ACCOMPLISHMENT REPORT ON JOINT DELIVERY VOUCHER PROGRAM


FOR SENIOR HIGH SCHOOL TECHNICAL-VOCATIONAL-LIVELIHOOD
S.Y. 2019-2020

I. RATIONALE:

The Joint Delivery Voucher program for Senior High School Technical Vocational and

Livelihood Specializations (JDV-TVL) promote partnerships between Dep Ed and qualified

institutions as stipulated in RA 10533, and acknowledges the complementary roles of

public and private educational institutions as stated in RA 8545 or the “Expanded

Government Assistance to Students and Teachers in private educational act. “Under this

law, the invaluable contribution that the private schools have made and will make to

education and the complementary roles of public and private educational institutions are

recognized towards the fulfillment of the mandate of the state to promote and make

quality education accessible to all Filipino citizens. The State the undertook to provide

mechanisms to maximize the use of existing resources of private education.

This JDVP-TVL is designed to optimize TVL Learning by allowing SHS Students enrolled

in public schools to avail of vouchers and take their TVL specializations in eligible partner

institutions from either private or non-Dep Ed public SHS, as well as TVIs.

Relative to Dep Ed Order No. 033. S. 2018 entitled “Guidelines on the Implementation of

the Joint Delivery Voucher Program for Senior High School Technical-Vocational-

Livelihood Specializations for S.Y. 2018-2019’. This is pursuant to pertinent provisions of

Republic Act (RA) No. 10533 or the Enhanced Basic Education Act of 2013, and RA 10964

the General Appropriations Act (GAA) for Fiscal Year 2018. The Libertad Senior High

School conducted the School-Based Orientation for immediate dissemination to the

parents of Grade 12 students particularly the Technical Vocational-Livelihood

Specialization and implementation.


III. Objectives

1. To prepare and develop productive and competitive students equip with the

essential competencies, skills and values for both lifelong learning and

employment.

2. Enhance the skills of the students through partnerships with institutions that

are equipped with necessary resources (teachers, workshops, tools, and

equipment) to carry out the program, specifically, the JDVP-TVL.

A. What was expected to happen?

a. Smooth and organized JDVP-TVL Training


b. Cooperation and participation of the G-12 TVL students, parents with NON-Dep Ed
JDVP-TVL Partner (PECIT)
c. Students and Non-Dep Ed Partner will get acquainted with the guidelines on the
Implementation of the JDVP-TVL anchored on Dep Ed Memorandum No. 033, s.
2018.
d. Students of Libertad G-12 TVL SHS will have National Certificate after the training
and assessment.

B. What actually happened?

a. The JDVP-TVL Coordinator together with the Private Partner PECIT signed the MOA.
b. The Training was started from July 10 to October 2019.
c. In the First day of training they have an Orientation on the facilities and
equipment’s that they are going to use and the competencies that should be
perform, requirements for Tesda Assessment online, picture and other documents
that should be attach for their upcoming assessment.
d. Students were divided into 5 groups with 10 members in each group for the
schedule of the training.
e. On the training, students were able to hands on and perform the different
competencies of Housekeeping NC II
f. They were able also to identify and enumerate the tools, supplies, materials and
equipment’s found in the hotel.
g. Communication skills were also observed during their valet butler demonstration.
h. The Assessment was conducted on November 28,29, 30, 2019 to December 5, 6,
7, 2019.
i. They were 22 males and 25 females who passed the Housekeeping NC II
Assessment.
j. The said training was successfully implemented.
C. What went well?

a. The Joint Delivery Voucher Program for SHS TVL was successfully implemented of
Libertad National High School.
b. Out of 59 beneficiaries 52 of Libertad SHS G-12 TVL was now certified
HOUSEKEEPING NC II Holders.
c. Time management was observed and the event was successfully delivered to the
parents, students and to the chosen Non-Dep Ed JDVP-TVL partner.

D. What can be improved?

a. It would be better if the budget for JDVP-TVL Program will be directly to TVL Senior
High school’s equipment to become School Assessment Training Center for better
life long investment learning learners.
b. If JDVP-TVL will still be implemented next year, it could be better if there is also
allocated budget for transportation of the learners so that they will constantly
come on the service training providers.

explained about on JDVP-TVL Program.

Cecilia Zerrudo Mantillano, and Dr. Israel Reveche, SHS Division Coordinator and the SHS TVL Track Head, Dr.
Marita C. Gumanit, and the SHS Academic Track Head Dr. Lilia S. Nono. On giving their token and Certificates.
