INTRODUCTION

YOUTH SENATE PAKISTAN (YSP) is the leading youth forum for future leaders as a mock senate,
aspiring to promote leadership and community-based development and involve more youth in more
meaningful experiences. Run by young former Pakistani youth parliamentarians and national achievers of
Pakistan under the umbrella of KhidmarGar Foundation.
Youth Senate of Pakistan (YSP) aims to provide a constructive forum to voice views of the youth about a
vast range of national and international issues. Young people, irrespective of their ideology, culture or
social conditions in accordance with the international and modern aspects. YSP is an invigorating and
revitalizing Nation wide project and will spread its wings in the 05 provinces of Pakistan including AJK. It
will provide young people with the opportunity to slot in civics and citizenship in a practical way like no
other. YSP will make its efforts to enable young people to use their energies and passion in creative and
constructive ways to shape the future leadership for the betterment of the country. The YSP will serve the
purpose of articulating views of the youth on vital issues facing the nation and conveying these problems
to the decision makers and giving solutions.
Our goals are to:
 To initiate Political, legal, Civics and Citizenship programs
 Planning to work on new vision & Developmental Programs through Youth Senators and District
Members
 Providing a window for youth in decision making process.
 Introducing realistic Legislation and opportunities program
 Generate a Strong voice of Pakistani youth on national and international issues
 To develop liaison between Pakistani Youth and International community
 Providing opportunities for 18-29 years old to utilize their voice in creative behavior to bring
about social change
 To lay a concrete foundation for educational betterment through YSP Modular schools
YSP will provide extraordinary identity enrichment and leadership development experiences for hundreds of
thousands of Pakistani youth.
Furthermore, YSP aspire to escalate the diversity of young people, decipher youth talent into tangible
action, and provide a nursery for scientifically-trained leaders, citizen of character and substance, serving
in substantive roles.
We do this through:
 Through 35 youth senators and the same strength of deputy youth senators (they, all will be the
achievers from different walks of life and represent their community effectively and will have a role of
opinion maker in their capacity)
 All programs of YSP will be achieved through District Coordinators and 400 District Members of
YSP (via media campaign we received more than 3000 applications for membership, and out of that
400 member were selected to hold the position of District Members)
 Through worldwide Youth Ambassadors of YSP; Pakistani national originally, will seed the YSP’s
mission into the International community
 Our advisory board comprising of veteran and highly experienced politician, parliamentarian,
bureaucrats, and educationalists will assist in the smooth running of the whole process and as a result
we will reap a benefit from their in-depth experience.
 All, Youth Senators, Deputy Youth Senators, Youth Ambassadors, Youth Chief Ministers, and
District Coordinators/Members will appear on media and serve as a representative of YSP.
 The Chief Ministers will be designated to manage the whole Province and hold meetings of all
District Members to devise policies and provide remedies for immediate problems faced by youth.
BACKGROUND
Making every drop counts, letting every voice heard and respecting every expression is the soul of democracy
and so is the thought behind Youth Senate of Pakistan (YSP).Pakistan is a democratic country; however, due
to prevailing discrepancies in our political setup it has taken the form of a Kingdom. Where designations in
political setup are move by inheritance rather than merit. Hence, making it intricate for our Youth to
understand or take part in politics, being a common people. Another reason for less participation of youth in
politics is the lack of guidance and training for youth in this respect. From history we learn stands to witness
those countries with rapid economic growth are those which heavily invested in their youth and activate
their disfranchised energies. Young people are the future bearer of our country. Pakistan, at the present has
largest number of youth in its history, and this is the best time for the country to invest in youth. Without
youth involvement it is not possible to attain political, social constancy for better political and social reforms.
But unfortunately, our traditional culture does not give ground to Youth on issues relating to them.
The youth of Pakistan are facing a multitude of problems like poverty, low education levels, youth
unemployment and the most impounding problem that is frustration. There is restricted scope for the youth
of Pakistan in positive local engagements in politics and community development. In contrast, our political
system is not creating mass level awareness regarding the existing situations. They neither have the
competence to figure out these issues in its totality. Which fosters counter power among youth and
communities against extremism, militancy and create basis for sustainable peace. Understanding of political
and government setup will not only assist youth in becoming a creative part of the system, but will better
serve the nation in every field of life. YSP believing every young person to be ‘Millat Kay Muqadar ka Sittara’
(The star of the nation) as most important individual. It would not only make efforts towards introducing
political know how in young generation but will also engage youth in social work to better serve the nation
and making it possible.Every one knows the destination but no one is aware of the way to it. YSP’s stroke is
to endow nation with a strong young leadership to chase our dreams.
Youth Senate of Pakistan’s goal is to serve as a mock political platform for youth for parliamentary training.
YSP will create bridge between Young political leaders ofPakistan and International community at all levels.
In this regard the focused points will be legislation; matters of national and international concern;
accountability; Election presses & other community issues. The exercise will not only broaden the political
vision of the involved youth but also will help them to serve the country as having a deep understanding of
the system.
We dedicate our YSP to the youth of the world especially to the 06 martyrs of 28th July 2010 at Margala
Hills Islamabad from Youth Parliament who did their best in promotion of politics in younger generation
and dedicated their lives for a better tomorrow. Nothing is impossible for our Youth:-

NATION-WIDE NETWORK
The following applicants are short-listed from thousands of applications received from all over the country to
YSP. Letters have been dispatched to these applicants via surface mail. After the acceptance, these short-
listed candidates would be considered as “District Members” of YSP. Meanwhile, the other talented
students/achievers; who are between the age bracket of 18-29 can apply through our membership form
which can be downloaded from Main Page of our website.

FUNCTION
Functioning of Youth Senate of Pakistan:
Elected/Selected Youth Senator, Deputy Youth Senator, Youth Ambassador & District member of Youth
Senate will organize events and projects, run media campaigns, do study visits of national and international
organizations and influence decision makers on various issues in national interest.
It would be obligatory for young people involved in the program to take on the role of their local Member of
Senate and engage in various programs before embarking in living the life as a Senate for selected period.
Secretariat YSP:
As the organization which conceived the idea of Youth Senate of Pakistan (YSP), KhidmatGar Foundation ®
is the project implementer & acts as the Secretariat of the Youth Senate of Pakistan. The code of conduct for
the Youth Senate will be defined by Youth Secretariat. The code of conduct will be close to that of National
Assembly of Pakistan with some necessary amendments.
Speakers’ Panel:
The Youth Senate sittings will be chaired by one of the former Speakers or Deputy Speakers of the National
Assembly of Pakistan & Chairman or Deputy Chairman of Senate of Pakistan.
Members’ Political Affiliation:
The members of Youth Senate of Pakistan will form their mock political parties, submitting their party
manifesto to YSP and Youth Secretariat.
Age:
Any Pakistani younger than 29 years is eligible to apply for membership of the Future Youth Parliament
(FSP). Youth Senators (YS) will initially be elected in annual youth elections/selections. Any young person
aged 18-29 having membership of YSP can stand or vote.
Senate Cabinet YSP:
Youth Senate of Pakistan will elect a 05 members’ cabinet and an outline cabinet along with 05 Standing
Committees and a Business Advisory Committee
Media Coverage at National Level:
International, National Electronic and Print Media will cover all sessions and activities of YSP.
Minimum Working Days:
The Youth Senate Pakistan will have a minimum of three sessions annually. Each session will be at least 05
days.
Organizational Structure:
Youth Senate Pakistan (YSP) work is planned to be coordinated on three levels:
 District Member, Youth Senate
 Youth senates (YS)
 Deputy Youth Senator
 Youth Ambassador
Each of these levels will have its proper program and contributes in a specific way to reaching the general
objectives.
On the District level, periodic meetings will be held, generally, to consider proposed subjects, guided and
coordinated by the YSP Commissions, while being open to the participation of outside youth and other
associations. These local meetings can be developed in the form of study groups.
On the National level the YSP will work as national mock legislative body of youth. The Youth
Senate Pakistan will be held involving all groups that have worked for YSP.
On the international level, the international plenary session has as its mission gathering and synthesizing all
the work previously developed on the national level.

PROJECT
Introduction of Project
Youth senate of Pakistan has a plan to establish “Modular Schools” in flood affected areas. Modular
schools is a factory manufactured building which is transported to the site and assembled there to cater to
the needs of school age group children of the affected community.
The idea of Modular schools is adapted from “Prefabricated Housing”. Some of the details of the term are
as under:-
“The term ‘prefabricated’ may refer to buildings built in components (e.g. panels), modules (Modular
homes) or transportable sections (manufactured homes), and may also be used to refer to mobile homes,
i.e. Houses on wheels. Although similar in nature, the methods and design of the three can vary wildly.
There are two-level home plans, as well as custom home plans”.
A Modular School can be manufactured and assembled at site in an area of 25* 50 ft.
These types of schools will be established in different flood hated areas in accidence with International
building code and their furniture etc will be in line with the requirements of student population of the
community. As Pakistan battles an unprecedented catastrophe, funds are desperately needed to help
deliver food aid and Educational services to stave off further loss of primary education.
Goals
In 1st phase YSP will establish at least 05 Modular schools in severely affected areas but further five phases
will be established. The overall objective of the consultation is to provide an avenue for discussing and
agreeing upon the key contours of a roadmap that could set the direction and dynamics of flood relief,
reconstruction and rehabilitation in education sector of Pakistan. It is anticipated that participants of the
event will be coming up with an initial charter of demands and recommendations. These will be refined in
due course of time through a consultative process.
Modular village school team
Youth Senate of Pakistan would constitute a 4 member committee comprising the following for each
Modular school, which will be in coordination and control of YSP.
· Local School Teacher
· An elderly Nobel person from the community
· Social Mobilizer
· An ambitious Youngster

An estimated cost of Modular school will be as under

How will this project solve this problem at max level?
(Potential Long Term Impact)
By YSP’s many stake holders of the heavily devastated area voluntarily could give there area for the
Educational village. By the help of Local School Teacher, imam, Nobel person from the community, social
mobilize, active youth representative and any volunteer of the community this educational village would
move a head.
Moreover, former of YSP with his monitoring team not only assist and supervise this active team but
would monitor as well for more effectiveness of this project.
As a major output of our project is likely to create friendly environment for the people of all age groups of
children where ignorance will be eliminated and knowledge will be promoted for example children will
have opportunities to learn jointly at school and convey the message of friendly cooperation, healthy living
and good relations among the members of the community. The entrance who will graduates from the
modular schools will serve the community with zeal, we hope Inshallah.
PROGRAMME MONITORING EFFECTIVENESS:
YSP will monitor this project schools in coordination with local school administration, District Govt and
donor’s representatives. Accordingly, community organiser/mobiliser is proposed to be based in the
intended communities to organise them effectively. Professional social workers as technical staff will be
engaged to mobilise the target families while technical staff will extend guidance and assistance in low-
cost and secured Prefabricated Housing techniques for educational village.
Usman Javaid Sheikh (Architect)
Muhammad Usman Javed is an architect by profession. His aim is to accomplish amassed level of
obligation in my career and to build his soul to make the abstract of spaces and facade from the scattered
lines. He has an experience of work in different departments related to his field e.g. Residential,
commercial buildings, landscape etc. He has also participated in “Karavan Pakistan” research program in
different areas, which were effected by the earthquake, 8th October 2005, even participated in IAPEX
(institute of architects of Pakistan).
According to Usman:-
“To play a role in the social development of Pakistan and help the poor people the platform of youth senate
is the best option. So I am designing the Youth senate modular school for the flood effectives. By joining
youth senate and working with them I can deliver my vision of thought for my country”.

CAMPAIGNS

YOUTH AMBASSADORS
Under YSP young Pakistani volunteers, aged 18-29, on short-term assignments of between 3-
12 months, will be placed in various countries of the world (especially in the countries
having similar type of programs). Youth Ambassadors will be employed to use their
skills and expertise to actively contribute to international development. The program
will provide young people an opportunity to learn about other cultures and carry
intercultural dialogues in favor of global peace. They gain an increased understanding of
the development needs of neighboring countries and positive aspects of developed
counties. The activity will broaden their experience by living and working in a cross-
cultural environment.
