1. The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”), now
invites quotations for a consultancy for the purpose of supporting the Global Fund
Strategic Initiative to find missing TB cases, as fully described in Attachment A
(Statement of Work) of this solicitation.

2. This RFQ consists of the following sections:


a. Attachment A: Statement of Work;
b. Attachment B: Requirements and evaluation criteria;

3. This RFQ is in line with, and subject to, the following documents:

Submitting an quotation in response to this RFQ constitutes an acceptance of the terms


indicated herein and of the terms of each of these documents, including the Global Fund
Terms and Conditions of Purchase of Goods and Services, and the Global Fund reserves the
right to reject the quotation of any entity or individual, as the case may be, that fails or
refuses to comply with, or accept, such terms.

4. This RFQ shall not be construed as a contract or a commitment of any kind. This RFQ
in no way obligates the Global Fund to award a contract, nor does it commit the Global

Fund to pay any costs or expenses incurred in the preparation or submission of
quotations. Bidders are solely responsible for their own expenses, if any, in preparing
and submitting an offer to this RFQ.

5. The Global Fund may, at its discretion, extend the deadline for the submission of
quotations or revise the Statement of Work, by issuing an amendment to this
solicitation.

6. Option to Extend. The Global Fund intends to award a contract(s) for the period
specified in this Solicitation. The Global Fund may, subject to the agreement of the
parties, extend the(se) contract(s) for an additional period up to two times the period
stated in this solicitation or any fraction of that time. The(se) contract(s) may be
extended subject to good performance on the part of the contractor, the availability of
funds and the needs of the Global Fund.

ATTACHMENT A:
STATEMENT OF WORK

Title Consultant for supporting the Global Fund Strategic Initiative to find missing
TB cases

Introduction The Consultant will support the Global Fund TB team in strengthening its data
management processes linked to Global Fund’s TB Strategic Initiative to find
missing cases. This support will also include identifying data gaps within the
TB portfolio, developing a data management system, providing tailored
analytical and technical inputs, and tracking and monitoring of TB investment
outcomes.

Background The TB team in the Technical Advice and Partnership department at the
Global Fund provides technical support aimed at ensuring the best use of GF
investment in tackling TB. The TB Strategic Initiative has been developed to
support the implementation of the Global Fund Strategy 2017-22, with its
deliverables directly linked to the achievements of the Strategic Objective 1 i.e.
to maximize impact against HIV, TB and Malaria. The TB Strategic Initiative
will support 13 countries to identify and treat 1.5 million additional TB cases
by the end of 2020 with direct impact to KPI 1 Performance against impact
targets and enabling achievement of KPI 2 Performance against service
delivery targets. In addition, the team supports the Western and Central
Africa (WCA) initiative to scale up best practices in TB case finding and TB
treatment in the region in collaboration with partners. The TB team
continuously requires timely, in-depth and detailed information around
multiple aspects of the TB portfolio and has limited capacity now to manage
the high data/information requirements for its day-to-day activities, partner
commitments and decision making. Support by a consultant is needed to
develop and regularly update a TB data management system, conduct analysis
to provide better insight on the 13 selected countries and the TB portfolio in
general, track country performances against set targets given to the
implementing partners of the TB Strategic Initiative i.e. Stop TB and WHO,
and provide updates to the TB team and its TB Situation room partners as
required.
The consultant’s work will contribute to the strategic drivers and key
milestones of the TB team in 2020 with focus on the TB Strategic Initiative
which will help accelerate the march towards the global goal of TB elimination
by 2030.

The consultant will also support the operationalization of the Memorandum of


Understanding (MoU) with WHO on support to countries on drug resistant TB
through the regional Green Light Committee (rGLC), implementation of the
West and Central Africa TB initiative and other work streams.

Scope/ Develop and operationalize a TB data management system, provide tailored

portfolio analysis, reporting and monitoring of Global Fund TB investment

outcomes.

Tasks  Create a performance tool to track the progress of implementation of the


Strategic Initiative against set targets & timelines as defined in the MoU
for partners, Global Fund and countries.
 Develop and constantly update TB dashboard to monitor key parameters
of the Global Fund TB grant with emphasis on the TB Strategic Initiative
countries.
 Creation of guidelines for the dashboard including how to maintain and
update the tool, general methodology, assumptions behind the tool, data
sources, how to use the tool etc.
 Conduct review and detailed analysis of data related to Global Fund
investment in TB including technical, programmatic, implementation and
financial progress;
 Support the rGLC focal point in operationalizing the 2017 rGLC MoU,
review of country mission reports, implementing the pooled payment
system and monitoring adherence to the rGLC Standard Operating
Procedures (SOP).
 Interface regularly with relevant teams and departments within the Global
Fund to periodically analyze TB grant absorption, identify possible
bottlenecks, opportunities for potential reprogramming of funds and
provide recommendations.
 Support efforts to strengthen Global Fund partnerships with key external
partners by providing periodic updates to the TB team, TB Situation Room
partners and other relevant stakeholders.
 Work with relevant teams to track, analyse and interpret Global Fund’s TB
and TB/HIV grant performance to aid decision making.
 Provide support to the West and Central Africa TB collaborative initiative
and other activities proposed by the TB team.
 Contributes to the development of Global Fund TB reports, publications,
press releases and other advocacy or information materials.
 Undertake other activities as required by the team.

Deliverables  Progress tracked periodically in the implementation of the TB SI activities


in the 13 countries against milestones set by partners.
 Dashboard on TB investment and priority indicators developed and
updated.
 Ensure availability of up-to-date data on TB portfolio and provide periodic
updates to TB team and other teams;
 Monitoring of TB & TB/HIV grant performance against indicator targets;
 Organized database on rGLC missions, performance matrix and payments
 Support provided for implementation of the West and Central Africa TB
initiative including: situation analysis, development of tools and other
relevant materials.

Place of Full-time presence in Geneva, Switzerland, consultant should be ready to

Period of Start date: 20 April 2020 (or as soon as possible)
Performance End date: 31 December 2020

Qualifications Essential: An advanced university degree in public health, global health,


epidemiology or any related field.

Desirable: Medical degree or specialized post-graduate qualification in TB.

Experience Essential:
 A minimum of 5 years of experience working in the area of public health,
including program design and implementation, data analysis, program
management and policy development.
 Experience working with national disease programs in developing
countries.
 An understanding of the international health arena and direct exposure to
health environments both at national and international levels.
 Familiarity with the Global Fund funding model, processes and TB
requirements.
 Experience in data analysis, synthesis and interpretation.

Desirable:
Knowledge of Global Fund and its policies, processes and its governance
structure.

Competencies Languages: An excellent knowledge of English and a good working


knowledge of French would be an asset.

Technical Competencies:
 Good data management, analytical and evaluation skills
 High proficiency in Word, PowerPoint and Excel
 Good networking and interpersonal skills
 Skilled at writing reports and editing technical documents

ATTACHMENT B:
QUOTATION REQUIREMENTS AND EVALUATION CRITERIA

The quotation must be submitted no later than the date indicated in the RFQ information
table on page 1 of this RFQ.
Quotations which are submitted late or are incomplete may not be considered in the review
process.
All quotations must be submitted in English and can be in MS-Word, MS Power Point or pdf
including applicable schedules where defined. The process may require an interview step, as per
panel decision.

The quotation shall include the following:


1) CV
2) Motivation letter (not exceeding 1 page)
3) Quotation of daily rate in USD. Please note that the maximum daily rate budget for this
consultant role would be USD 524.

A Global Fund will assess the extent to which the quotations submitted in response to this RFQ
meet the evaluation criteria below:

The bidders are requested to indicate the earliest start date and to hold the price quotation for 90
days from the deadline for submission. The Global Fund will make its best effort to finalize
selection within this period. Any changes made to the quotation in advance of this should be
notified in writing.

Contract award will be on the basis on obtaining best value for money whilst ensures the
requirements of the Global Fund are effectively met. The Global Fund may (a) reject any or all
quotations, (b) accept other than the lowest quotations, (c) accept more than one quotation, (d)
accept alternate quotations, e) accept parts of a quotation (f) waive informalities and minor
irregularities in Quotations received, and (g) cancel this RFQ.

The Global Fund may award a contract based on initial quotations received, without discussions or
negotiations. Therefore, each initial quotation should contain the bidder's best terms from a
technical and cost standpoint. The Global Fund reserves the right (but is not under obligation to do
so) to enter discussions with one or more bidders in order to obtain clarifications or additional
detail or negotiate the cost quotation.

The Global Fund will be under no obligation to reveal, or discuss with any bidder, how a quotation
was assessed, or to provide any other information relative to the selection process. Bidders whose

quotations are not selected may be notified in writing of this fact and shall have no claim
whatsoever for any kind of compensation.
