THE ATENEO FIESTA DEBATE CUP

QUALIFICATION AND REGISTRATION OF PARTICIPANTS

1. Each participating Academic Organization (AO)/Unit is allowed to field in up to three


(3) teams composed of two (2) members each team. Each participating unit is required
to field in one (1) adjudicator. Representation in the adjudication pool is obligatory.
Members of the team must be bona fide students or faculty and staff for the 2nd
Semester of School Year 2017-2018.
2. Only registered participants shall be allowed to participate in the contest. No walk-in
participants may be allowed. Each participating AO/Unit may register one (1) faculty-
coach for the competition.
3. The participating AOs/Units must submit the following via e-mail:
a. Duly accomplished entry form for the team
b. Scanned copy of Valid ID Cards of each participant and faculty-coach
c. Scanned Copy of Validated Form (for students), Employment Certificate (for
faculty and staff), or Certification from the Alumni Relations Office (for alumni)
or Parents’ Council (for parents).
4. Registration requirements shall be submitted no later than 12:00 PM of November 23,
2017. No entries will be accepted later than the said date and time.

GUIDELINES:
5. There shall be no substitution of speakers in any of the debate rounds.
6. Members of Ateneo Debate Union and Ateneo Debate Congress are allowed to join the
competing debate teams, but only one ADU or ADC is permitted for each team. Also,
they are allowed to be representative adjudicators of their respective units.
7. The use of cellular phones and other electronic gadgets are highly prohibited in the
duration of the debate.
8. Team members are not allowed to communicate with any other person (including
indirect communication using mobile devices) outside their team during the
preparation time prior to each debate round. Any team found violating this particular
rule shall be disqualified.
9. The decision of the adjudication panel shall be deemed final and beyond appeal.
10. Proper decorum is expected from all the debaters.

MECHANICS:
11. DEBATE FORMAT for this competition will be British Parliamentary Format.
12. There will be four (4) episodes of debate in the Elimination Rounds.
13. The Quarter-Final and Semi-Final Rounds shall adopt the knockout system while
match-ups in the Elimination Rounds shall be determined using power-matching
(except for the first round).

PANEL OF JURY
14. The competition shall have a Panel of Jury for the purpose of giving independent and
intelligent assessment during the competition.
15. The Panel of Jury shall be vested with the immediate authority to clear or answer any
protest/clarification made by the participants and/or their respective coaches. In
addition, the Panel of Jury shall have the authority to give sanctions to any participants
they have witnessed violating any provision in this GM.
16. Protests about the said event will be brought to the Panel of Jury for clarifications.
However, when the protest is still unsettled, the Grievance Committee shall be in
charge in settling the dispute between the parties involved.
