BURNING SIN
Jason’s Ford Americar swerved into the other lane as its sensors picked up the mass of debris that had fallen off the
truck up ahead. Jason barely noticed. His adrenaline was still coursing through his veins like rivers of burning
gasoline. His eyes were focused a few centimeters in front of him as his hands flicked back and forth rapidly as if he
was high on novacoke. But the high was natural and yet still illegal. He had just left the meet with the Johnson,
paid in full. And now he was flipping through ARO listings of local escorts while keeping his credstick balance
hanging triumphantly in the display. Another feed was also open in his view and he deftly switched between the
call girls and the Vasion Island Spring Catalog.
He was just settling on a woman to order when another window popped up, indicating an incoming call from
“Red 4”. Jason was cautious, if not unoriginal. He labeled all the shadowrunners that he worked with in his
commlink according to a personal system. Blue for magicians, Green for deckers, and so on. Numbered in the order
that he had met them. Red 4 was the fourth street sam that he had ever worked with, the one he had just finished
the run with.
“Marcus,” Jason said after accepting the call, “you need a loan?”
“Shit, Freddy,” Jason hated that name now and wished he had never had chosen it for his “shadowrunning” SIN
because people always laughingly added, “Flintstone, I was there when you, when we, got paid. Remember. Like,
thirty minutes ago.”
“I’m just messing with you,” Jason replied.
“Why the hell did you take off so fast?”
“I got things I have to do,” Jason bookmarked the first woman he had picked and continued flipping through
more ads.
“Dude, you need to get a grip on that. You know most of those women are basically Yak slaves, right?”
“Whatever. I don’t need a lecture. Why’d you call?”
Jason could hear Marcus shaking his head, but he didn’t care. He just looked up at that number displayed from
his credstick and grinned.
“Look, that Johnson, she wants us for another job…”
“Sure, when?” Jason’s attention was focused on reading the information on a young Hatian woman’s page.
“Now! Tonight!”
“Now? Frag, not now,” Jason started to motion to close the escort ads but glanced back up at the nuyen he had.
I don’t need the job, hell, still twenty days till rent is due anyways, he thought to himself.
“No, chummer, it’s going to be an even bigger score and twice as easy as the first we just…”
Lights flashed in the rearview mirror and illuminated Jason’s eyes in multicolor strobes of authority.
“Oh frag! Frag, frag, frag!”
“What?”
“Errant Boys!”
“Frag. Well. Call me back,” and with that Marcus hung up.
The Knight Errant patrol had already instructed Grid Guide to pull the car over and the Americar’s autopilot
complied. Jason thought about running but then decided he could sweet talk his way past a couple of patrol cops.
The cars pulled over to the shoulder and Jason leaned his head back against the head rest and watched as the
officers slowly got out and walked towards him while he rolled the window down.
“What seems to be the problem, officer?” Jason asked while grinning a wide coffee and nicotine stained smile.
“You passed us at the on-ramp. Can you tell me why you don’t have your commlink running?”
Oh drek! Jason’s head swam, Still running silent. Frag! And my good ‘link, the one with my good SIN is still in
the trunk.
“Well, officer,” Jason slowly began as he mentally calculated the movements it would take for him to reach his
guns, “I had a system update. I can turn it on now.”
“Please do.”
Jason complied by stopping his commlink from running silent, then looked back up at the officer and smiled
again.
“Okay. Uh. Mr., uh, Flintstone, Fred? I need you to step out of the vehicle, please.”

> Where were you when you lost your SIN? Did you
ever even have one? I know a lot of us here lost
ours in the Crash 2.0, just like the older generation
of runners lost theirs in the first global collapse.
There are also a lot of you that were never
issued a SIN. You were born to back-to-land
parents, or in the Barrens, and you had to learn the
hard way what a SIN is, even to the point of having
a criminal SIN issued to you in order to really
hammer home its full weight and meaning.
Since /dev/grrl uploaded her audio file, I figured
I’d consolidate it with a few other pieces
concerning SINs, their forgeries, and the licenses
and permits that go with them.
The second file I dug up from ShadowSea as it
seemed like a good refresher for most of us on
what having a SIN means as well as a reminder to
keep your fake SINs in good working order.
The third talks about permits, licenses, and the
like which are just as important as your SIN; they’re
basically just an extension of it.

Several years ago I did a favor for a friend (re: don’t
ask) and in the hours of surveillance recordings I got
this cute tidbit that I thought you guys might enjoy
listening to. I thought I had uploaded it back then, but I
couldn’t find it anywhere here and well, I figured I’d
just make good on it anyway.
I stripped out the back-talk and chatter as best as I
could to keep it on point. Enjoy.

“Shut the frag up, class! Damnit, Allison, leave

“Thank you, okay, so today we’re going to
cover SINs, how they work, what they do, and what to
do if you come across an illegal one.
“Each of you has your own System
Identification Number. To find it, go ahead and bring up
your commlink’s system arrow, select persona
information, then registration. There, you should see

listed your commlink’s corporate logo, model name,
device ID number, grid provider…and under that, SIN,
with the long string of alphanumerics there. That is your
personal SIN, registered to your commlink when you,
or your parents, purchased it.
“If you’re parents are too poor to buy you a
commlink, Johnny, or they just don’t love you enough
to have set it up for you, Allison, then pull out your
physical SIN card and you can follow along with the
rest of us.
“For the rest of you, go ahead and select info
on your SIN number.
“Now you should see your personal
information; Name, date and place of birth, and your
national or corporate affiliation, which should be UCAS
for most of you. Below that you’ll see your physical
information; metatype, height, weight, eye-color
including a note on whether you need correctional
modifications, and then hair color.
“If you pay attention to your SIN information
over time, you’ll notice that it updates on a regular
basis. So, say, you have a doctor’s visit and they
measure your height and weight, then upon payment
to the insurance, that information is sent to the
GSINR…what does that stand for, class? Right, the
Global SIN Registry, the height and weight
measurements are sent in and will update the GSINR
and your nation or corporation’s databases, which then
updates your commlink’s copy of your SIN. Same thing
if you go in for new cybereyes that change the color or
shape of your irises, and so on.
“Not displayed here are the DNA, retinal scan,
and fingerprint data which are on file with the GSINR,
and also gets updated if you happen to get a new a
cyberhand or cybereyes and what not.
“Permits and licenses are also linked to your
SIN. Here, let me display my SIN information for you.
You can see my standard information, and below that
are my licenses and permits.
“First are my legal ones, the common “Citizen
Ps,” as they’re ofen called. Driver’s permit, high school
or GED certification, and voter registration are mine.
Upon completion of the requirements; age and DMV
test approval, education department approval, and age,
respectively for mine, those agencies issue updates to
the national or corporate database, which then sends
the annotations to the GSINR as well as your commlink.
“Next are the occupational permits and
licenses. You see here is my fine arts bachelor degree
and teaching credential from UW and the first aid
certification I received from DocWagon’s Public
Awareness of Health program.
“You can see the notations for the last two,
which indicate they are only recognized by the
metroplex…while most states in UCAS will recognize
such licenses for a small processing fee, other nations
typically require you go through the full process of
acquiring their version of the license or permit.
 “Other common occupational permits and
licenses include medical doctor degrees or EMT
certification, private detective licensing, electrician
certification, various heavy machinery operation
permits, and so on.
“Lastly are restricted licenses. You can see I
only have one, a basic firearm permit.
“Yes, Allison, it does mean I can shoot you if
you keep bothering Eric.
“Other restricted licenses and permits include
military and police-force affiliations as well as most
other paramilitary occupations, magical aptitude
registration and licensing, lethal spellcasting abilities
permits, aircraft pilot certification, cyberdeck use and
possession permits, commercial demolition license,
radio signal scanner operator permit, paramilitary
cyberware implantation permit, locksmith license,
security drone permit, and so on.
“That covers the basics for SINs and the types
of licenses and permits that you can collect, yes, like
MoonDoom IV unlockable achievements.
“What? Nobody plays MoonDoom anymore? I
must be getting old.
“So now, someone tell me how many
commlinks are in the room?
“No, Jake, not 43.
“Right, Melissa, 44.
“Okay, the rest of you take a moment and run
your search apps and if you find the 44th commlink, go
ahead and ping it with a hello. Take your time.
“Only sixteen of you. Okay. Well, here in my
desk is the hidden commlink.
“The fastest way to get Knight Errant to ruin
your fun down at the Seattle Center is for you to run
your commlink on hidden mode. Sure it keeps the
creepers from annoying you with constant hook-up
messages, but if your running silent the authorities are
going notice and they’re going to come over and ask
you a lot of questions and, if they’re in a mood, they’re
going to take you to the precinct and ask you a lot
more questions while letting you freak out about
missing a date with a woman that it took you three
years to convince that you might be the guy that could
make her happy and

“Doesn’t matter if it’s personal experience or
not. The thing for you all to remember is keep your
commlink active. Because what the cops did, er, what
they will do is they will first ask you to stop running
your commlink silently. Then they will scan your SIN.
Most of the time it’s just visual confirmation. They look
at your SIN information, like you all did just a few
minutes ago, and confirm that your given height and
weight is close to what they see, that your hair color
and eye color match, etc. But if they’re feeling
particularly piggish, they’ll pass your SIN through their
commlink to verify that your SIN matches up with the
GSINR’s records.
“And that’s just asking for trouble. Most of the
security agencies out there skimp on providing their
cops with good hardware and software. You’re just as
likely to have your SIN match up correctly as it is for
their system to frag the whole process and identify you
as some Neo-A terrorist.
“When you start driving, you’ll be thankful that
when you’re pulled over if the cop decides to run a full
scan that they’ll do so with better equipment than
street-cops…but it’s no guarantee.
“If you have the nuyen, you can purchase SIN
verification software for your commlink yourself. This is
wise if you decide to use those anonymous hook-up
sites you kids are so into these days. When you meet
the person, you can run a scan on their commlink’s SIN
information to at least be sure they are who they say
they are. But also, be careful, as the cheaper the
software the higher the possibility of false positives.
That’s how Mr. Rorchart got arrested last month. Blind
date, and when the guy he was meeting ran the
verification it flagged Bob as a fugitive pedophile from
Philadelphia.
“So what do you do if you find someone using
a fake SIN?
“That’s right, Jake. Call the police or corporate
security.
“Fake SINs and licenses are the work of
organized crime, like the Mafia or Yakuza. They have
armies of criminals devoted to creating these felonious
IDs. And just purchasing or owning one is a criminal
act. Even if you ‘borrow’ your older sister’s commlink
with her SIN on it to get you into a club, that
constitutes as using a stolen SIN and can land you in
juvey long enough for the courts to roll it into a prison
term.
“What do you mean, ‘what if they don’t have a
SIN,’ Johnny? Everyone has a SIN.

been followed by some hired goons and see that
they’re keeping their commlinks silent but you just

devices? Just use your throw-away SIN to call
Knight Errant or whoever and let them know you
saw some guys not broadcasting legally.

GETTING A LIFE
> The following was written by a SIN forger. As far as
I can tell it was a response to a client’ questions but
it’s a year or so old and I just happened upon the
response by accident as it was being shared by a
couple of new-to-the-game runners on ShadowSea.

After years of working for Lone Star’s Division of
Matrix Security I moved on, back to my roots many
say, to work for the Yakuza. Those following the New
Way saw opportunity in me and my set of skills and it
has been my honor to work as an identity and
background information asset.

Matrix hot-shots who turn out fake SINs and
licenses for half the metroplex underworld! Why the

Over the course of my humble service to the
Yakuza, I have realized that many who purchase the
goods I help to make do not understand them.
Many seem to think that creating a SIN is as simple
as writing a file with basic information about height and
weight and uploading it to the system information
subfolder of their commlink.
While some may call that a proper forgery, I would
never lower myself to create such a shoddy piece of
work.
The creation of a SIN is like the production of a Noh
play. There are many elements, each required on stage
in their proper place and in their proper order to ensure
its adherence to tradition. Such is the way with creating
a SIN.

First, we must receive the information about the
client. Here, as in all things, there is duality at play. The
yang is to create a SIN that shines as brightly as a real
one, while the yin is the shadow that looms over the
forged SIN’s owner. For the better the SIN the more
real information it has on the owner’s true self. A good
forgery will need to allow the barer to pass biometric

scanning. Finger prints, retinal print, DNA print; these
need to be inserted into the GSINR and other databases
so that the SIN that is read by the system when the
barer is confronted aligns to the barer themselves.
Many times have I seen clients attempt to use
another body for these prints only for them to get
arrested for possession of a forged SIN, at the very time
they needed their SIN to work for them.
> This is no joke. I ran with this adept a few times.
Arrogant, impatient, head-strong. I mean, great in a
fight, but if fists and lead weren’t flying then you
were left dealing with a grade-A asshole.
Anyway, this guy says he’s got a guy when half
of our covers are blown and our SINs become burnt
electrons. He takes us to him, but he’s some two-
bit hacker running out of a used electronics shop
who says to us, I shit you not, “all I need is a
holopic, the name you want, and we’re good. That
‘biometrics’ info is all crap just to fleece you from
your cred and let the man know exactly who you
are.”
The team walked. Except for the adept. He was
pulled over the next night; his prints didn’t match
when Lone Star ran their reader on him.

“processed” him. Then he was deported, dropped
off on the Sioux side of the border. Comedy was he
was Anglo and hated the Sioux. He was hot,
though. Almost made it bearable on those runs,
you could just tune him out by looking at him.

The best SIN is the one with beautiful imperfections.
When a client pays for quality we take his prints and
alter them ever so slightly before linking them to the ID
and uploading them to the databases. This is where the
true artistry comes in to play as our forensic scientists
and biologists have to carefully tweak the finger, retinal,
and DNA prints so that most readers will accept the
match but enough so that if the forgery is detected
then a new forgery will not match the biometrics of the
old one, nor an actual DNA sequencing of the person
when compared to the DNA print in the databases.
> I was wondering about that, because if I get a fake
SIN that matches my biology exactly and then the
GSINR flags that fake as fake…wouldn’t they still
have that info and my new fake SIN would match
the biology of the burnt one and then immediately
get flagged in a never ending cycle of burning
SINs? But that makes sense, and also explains why
everyone isn’t in the forged SIN business.

> The software that the law, or who ever, runs also
has a lot to do with it. The cops don’t exactly
advertise which SIN checking software suite they’re
using and a lot of the time they cut economic
corners.
The cheapest software out there just checks for
bare bones basics, like is it XX or XY chromosomal
match and is it a metahuman’s eyes and prints.
Better software looks for a percentage match,
with the low end needing only a 65% or better
match, with the quality code going for a high
nineties match over multiple checks against
multiple databases. Couple that software with an
expert biometric reader, like those full body
scanners down at the precincts, and you’re looking
at a 100% match.

This is why I do not suggest paying for quick and
cheap SINs from individuals and small teams. With
them, they may be an expert in one, maybe two, areas
or even average jacks of all trades. But a true forgery
requires far more than that.
You need the biologists for taking your DNA and
retinal prints and changing them just enough, just right.
> I knew one evolutionary biologist that moonlighted
with a forgery team. For every DNA code he
modified he always included either the markers for
lactose intolerance or took them away if the client
already was so. He said it was his artistic signature.
I asked him why he chose lactose intolerance and
he said, “to milk our clients.” I told him to stay
away from stand-up comedy.

You need the forensic scientist to take your prints
and modify them in a way that will still let the system
believe that it matches yours.
You need software specialists to write the code that
will match the GSINR’s database and upload it to your
commlink.
You need the hackers to seed the various corporate
and government databases with the forgery and ensure
that it isn’t detected as such.
You need people on the inside to get the backdoors
for the hackers to open.
And lastly, you need someone such as I to keep all
the parts working together to finalize a product that is
truly worth your time and money.

fake SIN is used a profile builds up around it in the
GSINR database (and others), which over time
causes the forgery to lose effectiveness, degrading
its ability to spoof the system. The biggest issues to
look out for is if you use the fake SIN to purchase
lots of permit-required items or as your go-to
anytime you’re stopped by the law.
That’s why it’s good to have several high quality
fake SINs to cycle through in order to slow down
the system building that profile.
You can also pay the same types of people who
provide forgeries to clean up your fake SIN. While
you never really know if it needs it and you might
be wasting your nuyen and time, it’s worth it every
three months or so if only to pay to find out if the
fake SIN has been burned or not.

> Most of us never deal with the likes of Gure-Gao
and her ilk, and few ever even take the time to
research who’s actually creating the forged SIN. It
could be any one of the big organized crime
syndicates in your area or even some independent
crew.
The usual route is to call your fixer, they call
someone who calls someone who knows a forgery
outfit. The outfit tells that someone who tells the
other one who tells your fixer to tell you what the
outfit needs from you, including down payment,
based on the level of artistry (their term) you want
in your SIN. You then give your fixer the name you
want, your biometics, and so on and back down the
line it goes until you finally pay the rest that you
owe and get your shinny new identity.

SINs to get you to where the new identity wants to
go? A lot of outfits will give group SIN discounts if
you ask for it. It’s easier to have all your info at
once, and make tweaks for each SIN than for you to
come back in a week where they have to run all

 your information through their system again.

> The worst thing you can do is give false biometric
information. Never supplement a corpses’ DNA,
retinal, dental, or finger prints for your own. That
just guarantees the system will flag you when they
run the SIN against the real you.

“John Ni”, “John San”, and so on. Had an old beat
cop laughing himself to death as he put the cuffs on

Getting a forged license or permit is the easy part.
Getting the right one for the right place is what’s hard.
Half the time you get these cheap-labor foreigners that
set up shop in a new sprawl and start turning out
permits without any clue as to how the laws differ from
their old haunts.
See, governments and corporations view things
differently when it comes to legality, licensing, and
permits. Who would have guessed? Take Quebec,
Great Brittan, or half the AGS. They can be a runner’s
nightmare, what with requiring every individual gun to
have a permit. Have two Ares Predators? You need a
permit for both.

But UCAS, well, the old U.S.’s 2nd Amendment still
has some power and you just need a permit for
weapon categories thanks in large part to Ares for
pushing through legislation decades ago. Handguns are
one type, assault riles another, shotguns, etc. Heavy
weapons, well, they still typically require a permit for
each. Aztlan, Hong Kong, CalFree, and most others
follow these, or very similar, rules as well. Like in most
parts of Amazonia, and PCC, they break up permits by
firing mode rather than type.
Then there’s the Sioux and CAS. “An armed society
is a polite society,” is their motto. Just a permit that
basically says you know what a firearm is and you’re
good to go so long as they’re visible on your person
when in public.
And that’s the other thing that gets runners all the
time. A permit to own a gun, or guns, is not a license
to carry them concealed. For that you need what’s
typically called a Concealed Carry license. And these
again can range from one license per individual gun
(Quebec, Tir Tairngire), to one per firearm category
(CalFree, PCC), to just one Concealed Carry license for
all weapons legally owned (Sioux, CAS).

Corporations are the same, though they usually fall
on the more restrictive side of things. Except for Ares,
Saeder-Krupp, and Aztechnology who are far more gun
friendly with their own citizens possessing, especially
Ares who practically gives their corp-kids handgun
permits at birth. The Japanacorps (including Evo),
Wuxing, and Horizon, for one reason or another, are
the restrictive ones. If you aren’t corpsec, then you
don’t need a gun is typically how they play it.

There are also special loopholes that their
citizens can find (and so can you!) in getting
permits for new products to help field test and
promote them.

So after you get your permits for your guns and
your licenses to carry them concealed on your person,

Well, getting an occupation that “makes sense” and
“requires” a government license is often a good way to
go. Officers of the law will be curious and concerned if
they stop you, find weapons on you, and while you
have the permits and licenses, you’re stating you’re just
going to the opera. On the other hand, if you show
them your private detective license at the same time
then, while they might give you a hard time for being a
private dick, they also might see you as a brother or
sister in arms.
Other “good” licenses to have in this regard are
bodyguard, private security, and bounty hunter. But
again, some places require a separate license for each
kind of occupation, while others place it all under one
banner, like private security in CAS which legally allows
you to do detective work, bodyguarding, and bounty
hunting.

The same goes with other permits. You may have
forked out the nuyen for a forged registered magician
license or a cyberdeck permit but moving around with
the least amount of trouble dictates that you have
covering occupational licenses to lend credibility as to
why you’re walking around with a bleeding-edge
home-modified Matrix-slicer in your satchel.
Restricted cyberware and bioware are a whole other
ball of wax. Bioware is hard to detect and most never
even think to get permits for the restricted bioware
because let’s face it…if they’re cataloging your wetware
at that level then you have a lot more to worry about.

Cyberware, especially the obvious kind, should really
be purchased (or assigned) with a license. Most
jurisdictions just require a security (or paramilitary)
license for cyberware and bioware and often both are
covered with the same license. But what do you think
is happening when you’re walking through airport
security? The MADs and M-wave machines you’re
walking through are also checking what they find
against your listed licenses.

are sending the security officer a list of your
restricted ware which he checks against the SIN
information he just took from you.

As for drones, well, a lot of them are legal to own
and no one bats an eye if you’re taking your Azzie
Crawler out for a walk or you have a Flying Eye circling
your head. But for a Duelist or Steel Lynx you’ll want a
license to operate security drones (one license typically
covers everything except the military-grade prototypes)
and you’ll still need the weapon permits if you arm
them with separate concealed carry permits for each
drone if they have hidden weapon bays.

considered concealed from individual officer to
officer.

obvious weapon mount that I was transporting
under a tarp because it was raining.

the new region you’re going to (though you still might
be barred from getting them or taxed a “foreigner-fee”
if you’re SIN doesn’t match the new jurisdiction). But
you might be able to save yourself some paperwork
and cred if you you do your research. Like the fact that
CAS accepts/recognizes UCAS firearm permits (but not
concealed carry) as default but they do not recognize
Aztlan or Sioux permits.
This includes making sure your (forged) visa is up to
date as well. Some countries just let you cross borders
as a tourist, but most don’t and require a visa (the legal
ones you apply for and wait for acceptance) in order to
get into their country. ‘Course if you just off road it with
a good coyote and go deep enough inside you might
never be asked to show your visa.
So that’s about it. Know what jurisdiction you’re
under. Then, and only then, get your weapon permits,
your concealed carry license, your augmentation,
magic-use, cyberdeck, and drone licenses, any other
restricted-gear permits (like your spy-gear crap), and a
nice occupational license to tie it all together. And get
them from professionals that have been in the business,
in your region, for a long time.

Magic is a bit more tricky. Most of the awakened

I’ve run with bristle at the thought of being registered,
let alone getting permits for their spells or abilities. But
a forged awakened registration is still good to have and
luckily most jurisdictions require only two; one
registered awakened license and one awakened-
weapons permit. The names vary from country to
corporation, but they’re essentially the same. A license
to let the powers that be know you’re magical and a
permit for powers that are violent in nature. Tie those in
with a private detective or bounty hunter license and
you’ve got a pretty good cover that will keep most law
officers moving along out of fear of being mind
controlled or fried from the inside out than to go to the
trouble to properly subduing you and hauling you in on
the off chance you’re not who you say you are.
The flip side is cyberdeck permits. If you’re stopped
by the cops and they separate you from your deck then
you want to make sure your licenses and permits are
the best of the best and up to date because otherwise
you look like easy prey to the bullies once you’re
without your primary weapon and tool of your trade.
Finally there’s jurisdiction. It’s a mess and the
general rules that a nation or corporation uses may be
different for border “towns” and similar locations. The
safest play is to just get new licenses and permits for

GAME INFORMATION
The Shadowrun, Fifth Edition Core Rulebook has the
basic information about SINs, both fake and real, on
pages 366-368. However, there is not a lot of
standardized information on what a SIN verification
system is. They’re called a “system” and “units” but
otherwise left vague. The following rules are for
codifying some basic SIN verification systems.
SIN VERIFICATION BASICS
SIN VERIFICATION SOFTWARE
At the heart of SIN verification is the software used to
perform the task of verifying that a person’s SIN
information matches with the data in the GSINR and
other databases. The rating of the SIN verification
software is the rating used under the “Checking A Fake
SIN” rules (Shadowrun 5th Edition Core Rulebook, pg
368).
A commlink can run SIN verification software equal
to or less than the commlink’s device rating with a
maximum of 4 unless the commlink is also attached to
a biometric reader (see below) in which case it can run
higher rating software (though still limited by the
device’s rating).
Dedicated SIN verification systems (such as eye and
handprint capable scanning units and full body x-ray
and DNA sampling modules) are not limited in the
software rating they can utilize as they have expansive
biometric readers installed.

SIN VERIFICATION HARDWARE
The hardware backbones of SIN verifications are
commlinks and other basic computer devices. Their
touch screens and cameras allow for the commlink to
read fingerprints as well as run the software needed to
check the SIN against the GSINR and national/corporate
databases.
In order to utilize SIN verification software with a
rating higher than 4, a commlink (or other computer)
must have a biometric reader.
Basic: A basic biometric reader is about the size of a
shoebox and has ports to allow for the software-
running commlink to directly connect to the reader. The
basic biometric reader has a retinal scanner and a basic
DNA reader that can verify gender, metatype, and
other basic physiological markers as well as intoxication
and insulin levels.
Wireless: The basic biometric reader does not need
to be directly connected to the software running
commlink or other computer.
Expert: Largely only manufactured for security and
medical agencies, expert biometric readers are large
devices similar to security metal-detectors/x-ray
scanners and are stationary units typically installed in
police precincts and other high-security locations. In
addition to performing retinal scans, the expert reader
is also able to scan for cyberware (as per millimeter
wave detection systems, SR5, pg 366), take a DNA
sample to have known markers crosschecked with
those on file in the GSINR and national/corporate
databases, and analyze the DNA blood sample for
various chemical and biological signatures (such as the
presence of novacoke in the system, iron deficiencies,
and detectable diseases). An expert biometric system
gives any SIN verification test that utilizes it a +2
modifier to the test.

WHO HAS WHAT?
As a rule of thumb, police and security forces have SIN
verification software installed on their commlinks at a
rating equal to their commlink’s device rating (or 4 if
the commlink is greater than 4). This means that
corporate security and police patrol grunts (Shadowrun
5th Edition Core Rulebook, pgs 382-383) have rating 3
SIN verification software, while police patrol lieutenant
(pg 383) has rating 4 software.
However, corporate-run law enforcement often
places profit first. As such, it is common for the bean-
counters to cut corners where they can by supplying
their officers with less than optimal software. To reflect
this, many officers have software ratings equal to their
commlink’s device rating – 1.
Most security vehicles are also supplied with a basic
biometric reader, though whether the officers
remember, or are just too lazy, to use it is up to the
GM.
Large security detainment vehicles, such as Ares
Roadmasters used as ‘paddy wagons’, are sometimes
equipped with an expert biometric reader for on site
processing during riot control and other large scale
operations. These are typically rare and only the larger
or more profitable departments will have one or two
which they will loan out to other departments as
needed.
Precincts and other security agency headquarters
will likely have rating 5 SIN verification software and an
expert biometric reader (or several) on hand which they
will use as a part of the processing of detainees. Older
or underfunded precincts may have only rating 3 or 4
software and their expert readers, if they have them,
may be malfunctioning or in need of repairs. Flagship

precincts and high volume (read: high profit) locations
will likely have rating 6 software and brand new expert
biometric readers.
Many other locations may utilize SIN verification
software if it can be afforded. Habitual daters often
purchase low-end software to check out their dates and
high end luxury stores will often use mid-range
software to ensure the legitimacy of their clientele.
Most pubic pay-for-access sites (like zoos, museums,
amusement parks, and the like) will also have SIN
verification software to watch for “illegals” trying to
access their services.
At international border crossings, the checkpoint’s
border host will run an agent that checks SINs and visas
as described in Shadowrun: Coyotes. Additionally, GMs
may apply a 1 to 3 dice pool modifier to the
verification test if the nations/corporations are friendly
(negative modifier) or hostile (positive modifier) to
represent the heightened or lax attitudes of those
overseeing the verification process.
SYSTEM FLAWS
If the SIN verification gets no hits on the test, then
that’s good news for a shadowrunner. Even better if it
rolls a glitch or critical glitch as it then should either fail
to record the event in the system, send a flag to the
operator that the PC is someone to be treated with
respect, or some other boon for the character.
Not so much for those using real SINs. Since the SIN
is real, hits on the verification test do not matter. But if
a glitch or critical glitch is rolled then the SINer is in for
a hard time at best and a trip (possibly after a nose-
bloodying “fall”) to the precinct or other terrible and
probably violent inconvenience at worst as the SIN is
falsely identified (and possibly matched to a criminal
SIN).
DEGRADING SINS
As fake SINs get used they build a profile in the GSINR,
corporate, and national databases as well in third party
corporate databases that pay for it. This leads to fake
SIN degradation as anomalies begin to get picked up
such as prior to February 2077 the fake SIN’s profile
shows a purchase of a shake’ums every Sunday for 22
years but for the last six months they’ve only purchased
fizzygoo and only twice on a Sunday.
As the real-use profile accumulates against the
forged one there is a chance that the system will flag
the fake SIN as suspicious in one way or another.
In game terms, to represent this degradation, after
every mission where a character had to make heavy
use of their fake SIN, or the licenses and permits
attached to that SIN, the GM makes a Degradation Test
by rolling an exploding 1D6 and if the result is greater
than the fake SIN’s rating then the fake SIN
permanently loses one rating. A rating 6 fake SIN only
loses a point if the exploding 1D6 rolls a second 6
(that’s what you get for spending nuyen on quality). If
the rating falls to zero then the fake SIN is burned.

The GM should keep the results of the roll secret
while letting the player know a roll has been made.
It is up to the GM to determine what constitutes
“heavy use”, but generally using a fake SIN to get past
AAA security or law enforcement’s SIN verification
systems, or purchasing of a large amount of restricted
gear with that fake SIN (i.e. not through black market
channels) will lead to a degradation test.
Degradation can be “repaired” by spending nuyen
equal to the difference between the original rating and
the degraded rating (minimum of 1), with an availability
rating equal to the original. Because the player does
not know if the fake SIN has actually degraded, they
may end up spending the money and time to clean a
fake SIN that doesn’t need it. But better safe than sorry
when Knight Errant runs your go-to fake SIN only to
find that it has been burned.
THE FAKE SIN
Getting a fake SIN typically takes between 2 days and a
week (see Delivery Times Table, Shadowrun 5th Edition,
Core Rulebook, pg 418) and is usually purchased
through multiple contacts from an organized crime
outfit’s dedicated team of forgers with various
specialized backgrounds.
The best forgers will need the following from a
client; blood sample (for DNA and blood type), retinal
scan, finger prints, as well height, weight, age,
nationality, ethnicity, and any other details that are
important (vision or hearing impaired, etc.).
None of the actual physical, samples, scans, or
prints are actually sent to the GSINR or other databases.
It’s all just a digital “copy” of the supplied information
which the forgers will modify, ever so slightly, so as to
not be a perfect match with the real person. And to
keep a good rep, outfits destroy the samples once the
SIN is created.
The runner is free to choose the name of the new
SIN but the forgers may not use it, especially if the
runner’s choice is unrealistic.
CHEAP FAKE SINS
Rating 1 and 2 fake SINs are the burner SINs in the
runner’s arsenal of false identities. They’re the SINs to
use when lying low after a hot run, or during a run
when circumstances call for making a fast purchase of
legal goods while remaining mostly anonymous.
They’re the SINs to use to buy the team breakfast
before hitting the bank across the street.
Cheap SINs should rarely, if ever, be tied to a
character’s lifestyle unless they’re ready to walk away
from the lifestyle in a moment’s notice.
Using a cheap SIN when getting pulled over or
when going through a border checkpoint is a bad idea,
as most verification tests will nail them in a
nanosecond.
AVERAGE FAKE SINS
Rating 3 and 4 fake SINs are standard “living” SINs for
most runners. They form the basic cover identity that
the runner uses for their “good citizen” persona. It’s the
SIN to use when creating alibis, building a non-runner
identity, and ensuring that the law leaves them alone.
Average fake SINs are the ones that runners should
tie their lifestyles (unless they can afford professional
SINs, see below), as these forgeries are strong enough
to pass most rental agreements and other basic
background checks.
Average fake SINs should not be used to purchase
run-related items unless the it is specifically used as a
quality burner SIN.
PROFESSIONAL FAKE SINS
SINs with ratings of 5 or 6 are the best that money can
buy and runners should purchase at least one as soon
as they are able to in order to use that as their standard
“living” SIN; their primary civilian persona(s).
These SINs should be tied to a lifestyle as they
provide the best security in keeping that lifestyle in
good standing with the law. The general rule is, if the
lifestyle is one the runner actually likes then they should
get a professional SIN for it.
Like average SINs, professional SINs should be kept
as far away from shadowrunning activities as possible
unless the runner has multiple professional SINs and
dedicates one or more to running.
UPGRADING FAKE SINS
By spending nuyen equal to the difference of the
original SIN rating and the desired rating, while using
the new rating to determine availability and the total
cost for delivery time, a runner can upgrade their old
SIN to a higher rating.
If the SIN has been degraded they must first restore
it to the original rating and then upgrade it; counting as
two separate purchases with their own delivery times,
costs, etc.
If the runner does not have access to the original
forgers that created the SIN the cost and delivery time
is doubled.
LICENSES & PERMITS
TYPES OF LICENSES & PERMITS
The following rules break up fake licenses and permits
into several categories to help reflect both the black
market commonality of the license/permit (supply), the
size of the population that typically buys the
licenses/permits (demand), and the level of detail
needed to go into them in order to pass scrutiny
(complexity).
COMMON LICENSES & PERMITS
There are a few licenses and permits that are a part of
the fake SIN itself (i.e. no extra cost). All fake SINs, that
meet the age requirements, come with a voter
registration permit, a driver’s license (motorcycles
and/or noncommercial vehicles), and a high
school/GED or the equivalent level general public
education license.
Other basic education services (those that are
commonly offered as free or nearly free night classes)
can also be added for little cost to a SIN, such as first
aid certifications, certified lifeguard, SCUBA
certifications, forklift operator, etc.
OCCUPATIONAL LICENSES & PERMITS
These licenses and permits typically designate the
possessor as having gone through extensive training,
testing, or both that is also regulated by one or more
institutions. These include university degrees (including
law and medical degrees), private detective certification
(which does not permit the holder to possess or carry
firearms), electrician certification, commercial
construction licensing (possessor must still purchase the
fake permits for possession of commercial explosives
and individual heavy machinery operation), commercial
and/or heavy equipment drivers licenses, aircraft pilot’s
license, etc.
Additionally, tourism visas are also considered
occupational permits.
RESTRICTED LICENSES & PERMITS
These include any and all individual licenses and
permits for Restricted gear as per Fake Licenses
(Shadowrun 5th Edition Core Rulebook, pg 443) as well
as 12-month work visas.
See below for regional categories of restricted
weapons (and other lethal abilities) permits.
HIGHLY RESTRICTED LICENSES & PERMITS
Some licenses and permits are exceptionally difficult to
obtain either because the forger has a difficult time
getting their hands on an original to base the forgeries
on or because the security crosschecking is just that
much more involved or both. These fake licenses and
permits cost more but will also generally give the
possessor higher level access to secure areas and
information. These include military or security-force
membership licenses which also provide permits for the
restricted items associated with those occupations. For
example, a basic fake UCAS Army Enlistment license
would also confer the appropriate weapon and vehicle
permits associated with membership in that branch of
service. The prices and availability for Highly Restricted
Licenses & Permits listed below are for the most basic,
entry level, positions. For higher level positions
(corporal, major, admiral, etc.) the GM should increase
the cost as deemed appropriate.

 Most nations and corporations require a concealed
carry permit that mimics the firearms permits categories
as well.
Note that spells, hacking cyberprograms, lethal
adept abilities, and restricted drones fall into the same
general categories as firearms.
Category I-II: A permit is needed for each combat
or invasive spell, every hacking cyberprogram on every
deck, each lethal adept ability, every combat
augmentation, and every individual security drone.
Category III-IV: A permit is needed for each spell
type (Combat, Manipulation, etc.) that the character
knows spells of and which can be used to harm or
influence others, to have any number of hacking
cyberprograms per cyberdeck, for all lethal adept
abilities, for all security/combat augmentations, and for
each model of security drone.
Category V: Only one permit is needed to
designate the possession of an overarching category of
lethal, security, and/or combat oriented abilities or
gear; lethal and influencing spells, adept abilities,
augmentations, drones, or the possession of any and all
restricted cyberdecks.
VISAS
There are two basic types of permits that allow a
character to legally enter another nation.
Tourism Visa: A tourism visa is issued by a country
to allow foreign nationals to travel (and spend nuyen)
within their borders for a limited time. Typically,
tourism visas do not allow the visitor to work, study, or
engage in other business, government, or educational
endeavors (and those suspected of doing so may be
flagged and/or followed by government or corporate
agencies that concern themselves with such behaviors).
A legal tourism visa costs 100¥ and is good for 30
days from the day of application, after which the visitor
must leave the country or apply for a new one to
extend their stay.
A fake tourism visa is considered an occupational
permit.
Work Visa: When a person wishes to stay for longer
periods of time in a foreign country or extraterritorial
corporation and have the ability to legally do business,
enroll in school, or find employment there they must
apply for a work visa.
A work visa costs 500¥ and is good for 1 year,
starting on the day the application is submitted. After
the time is up, the visitor must apply for a renewal or
leave the country.
A fake work visa is considered a restricted permit.
Visa Application: To apply for a legal visa the
applicant must submit their SIN information to the
government or corporation that they wish to gain entry
to and pay a fee. In the modern world it only takes 1D6
hours for a country to process a tourism visa and 1D6
days for a work visa. In cases where time is urgent for
the traveler, many will apply for both (paying both fees)
so that they have the tourism visa by the time they
reach the border in order to gain entry while the work
visa is still being processed.
In either case it is up to the GM to decide if the
application is accepted or rejected.
If a character is using a fake SIN to apply for a legal
visa, the SIN verification rating for tourism visa checks
is typically 4, and 6 for work visas. Apply a 1 to 3 dice
pool modifier if the nations/corporations are friendly
(negative modifier) or hostile (positive modifier) to the
verification test.
Even if the fake SIN based application is accepted,
the visa may be denied for any other number of
reasons. Bureaucracy and politics in action.
FAKE LICENSES & PERMITS
Getting a fake license or permit is the same as it is for
buying a fake SIN. The listed licenses and permits for
pre-generated characters in other sourcebooks are
considered Restricted.
Fake licenses & permits degrade (see Degrading
SINs, above) along with the SIN that they are attached
to, meaning if the SIN degrading test fails then the SIN
and all of its permits and licenses lose a rating. If a fake
license or permit is reduced to rating 0 before the SIN
that it belongs to does, the SIN is not burnt. It just
means that license or permit will now appear to the
system as having been removed; either through an
expiration date coming up, a renewal fee not being
paid, a glitch in the system, etc.

and permits presented here.

LEGIT LICENSES & PERMITS
Shadowrunners typically never have need for legitimate
licenses and permits. Or rather, they’re SINless so their
barred from getting them. However, some characters
may wish to use their fake SIN to get a legitimate
license or permit (which can be dangerous if
background checks are required) or characters with the
SINer Quality may wish to get them.
On the whole, legitimate licenses and permits can
never “just” be purchased. Any outfit offering a 1-day
Matrix course for a law degree from Columbia is going
to be actually offering a fake license. Characters must
actually enroll and attend the classes for the license or
permit.
The prices listed for legit licenses and permits cover
the ranges from taking an afternoon CPR certification
class down at the YMCA to an 8-year post-doc degree
at a top-end private university.

 Most shadowrunner-aligned occupational licenses,
like private investigator, locksmith, or bounty hunter,
only cost a couple hundred nuyen but part of the
requirement to qualify for said license is a number of
years of higher education and/or years of experience.

HOW THE PIECES FIT
As per Shadowrun, Fifth Edition Core Rulebook, “each
license must be assigned to a particular (fake) SIN of
the player’s choosing” (pg 443),
Furthermore, each SIN must be assigned to a
specific commlink or commlinks. A character can have
multiple SINs on one commlink but to do so they must
purchase (illegal) software that allows them to switch
between the SINs as a free action (treat as a hacking
cyberprogram, SR5, pg 442). Characters must still
indicate which SIN their commlink is actively
displaying.
Each lifestyle (above Squatter) that a character has
must also be matched to a SIN (unless agreed upon by
the GM, such as living a High lifestyle under Mafia
protection or a Low lifestyle in a gang-run barrens’
neighborhood), though not all fake SINs have to have
an actual lifestyle purchased for it. Characters can still
choose to assign a Squatter or Street lifestyle to a fake
SIN, as doing so gives the illusion to law enforcement
that they are SINers down on their luck rather than
being one of the lazy, mooching, drain-on-society
SINless.
Additionally, a fake license/permits rating should
match the fake SIN’s rating. If they are not of equal
ratings, then if the fake license or permit is checked via
the verification system rules, the verifying device gains
a bonus dice pool equal to the absolute value of the
difference between the SIN and the license/permit.
For example, Two-Tone is stopped by a couple of
mounted Knight Errant patrol officers while he’s trying
to give the slip to some Mafia-types he just pissed off.
The officers saw his Enfield AS-7 swinging under his
longcoat and decide they better make sure Two-Tone is
legally allowed to waltz around downtown with it.
Two-Tone has the shotgun licensed (fake) at rating 4
which is linked to his rating 2 fake SIN and luckily he
noticed the officers before they noticed him which
allowed him to switch from his rating 3 fake SIN to the
fake SIN that has the Enfield permit. The officers are
only concerned about the shotgun, so the lead officer
runs the permit through her SIN verification software on
her commlink, rating 3. Normally, the software would
roll 6 dice, needing 4 hits to at least detect that
something is amiss, but because the difference between
Two-Tone’s fake SIN and the license is 2, the officer’s

software gets to roll an additional 2 dice for a total of 8
dice with a threshold of 4. The officer achieves the 4
hits needed. Seeing that something is amiss, she
decides to run is SIN through the system, this time
rolling just the 6 dice against a threshold equal to Two-
Tone’s fake SIN (2). At this point, he’s hoping that the
made men will come barreling around the corner into
the officer’s horses to give him a chance to escape both
groups.
NEW QUALITIES
The following positive and negative qualities are
designed around the SIN verification system of the 6th
World and can be purchased at character creation or
during play (for twice the Karma cost) as per standard
SR5 rules.
POSITIVE QUALITIES
GOOD KID
COST: 6 KARMA PER LEVEL (MAX 4)
You not only look trustworthy, you remind a lot of
people of their own child/sibling/parent/grandparent or
other person to which they have a great affection for.
Law and security officials have to succeed on a Judge
Intentions test, with a threshold equal to the level of
the quality, in order to bring themselves to run your
SIN or licenses through the system. They gain a bonus
die to the test for every other fellow officer within their
line of sight.
This quality can not be taken with the Up To
Something and Wrong Metahuman negative qualities.
NOT LIKE THE OTHERS
COST: 4 KARMA
Whether it’s a pretty face, unassuming posture, or just
a bit of good luck, the character doesn’t seem like
they’d be the kind of person to cause trouble.
Characters with this quality increase the verification
threshold for any test against their SINs and licenses
when a metahuman is present to perform the test by
one. This bonus is not applied if the system is fully
automated or if an expert biometric reader is used.
This quality is incompatible with the Up To
Something and Wrong Metahuman negative qualities.
NEGATIVE QUALITIES
UP TO SOMETHING
BONUS: 4 KARMA
You just look like you’re up to no good. Characters with
this quality are more prone to be scrutinized by law and
security officers when they have their SINs and licenses
checked. As long as a metahuman is present to oversee
the verification test, they gain a +2 dice pool bonus to
the test. This bonus is not applied if the system is
automated or if an expert biometric reader is used.
This quality is incompatible with the Good Kid and
Not Like The Others positive qualities.
WRONG METAHUMAN
COST: 12 KARMA
“You sure I didn’t arrest you before?” is a question
you’re asked every time you’re pulled over. Whether
you happen to look like a recently released convict or
just send out ‘that vibe’, law officers and security forces
feel they’ve seen you before, criminally speaking. If a
character with this quality has their SIN or licenses run
through the system by a metahuman, it will be tested
twice just to make sure.
Characters with this quality cannot take the Good
Kid and Not Like The Others positive qualities.

You can choose one category of restricted items
(Pistols, Assault Rifles, Cyberdecks, etc.) that you sell
from your business. You must have a corresponding
fake Restricted License of rating 4 or greater as well
(unless you want to be shut down relatively quickly),
with the cost of the Restricted Seller service
representing monthly taxes, bribes, or other payoffs to
allow your business to exist.
The monthly nuyen cost is determined by the
highest availability rating of the gear that you are
selling. So, for example, if you open up a cyberdeck
store (selling only to licensed security agencies, of
course) and choose to only sell Sony CIY-720 and
cheaper models, then you would have to pay 12,000¥
per month.
Typically becoming a restricted seller is a high risk
game as your shop becomes the envy and target of
criminal organizations, gangs, and shadowrunners
looking for a quick score as well as corporations looking
to squash the competition.
SIN EQUIPMENT PACKS
The following equipment packs offer a selection of
identity necessities for runners of all stripes.
Additionally, some runs will provide cover IDs,
licenses, and permits to ensure access to the right
people, places, and things. Johnsons may include SIN
Equipment PACKs as part (or even all) of the payment
for the run or, especially if the Johnson is desperate or
duplicitous, for free. If the runners manage to not burn
the SIN and/or licenses and permits during the run then
usually the new identity is theirs to keep (though that
particular Johnson will be able to more easily track the
runners through the use of that identity).
Keep in mind that at character creation no more
than 5,000¥ of starting cash can be carried over into
game. If you take multiple packs that include pre-
loaded nuyen, add them all together and subtract the
5,000¥ (or less) that you wish to have after character
creation. The remaining nuyen (plus 5¥ for each
discarded standard credstick) must be spent or it is lost.
