 IMPLEMENTING GUIDELINES
FOR THE OPAPP-CHED STUDY
GRANT PROGRAM
WHEREAS, Chapter 9 of the Philippine Development
Plan (PDP) for 2011-2016 mandates that the causes of armed
conflict and other issues affecting the peace process shall be
effectively addressed;
WHEREAS, one of the goals of CHED is to broaden the
access of deserving and qualified Filipinos to higher education
opportunities in accordance with the Constitutional mandate
that the “State shall establish and maintain a system of
scholarship grants, student loan programs, subsidies, and other
incentives which shall be available to deserving students in
both public and private schools, especially to the
underprivileged (Art XIV, Sec. 2(3));”
WHEREAS, Executive Order No. 152 dated 21 January
1994 as amended by Executive Order No. 03 dated 28
February 2001 mandated the National Program for Unification
and Development (NPUDC), which was later administered by
the Office of the Presidential Adviser on the Peace Process
(OPAPP), to formulate and provide socio-economic programs
and projects to former rebels, including an education package;
WHEREAS, the Commission on Higher Education
(CHED) and the Office of the Presidential Adviser on the Peace
Process (OPAPP) agreed to jointly undertake a program that
will expand the access of former rebels or their next of kin to
college education opportunities.
COVERAGE
The study grant program is open to authenticated or
amnestied former rebel and individual members of groups
with existing peace agreements with the government or
their next of kin who cannot afford to study in college due
to financial constraints. Available slots will be equitably
distributed among rebel groups considering the number of
the present and projected number of former rebels. Only
one slot will be availed to the qualified former rebel or the
rebels designated qualified next-of-kin beneficiary.
The former rebel or the rebels next-of-kin should
apply in the study grant, until June 30, 2016 but for the
beneficiaries of past reintegration programs such as the
NPUD and the Social Integration Program (SIP), former
rebel or his/her next of kin should apply in the study grant
program until the school year of 2013.
APPLICATION PROCEDURES
1) Application forms can be secured from CHED and OPAPP
where the applicant resides or surfaced;
2) Submit the accomplished application form together with the
required documents to OPAPP;
3) OPAPP will process the applications and shall submit list of
recommendees to CHED for fund allocation;
4) OPAPP will inform the grantees of the award granted by
CHED and OPAPP; and
5) Applicant shall claim said grants from the CHEDRO where
the university or college they enrolled in is located.
DOCUMENTS REQUIRED
A. Former Rebel/individual member of groups with existing peace
agreement
1) Certification
Any of the following documents should be provided:
a. Authenticated Joint Validation and
Authentication Certificate;
b. Amnesty certificates, Department of National
Defense (DND) and military authentication; and
c. Certification from the group with existing peace
agreements, that he/she is a bonafide member of
the group.
2) Academic Records
a. Form 138 (Report Card), if high school graduate;
b. Authenticated transcript of academic records, if
applicant has already earned academic units in
college; and
c. Certification signed by the High School Principal
if currently a graduating high school student.
B. Next-of-Kin Beneficiary
1) Certification
Any of the following documents should be provided:
a. Affidavit duly executed by the bonafide former
rebel that the applicant is the next-of-kin and can
avail the study grant due to him/her;
b. Authenticated certificate of the bonafide former
rebel who executed the affidavit of transfer of
grant to the applicant;
c. Authenticated Birth Certificate if the beneficiary is
the child of the FR; and
d. Marriage Certificate if the beneficiary is the
wife/husband of the FR, authenticated by the
local Civil Registrar, as applicable.
2) Academic Records
a. Form 138 (Report Card), if high school graduate;
b. Authenticated transcript of academic records, if
applicant has already earned academic units in
college; and
c. Certification signed by the High School Principal
if currently a graduating high school student.
QUALIFICATION OF GRANTEES
A. Former Rebels(FR)/individual member of groups with existing
peace agreement
1) Either a high school graduate, a college or former
college student or a graduating high school student
at the time of application; and
2) A bonafide former rebel through a certification issued
as indicated in the documents required.
B. Next-of-Kin Beneficiary
1) Either a high school graduate, a college or former
college student or a graduating high school student
at the time of application; and
2) Son/daughter, parent, brother/sister or wife/husband.
CONDITIONS OF THE STUDY GRANT
The grantee must comply with the following:
1) Enroll immediately in the semester following the approval of
his/her grant in a recognized course, preferably in a state
college or university;
2) Carry a full load as prescribed in the school’s approved
curriculum;
3) Pass all his/her subjects for the continuance of the study grant.
Failure in one (1) academic subject in a semester will place the
student on probationary status;
4) Pass all subjects the following semester to regain regular
status. Failure in two (2) academic subjects in a semester
without justifiable or meritorious reasons as evaluated may be a
cause for termination of the grant;
5) Must not shift course, defer, or transfer to another school
without the approval of the CHEDRO Director;
6) Complete the course enrolled in within its prescribed duration.
Summer classes will be at the expense of the grantee;
7) Financial benefits shall be suspended or terminated if the
grantee fails to meet any of the aforementioned conditions;
8) The study grant will be automatically forfeited in the event the
grantee accepts another study grant from another government
agency; and
9) Financial benefits of the grantee will be terminated in the case
of exhaustion or non-availability of funds for the study grant
program.
EFFECTIVITY
This Joint Memorandum Circular of the CHED and the
OPAPP shall take effect immediately and shall be disseminated to
all concerned.
This Joint Memorandum Circular supersedes CHED
Memorandum Order No. 03, Series of 2002 on Implementing
Guidelines for the OPAPP-CHED Study Grant Program for Rebel
Returnees.
