Stand Up India Scheme has more than 81% Women account holders; over 43% Women
subscribers in APY; 70% Women borrowers in MUDRA; Over 40% women member
enrollments in PMJJBY & PMSBY
On March 3, 2020, the Ministry of Finance (FinMin) has released figures related to various schemes having
special provisions for empowerment of women. The figures showed that in the last 6 years these schemes have
benefited women and women entrepreneurs to lead a better life.

Let’s take a look on the schemes and how these accelerated women empowerment:
Stand-Up India Scheme: Launched in 2016 to promote entrepreneurship for economic empowerment and job
creation, this scheme facilitate bank loans between Rs.10 lakh and Rs.1 crore to at least one Scheduled Caste
(SC) or Scheduled Tribe (ST) borrower and at least one woman borrower per bank branch of SCBs for setting
up a Greenfield enterprise.
Effect- As on 17.02.2020, more than 81% account holders under Stand Up India Scheme are women. 73,155
accounts have been opened for women. Rs. 16712.72 crore has been sanctioned for women account holders
and Rs. 9106.13 crore has been disbursed for women account holders.
Pradhan Mantri MUDRA Yojana (PMMY): Launched on April 8, 2015 for providing loans up to 10 lakh to the
non-corporate, non-farm small/micro enterprises, PMMY created MUDRA (Micro Units Development and
Refinance Agency) with three products namely ‘Shishu’, ‘Kishore’ and ‘Tarun’ to signify the funding needs of the
beneficiary. These loans are given by Commercial Banks, Regional Rural Banks (RRBs), Small Finance Banks
(SFBs), Micro finance Institutions (MFIs) and NBFCs (Non-Banking Financial Company).
Effect- As on 31.01.2020, more than 22.53 crore loans have been sanctioned since launch of the scheme. Out of
this, more than 15.75 crore loans extended to women, thereby 70% of the total loan borrowers are Women.
Pradhan Mantri Jan-Dhan Yojana (PMJDY): Launched on 28th August, 2014, the scheme aims to universal
access to banking facilities with at least one basic banking account for every adult. The scheme has been
extended and revised with effect from 14.08.2018.
Effect- As on 19.02.2020, 20.33 crore beneficiaries out of 38.13 crore beneficiaries are women which amounts
to 53 %.
Atal Pension Yojana (APY): Launched on 9th May, 2015, it offers guaranteed minimum monthly pension of Rs.
1000 -Rs. 5000 at the age of 60 years.
Effect- As on 22.02.2020, more than 93 lakh subscribers (43%) out of a total of around 2.15 crore subscribers
under APY are women.Women enrolment under APY has shown a steady increase from 37% (December 2016)
to 43% (February 2020) specially in States /UTs of Sikkim (73%), Tamil Nadu (56%), Kerala (56%), Andhra
Pradesh (55%), Puducherry (54%), Meghalaya (54%), Jharkhand (54%), Bihar (52%).
Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY): Launched on 9th May 2015, PMJJBY provides a
renewable life insurance cover of Rs.2 lakhs with just a premium of Rs.330 in the age group of 18-50 years.

Effect- As on 31.01.2020, under PMJJBY, 40.70% enrollments are of women members and 58.21% of claim
beneficiaries are women. 1,91,96,805 females have enrolled out of a total of 4,71,71,568 enrollments. 95,508
claims have been paid to female beneficiaries out of a total of 1,69,216 claims paid.
Pradhan Mantri Suraksha Bima Yojana (PMSBY): Launched on 9th May 2015, provide a very affordable
insurance scheme for the poor and underprivileged people in the age group of 18 to 70 years with a bank
account at a premium of Rs.12 per annum; risk coverage of Rs.2 lakhs for accidental death and full disability
and Rs.1 lakh for partial disability.
Effect- As on 31.01.2020 41.50% enrollments are of women members and 61.29% of claim beneficiaries are
women. 6,27,76,282 females have enrolled out of a total of 15,12,54,678 enrollments. 23,894 claims have been
paid to female beneficiaries out of a total of 38,988 claims paid.

MoPP&P issued format for filing complaints with Lokpal under Lokpal (Complaint) Rules, 2020
On March 2, 2020, the Ministry of Personnel, Public Grievances and Pensions (MoPP&P) has issued a format for
filing complaints of corruption against public servants with the Lokpal or anti-corruption ombudsman
under Lokpal (Complaint) Rules, 2020. The Lokpal rules has been laid down under the Section 59 of
the Lokpal and Lokayuktas Act 2013.

• A complaint can be filed with the Lokpal against the sitting or former prime minister, a minister of
the Union, Rajya Sabha and Lok Sabha members and bureaucrats, among others.
• No complaints can be filed against a public servant under the Army Act, Navy Act, Air Force Act and
the Coast Guard Act.
Key points for filing a complaint to Lokpal:
-It is mandatory for complainant to provide an affidavit on non-judicial stamp paper.
-Any false and vexatious complaint is punishable with imprisonment for a term which may extend to one
year and with fine which may extend to Rs 1 Lakh.
-The complaint is to be made in English but Lokpal also considers a complaint in any of the languages referred
to in the 8th Schedule to the Constitution.
-Foreign nationals can also lodge complaints. The copy of their passports will be accepted as proof of identity.
-The complaints, whose contents are illegible, vague or ambiguous, which are trivial or frivolous, do not contain
any allegation, are not filed within the limitation period of seven years, or are pending before any other court,
tribunal or authority, will have to be disposed of within 30 days.
-A complaint filed against the prime minister shall be decided by the full bench of Lokpal at the admission stage.
If such a complaint is dismissed by the full bench at the admission stage, records of the inquiry shall not be
made available to anyone.
-The complaint can be filed electronically, by post or in person. In case the complaint is filed electronically, its
hard copy has to be submitted to the Lokpal within 15 days.

About Lokpal:
Established under the Lokpal and Lokayuktas Act 2013 in March 2019, Lokpal is the apex body to deal with
cases of corruption at the national level. It inquires into allegations of corruption against public functionaries of
the central government in a time-bound manner. Its panel consists of chairperson and a maximum of eight. Of
these, four need to be judicial members.

Govt approves Indian airlines to provide in-flight wi-fi services to its passengers; Vistara to be
first in line
On March 2, 2020, The central government has approved airlines companies operating in India to provide in-
flight wi-fi services to its passengers upon permission from the pilot-in-command. However, while using Wi-Fi,
the passengers’ gadgets must be on flight mode. This step has been taken to make domestic flights at par with
global airlines while providing convenience to passengers.
Key Points:
i.Passengers can get the benefit of in-flight WiFi services for smartphones, laptops, tablets,smartwatches, e-
readers or a point of sale device(PoS).
ii.According to the Vistara CEO Leslie Thng, the first Boeing 787-9 aircraft would be the first aircraft to provide
Wi-Fi during flight in India.
iii.In 2018, the government announced maritime communications (IFMC) and in-flight WiFi licenses for
international and Indian vessels and aeroplanes. It was first proposed by the Indian Telecom Regulator.

Rs 33 cr for Kaziranga under Project Tiger scheme; Rs 1.51 crore under CAMPA for FY2018-19
& FY19-20
On March 2, 2020, the Ministry of Environment, Forest and Climate Change (MoEFCC) has notified that under
the Compensatory Afforestation Fund Management and Planning Authority (CAMPA), a financial assistance
of Rs 1.51 crore has been sanctioned to Kaziranga National Park in Kanchanjuri, Assam during the financial
years 2018-19 and 2019-2020.For the financial years 2018-19 Rs 94,46,585 was sanctioned while Rs 51,24,670
was allocated for 2019-2020.
• Apart from this, under the Project Tiger scheme, Rs 33 crore was sanctioned. A financial assistance
of Rs 10.30 crore was sanctioned for 2018-19 and Rs 22.81 crore was allocated for 2019-20 to
Kaziranga Tiger Reserve, which includes Kaziranga National Park.
Utilization of allocation:
-Highlands and platforms have been constructed in national parks to give shelter to animals during high flood.
-Anti-poaching camps in strategic locations have also been constructed with sufficient armed guards, besides
deployment of boats during flood and use of modern technologies like ‘electronic eye’ for smart patrolling.

Initiated in April 1, 1973, Project Tiger was started to save tigers from getting extinct by taking preventive
measures. It was launched in Jim Corbett National Park, Uttrakhand under the leadership of Indira Gandhi to
save Royal Bengal Tigers. After the project, the number has increased from 1200 to around 5000.

35th edition of the International food and hospitality fair ‘AAHAR 2020’ commences in New
Delhi
On March 3,2020, A 5-day-long 35th edition of the International Food and Hospitality fair ‘AAHAR 2020’ has
commenced in Pragati Maidan, New Delhi. It was inaugurated by Union Minister of Commerce and Industry,
Piyush Goyal. This fair has been specially focused on promoting the agriculture-community as well as tourism
sectors especially hospitality companies.

Key Points:
i.The fair, open for business visitors from 10 am to 6 pm, is being jointly organized by India Trade Promotion
Organisation (ITPO) in partnership with the Agriculture and Processed Food Products Development Authority
(APEDA), Union Ministry of Food Processing Industries and several apex industry associations.
ii.It saw the participation over 750 people from India and from countries like Hong Kong, Israel, Indonesia,
Japan, Poland, Russia, Switzerland, UK (United Kingdom), UAE(United Arab Emirates) etc.
iii.At this much awaited international food and hospitality fair in Asia, visitors got a chance to interact with
world-class food traditions including a all kinds of food products, machinery, hospitality, Food and Beverage
Equipment and Decoration items, and Confectionery items.

Luxembourg becomes the world’s 1st nation to make all public transport free from Feb 29
In order to reduce traffic pressure on the road, Luxembourg, the 7th smallest country in Europe, has been
made public transport free from February 29, 2020. It became the first country in the world to do so.
However, this free public transport system does not include 1st -class travel tickets on trains and certain night
bus services. Commuters can still pay for first class, at a cost of 660 euros a year.
Key Points:
i.Earlier, all the standard-class journeys on public transport in the country caused an annual pass worth 440
euros ($485).
ii.The move will benefit people with low incomes or the minimum wage, tourists from neighbouring countries
like Germany, Belgium and France.
iii.Luxembourg has more than 600,000 inhabitants, and 214,000 cross-border laborers traveling to this
country for work every day, which causes heavy traffic jams.
iv.It is expected that more than 65 % of people in Luxembourg use their car to go to work in 2025, down from
73% in 2017.

China assumes presidency of UN Security Council for March 2020


China has taken over as president of the United Nations (UN) Security Council for the month of March 2020, to
promote solidarity and cooperation. The council’s presidency rotates every month among
its 15 members.China takes the presidency from Belgium & Dominican Republic will take over the Presidency
from China on April, 2020.

Established in 1945, the Security Council was established by the UN Charter to maintain international peace
and security. The council has 15 members: the five permanent members and 10 non-permanent members
elected for two-year terms.

NABARD infused Rs 1.46 lakh crore in rural banking during FY20
On March 3, 2020,According to the National Bank for Agriculture and Rural Development (NABARD), an Apex
Development Financial Institution in India, it has granted Rs 1.46 lakh crore in the rural banking
system during the current fiscal-FY (2019-20) with the aim to help them get their resources effectively for
handling the credit needs of rural people, including farmers.
Key Points:
i.Break-up: Of the total amount, it had infused Rs 87,069 crore to rural cooperative banks and regional rural
banks (RRB) in short-term refinance. Along with this, long-term refinance of Rs 59,502 crore has also been
offered to these banks and other financial institutions on February 28, 2020.

ii.Long term & short-term credit: Hence it provided a total outlay of Rs 66,397 crore in short-term credit and
Rs 6,704 crore long-term credit to rural cooperative banks. RRBs have obtained Rs 14,141 crore in short-term
credit and Rs 8,417 crore in long-term credit.
iii.While the other banks, including small finance banks (SFBs), have availed long-term refinance of Rs 37,895
crore.
iv.Credit to NBFCs& MFIs: NABARD also offered institutional credit to rural sectors through non-banking
financial institutions (NBFCs) and MFIs(Micro Finance Institutions), which have obtained Rs 4,638 crore till
now during FY 20.
v.Loan given for: The rural banking getting the short-term refinance to allow farmers meet their operational
costs.While , the Long-term refinanceavailed by them is aimed at supporting sectors like dairy, poultry, fishery,
farm mechanisation, irrigation, and non-farm sectors,etc.

NMDC & i-TIC Foundation of IIT Hyderabad signed pact to support Deep-Tech Start-Ups
On March 2, 2020 National Mineral Development Corporation (NMDC) Limited & i-TIC foundation the
Technology Business Incubator (TBI) of IIT Hyderabad signed an agreement to support start-ups through a
joint incubation program through NMDC Innovation & Incubation Centre (NICE) to promote the spirit of
innovation and entrepreneurship in the country.
i.A start-up ecosystem to be established on the premise of IIT Hyderabad to foster, nurture & incubate Deep-
tech start-ups with new & innovative ideas.
ii.NMDC Limited to contribute Rs 10 crore for 5 year joint incubation programme & to support at least 15 start-
ups.
iii.The proposal is to support 5 start-ups a year with the incubation period for each of them being 2 years which
is extendable by 6 months.
iv.NICE is in line with the Centre’s ‘Startup India’ initiative which will offer working space, facilitate
networking with mentors, experts, apart from offering financial support to start-ups.
v.The agreement is signed by PK Satpathy, Director (Production), NMDC & BS Murty, Director, IIT Hyderabad
and President of i-TIC Foundation.

India ranked 3rd in trade-related illicit financial flow globally, China tops: GFI Report
In accordance with the report titled “Trade-Related Illicit Financial Flows in 135 Developing Countries:
2008-2017” by US-based think tank Global Financial Integrity (GFI), India has the third-highest trade-related
illicit financial flow among over 135 countries in 2017 with USD 83.5 billion while China has topped the report
with USD 457.7 billion. As an average of 2008-2017, India ranked fourth among 135 countries and China stood
at first.

Before heading further, let’s go through the key terms used in the following content:
• Illicit Financial Flows (IFFs): It includes many types of activities, such as trade misinvoicing,
smuggling, tax evasion, illegal earning etc. across an international border. But this report only
focuses on trade misinvoicing, and the trade-related aspects of IFFs.
• Trade misinvoicing: It is a method of hiding illicit financial flows within the international
commercial trade system.
• Value Gap: The amount of trade that was not properly taxed.

Jadav Payeng environmental activist of Assam named as 128th Commonwealth Points of Light Award
winner
On March 3 2020, Jadav Payeng, an environmental activist of Assam also known as the “Forest man of India”
named as 128th winner of Commonwealth Points of Light Award. He had spent 30 years of his life for planting
trees. He was honored by the Head of Common Wealth the Queen Elizabeth II for his exceptional volunteer
service in environmental conservation.
o Jadav Payeng ,57 years old had created a sandbar as forest reserve and home to animals
,birds and various species on the bank of river Brahmaputra.The sandbar is a part
of Majuli, the world’s largest river island.Molai forest also created by Jadav Payeng.
o Padma Shri Jadav Payeng also received the Karmayogi Award for 2020 at New Delhi.

Ireland Architects Yvonne Farrell & Shelley McNamara wins The Pritzker Architecture prize
2020
On March 3, 2020 chairman of The Hyatt Foundation Tom Pritzker announced Yvonne Farrell (69)
and Shelley McNamara (68) as the winners of Pritzker Architecture prize 2020. It is the 1st time an Irish
citizen & a female combination won the prize.It is an annual award sponsored by Hyatt foundation is regarded
as the profession’s highest award.

i.They co-founded Grafton Architects in 1978 at dublin.


ii.They gained international fame for their blocky, brutalist-inspired structures that include Paris’s Institut
Mines Telecom building.
iii.They won the World Building of the Year award in 2008 for their Bocconi University building in Milan.

Centre has named Ajay Bhushan Pandey as the new Finance Secretary of FinMin
On March 3, 2020, Appointments Committee of the Cabinet (ACC) headed by Prime Minister (PM) Narendra
Modi has approved the appointment of Ajay Bhushan Pandey as the new Finance Secretary in Ministry of
Finance. He will succeed current Rajiv Kumar, who has retired in February 2020.

• Ajay Bhushan Pandey is a 1984 batch Indian Administrative Service (IAS) officer of Maharashtra
cadre who had earlier worked as the chief executive officer (CEO) of Unique Identification Authority
of India (UIDAI).
• The new one rupee notes will have his bilingual signature of Finance Secretary.

NBCC gets NCLT approval to acquire Jaypee Infratech
On March 4, 2020, The National Company Law Tribunal (NCLT) has approved the acquisition of debt-ridden
Jaypee Infratech Ltd (JIL) by NBCC (India) Limited (formerly National Buildings Construction Corporation
Limited). The Principal Bench headed by Acting President B S V Prakash Kumar approved the resolution plan
submitted by NBCC.
Key Points:
i.The tribunal also ordered that Rs 750 crore deposited by Jayaprakash Associates, the parent company of
Jaypee Infratech, be part of the plan. This money is deposited in the registry of the Supreme Court (SC)
ii.With this approval, NBCC will complete the construction of over 20,000 unfinished flats of JayPee in the next
three and a half years and will house those who have not yet received due to hanging projects, which was
launched by Jaypee Infratech (JIL) in Noida and Greater Noida (Uttar Pradesh).
iii.This will not only provide relief to Jaypee Infratech’s home buyers, but will also give a boost to the real estate
sector. The case went into a debt redressal process in August 2017 after the NCLT admitted an application by
an IDBI Bank-led consortium. The lenders committee of Jaypee Infratech already approved NBCC’s resolution
plan in December 2019. The committee consists of 13 banks and about 21,000 land buyers.
iv.The homebuyers’ claim amounting to Rs 13,364 crore and lenders’ claim worth Rs 9,783 crore have been
admitted, the agency reported. The NBCC has offered 1,526 acres of land to lenders under a land-debt swap
deal. Apart from this, the state-owned firm has proposed to transfer the road asset to lenders.

Zomato acquires UberEats India for $206 million


On March 04, 2020, According to the Uber ‘s recent regulatory filings, Zomato, an Indian restaurant aggregator
and food delivery startup has acquired Uber’s food delivery business in India, Uber Eats for $206 million,
where the investment was priced at $171 million, the balance $35 million was received as a reimbursement of
goods and services tax (GST) receivable from Zomato.
Key Points:
i.In January 2019,Zomato has acquired Uber’s food delivery business in India, Uber Eats in an all-stocks deal for
a 9.99 % stake in Zomato.However, the two firms had not disclosed the financial terms of the deal.
ii.Following this acquisition, all of Uber Eats’ customers will be directed to Zomato platform & It will boost
Zomato’s position in the food delivery market.

Jharkhand government released Rs 86, 370 crore Budget for Financial year 2020-21
On March 3, 2020 Jharkhand Finance Minister Rameshwar Oraon presented Rs 86,370 crore budget for
financial year 2020-21 in the State assembly. The budget estimated revenue expenditure of Rs 73,315.94 crore
& capital expenditure of Rs 13,054.06 crore .

Financial assistance to jobless youth, 100 units of free electricity & farmer’s relief fund announced
• Unemployment allowance of Rs 5000 & Rs 7000 to be given annually for unemployed youths who
have earned bachelor & master’s degree in the past 3 years & have registered with employment
exchange for jobs.Rs 146 crore allocated under this head.
• People are not required to pay electricity dues for 1st 100 units if they consume less than 300 units
of power.
• Proposal to set up ‘Jharkhand Rajya Kisan Rahat Kosh’ (farmers relief fund) from this Kharif
season, changing the form of ‘Pradhan Mantri Fasal Bima Yojana’ (PMFBY)a sum of Rs 100 crore
earmarked for the proposed relief fund.
Major Highlights of the budget
Agriculture
i.Decision made to introduce “Short Term Agriculture Loan Relief Yojana” underlining Rs 2000 Crore & Rs
200 crore allocated for “Paddy Production & Market Accessibility”.
ii.A target to connect 1 Lakh families under “Livelihood Promotion” scheme paddy cultivation, poultry,
vegetables and medicinal herbs.
Education
iii.Rs 30 crore earmarked under the “Mukhya Mantri Visesh Chhatra Vriti Yojana” (Chief Ministers Special
Students Scholarship) to provide universal scholarship for students enrolled in government schools from Class
I to XII.
Health
iv.Families which have annual income less than Rs 8 lakh will get free treatment for critical illnesses such as
cancer and kidney & liver ailments in top-notch health institutions of the country.
v.New scheme announced for Modern Diagnostic & Other Testing Lab along with ambulance facilities for
animals.
Construction
vi.Rs 4199 crore is earmarked under “Baba Saheb Ambedkar Yojana” for constructing five thousand housing
units.

vii.To give an additional Rs 50,000 to the beneficiaries under “Pradhan Mantri Awas Yojana” & to provide
ration to all people above 50 years of age.

viii.Rs 1660.77 crore to ensure regular honorarium to para teachers & to increase the honorarium of Cook-
cum-Sahaika engaged in preparations of midday meals by Rs 500 which makes their monthly payment as Rs
2000.
ix.The budget aims at achieving 7.2 per cent growth rate for state GDP (Gross Domestic Product) from current
5.7 per cent, and push per capital income to Rs 65,802 from the existing Rs 62,345.

UP Govt to provide monthly grant of Rs 900 for adopting a stray cattle


On March 3, 2020, According to the Uttar Pradesh (UP) Chief Minister(CM) Yogi Adityanath, the state
government has decided to provide monthly grant of Rs 900 to those farmers who will keep stray cattle at
their houses. He inaugurated a modern hospital for cattle at Mataji cow shelter home in Mathura,UP.
Key Points:
i.On August 6, 2019, a scheme called “Nirashrit/Besahara Govansh Sahbhagita scheme (stray cattle
scheme)”/‘Chief Minister Destitute Cow Participation Scheme’ was approved by the state Cabinet in its
meeting chaired by CM Yogi Adityanath.
ii.Total Outlay is Rs 109 Cr will be spent on this exercise annually. A condition has been put that the person
adopting the animal cannot sell or let loose/abandon the animal. A committee will be set up in each district to
monitor the exercise and each such animal handed over will be ear-tagged for identity and subsequent
monitoring.
iii.As per the government’s 2012 census, Uttar Pradesh has 205.66 lakh animals, of which 10-12 lakh are stray
animals.
