is permissible to be active in the following places (limiting the number of
employees): [ARTICLE 13 VERSES (3)]
a. Central & regional government offices, National Company (BUMN) / Regional
Company (BUMD) & certain public companies.
b. Commercial & private companies that serve the interests of the people.
c. Industrial companies & essential production activities.
d. Logistics & transportation companies dealing with staple goods and
important goods.
3. Religious Activities [ARTICLE 13 VERSES (4)]
a. Worship at home only with close family by keeping a distance.
b. A maximum of 20 people for mourners the Deceased NON-COVID-19.
4. It is permissible to carry out activities in the following places: [ARTICLE 13 VERSES
(7)]
 Stores / sellers of basic necessities, medical equipment / medicines, essential
goods, fuel, gas & energy.
 Health support facilities & services.
 Hotels / lodging places that accommodate tourists & COVID-19 affected
people.
 Companies for quarantine facilities.
 Places for sports and others to fulfill people's basic needs.
5. Can be carried out socio-cultural activities but does not involve the crowds and
gather by referring to the views of official customary institutions recognized by
the government and regulations. [ARTICLE 13 VERSES (9)]
6. In Mode of Transportation [ARTICLE 13 VERSES (10)]
 Private / public modes of transportation are permitted to operate with
restrictions on the number of passengers.
 Modes of transportation of goods that may operate for essential and essential
goods needs include:
1) medical, health, sanitation needs.
2) the need for food and basic goods.
3) circulation of money
4) BBM / BBG
5) distribution of raw materials for manufacturing & assembling industries
and their employees.
6) import and export exports.
7) crossing ships.
8) fire, law, order services
& emergency.
9) station, airport, port for cargo, assistance and evacuation.
7. It is permissible to carry out military and police operational activities within the
framework of the main & supporting elements for the acceleration of handling of
COVID -19 pandemic, as well as other routine ops.
