Memo to the Minister of

Secondary Education
Directives from The Minister

Subject: Request for the collaboration in the implementation

Of the character education proposed by the Association of
Youth and Students for Peace in our nation.
Mr NCHIA Kamran NUIFAHNU the President of Youths and Students Association for
peace (YSAP) sent you a correspondence concerning explaining that this Association is a non-
Governmental Organisation affiliated to the Universal Federation of Peace. The Association
request the co-operation of the Ministry of Secondary Education for the implementation of an
education programme to promote the culture of peace based on love in Secondary schools.
The said programme contributes to train teachers in self-development so that they
should be role models to their students and inculcate moral values in the latter. This
programme was triggered, amongst others, mainly by a surge in crime wave, insecurity and a
decline in moral values among the youths. This has led to an increase in student violence
against teachers, an upsurge in sexual deviancy among students, consumption of drugs and
narcotic which has led to the spread of Sexually Transmissible Infections and AIDS, which
has a negative influence on students’ performance.

It is a laudable initiative considering the resurgence of violence in schools as a result

of students consuming drug and other narcotics. However, schools do have Health, Peace and
Multiculturalism clubs which are responsible for raising awareness and fight against the
above mentioned problems.
It would be advisable, except your Excellency have a better option to send a
correspondence to the concerned by means of an acknowledgement of receipt.

I acknowledge receipt of your correspondence with reference and subject are
mentioned above and I hereby inform you that I appreciate this initiative which
contributes to the fight against the consumption of drug and other narcotics in schools.
However, in schools, there exist clubs such as that of Health, Peace and
Multiculturalism which are responsible for raising awareness and fight against the
above mentioned social ills.
