CONSTITUTION AND BY-LAWS

PREAMBLE

We, the members of the PHILIPPINE SOCIETY OF AGRICULTURAL


ENGINEERS (PSAE) SPAMAST Chapter Pre-Professional Group, imploring the aid of the
Divine Providence, in order to accomplish and attain its aims, purposes, and objectives, to
foster unity and companionship and the spirit of true, real, scientific, technical, free student
AGRICUTURAL ENGINEER among its members, do hereby and promulgate this constitution
and By-Laws.

ARTICLE I- IDENTITY

Section 1. This organization shall be named “PHILIPPINE SOCIETY OF AGRICULTURAL


ENGINEERS-SPAMAST CHAPTER PRE-PROFESSIONAL GROUP (PSAE SPAMAST CHAPTER-
PPG).

Section 2. It shall be an affiliate of the PHILIPPINE SOCIETY OF AGRICULTURAL


ENGINEERS (PSAE) NATIONAL CHAPTER PRE PROFESSIONAL GROUP.

Section 3. The seal adopted by PSAE SPAMAST Chapter PPG shall be that of the PSAE
National Chapter PPG.

Section 4. The song adopted by the PSAE-SPAMAST Chapter PPG shall be the PSAE Hymn.

Section 5. The PSAE members shall implement the handshake adopted by the national
chapter pre-professional group.

Section 6. Every member of the PSAE shall recognize themselves as “BAYAW”.

ARTICLE II- DECLARATION OF PRINCIPLES

Section 1. The PHILIPPINE SOCIETY OF AGRICULTURAL ENGINEERS-SPAMAST CHAPTER


PRE-PROFESSIONAL GROUP adopts the generally accepted PARLIAMENTARY PROCEDURES
OF THE GOVERNMENT.

Section 2. The society adheres to the policy of peace, equality, justice, freedom,
cooperation, and amity with all the organization in SPAMAST.

Section 3. The PSAE-SPAMAST Chapter PPG is committed towards Agricultural


Engineering’s dedication to the development of the country’s agricultural industry.
Section 4. Promotion and strengthening of the Agricultural Engineering profession is
essential for the general welfare of both students of BSAE and professional agricultural
engineers.

Section 5. The Agricultural Engineer is technically equipped and scientifically geared with
the knowledge and skills towards the application of the fundamental and known principle of
mechanical, civil, and electrical engineering to the peculiar condition and requirements of
agriculture industry, as a field of science and as a WAY OF LIFE.

ARTICLE III- OBJECTIVES

Section 1. To promote the science and art of engineering in agriculture.

Section 2. To be a true and scientific agricultural engineering student.

Section 3. To foster unity and cooperation among AE students towards the struggle for
professional recognition of agricultural engineering.

Section 4. To adopt, espouse and/or sponsor activities and projects that promote the
agricultural engineering professions.

Section 5. To support and pursue the goals of the PSAE Professional Chapter.

Section 6. To uphold the set of objectives of the students chapter members as well as the
professional chapter and the national student chapter.

Section 7. To abide the rules and regulations of the academic institution of SPAMAST.

Section 8. To work harmoniously with other student organization especially the Society of
Agricultural Engineering Students (SAGES) and help foster the objectives of the school for
economic and social cause.

ARTICLE IV- MEMBERSHIP

Section 1. Any third year Agricultural Engineering Student of SPAMAST Digos Campus, is
required to apply for membership and had accomplished the necessary requirements set by
the society shall be a bonafide member of the PSAE- SPAMAST Chapter PPG. The necessary
requirements should include filing of application forms and payment for pre-membership fee
with an amount of Php 50.00.

Section 1.1

The neophytes shall focus on the tutorial class to the first and/ or second year BSAE
student.

Section 1.2

The trainees/neophytes shall not be accepted unless they comply the required time (2.5
hrs/week) for the tutorial classes. 50% of the student that have assigned for them will pass
the following subject:

 Analytic Geometry with Calculus II


 Physics

Section 1.3
The survival and acceptance is set for the trainees/ neophytes who have successfully
accomplished the requirements stated in section 1.2, and physical training/body contact
is strictly prohibited.

Section 1.4

The trainees/neophytes shall be evaluated weekly and must be disciplined


accordingly.

Section 1.5

Parent consent shall be issued before the survival and the acceptance; and state that
any incident outside the program and venue, the organizer will not be liable.

Section 2. Any regular member from any PSAE-PPG who is presently enrolled in the
department of Agricultural Engineering. SPAMAST Institute of Computing, Engineering and
Technology is still to the provision in section 1 of this article.

Section 3. Member who temporarily ceases their BSAE Studies need not to apply again for
the membership upon returning to the college to pursue or continue the AE course.

Section 4. Termination of the membership shall take effect upon commission of any of the
following offense:

 Three consecutive absences during meeting and organizational activities without


valid reasons.
 Any means of the actions that will jeopardize the organization and its member/s,
extortion.

Section 5. Any board of director member of the society may be subjected to disciplinary
measures the decision by the regular members and the adviser of this society. (provided in
sec. 4)

ARTICLE V- RIGHTS AND DUTIES

Section 1. Every member’s primary duty is to give his best in fulfilling his academic
requirements.

Section 2. Every member shall protect and work for the unity of the Board of Directors and
members of the society.

Section 3. Every member is bound to participate and cooperate in every agreed


undertaking of the society.

Section 4. Every member should respect every individual member regardless of sex, age,
and social status.

Section 5. Every member has the right to express grievances for the good of the society.

Section 6. Every member has the right to avail of the Society’s facilities and other
resources with the proper permission from the Property Custodian.

Section 7. Every regular member has the right to vote for any matter concerning the
welfare of the society.
Section 8. Any regular member can head impeachment procedures.

Section 9. Every regular member is required to pay Php 50.00 for the renewal of
membership and Php 10.00/month as a contribution to this society.

Section 10. Elected officers shall have a privilege of 50% discount to all fees of the society
per semester.

ARTICLE VI- ADMINISTRATION

BOARD OF DIRECTORS

Section 1. THE PRESIDENT

a.) The president shall head the executive body composed of the officers and different
chairperson of the committees.
b.) She/he shall be responsible for the overall coordination of the different committees
of the society.
c.) She/he shall have the power, authority, and duty to create special committees and
thereby appoint chairperson of each special committees for approval of the body by
vote of two-thirds (2/3) of the entire membership.
d.) She/he shall act as the presiding officer in every meeting and has the power to call
for an emergency meeting as the need arises.
e.) No member of the society shall be elected PRESIDENT unless he/she is not the
senior Classifications (incoming 4th or 5th year) in his academic requirements, has not
been placed on probation in the college or in the society, has been a member of the
college for at least 2 years, is not an officer of any organization and is good
academic standing.

Section 2. THE VICE PRESIDENT

a.) There shall be a Vice President who shall have the same qualifications as that of the
president.
b.) She/he shall take over the power and responsibilities of the president in case of
temporary absence and/or the incapacity of the president to perform his/her duty.
c.) She/he acts as the chairperson of the Membership Committee.

Section 3. THE SECRETARY

a.) The Secretary shall have the authority to keep all the records of the society, prepare
minutes and check the attendance of the members for any meeting and he/she shall
be reliable for all correspondence of the society.
b.) She/he shall be at least a third year regular member of the society and not a major
officer of any organization.
c.) She/he shall be responsible for gathering the members in every meeting and activity
of the society.
d.) She/he shall act as the property custodian of the society.
e.) She/he shall act as the contributor of articles or sender of news to any local or
national PSAE publication or any publication if deemed to be necessary.

Section 4. THE TREASURER AND THE ASSOCIATE TREASURER


a.) The Treasurer shall have the authority to collect fees and other financial dues of the
society, keep all the financial record of the society, and make a reimbursement of
funds upon proper authorization by the president.
b.) She/he shall be at least a third year regular member of the society and not a major
officer of any organization.
c.) She/he acts as the chairperson of the Finance Committee.

Section 5. THE AUDITOR

a.) The Auditor shall have the authority and duty to audit the financial statement of the
society, settle all accounts pertaining to the society’s financial transactions and keep
records of the society’s business dealings and transactions.
b.) She/he must be a regular member of the society and not a major officer of any
organization.

Section 6. THE PUBLIC RELATIONS OFFICERS (PRO)

a.) The PROs shall have the authority and duty to act as liaison officer for all the
society’s internal and external affairs, and as collaborator or coordinator with other
organization.
b.) They shall have the authority and duty to disseminate notices, information,
newsletters, and other printed matters concerning the society.
c.) They should be responsible for the harmonious and healthy relationship among its
members.
d.) They shall be responsible for the maintenance of the PSAE SPAMAST Chapter PPG
bulletin board.
e.) She/he must be a regular member of the society and not a major officer of any
organization.

STANDING COMMITTEES

Section 7. THE FOOD COMMITTEE

a.) The Food Committee shall have the authority and duty to plan and to approve
selections and preparations of foods and drinks whether it is for sale or consumption
during fairs, celebrations, or activities of any occasion to which the society is involve.
It shall coordinate with the treasurer.
b.) It shall be composed of three (3), headed by an appointed person of the board of
directors and approved by the members.

Section 8. THE PROJECT COMMITTEE

a.) The Project Committee shall have the authority and duty to formulate, implement,
and monitor projects that provide service or beneficial effects to the society, to
College of Agriculture and/or to any beneficiary that requires such approval by the
general membership of the society.
b.) It shall be composed of three (3), headed by an appointed person of the board of
directors and approved by the members.
c.) It shall submit a narrative comprehensive report to the President of its undertakings.

Section 9. THE MEMBERSHIP COMMITTEE

a.) The membership committee shall have the power and authority to evaluate every
member’s standing or status in the society (whether on probation, suspension, or
expulsion) and to handle applications for membership to incoming third year AE
students in the college.
b.) It shall composed of two (2) members headed by the vice president.
c.) It shall submit to the President a semestral evaluative report on every member’s
status in the society.

Section 10. THE EDUCATION COMMITTEE

a.) The Education Committee shall have the authority to formulate ongoing educational
program such as tutorial for the enrichment of the members as well as the entire
studentry.
b.) It shall also assist any educational program initiated by other PSAE-PPG or the
Professional Chapter, or the AE Program such as for a symposia and the like.
c.) It shall be composed of three (3), headed by an appointed person of the board of
directors and approved by the members.
d.) It shall submit to the President a semestral comprehensive report on the committees
undertakings.

Section 11. THE SOCIAL COMMITTEE

a.) The Social Committee shall have the authority and duty to plan social activities that
encourage and promote intimate and lasting relationship between members of the
society. It shall coordinate with the Food Committee.

Section 12. THE FINANCE COMMITTEE

a.) The Finance Committee shall have the authority and duty to plan and implement
fund raising activities with the approval of the body and to handle financial
transactions of the society.
b.) It shall composed of three (3) members headed by the treasurer.
c.) It shall give a report on the financial status of the society and shall submit a copy of
such to the President.

Section 13. THE SPORTS COMMITTEE

a.) The Sports Committee shall have the authority and duty to plan and organize any
sports activity of the society.
b.) It shall also coordinate to the College of Agriculture for further sports activities.
c.) It shall composed of five (5) AE students, one form each year level, headed by an
appointed person of the board of directors and as approved by the members.
d.) It shall coordinate with the Social Committee.
e.) It shall submit a comprehensive report to the President on its undertakings.

Section 14. THE MODERATOR(S)

a.) The Moderator(s) shall have the duty to give guidance and counsel to the members
particularly to the Elected Board of Directors.
b.) She/he must be a member of the faculty of the Agricultural Engineering program,
SPAMAST-Digos Campus.
c.) She/he shall not have more than two and must not be moderator(s) of any other two
student organization within college.
ARTICLE VII- ELECTION

Section 1. The general membership shall elect seven (7) Board of Directors, which shall
consist of the President, Vice President, Secretary, Treasurer, Auditor, and Public Relations
Officers (2).

Section 2. The elected seven (7) Board of Directors shall appoint five committee heads for
the Social, Project, Food, Education, and Sports Committee a week after the BOD has been
formed.

Section 3. The selection shall be made by secret balloting.

Section 4. Results of the election of the BOD and the new set of Committee Chairpersons
shall be announced thereafter.

Section 5. On probation and suspended members are disqualified to vote and be elected.

Section 6. Election Committee

a.) The Election Committee shall have the Power and authority to enforce and
administer all regulations relative to the conduct of an election, plebiscite, and
referendum.
