Re:- Importation of Drones

of 31.08.15,42015240835 of 11.09.15.

We have cleared these consignments of Drones since June 2015 at Customs under HSCode
88022000 which is free of Customs Duty and Vat.

We have determined this HS code from a letter of ICTA RefICTA/LIC/June-15-2 who clearly stated
that these goods are Unmanned Aerial Vehicles Drones (UAV).

On our last consignment Cusdec42015261521 of 01.10.15, the Customs opinion that it should be
classified as Camera HSCode 85258000 because the Drone is equipped with Camera which attract
Vat at 15%.

The new HS Code for Drone with camera was implemented by the end of August upon the opinion of
the Tariff Unit without the community being informed.

We maintain that it should be classified under HS 88022000 as drone and not camera.

In the same line the customs should classified Mobile phone as Camera if ever camera attract a
higher duty rate than mobile phone.

We kindly request your intervention to settle this issue.

vire by imposing that Drone should be classified under cameras.

Drones may be generally classified into three categories:
1. Drones used as toys: HS code 9503.0099 - Explanatory Notes (a)

2. Drones without an integrated video camera: HS code 8802.20 -

Explanatory Notes (1) to heading 88.02 mentions that radio-guided
aircraft controlled from the ground are covered by this heading.
3. Drones with an integrated video camera: HS code 8525.80 - As
per the publications of the Harmonized System (HS) Committee
Classification Rulings, drones with an integrated digital camera find
classification in heading 85.25. Classification for such types of
drones is based on the essential character of the article, which is to
take both video and still images.

Dear Sir,

Please refer to reply above from MRA Customs. Moreover, at the

55th WCO HS Committee held in March 2015, 'Drones' with an
integrated video camera which were initially classified under HS
code 8802 have been reclassified under HS 8525.

You may wish to have more information from the World Customs
