5. Two conditions for Compliance:
a. All onsite employees must have HEALTH PASSES.
b. DOH-approved WORKPLACE HEALTH STANDARDS
6. Compliant Companies given HEALTH CERTIFICATE subject to Renewal or
Revocation (Compliance Audit set by DOH)
7. Initial Random Testing must be scheduled
8. Periodic follow-up Testing
9. LGU/DOH shall conduct Compliance Audit (can be outsourced)
10. Testing Schedules per Industry

In ramping up business operations, Balik Buhay Project recognize the guidelines set by IATF.
However, the LGUs have the prerogative to choose and prioritize specific industries or
companies that are considered economic drivers provided the health protocols/standards are
strictly adhered to.
GUIDELINES ON WHICH BUSINESSES ARE ALLOWED TO OPEN
1. Per IATF Guideline, April 24, 2020:
The Inter-Agency Task Force on COVID-19 response on Friday released guidelines on the gradual
resumption of economic activity in areas under a general community quarantine.

Industries that could resume full operations are the following:

Restricted mall openings covering non-leisure shops would be allowed, and priority and essential
construction projects could resume.

Starting May 1, places of low and moderate COVID-19 risk would be under GCQ, in which public
transportation would resume at reduced capacity, some workers would be allowed to work and some
establishments would partially open but subject to minimum health standards.

2. Per Impact and Risk Assessment (U.P. Model)


The model requires us to cluster or classify businesses with high impact (or drivers of
economic activities) and the type or nature of their operations in terms of the risks in
exposure and likelihood as carrier (spreader) of the virus. The model looks at ramping
businesses over a period of 18 months. Accordingly, the Chambers and business or
industry associations shall cluster the businesses.

The various Chambers and Industry Associations are mobilized to conduct immediate mapping,
clustering and identification of their member companies as to who are in the priority list and
willing to resume operation. Other establishments who are not members may likewise apply for
reopening through the Chamber of Commerce of their locality.

The following must be done immediately through the various Chambers and Industry
Associations:
1. Clustering and Compiling Information
2. Communicating to specific companies
3. Orienting them on the Pre-requisite and Compliance Requirement
4. Accepting Application for Health Passes and Employee Work Passes
5. Series of Webinar or Zoominar on the Required New Normal Health Protocols
6. Submission of Letter of Undertaking to Implement the New Heath Protocols, with a
specific period (timeline) of resumption of the operation. The company should
indicate the name of the newly appointed Sanitation, Health and Infectious Disease
Officer.
7. Scheduling of Random Testing per Company or Geographic Cluster
8. Certifying the Company by the LGU/DOH
PRE-REQUISITE IN RESUMPTION OF OPERATION

1. Designating a Corporate SHID (Sanitation, Health & Infectious Disease) Officer


2. Compliance with the New Health Protocol/Standards (source: DOH)
3. At least 10% of workforce are tested (Rapid Tests)
4. Letter of Undertaking to LGU to Comply New Heath Protocol/Standards and Commitment to
Periodic Rapid Testing of at least 10% of its workforce in defined locations

Note:
1. Companies will be subjected to Post Audit on Compliance and Rated/Advised for Corrective
Action. DOH and a 3rd party Assessment group may be mobilized/designated
2. Compliance shall be a pre-requisite then for the Renewal of the Business Permits
