CHAPTER 2: Meaning and Functions of Measurement and Evaluation

OVERVIEW
Measurement and evaluation does not only help to gauge a person’s intelligence
but they also contribute a great deal in the improvement of instruction. Thus,
understanding their meanings is vital. Measurement refers to the instruments or device
employed in measuring an individual’s achievement, personality, attitudes, intelligence
and etc. that can be conveyed quantitatively. Consequently, evaluation pertains to
consideration of evidence through statistical treatments to understand its meaning and
to determine if it is within the set standards. Measurement and evaluation are also used
to ensure quality learning for students as well as professional growth for teachers. In
fact there are 7 functions which are 1) measure students’ achievement, 2) evaluate
instruction 3) motivate learning, 4) predict success, 5) diagnose the nature of difficulties
of students, 6) evaluate teachers’ performance, and 7) evaluate schools’ facilities.
Furthermore, evaluation has established scope that emphasises on broad personality
change and the major objectives in the educational program. Its scope is comprised of
the assessment of a) curriculum offerings, b) school programs, c) instructional
materials, d) instructional facilities, e) teachers and professors, f) pupils or learners, g)
graduates, and h) school managers. Evaluation also possesses 3 major characteristics
that enable it to be utilized effectively: 1) it measures a broad range of goals and
objectives of the school curricula, 2) it utilizes diverse strategies of assessment, and 3)
it includes integrating and interpreting various improvements of an individual to generate
an inclusive understanding of himself. Finally, to improve education, educators and
educational institutions in general employ various kinds of tests including 1) intelligence,
2) personality, 3) aptitude, 4) prognostic, 5) performance, 6) diagnostic, 7) achievement,
8) preference, 9) accomplishment, 10) scale, 11) speed, 12) standardized, 13) teacher-
made, and 14) placement.
