C. PARTIES: United States and North Korea

D. CONTEXT: This is a negotiation agreement between the United States and North
Korea, which dates back to 2011 where the United States proposes to supply large
quantities of food while North Korea freezes its uranium weapons program and
long-range missile activities. After 17 days of signing the agreement, North Korea
sabotages the agreement by launching a long-range missile that exploded in the air.
