National Mission for Enhanced Energy Efficiency – For Industries

As a sequel to the Government of India’s “National Mission for Enhanced Energy Efficiency (NMEEE),” the Bureau of
Energy Efficiency (BEE) has already announced an innovative scheme called ‘PAT’ that stands for Perform, Achieve
and Trade. The aim of PAT is to improve energy efficiency in large industries and facilitate certification of energy
savings that could be traded. The PAT tradable certificates offer an incentive to such industries to reconsider the
energy efficiency projects. The Indian industry faces the challenge of moving towards a cleaner and more sustainable
path of efficient & economical production to become globally competitive.

Energy Conservation Building Code (ECBC) – For Commercial Buildings

In line with 2010 amendment of EC Act 2001, now it is mandatory for any commercial building (having load more than
120 kVA) to comply for ECBC and the National Building Code (NBC) is also getting amended with additional chapter
of ECBC compliance to encourage the Green Buildings.

Meter & Power division of IAFL is now known as “Advance Metering Technology Ltd. (AMTL), As Energy & Power

A graduate in Electrical Engineering from IIT-BHU, Varanasi followed by PG in Operation and Production
Management with additional qualifications of BEE Accredited Energy Auditor & Lead Auditor–ISO 50001 (Energy
Management Systems), 14001 (Environment Management Systems), 9001 (Quality Management Standards).
He is having more than 20 years of experience with various corporate, Industrial association (FICCI) and National
Projects under ministry of Steel & Ministry of Commerce & Industry. Served for 3 years under the GEF/UNDP
funded countrywide project for Energy Efficiency improvement of Steel Re-rolling mills (1800 no.) spread
across the country. During this tenure he was having additional charge of Head-Capacity Building and Training and
Head-Information Technology.
He was executing a UNIDO funded project of productivity improvement (Through Energy Efficiency improvement
and process technology gap assessment) of Pulp & Paper SMEs of UP/ Uttaranchal. Beside this he had delivered
various technical trainings also to working managers/ officers from corporate / PSUs / Govt. During his tenure in
FICCI.
He was actively instrumental for energy conservation initiatives by involving in various schemes of BEE, Ministry of
Power. Govt.of India, like E-filing facilitation to Designated Consumers and Baseline Energy Audits under PAT
scheme.
He had delivered various technical trainings to working professionals (Managers / Engineeers) from Corporate /
PSUs / Govt. sector about Energy Conservation opportunities in their industries; Especially Power Plant, Transmission
& Distribution, Steel re-Rolling Mills etc.

certifications in Project Management professional (PMP) from PMI USA, Six sigma Green Belt, ISO Auditor,
DRUM-USAID Project for Advance Metering and Revenue Management.
He is having more than 11 years of experience with various corporate. He worked in Energy efficiency improvement
projects & IGEA study for BEE & variuos corporates like hotels, commercial buildings & hospitals. Beside this
he had delivered various technical trainings on energy efficiency, Project Management & Smart Metering. He
had worked for different world bank funded projects like ADB, APDRP & RAPDRP Scheme for various states
electricity boards & distribution Companies. He had Executed overases project as project Manager (Energy Audit &
Loss Reduction consultancy & implementation project for Majan Electricity Co, Oman).
He is having Rich experience in Power Distribution Management with major emphasis on Metering (Smart & AMR),
Meter Data Acquisition system, & Revenue management and IT based solution in Power Distribution system. Hands-
on experience of Power System Studies like Load Flow Analysis, Short Circuit Analysis, Reliability Analysis
etc. (Projects- BSES Delhi, BEST Mumbai, MSEB, NDPL, AECL, SEC etc). Decent exposure to leading Power
System Analysis software’s and Metering related software’s like, CYMEDIST, ETAP, PSAF, SKM Power Tools,

Mr. S P Goel is a Post Graduate in Chemical Engineering. Prior to joining AMTL as Principal Energy Consultant. Mr.
Goel was holding the post of Executive Director, Indian Oil Corporation Ltd., a “Fortune 500” company and was
working as Director (Incharge), PCRA (Petroleum Conservation Research Association), Ministry of Petroleum
& Natural Gas, on deputation basis. He has worked in the area of Energy Conservation & Energy Efficiency
Improvement Studies and has guided a team of highly skilled Engineers to carry out the Energy Audits & Energy
Performance Studies in various industries. While in PCRA, he has written a knowledge packed book on Energy
Conservation Practices supplemented by case studies and practical calculations.
He has got over 30 years of practical working experience in IOCL and has worked in 4 no. of its refineries in
Operation and Technical Services Departments at various positions in Mathura, Gujarat, Guwahati and Panipat
Refineries. He has also worked at Refineries Head Quarters as General Manager (Technical), where one of the key
jobs was to set up Energy Conservation targets and continuous monitoring/benchmarking thereof for all the IOCL
refineries.
He was also deputed to work as Sr. Deputy Director, Oil Coordination Committee, Ministry of Petroleum & Natural
Gas wherein his key job involved the fixing of Standard Yield Patterns & Energy consumption Norms for all the 12
Refineries in India. He was also seconded on a 2 years term assignment to work as Head of Technical Training,
Petronas, Malaysia (another “Fortune 500” Company). He has also worked in the Benchmarking Cell of Indian Oil
Corporation Ltd. where various Performance Parameters including Energy Efficiency norms were benchmarked
against the Pace-setter Refineries of the world. Mr. Goel is also a Certified Energy Auditor & Energy Manager
under the Energy Conservation Act, 2001 by the Bureau of Energy Efficiency, under Ministry of Power, Govt. of India.
