Bid Specification No: Elena /TPP/Amravati/eBOP/OB09/NIT/O1 and DCPL Tender Doc No: K8A05 2. Tender Key SLD, Drawing No. K8A05-DWG-E-0101 3. Tender Electrical SLD, Drawing No. KBAQ5-DWG-E-0102 4. Correspondence about the revision of scope as per the mail from INDIABULLS dated 17.08.2009 and 18.06.2009. Please note we have considered the bill of materials Is in line with our standards for power plant engineering for similar sized plants. In case any alteration in quantities during execution the unit prices shall be applicable for additional items. I. Design Activities: The design shall be carried out for the equipment of our scope as identified below. The design shall be carried out in 2-D environment. Drawings will be provided in Auto CAD or micro station format. No 3-D modeling is considered. Complete plant layout is in the scope of the consultant! ‘customer. You shall make available the General arrangement drawings & Plant key single line diagrams in Auto CAD format for our design activity. ‘Our scope shall be limited to * Layout design work for grounding system = Design calculations and reports of our scope of equipment = Preparation of Technical data sheet in line with Customer! Consultant Specifications for our scope of equipment = Interconnection diagram & cabling schedule for our scope of equipment As built documents of supplied equipments in our scope. We have considered routine tests and type tests. Certificates will be provided to you for your reference. All routine tests as per relevant IS shall be carried out at manufacturer's work. Type tests / special tests / additional tests, if required can be done at extra price .If type! I, Electrical System and Equipmer 400 KV Switchyard Design Basis: The switchyard for the project is designed as per the following parameters, in line with the Single line diagram, The switchyard is outdoor Air Insulated Substation, Conventional type. ‘The general technical parameters of 400kV Switchyard are as mentioned below: Rated Voltage 400 KV Highest System Voltage 420 KV Frequency 50 Hz Number of Phases 3 Rated Power Frequency Withstand Voltage 630 KV (rms) Lightning Impulse Withstand Voltage 1425 KV (peak) Main Bus Rating — 2000 Amps Short Circuit Current Level —__|___80kA fort see Our scope of supply, erection, testing and commissioning Is limited to equipment and materials required for above mentioned Bays as mentioned in the enclosed Bill of Material. ‘Switchyard Earthing and Lightning Protection system design basis: ‘The switchyard earthing system has been estimated considering the soil resistivity of 50 Ohm- m. Earthing and Lightning protection system installation shall be in accordance with the IEEE Standard 80, the latest edition of Indian Electricity Rules and relevant Indian standards. Following Standard shall be applicable for Earthing and Lightning Protection 1) IS: 3043 Code of practice for earthing 2)1S: 2309 Code of practice for the protection of Building and allied structures against lightning. 3) Indian Electricity rules 1956 with latest amendments. Switchyard Structures: All Towers, Girders, Lightning masts and equipments structures shall be lattice type structures fabricated from structural steel confirming to IS: 2062.For design of steel structures loads such as dead load, live loads, wind loads etc. shall be based on IS: 875.For materials and permissible stresses IS: 802 shall be followed. All Structures and anchor/fabrication bolts shall BEES Offer ef. BFIR/O9208/PHS dated 2009 Switchyard Protection & SCADA: We have included standard busbar and line protection with simplex type protection panels for the 400 kV switchyard. We have included Siemens make numerical protection relays and Substation Automation System. Our offer includes 1 No HMI, one for 400kV switchyard with connection to Plant DCS on Modbus /OPC interface. Modbus/OPC server shall be in scope of Plant DCS supplier. Remote monitoring shall be possible from Plant DCS however operation and control shall be through Substation HMI only. Terminal Points: The scope of work under this offer Is with following terminal points. "Line take off from Line bays: Suspension String Insulator and Insulator and necessary hardware and transmission line side tension insulators and necessary hardware for line feeders shall be in customer's scope. Jumpering from line bays / bus lines shall be in Customer's scope. Also our scope excludes any Transmission line and since line in line ‘out work is not clear from the specification, the same is excluded. All Structure Foundation bolts and embedded parts (excluding Circuit breaker) shall be in customer's scope. The communication protocol cénsidered is IEC 103. Degree of protection offered shall be IP-4X Design ambient has been considered as 50 Deg C ‘Maximum busbar temperature shall be as per IEC. We have considered in panel current of 2500 A/ 2000 A in Incomer and Tie Feeders as per the respective Busbar rating. This is with forced cooling. This is considering an end temperature of 90 Deg C. 9, We have considered Multifunction meter in incomer panel which will have indication for the required parameters. 10. We have considered Fast Bus transfer panels for fast bus transfer between Tie feeders, The quantity considered here is 9. The same can vary depending upon the exact station scheme. 14. We have offered one set of cable earthing truck and busbar earthing truck per switchboard instead of giving earth switch in all feeders. . Module types in the feeder list are based on LT Component selection chart as per our standard. 4, Standardization is based on SFU outgoing feeders the modules will be equivalently replaced for MCCBIMCB outgoing feeders as per detalled component chart. 5. Space heaters are considered motors >30KW which shall be fed from respective motor module in switchgears, 6. Valves related fo HP & LP bypass arrangement are considered in TVDC MCC. In case it Is part of Boller area, valves will be shifted to BVDC, hence feeder list with incomer shall change accordingly. 7. ESP Dainpers are considered in BVDC MCC. In case of separate ESP Service board to feed ESP related loads, incomers for the same shall be provided fram ESP MCC (ESP vendor scope). Feeders for ESP Building HVAC loads shall be fed from ESP MCC(ESP vendor scope) : 8. All the MOV and dampers are assumed to be with integral starter. 9. SFU feeders has been provided for Starter panels (provided by respective vendors like COLTCS), Control panels (oil purifier units), Terminals boxes(hoist/oranesiliting devices, Gear Boxes(lube oll units), battery chargers, UPS, heaters <1KW, MOVs, compressors, Misc. cabinets, 10. Only outgoing feeders to Soot Blower MCC have been provided from BVDC MCC. 14. Only outgoing feeders to Air Drying Plant have been provided from Station ACDB. 12. SFC incomers have been considered to feed Valve MCCs (TVDC, BVDC) & Wall mounted DB for Ex. Fans, SA fans. 43. In wall mounted DB's, only outgoing SFU feeders shall be provided in DB, DOL starter shall be located near the Load. 44. VED's for bunker shutoff gates (drag chain feeders at Bunker gates) or any other VFD ‘operate load are not in EBOP scope, These shall be provided by the respective vendor. 15. MLDB shall feed to Lighting loads of TG building (ex. Fans, switches, Lighting loads) & near by areas. Lighting loads of various area like CT, DMP, Raw water, FW, FO, AHP.CHP, bunker etc. shall be fed from Local Lighting pane! within that area, 46. No separate SPDB has been considered for Station loads. Supply to single phase loads to TTGB shall be fed from Station ACDB-2 & for areas like CT, DMP, Raw water, FW, FO, AHP, __CHP, bunker etc. shall be fed from Local MCC. RBeders for Fire Dampers have not been considered in our scope, = 18. 18, Feeders for loads related to areas like Permanent stores, Workshops, Labs, Service building, Admin Building, or any other Building for client use have not been considered in ‘our scope. 19, 10% spare feeders of each type & rating have been considered. 20. Motor >150kW if any shall be suitable for soft starter. 21. Suitable rating of Control Transformers in each bus section of PCC/MCCIDB's shall be considered. 22, The elevator, hoist, EOT crane would be provided with single point power supply. The further distribution is by equipment supplier. 23. HVAC, Ventilation loads & Welding receptacles of distant areas shall be fed from the local DBs within that area. 24, MCC's/DB's fed from SFU shall be suitable for fault level from 16 KA for 1 sec to 25 kA for 1 ‘sec (as these are designed for let through energy of SFU). 25. All PCC/MCCs/DB's fed from ACB shall be suitable for 50 kA for 1sec (designed considering the percentage impedance of the transformers). 26, Emergency MCC Is 3 phase, 4 wire & No tie connection between the Emergency MCC-1 (for Unit-1) & the Emergency MCC-2 (for Unit-2) has been considered.. 27. KBA05-SK-001 Revot. 12, As per Tender SLD four feeders(2+2) are required for coal conveyors at TP 3 to mill & TP12-TP3, Locations for the same is not clear, hence we have considered cable SOOMtrs (1Rx3Cx186) & 70OMtrs(1RX3Cx186) for the these loads respectively. Forall the auxiliaries which are controlled from DCS/PLC the following is applicable: ‘+ Field push button station will have Emergency stop push button (only) and wired to Switchgear using control cable. + Any signal exchange (like ON/OFF command, ON/OFF Feedback etc.) between DCSIPLC and Feeder (in MCC or MV Switchgear) shall be part of |&C scope of supply and therefore are not considered in estimation. 3. As per tender all the cable trays are required to be provided along with cover. The same has been considered in BOQ 2. 1&C cables, Control cables and Power Cables fess than 120sqmm would be laid in multilayer formation. . The MV cables and LV cables with size >120sqmm would be laid in single layer formation. 4, The LV power and Control Cables would be laid in same tray. However separate support system would be provided for the MV and I&C cables. The I&C cables are considered to be laid in perforated tray system 6. The structural steel is considered for the cable tray support system only. Meaning structural steel etc. for fixing such tray system is not considered in our scope. 7. The inter-building cable trays are considered to be mounted in the cable trench. The cable trench along with the inserts, are considered in other's scope of supply. 8 On top of cooling tower no tray has been considered. This is in line with contract requirement. Al the metallic part which can carry full fault current at HV level would be grounded using 75x10 flat. The indoor main ring inside the buildings and trenches would be 50 x 6mm GI flat, All the switchboard , HV motors, misc structures, LV motors>75KW would be grounded using 50x6mm GI flat while all small LV motors would be grounded using 26 x 3mm GI flat. All small auxiliary loads would be grounded using Gl wire. The grounding system design considers that the foundation of various structures would be effectively used in the grounding system (Reinforcement bars and piles), This will be achieved by laying 12mm dia. MS rod in the lowest reinforcement layer making a grid of 10 x 10 meter. This will be tied with the reinforcement steel at regular interval and would be connected to outdoor grounding system. The material and Engineering drawing would be provided by Siemens and execution shall be done by the Civil contractor. This system would be called as foundation groundation system. 9. The concrete skeleton building will be provided with this foundation grounding electrode on all the floors which will be connected to indoor grounding ring at regular interval which in tum will be connected to outdoor grounding system. The foundation ground electrodes at different elevation would be interconnected using the ground electrode running along the concrete column. The indoor grounding ring at different floors would be provided to facilitate grounding of the equipment from nearby ring. 10. In case of steel skeleton building the grounding electrode would be routed along the cables trays. The layout would be arranged such that this electrode forms a ring 11.A separate system for instrumentation grounding would be provided near the Control Building to achieve a resistance of § Ohm for this system. 42.
