MENT OF Dy Rep. of te Pipes DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT r s saconorOuzbiAnai, Westra oxen ehy My prconossecrion ADVISORY To : ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, AND PUNONG BARANGAYS SUBJECT : IMPLEMENTATION OF SOCIAL AMELIORATION PROGRAMS AND OTHER PPAs AGAINST COVID-19 BATE + APR 03 2020 This is in line with Joint Memorandum Circular (JMC) No. 1, series of 2020 by this Department, the Department of Budget and Management, the Department of Labor and Employment, the Department of Social Welfare and Development, the Department of Agriculture, the Department of Trade and Industry, and the Department of Finance, outlining guidelines for the provision of social amelioration programs to the most affected residents of the areas under the enhanced community quarantine due to the COVID-19 pandemic, and Memorandum Circular 2020-065, issued on March 30, 2020, providing guidelines for local government units regarding the implementation of these programs. Anent thereto, all local chief executives are directed to: 1. Fast-track the identification of target beneficiaries of the social amelioration programs which may fall under any of the social amelioration programs enumerated under JMC No. 1 s. 2020, and promptly submit the list of the said beneficiaries to the Department of Social Welfare and Development and other concerned national government agencies; 2. Ensure the implementation of the Social Amelioration Program based on the DSWD Regional Office |MPLAN (implementation plan) including coordination with the PNP for the distribution of the items; 3. Accomplish and sign the Memorandum of Agreement (MOA) with the DSWD prior to the distribution of social amelioration grants; 4, Ensure that assistance are provided to the IATF and disbursement of funds or goods to the beneficiaries are duly accounted for to the proper agencies or institutions; gs” OFFICIAL %, RELEASED?5. Ensure that proper documentation shall be made particularly in the community disinfection activities under DOLE TUPAD Program and provide the necessary logistical support in the distribution of assistance; 6. Ensure that the necessary support and help shall be given in the operationalization of food distribution in proper coordination with DSWD and other government agencies; 7. Ensure that complaints regarding the execution of the Social Amelioration Program are monitored and hotlines and other contact numbers for miscellaneous concerns are properly posted and disseminated; and 8. Submit to the concerned DILG C/MLGOO all local issuances regarding the COVID- 19 pandemic for review. Furthermore, all Punong Barangays are specifically directed to: 9. Organize project monitoring teams to monitor the implementation of the social amelioration program in their respective barangay; 10.Facilitate the issuance of the barangay clearance as one of the documentary requirements, free of charge, for the applicable beneficiaries of this program; and 11.Adopt a full disclosure policy in the releasing of the list of target beneficiaries, including publicly and conspicuously posting the names of the beneficiaries listed For your compliance
