In special case a deviation up to 30" may be permitted by the Railway authorities 2. LOCATION OF TOWER Only "0" type tower on either side of the Rallway track are permitted to be used. The towers are to be located at minimum required distance from centre of the nearest railway track shall art be less than the actual height of the tower in Meters above normal ground level plus 6 Meters. 3. CROSSING SPAN The railway crossing span shall be restricted to 300 meters or 80% of the normal span for which the structures are designed, whichever is less. 4, TYPE OF INSULATION Treuble tension insulator string shall be used in crossing spam in conjunction with 9 yoke plate where necessary. Each tension insulator string shall have one insulator more than the eo. of units used in normal over head lines. The Factor of Safety of each string of insulators under the worst conditions shall not be less than 2. 5. FOUNDATION OF RAILWAY CROSSING TOWERS vo undation of Railway crossing towers should be in accordance with water table and soil tncountered at these locations. The ciassification of foundations for such towers should be done cautiously keeping in view safety considerations 6. EARTHING {a) Each tower on either side of railway crossing span shall be earthed effectively by two separate and distinct earthing and connections. At least one separate earth electrode shall be provided for each earth connection. {hy Where the earth resistance of the independent tower is higher than 10 ohms, the counterpoise earthing shall be provided as per requirement of Railways. The method of Corthing the towers for crossing span shall also be approved by the Railways. 7, JOINTS IN CROSSING SPAN No joints in conductors or earthwire (s) shall be permitted, in crossing span. 8. ANTI-CLIMBING DEVICES AND WARNING NOTICES The supporting structures on railways land shall be provided with ant climbing devices, Decides suitable eaution/warning notices shall be erected on all such structures ia such languages as may be prescribed for the purpose. The ant climbing devices and the caution/warning notices shall be approved by the Railway. 9, NO INTERFERENCE WITH RAILWAY COMMUNICATION LINES ‘The crossing shall in no way interfere with or endanger railway communication lines and approval given by the Railways to the placing of any crossing shall not be construed to compromise or reduce in any way the requirements of Indian Posts & Telegraphs Department for the protection of communication lines. 10. FACTOR OF SAFETY ‘The factor of safety ofall structures, conductors, guards and ground wires used in the crossing shall be as stipulated in the Indian Electricity Rules 1956 (as amended in November 1984) and the relevant code of practice. MINIMUM CLEARANCE BETWEEN THE OVERHEAD LINE & RAILWAY TRACK & RAILWAY STRUCTURES ETC. 1. Clearances From The Traction Mast or Structure The distance between any of the crossing conductors and the nearest traction mast or structure Under the most adverse conditions shall not be less than 5 meters. 4, Minimum Vertical Clearance Between Power Line Crossings The minimum vertical clearances to be maintained between anv of the Rallways power line crossings at the same of at different voltages shall be as specified in Rule 37 of the Indian Electricity Rules 1956 (As amended up to November 1984). 4. For Under Ground power line crossing: Lump sum amount of Rs. 5 lakhs in the form of Bank Guarantee (BG) shall be deposited by the party towards Security Deposit against possible damage to OFC/Quard/Under ground power cable in fespect of all the under ground power cable track crossing cases applied by a party in the Division. All the electrical Crossings of Railway Track by overhead transmission lines_or cable are to be .d and carried out in accordance to the following: 1. Fill all the particulars and submit the application(at page no. 3) 3. Print the generated copy, sign and submit to Sr. DEE/G enclosing the above tabulated documents with details including drawings , estimate, sag calculation and block time required. After checking of above documents Sr. DEE/G permits RVPN for depositing registration fee amounting Rs. 2000 /- as DD or MR. Feasibility survey to be conducted by Railway authority. 6. After checking, if the site is found in order, then a joint inspection of site shall be fixed by ‘Sr,DEE/G along with Sr. DEN and RVPN officers and a Joint Inspection report is prepared and signed by representative of Railway and RVPN. (at page no.27-29) 7. Drawing of railway crossing plan is prepared by RVPN & duly signed by Superintending Engineer , Sr.DEE/G, Sr.DEN and Sr.DSTE 8. Sr, DEE/G will send the details to following wings for making estimates Sr. DEE/co ordination for Way leave charges Signal wing for laying of underground cables lif) Operation wing for Block charges iv) Electrical wing for Supervision charges. 9. After receiving the estimates from above wings, consolidated estimate for power line track crossing shall be processed by Sr. DEE/G for vetting by Sr. OFM. 40. After Account ‘s vetting & sanctioning of estimate, demand note issued by Sr. DEE/General to RVPN for depositing the estimated charges. (at page no.30) 11, Above mentioned three agreements will be filled & signed by Sr. DEE/G and Sr. DEN/coordination. 412. The power line track crossing work execution permission will be issued by Sr.DEE/G on completion of all formalities i.e. receipt of demand charges, finalization of plan etc. & intimation of the same shall be issued to ali concerned of railway department. 13, The work will be executed by RVPN authorities under the supervision of SSE (P-way}, SSE (Electrical) and SSE (TRD) and SSE (PW) will arrange line block of the section as required. 14. On completion of work(at page no.31), a joint report by Railway and RVPN authorities will be prepared and RVPN authorities will submit the same to Sr. DEE/G for final inspection of site. 15. Sr.DEE will issue orders for final inspection of Track crossing with the Electrical and Engineering Supervisors along with the representative of RVPN. 16. Final inspection shall be carried out in accordance with the Track Crossing Regulation 1987 and all measurements and clearances will be recorded. (at page no.32) 17. On receipt of final inspection report in Sr. DEE's office, if found as per regulation & as per approved proposal, the permission for energisation will be given by Chief Electrical Engineer & Electrical Inspector General. (at page no.33) 18, After energisation of railway crossing line by RVPN, the intimation of energisation of crossing will be given to all concerned officials & date of energisation should be recorded in track crossing register maintained by division in Electrical branch. 19. Maintenance of crossing:- The periodical inspection of all crossings shall be done in view of safety as per the clause 9.2 of the regulation. The inspection shall be done by Sr. DEE/AEE/Sr. Supervisor of the section along with the representative of | RVPN at least ‘once ina year. The costs of such supervision and other costs as aforesaid shall be defermined by the Railway in its absolute discretion. 5. Access : Neither the owner nor his employees will at any time enter upon the Railway land for any purpose whatsoever in connection with the crossing as aforesaid without the consent in writing of the Railway omen So Superintending Engineer (400 KV GSS) RAPNLIG, Heerapura, Jaipur I Modification, shitting or removal of crossing : If for convenience of operation, fasatisfactory maintenance or for any reason whatsoever the Railway desires special mintenance, repairs, modification, shifting or removal of the crossing the owner will nibject to the provisions of clause 3 hereof carry out such works or such portion thereof firom the date of notice issued by the Railway and to the satisfaction of the Railway within a reasonable period determined by the Railway in its absolute discretion as the Railway shall not under provision of clause 3 hereof proposed to carry out the work. If the owner so desires he may re-erect the same at this own expense but to the atisfaction of the Railway in all respects on such other land or track of the Railway, as itmay in its absolute discretion consider suitable and avaitable for the purpose. In the event of the crossing being so re-erected the land on which the same is re-erected will be used and occupied upon the terms of the Agreement mutatis mutandis, as if the same has originally been subject to this Agreement 7. Railway authority shall apply to concerning Superintending Engineer of RVPN. (at page 0.35) 2. Initially, the Railway department is required to deposit file charges with RVPN. (at page 10.36) The Superintending Engineer according to voltage level will intimate the file charges to be deposited by Railway department which is to be adjusted into final demand note.
