000 General Terms & Conditions 
001. This preliminary specification (1st edition) has been prepared in order to permit
Owners to get a tender from candidate shipyards and/or contractors to provide
quotation for the installation of the HHI Water Ballast Treatment System and related
piping and necessary modifications, as described herein. It is to be highlighted that the
described components and necessary works are based on the BALLAST WATER
TREATMENT SYSTEM (BWTS), HIBALLAST SYSTEM (HHI project No.: HWC12-
HIBAPP1231-S01) and in that respect the final arrangement / specification may differ
according to BWTS Maker final developments and/or improvements and Class
drawings review/approval.
002. All workmanship and materials to be of good quality, suitable for the intended
purpose, and all repairs and/or renewals to be carried out to the entire satisfaction of
the Owners' Representative, Maker’s Service Engineer and Classification Surveyors. All
works described here-in shall be performed in accordance with all applicable
Regulations, Requirements and Industry standards. Where no applicable regulatory
body governs, all works shall be to the best marine commercial practice. It is to be
further understood by the Shipyard / Contractor that all materials requiring a test shall
be tested in accordance with the Rules of the vessel’s Classification Society and must
be in full compliance with their requirements. All charges and costs for tests,
inspections, etc. must be borne by the Shipyard / Contractor.

003. This specification is not intended to cover each and every minor detail of the work
described; therefore, the omission of any details or the existence of any errors in the
description is unintentional and does not relieve the Shipyard / Contractor from his
obligation to make a complete quotation, being responsible to promptly identify any
discrepancies or omissions and if existing, they are to be pointed out and discussed
prior to final agreement.

004. Any particulars for the work involved are given for the guidance of the Shipyard /
Contractors, who are, however, to take their own particulars and dimensions and to be
responsible for same.

005. The vessel will be kept insured by the Owners during the currency of the Contract,
but this provision is not intended and is not to be construed to release the Shipyard /
Contractor from any liability which the Law may impose upon him. The Shipyard /
Contractor is to fully protect the vessel and the Owners against any claims for injury to
workmen, also for any damage done to the vessel, her machinery or fittings, while the
vessel is undergoing repairs.

006. All gear, tools, equipment and services, etc. together with all material necessary
to carry out the work to be supplied by the Shipyard / Contractors, who are to have full
responsibility for same.

007. All removals necessary in connection with the work specified must be replaced as
before, while any renewals not detailed in the specification will be treated as extras,
except for renewals of previously sound parts, which have been clearly broken or
damaged by the Contractor's workmen.

008. Any additional work required, to the hull or machinery, beyond that specified
herein, or any other extra work whatever to be carried out by the Shipyard / Contractor,
must be especially ordered in writing or agreed to by a duly authorized person, on the
Schedule Rates given or at prices to be mutually agreed, and no extension of time will
be allowed unless it is mutually agreed that the work cannot be concurrently carried
out with the other work.

009. The tender to be presented in a lump sum estimated cost, as well as in a price per
unit of pipe installed / steel modified or renewed. The time required for the execution
of the repairs specified and redelivery to be stated on basis of continuous running days.

010. The Contractor shall be responsible to ensure that under NO circumstances shall
any ship generated oil, refuse or scrap materials find their way into the surrounding
environment, where-by the ship either directly or indirectly which could be in violation
of any Law, regulation or ordinance. The Contractor shall not operate any ship valve
or open any appendage which might initiate a spill; all line up of equipment or systems
will be undertaken only by the ship operating personnel.

011. All the work noted in the attached specification must be carried out in its entirety
and no deviation whatever will be allowed, unless mutually agreed.

012. The presented and herein specified installation pattern was laid out for the main
components in line with the survey files provided by the Owner and based on the
BALLAST WATER TREATMENT SYSTEM (BWTS), HIBALLAST SYSTEM (HHI project
No.: HWC12-HIBAPP1231-S01), including the scope of supply and components’
reference drawings and 3D provided models.

013. The part of the work (steel and/or piping) that based on the drawings can be pre-
fabricated at the Shipyard’s / Contractor’s workshop, shall be dealt with as new
construction and additions on the unit net price shall not be applied.

014. The final agreement will be based on the Class Approved drawings that will
become available before vessel’s arrival at the shipyard’s facilities.

The general Specification of the Hi-Ballast system is as follows:

In the Engine Room the complete disinfection and neutralization units will be installed
together withal required ancillary equipment and also a dedicated filtration system for
the APT.

More specifically:

In the PORT side Engine Room Floor, Sea Water Feed Unit, Filter for APT, Control Panel,
Backflushing Pump, Control Panel for Backflushing Panel, TRO, Drain Tank Unit will be
located.

On the 3RD Deck,, in the Engine Room, STBD Side, Electrolysis Unit, Neutralization Unit,
Rectifier #1 & #2, Local Control Panel #1 & #2, Backflushing Control Panels will be
located.

200 General Services 
Following General Services as shall be needed to be provided by the Shipyard /
Contractor to the vessel during carrying out the installation of WBTS works, must be
quoted:

201. Wharfage per day and for the expected duration for the completion of the
installation works.

202. Mooring and Unmooring, including below services:

• Line handlers for shifting (per shift)

• Pilot in/out shipyard facilities and wharfage (per shift)

• Tug Boat in/out shipyard facilities and wharfage (per shift)

203. Shore Power Supply 440V/3ph/60Hz, including earth connection (per


connection and per kWh)

204. Sewage Disposal Ashore (per operation and per cubic meter)

205. Fresh Water supply (per connection and per ton)

206. Fire Line water (per day and line) and Fire Watchman (per man-day)

207. Garbage collection (per operation)

208. Shore Crane for vessel’s needs (per hour)

209. Shore Telephone & Internet (per connection and usage)

210. Gangway (per piece)

211. Cleaning. It is Shipyard’s / Contractor’s responsibility to keep all working areas


and passages clean, by placing floor covering with plastic/hard paper and restore the
vessel’s good and clean condition upon the completion of works.

212. Tank Cleaning & Gas Free. It is Shipyard’s / Contractor’s responsibility to keep
all working areas safe for hot works. Local cleaning of tanks (per sq. m) and gas free
certificate (per day) to be arranged.

300 Steel Works & Outfitting 
The Shipyard / Contractor should quote for providing all necessary labor and materials
for the specified construction works. All materials to be new and certified in line with
Classification requirements. Arrangements for staging, access, etc., as necessary for
carrying out the work to be included into the quoted price. Outfitting to follow
shipyard’s / contractor’s standards & practices except otherwise specifically specified
into the design drawings.

Fitting of Steel works shall be quoted:

• Price per kg – mild steel grade A, including lighting, ventilation, cleaning,


blasting and painting one coat shop primer, for new steel

• Price per kg – mild steel normal steel profile (bulbous, angle, T and/or welded),
for new profiles

• Price per kg – remove and refit steel

• Price per kg – access opening

• Price per piece for small pieces below ___ kg

All HHI components shall be considered as Owner’s supply.

310 Component Foundation Structure 
For the foundation of the Main Filtration System (two (2) Filters 1500m³/h) and the Aft
Peak Filtration System (one (1) Filter 150m³/h) Filter foundation and maintenance
platform (for main filtration system only) structural drawings will be prepared and
annexed into the final Working Specification.

See below included drawings of the equipment to be installed for reference together
with approximate weights.

310.1 Foundation in Engine Room 
Foundation of following main equipment to be considered:

Foundation of the AP 300 m3/h RF3-3 filter module. (Foundation drawing will be
prepared). Approximate weight of equipment in operational condition 930 kg.

310.2 Foundation in Pump Room 
Foundation of following main equipment to be considered:

Foundation of the two (2) Ex Filters in P/R 1,500 m3/h RF3-7 filter module. (Foundation
drawing will be prepared). Maintenance platforms for the Filters to be also considered.
Approximate weight of equipment in operational condition 3155 kg.

310.3 Electrolysis Unit Foundation 
For the Electrolysis Unit, new Foundation Drawing will be prepared and additional
stiffeners & supports have to be located during the installation. Approximate weight
of equipment in dry condition 4200 kg.

310.4 Neutralization Unit Foundation 
For the Neutralization Unit, new Foundation Drawing will be prepared and additional
stiffeners & supports have to be located during the installation. Approximate weight
of equipment in dry condition 420 kg.

320. Soft Steel (Non‐Structural) Fitting HHI small components 
Fitting works necessary for the foundation of below listed small components to be
made in situ, including access platforms, and other works of same type. Refer to the
drawings Appendix for components to be installed. The information provided is based
on the Technical Agreement Specification of HHI. The exact types are subject to Maker
confirmation upon issuance of the final list of supplied components.

330. Welding Seams Tests 
The shipyard / contractor is to quote for UTM testing of welding seams. Quoted price
will be per spot and running meter.

340. Outfitting items 
The shipyard / contractor is to quote for below outfitting items, according to their
standards:

• Handrails (Fixed and/or Movables)

• Access Ladders (Vertical and/or Inclined)

• Hand grips, foot-steps, eye plates, etc.

• Pipe supports and bracings.

Notes:

• Hot galvanizing shall be quoted separately.

• Chequered, expanded & perforated steel plates shall be quoted separately.

• All new fittings to be supplied with one coat primer except parts that will not
be accessible after installation to be provided with one coat primer plus two
final coats.

• New fittings are to be painted according to existing deckhouse paint scheme.

• All burned disturbed areas to be power tool cleaned and coated as original.

350. Shifting & Relocations 
Any major shifting or relocation to be described at the later engineering stage,
however, lowering and transferring of equipment in position inside the Engine Room
and Pump Room is not expected to be challenging. All major equipment has been
provided with some degree of disassembly.

After the positioning of all equipment, for the assembly of all units the makers drawings
will be have to be followed.

400 Fitting of Piping, Valves & Accessories 
The Shipyard / Contractor should quote for providing all necessary labor and materials
for the specified piping & fitting works. All materials to be new and certified in line with
Classification requirements. Arrangements for staging, access, etc., as necessary for
carrying out the work to be included into the quoted price.

Pipes and fittings are to be quoted as below:

• Straight pipe, mild seamless steel, sch. 40 & 80 – Price per dia (8mm to 600mm)
per meter

• Elbow & Bend – Price per dia (8mm to 600mm) per meter

• Flange K10, including gasket – Price per dia (8mm to 600mm) per meter

• Addition K10 – Price per dia (8mm to 600mm) per meter

• Removal & Refit – Price per dia (8mm to 600mm) per meter

• Fitting of Valves & Accessories – Price per dia (8mm to 600mm) per piece

All Valves and Fittings will be Owner supply.

JIS Standards will be used throughout for the piping material, flanges, valves
and fittings.

410 Valves, Piping & Fittings in P/R 

410.1 Ballast Piping System in P/R (to and from ballast mains) 
The shipyard / contractor is to quote for providing labor and materials for the
installation of the new ballast line and related piping modifications. A new ballast line
to be arranged from the main crossover at the discharge of the ballast pumps, to the
backwash Filters, to the flow metering unit and the flow control valve and back to the
pump common discharge to the ballast tanks.

In between additional connections will be required for TRO sensors, chemical dosing
and neutralization.

Two new backflushing lines 150A each are arranged, and connected to a 250A common
backwash line directed to one new overboard.

The main filtration system (FILTER 2X1800m³/h) and corresponding inlet/outlet valves
are 500A in diameter – suitable reductions / expansions to be arranged accordingly.

All piping material should be according to the reference drawings.

Refer to the WATER BALLAST SYSTEM IN PUMP ROOM WITH HHI INSTALLATION (UNA
DHP-137).

For initial estimation, budgeting purposes only, following to be considered.

410.2 Ballast Piping in P/R 
The shipyard / contractor is to quote for providing labor and materials for the
installation of the new ballast line and related piping modifications – please consider
the following bill of materials.

Refer to the WATER BALLAST SYSTEM IN PUMP ROOM WITH HHI INSTALLATION (UNA
DHP-137).

• Acid pickling & chemical cleaning of pipes shall be quoted separately.

• New fittings are to be painted according to existing paint scheme.

• All burned disturbed areas to be power sanded and coated as original.

far as practicable.

• Additional valves may be considered subject to Class and/or Maker


recommendation and/or Owner decision.

The following valves & fittings shall be fitted in the ballast uptake and delivery lines
(For detailed drawings of the components and their connections see also HHI Approval
drawings).

Part of the installation in the E/R is related with the treatment of the After-Peak Tank
and the other part is related with the components and piping for the complete electro-
chlorination system.

The Sea water Feed Unit is the pumping and heating assembly (skid) responsible for
sending the required sea water to the electrolysis unit for producing the injection
chemical. This is to be connected via piping with the sea water main and the After-Peak
suction.

The Electrolysis unit and the Neutralization unit and corresponding piping and also the
TRO sensors and piping.

A backwash filter is to be installed for the filtering of the After-Peak ballast water.

The After-Peak filtration system (FILTER FILTRSAFE 1x400m³/h) and corresponding


inlet/outlet valves are 200A in diameter – suitable reductions / expansions to be
arranged accordingly.

A new ballast line to be arranged from the Bilge, G.S. & Fire Pumps, at the discharge
of the pumps, to the backwash Filter, to the flow metering unit and the flow control
valve and back to the After-Peak tank filling piping.

In between additional connections will be required for TRO sensors, chemical dosing
and neutralization.

One new backflushing line 100A to be arranged, and connected to one new overboard.

Final position of the new overboard to be identified in the due course – however,
location is not to be lower than any other existing overboard in same E/R level (Lower
Floor).

420.1 Ballast Piping in E/R 
The shipyard / contractor is to quote for providing labor and materials for the
installation of the required piping in the E/R.

All piping material are to follow the reference drawings. Refer to the WATER BALLAST
SYSTEM IN E/R WITH BWTS (UNA DMP-110).

The shipyard / contractor to quote for providing and installing the control air piping
for the ballast water system valves.

The referenced piping diagrams and the machinery arrangement can be found in the
Drawings Appendix.

The control air downstream of the dryer should be used. This is rated at 7.0 bar pressure
based on new pipe 25A (Sch.40). The HHI supply pneumatic valve is operating at 7.0
bar connected to new one (1) instrument air assembly. For initial estimation, budgeting
purposes only, following to be considered:

700 Electrical Installation Works 
The shipyard / contractor to quote for providing and installing the required cables and
circuit breakers for the powering, control and monitoring of the system. Electrical
installation works shall be in accordance with IEC Standards and Maker’s
recommendations and to the satisfaction of Class. Sizing of cables shall be as per
Drawings Appendix. Cables laying out and routing should be confirmed in situ. Power
Cable lengths are given for estimation purposes only:

The vessel’s main power supply is 440V/220V/60Hz.

In all cable installations the existing cable trays are to be incorporated as far as
practicable. The cable lengths included are based on an estimated routing onboard but
they are indicative for budgeting purposes. The actual routing may differ upon
installation. In general Power Cables to run separately from the signal cables, if same
tray is to be used allow 25 to 50mm between power & signal cables bunches.

730 Installation & Routing of cables 
In general, electric cables shall be certified by the Class and complied with the
relevant IEC recommendations for Marine use.

Power & Control Cables to be Fire Retardant Armoured Cables 0.6/1kV (IEC 60092-
353), Standard copper conductor, EP Rubber insulated, galvanized steel wire armour
and with PVC sheath. Control cables to be with common shield.

250V cables shall be used for AC 220V and DC 24V circuits.

All cables to be of Marine Type, according to JISC3410 or equivalent and in


compliance with:
 Flame retardant to IEC 60332-1
 Zero Halogen to IEC 754-1
 Low Smoke Generating to IEC 61034-1 and IEC 61034-2
 Compliant with IEC 60092.

Cables shall be certified for the intended use by the Classification Society.
Fire stops with Class approved compound seal will be installed according to the Fire
Zones and Classification Society Rules.
Cables to be of Voltage Rating 0.6/1 kV, except specially noted.

GENERAL NOTES
1. NOTES:

1. All existing ballast pipes & valves according to “as built” drawings. 
2. All other pipes and valves according to HYUNDAI HEAVY INDUSTRIES drawings and below 
material specification tables. 
3. New flanges to be according to JIS standards rated 5K, except otherwise 
noted. 
4. All piping to be securely supported and braced. 
5. The pressure should keep more than 1.5 bar between filter outlet and filter backflushing 
line. 
6. Flowmeter (FT‐1211) to be installed in straight line of 3xD=3x200=600 and 
2xD=2x200=400mm accordingly for the E/R ballast system. 
7. Seawater feeding pump & heat exchanger shall be located in the floor grating. 
8. H2 gas vent line has intention to be forward to upper side and drawn to atmosphere. 
9. The length between ‘’TRO Sensor’’ and each sensing point is recommended to be within

max.10m for the good response of TRO concentration analyzing from the sensing point in 
the field. 
10. Deck coaming and scupper should be set up around skid unit. (E.U., F.U., salt water feed, 
N.A. unit,) by yard.

11. Rectifiers should be located in the place of least vibration. 
12. Min. distance between chlorine injection and TRO sensing point for ballasting is Min. 7*D 
13. Damping Device to be installed in the nearest position of reducer outlet. 
14. For low temperature of feeding sea water, less than 10 °C, the heat exchanger is used. 
15. For low salinity of feeding sea water, less that 15 PSU the feeding water is taken from the 
APT tank or the closest W.B.T. 
16. H2 ventilation piping to be carbon steel, SCH.40 and 5K pressure. The coating has to be 
galvanized. 
17. Chlorine injection line to be carbon steel, sch.40, 10 pressure and with polyethylene coating. 
18. Injection Port, Sampling Port, Neutral Unit shall be according to A, B, C, D, E details.
