Just as people are the driving force of your company, the Workforce Administration
business process is the foundation of PeopleSoft Human Resources. It is within this

r a business process that people are added to the system. Essential information about their
job roles and performance is also tracked here. From the day a person joins your
O organization, you can maintain a detailed and ongoing history of personal, work, and
benefit-related data. When you add a person, you will enter information that serves as the
foundation for all other HRMS tasks.

Lesson 2 Business Process Overview

Global Assignments
If your organization has operations in more than one country, you process large amounts
of information about workers as they move from project to project and country to
country. International moves require such things as passport and visa tracking and
relocation packages. PeopleSoft Human Resources enables you to ensure smooth
transitions for workers on global assignments.

Labor Administration
The Labor Administration business process enables you to enter and track labor-related
information for each worker. You can sort workers by seniority, manage layoffs and
recalls, advance workers through wage progression, track disciplinary actions, and track
grievances.

Absence and Vacation


Though not all absences can be planned, you can maintain and track absence data, both
historical and current, with the Absence and vacation business process functionality in
PeopleSoft Human Resources. You can monitor worker absences for both performance
evaluation and project planning and take a proactive approach to absence management.

Flexible Service
The Manage Flexible Service business process is primarily used by Education and
Government based customers. This process enables you to track your service types based
on complex rules that you set up based on your own organizational needs.

The Manage Competencies business process enables you to track worker’s competencies
and accomplishments, apply your specific evaluation criteria to each, and apply your own

r a levels of importance to each. Once you implement the system, you can not only list the
skills and accomplishments of each worker, but also associate each to a role, job, or

Lesson 2 Business Process Overview

Performance Management
The Performance Management business process is designed to be used by managers,
employees, and Human Resources (HR) administrators. Managers can use the application
to generate forms, tailor planning and evaluation criteria to employees, communicate
performance results, and monitor the status of the performance process. Employees can
maintain notes on their performance, participate in the development of their performance
plan, evaluate their own performance, view tips for developing or highlighting
competencies, and review performance history. HR Administrators can generate forms
and reports, as well as monitor and manage the overall performance process. Workflow
notifications keep managers, employees, and HR administrators up-to-date throughout
the performance process cycle.

Faculty Events

The Track Faculty Events business process enables you to track tenure, faculty events,
and manage faculty cases and reporting requirements.

Career Planning

The Career Planning business processes helps you to develop career paths for your
workers. You are able to set up multiple career paths for workers, rate key workers on
performance, assign force ranking and career potential ratings, and track career goals,
strengths, and development plans.

Succession Planning
The Succession Planning business process helps you to plan for changes in key positions

r a within your organization. Succession Planning is delivered with the core Human
Resources product.
O Position Management

PeopleSoft Human Resources enables you to administer your system by position or by


worker. Before you set up default general information, you must decide which method to

use. If organizations elect to use position management, they can implement it on a full or
partial basis.

When you administer your system by position, you define specific attributes of various
positions, such as job code, location, and department. You then move workers in and out
of those positions. You use data that is specific to each position as the basis for
organizational planning, recruitment, career planning, and budgeting.

In a position-based organization, workers and positions usually have a one-to-one


relationship. Each position has a unique set of characteristics and workers generally fill
only one position.

service bureau. The Payroll Interface business process provides a method for the transfer
of data from one system to the other. PeopleSoft Payroll Interface writes sequential
ASCII files in a format that your payroll system can process. In the Payroll Interface
tables, you define that format and the rules that are required to transfer personnel
information from your PeopleSoft HRMS system into your payroll system’s required
format. With the use of Payroll Interface you are only able to import payroll data into
four PeopleSoft Payroll Interface tables. You cannot import data into the PeopleSoft
payroll tables.

PeopleSoft Payroll for North America (USA and CAN)


PeopleSoft Payroll for North America is a robust payroll solution that enables you to turn
your payroll processing into a dynamic, accurate, and easily controlled operation. North
American payroll includes:

Navigation Structure
PeopleSoft applications comprise a navigational structure that includes business
processes, components (groups of pages), and individual pages. Using these elements,
you can enter new data or change, delete, and modify the existing data in your
application. Working with PeopleSoft Pure Internet Architecture (PIA) is similar to
browsing web pages and is an intuitive way of working with your database.

The main level, also known as Home, contains a general list of the areas to which you
can link in that application. From this point you can expand any business process folder
to access additional folders. A business process is a complete business task that consists
of one or more activities or of other business processes. A business process might include
work that is done by multiple users and work that occurs over time in several stages. You
can also access content references that open transaction pages. There are also user-
specific links, such as: My Favorites, Change My Password, My Personalizations, and
My System Profile.

A triangle before a folder indicates that there are more levels to view under that heading.
A minus sign before a folder indicates that the folder has expanded as far as possible and
you are viewing all of the related business processes.

The Find Feature

r a The Find feature on the grid or scroll area enables you to locate specific data, which is
particularly useful if your table contains hundreds of rows. Note that this feature enables

O you to search the data within the grid or scroll area only. The find feature looks for
matches in edit boxes, display-only fields, disabled or shaded fields, dynamic links, or
text in long edit boxes. It does not find column headings, field labels, text values on
icons, static links, and hidden fields.

The Find link represents the find feature in the navigation bar of your grid or scroll area.
When you click the Find link, a dialog box appears, prompting you to enter your search
string. The find feature searches through all rows of data in the buffer and brings the first
occurrence in your search string to the top of the row list in the grid. To find the next
occurrence, click the Find link and enter your search string again.

View All

Click the View All link to display the maximum number of rows available to be viewed
at once on a page.

First and Last

Click the First link to access the first row of data or the Last link to access the last row of
data.

Customizing Grids

For most grids, you can customize the order of the columns, the sort order, which
columns are frozen, and which columns are hidden. You can also choose to share your
grid customizations with other users or copy another users settings. You control these
settings on the Personalize Column and Sort Order page, which is accessed by clicking
the Customize link in the header or footer bar of the grid. Any personalizations that you
make remain for that grid until you change them.

Downloading Grid Data


Some grids enable you to download grid data to a Microsoft Excel spreadsheet. The
download feature extracts all active, unhidden rows regardless of whether or not the rows
are visible on your screen.

Three Main Parts of the PeopleBooks Interface


The PeopleBooks interface has three main parts:

Pane Description
Document pane The system displays the document in the document
pane. This document is the HTML file that
corresponds to a book section or lesson.
Navigation pane The navigation pane contains a set of display options
and navigation controls. The dark blue text at the top
of the pane indicates the current PeopleBook title. In
the navigation path at the bottom of the pane, the
bolded text shows the current lesson name.
Reference pane On the left side of the screen, a reference pane
contains the Contents, Index, and Search tabs. Use
these tabs for exploring the document or locating a
specific topic.

You use the Add action to create new rows with new search keys in a table. Search keys
uniquely identify a row of data. For example, when you add a new department, the
system creates the new value as a new search key in the Department table.

When you click the Insert a Row button, the system does not create a new search key.
Instead, it copies the existing data to a new row. You then update information on the new
row.

When you insert a new row into an effective-dated table, the existing information is
copied into the new row and identified by the system date, which is usually the system
date. To change the date, enter a new date on which you want the change to go into
effect.

Process Run Control A PeopleTools variable that retains values defined in
the process scheduler. These values are required at
runtime for all requests that reference the run control
ID. Do not confuse process run controls with
application run controls, which may be defined with
the same run control ID, but only contain
information that is specific to a given application

Server Name The name of the server on which you want the
process to run.
Recurrence The recurring time intervals for a process request to
run. For example, if you need to run a process every
weekday at the end of the day that resolves all the

Process Monitor enables you to monitor the status of process requests that you’ve
submitted by displaying a list of the currently logged requests and the request’s status.

You have the ability to place jobs on hold that are queued through the process scheduler.
You can release the hold at any time and the job will continue to process. Jobs that are
placed on hold can be seen indefinitely in the process monitor. When a process is
complete, the process monitor displays a Success status so that you know you can
retrieve the output results.

Note. Depending on your security authorization, you can access detailed information on
the process requests and update requests manually, if needed.

Process Monitor Terminology


The following table describes terms that are associated with the process monitor:

Viewing a Report

Select the link containing PER015_XXX.PDF (xxx is the Process Instance number). This
link opens the report in Adobe Acrobat. In the report file, use the bottom-left percentage
field to enlarge the view of the report.

Viewing Trace Files and Message Logs

Each server that is started in the PeopleSoft Process Scheduler server has its own set of
Messages that are inserted into the message log by the programs that are running and
SQL trace files. The user does not normally need to review these files, unless a problem
occurs while running a process or there is some reason to verify that a process ran as
expected.

The Employee Table


The Employees table is as a report source. It is not updated dynamically when you hire
employees or update their data, because doing so would negatively impact online
processing. Therefore, you must refresh the table before you run any of the reports from
which the data is associated.

You can refresh the Employees table to a specific date to print a point-in-time report. For
example, this type of report might be useful to reconstruct an organizational chart or
research promotion activities.

Accessing Data from the Employees Table


Many standard PeopleSoft Human Resources reports use data from the Employees table.
Update the Employees table using the Refresh Employees Table process before running
any of these reports so that the report contains all changes made to your employee files.

If you include a group criteria ID in the group definition, you must use the Group
Definition page to attach the appropriate field values to the fields and records in the
group criteria. This is the only page that you must complete to build a group.

You can add other records, fields, and values in the group’s definition. If you include a
query in the group definition, you cannot make any further selections on the Group
Definition page.

You can also define a group on the Group Definition page without attaching a group
criteria or query. Use the Group Definition page in combination with the Group Criteria

You can control access to groups in two ways:

• By group: You can decide which operators or users have access to a particular group.

• By user: You can decide which groups a particular operator or user can see.

Controlling Security Access


Use the Security by Group and Security by Operator pages to set up the security for
groups. These pages provide two different views of group security. Any modifications
made on one page will appear on the other page.

Because groups can cross departmental lines, groups have their own security structure
that is separate from your existing departmental security. Group security overrides

If your organization has an existing departmental security structure, creating a parallel


structure for groups could involve a great deal of rework. To minimize duplication of
effort, the system provides an automated process for translating your existing
departmental structure into a group format.

The Group Build From Company And Department Process


Use the Group Build From Company And Department process to create new groups that
correspond to your existing company, setID, and department structure.

Any user who has access to departments automatically gains access to new groups. For
example, a user who has access to department 10200 in setID USA will automatically
have department security access to the new group USA 10200.

in the planning salaries module you manage salary budgets for a designated period. When
groups are used within salary planning, only those employees that fit in this period

A group can be completed anytime, but the user must determine whether the person is a

undoubtedly accommodate both tactical and strategic business objectives. Tactical
objectives involve converting current functionality to a new applications platform to

enrollment process. Strategic objectives drive your project by supporting major
operational initiatives—like better capacity planning or faster financial reporting—that

Defining Business Objectives


When defining your business objectives you’ll first identify the high-level goals your
organization hopes to fulfill, such as:

• Tighter financial controls.

• Faster delivery of products.

• Reduction in the cost of “back office” processes.

• Quick, daily access to current cost information.

These goals help determine one of your most important implementation decisions—if and
to what extent you’ll reengineer your existing business processes in preparation for the
new system. For instance, if one of your key goals is to streamline your product design
process, then implementing PeopleSoft Configurator may require you to significantly
restructure your bills of material. We encourage you to be open to reengineering
opportunities—even after you’ve gone into production with your system—because a truly
flexible system supports and encourages change.

Tying Solutions to Business Objectives


After defining your objectives, you can begin the process of developing new system
solutions. We strongly suggest that you tie these solutions directly to your business
objectives. For example, if your objective is to streamline your benefits enrollment
process, then a Web-enabled enrollment solution can be tied to this objective. Ensure that
you report all progress and deliverables relating to the solution’s implementation against
the achievement of your objective.

By associating solutions with business objectives you ensure that your team stays focused
and is better able to avoid “scope creep.” Each time a change is requested or an issue is
raised that may impact the project end date, ask yourself how this ties to the original
business objectives, and whether this change will help you achieve them.

Identifying Risks Early


Because an implementation necessitates a change in the status quo, it presents a certain
degree of risk to your organization. Most of these risks relate to your organization’s
readiness to take on the new system or to the availability of required resources. Whether
your new system replaces existing functionality or introduces a whole new process and
organizational infrastructure, you should carefully consider the risks associated with the
change. Keep in mind that your greatest risk appears before you implement, in the
“danger zone” of project scoping and design, when errors can trickle down and magnify.

Assessing risk factors is equally as significant as analyzing the system cost and benefits.

For example, what are the risks associated with system performance issues? In many
cases you can lessen these risks by employing emerging technologies that enable you
to maximize the PeopleSoft applications in your environment.

Once you’ve identified your implementation risks, you’ll develop a mitigation strategy.
Common themes that emerge during the project will help you establish a logical strategy;
you may also align your plan along each of the four dimensions.

In particular, your risk assessment effort will drive:

• Your phasing strategy.

• The customization of your implementation methodology.

• The degree of need for project management controls.

• The composition of your project team.

By facilitating a discussion to understand implementation risks early, you’ll enable


management to understand the effects of the implementation and to focus the appropriate
resources on the project. By considering the impact of the change on your technology
infrastructure and your organization as a whole, you can align your project scope and

You can assess functional complexity along the dimensions of the following:

• Process complexity

Refers to the complexity involved in the process for each unique user function.
Generally a function is more complex when it depends upon various other functions
to accomplish a goal. For example, a typical Payroll Clerk process may be low in
complexity. The process complexity for a Payroll Specialist user function that
handles payroll transactions for expatriates, however, may be relatively high.
