1. GUIDELINES FOR THE PLAN OF ACTION IN 174 CRPC


CASES:

 3. QUALITATIVE INVESTIGATION

 Copies of FIRs to be sent to all the officers concerned.
 The Complainant to be examined with names.
 Scene of offence to be visited.
 Scene of offence to be Secured/protected
 Photograph/Videograph to be taken.
 Panchanama of Scene of offence to be Conducted with
Rough Sketch
 Eye witnesses/Cir-witnesses to be examined at the Scene
only.
 Collection of material evidence /Physical Evidence to be
collected.
 Seizure of ,Poison, Burnt cloth Pieces, match Sticks etc to
be collected
 Details of the witnesses to be incorporated the in the
Inquest.
 The Inquest over the dead body to be conducted before the

 If the deceased is a woman, when she is married within 7
years of her Post marital life, Inquest should be conducted
by the tehsildar.
 Requisition to be sent to the RDO for conducting the
Inquest if the post marital life of woman deceased is within
7 years.

 The Witnesses/Cir-witnesses, blood relatives and eye


witnesses should be examined and their Statement to be
recorded.
 Dead body should be sent to the hospital for Autopsy/PME
along with requisition.
 Team of Doctors to be requested for Autopsy in case of
Suspicious death./below the 7 years of death of woman .
 Clothes /Ornaments on the dead body to be seized under
cover of panchanama/Inquest.
 Material Objects like Viscera/Seized material to be sent to
the FSL
 Opinion of the Expert, PME, DNA/FSL etc to be collected.
 IF UNKNOWN DEAD BODY, VHF message to be flashed to
the Warangal Police Commissionerate
 Look out Notice to be sent to the concerned.
 Photo of the deceased to be published both on electronic
and print media.
 Photo of the deceased to be uploaded in the face book of the
concerned PS
 Photo of the deceased to be uploaded/sent to the Local
Watsup group.
 Photos to be uploaded in the Criminal Intelligence System.
 DNA Finger printing profile and other technical reports to
be collected from the expert.
 Dead body to be preserved for identification for 72 hours.
 After 72 hours dead body should be disposed off by the
concerned departments.
 Notice to the Complainant to be served.
 Proposal to be submitted to the ACP for obtaining
permission to close the case.
 Final report to be submitted within stipulated time.

ACCIDENT CASES/FATAL –NON FATAL

 Send the copies OF the FIRs to all the officers concerned.
 The Injured to be Shifted to the nearby Hospital if he comes
to PS,

 Owner of the vehicle should be examined.

 The Inquest over the dead body to be conducted before the

 Vehicle Inspection to be conducted with MVI/AMVI and
report to be collected forthwith.
 The Witnesses/Cir-witnesses, blood relatives and eye
witnesses should be examined and their Statement to be
recorded.

SNATCHING CASES.

 THE IOS SHALL FOCUS ON THE FOLLOWING

 2.restoration of property to the victims
 3. QUALITATIVE INVESTIGATION
 KEY issues of the investigation
 A. Statement of the victim
 B. How the case is detected / how the accused is connected
to crime , and case
 C. Confession and recovery /Conviction to the accused
 Copies of the FIRs to be sent to all the officers concerned
through online
 “I Can Identify the accused if he /She is shown to me “ This
should be inserted in each FIR of property offence.
 Copy of FIR should be handed over to the Complainant
with Acknowledgement.
 VHF message to be flashed to the Warangal Police
Commissionerate
 Scene of offence should be visited forthwith.
 Cordon and search to be organized forthwith.
 Scene of offence to be visited and Geo locations to be
collected.
 Eye witnesses/Cir-witnesses to be examined.
 Geo-locations of each case to be collected from the Crime

 Portrait-parle should get prepared at SCRB immediately.

 Details of the suspect to be uploaded in face book,


Whatsup,& other social networking groups.
 Photos of the Suspects to be uploaded in the Criminal
Intelligence System.
 MO Criminals should be collected immediately.
 Complainant should be shown the photographs/Album of
MO Criminals of the Suspects/Arrested accused.
 Neighboring Crime Teams and CCS Teams to be consulted
for exchange of information.
 If offence is detected and accused is arrested the following
points to be attended
 Section of law 354 IPC to be added at the time of remand
report.(Conviction purpose)
 1.IO should verify the address of the accused personally and
collect the ID Proof
 Latest Photograph, Finger prints, Interrogation report,
family Tree, CDR for 1 year and previous involvement in
other cases should be collected .
 Confession and recovery of panchanama to be conducted
before the local witnesses, instead of Stock panchas.
 Receivers should be arrested if the Property is recovered and
Sec 411 IPC to be invoked.
 Requisition to be filed in the Court seeking police Custody.
 Memo to be filed in the Court through PP for remand
extension.
 Memo to be filed in the Court through PP for The verification
of Sureties.
 Memo to be filed in the Court through PP for Test
Identification parade.
 Memo to be filed in the Court through PP for PT warrant.
 Draft Charge sheet to be prepared and opinion of the
PP/APPO to be obtained.
 IO shall deposit the case property and collect the PI Number
from the Court .
 Complainant shall be guided for Return of property from
the Court.

5. GUIDELINES FOR THE PLAN OF ACTION IN HOUSE


BREAKING BY DAY/NIGHT CASES.

 THE IOS SHALL FOCUS ON THE FOLLOWING


 1.SPEEDY recovery of stolen property
 2.restoration of property to the victims
 3. QUALITATIVE INVESTIGATION
 KEY issues of the investigation
 A. Statement of the victim
 B. How the case is detected / how the accused is connected
to crime , and case
 C. Confession and recovery /Conviction to the accused
 FIR should be issued applying appropriate sections of law.
 “I can identify the property if it is shown to me”. This should
be inserted in each FIR of property offence.
 Copy of FIR to be handed over to Complainant and original
Copy of FIR to be sent to the Court forthwith.
 Property Lost and description of articles/ornaments should
be mentioned in FIR.
 Copies of the FIRs to be sent to all the officers concerned
through online
 VHF message to be flashed to the Warangal Police
Commissionerate for alerting all PSs.
 Scene of offence should be visited forthwith.
 Observe the scene of offence minutely and utilize the
services of clues team/Dog Squad.
 Two independent mediators should be secured for
conducting detailed panchanama of scene
 Obtain the finger prints of the in-mates.
 IO Should draw rough sketch of the scene and seize the
incriminating articles.
 Geo locations of the crime scene to be collected .
 Tower Dump of the Crime scene/probable places to be
collected .
 Local witnesses to be examined as they would refresh
memory at the time of deposing the evidence .

 In-mates to be examined for knowing the Property , Clues


means and ways of the House .
 CCTV Footage to be collected from the Community,
neighborhood.
 MO Such as HB By Day of breaking open the lock of main
door.hook,latch,wrenching the window bars,by ventilator,
using false key, man hole, entering through roof, Breaking
window panes,By breaking open rear door,wooden plank of
door,implements available at the scene, foot prints, finger
prints ,evidence left by the criminal at the scene,cigarette
butts.Using candles while committing offence, Committing
theft of only cash, theft of only gold,electronic items,
foodgrains. E scene of observation panchanama minutely
 IO shall obtain the MO Criminals list and verify their
complicity.
 Details of the suspect to be uploaded in face book, Watsup,
& other social networking groups.
 Photos of the Suspects to be uploaded in the Criminal
Intelligence System.
 MO Criminals should be uploaded collected immediately.
 Complainant should be shown the photographs/Album of
MO Criminals of the Suspects/Arrested accused.

 Check the regular receivers of stolen property/money
lending shops.
 Exchange intelligence with the neighboring police stations.

 IO shall record the statement of Complainant/Injured
forthwith in vernacular language.

sentence should be incorporatetemed in all PART-II
Statements.
 Motive for crime should be established.
 Scene of offence should be visited forthwith.
 Geo locations to be collected from the Crime Scene.
 Eye witnesses/Cir-witnesses to be examined and statement
should be recorded in hand writing .
 CCTV Footage to be collected from the Community,
neighborhood
 Injured persons should be sent to the Hospital for treatment
immediately along with requisition and Escort.
 Scene of offence panchanama /Rough sketch should be
prepared at the Crime Scene only.

 Incriminating evidence i.e objects/implements such as


Rod/Stick/Sickle used in the commission of offence should
be seized.
 Arrest of the accused to be done without delay observing
the 41 Crpc proceedings .
 Confession and recovery of panchanama to be conducted

 MC should be collected from the Hospital on discharge of
injured .
 Memo to be filed in the Court through PP for remand
extension/bail oppose .
 Memo to be filed in the Court through PP for The verification

CASE.
THE IOs SHALL FOCUS ON THE FOLLOWING

 Eliciting the truth of the crime.
 Arrest of the culprit /stern action

QUALITATIVE INVESTIGATION
 KEY issues of the investigation
 A. Statement of the blood relatives /kith and kin of
deceased .
 PME report/FSL report/Expert’s opinion
 B.Restoration of peace and Public tranquility in the
community .
 C. Deterrence to resort for solitary crimes by opening rowdy
sheets.

PROCEDURE OF THE INVESTIGATION

 The IO shall apply correct section of Law to include the


person who is behind the offence.

 The IO shall Ensure that the express FIRs reach court in


time as any delay may lead to the acquittal during the trial.
 The IO shall send the FIRs to all the officers concerned
through online.
 Copy of FIR should be handed over to the Complainant with
Acknowledgement.

 IO shall record the statement of Complainant/Injured


forthwith in vernacular language.

 “I can identify the accused if they are shown to me” this


sentence should be incorporated in all PART-II Statements.

 The IO shall Carefully examine the complainant and ensure


the complete picture of incident is established .
a) Date of occurrence b) Place of occurrence
c) Motive for offence d) No. of accused persons.
(Overact of each one)
e) Weapons used. f) Previous detailed enmity.
g) Eye witnesses at scene h) How many injured, how
many died.
i) Details of deceased. j) Relation between accused
                                                and deceased.
k) Where deceased died i.e., at the spot or at hospital.

 The IO shall elicit the Motive for crime and previous enmity
should be established.
 The IO shall visit the Scene of offence forthwith.
 Geo locations to be collected from the Crime Scene.
 Eye witnesses/Cir-witnesses to be examined and statement
should be recorded in hand writing.
 CCTV Footage to be collected from the Community,
neighborhood
 Scene of offence panchanama /Rough sketch should be
prepared at the Crime Scene only.
 Photography and Videography should be taken from the
crime scene.
 The IO shall conduct the scene of Observation & Sketching of
Scene for the following .
1. Search for foreign objects
2. Lifting & Packing of Finger prints and foot prints
3. Collection of physical evidence in scientific manner
4. Fill up the crime detail form at the scene of crime itself
by incorporating the details i.e. relative positions of the
           victim, accused, witnesses and physical evidence etc.
5. Use of clues Team and Dog Squad.

6. Detailed interaction with the eye-witnesses


7. Elicit the Accused involvement about hired gang, real
enmity, having rowdy sheeters, Sexual jealousy a woman
may engage concubine.

 The IO shall form the Teams for the specific purposes


Guarding S.O. C, Summoning experts to S.O.C, Evidence
collection, Tracing and apprehending the accused.
 The IO should Get the D.D recorded if the condition of the
injured is precarious with the I.O/Doctor/M.R.O and
magistrate whoever is available .
 Preliminary examination of the witnesses to be done prior to
Inquest to avoid contradictions.
 Inform time to time development to the victims.
 Ensure proper steps for extension of remand of accused in
Judicial Custody.
 Write final CD analyzing the evidence in support of
prosecution or other wise of the case.
 Draft charge sheet has to be approved by the prosecuting
agency.
 Proper appraisal of evidence and preparation of Final Report
and submission of all documentary evidence to the
court.
 If necessary cite the names of clues team incharge and FPB
Inspector as witnesses.
 Doctor who treated the deceased prior to his death has to be
cited as witness.
 Photographer has to be cited as witness, and his statement
should contain the details of camera make, lens, speed of
the reel
 The seal of the photo studio is to be affixed on the back side
of the photographs.
 The charge sheet/referral charge sheet has to be filed
through prosecuting officer.
 Proper briefing and production of witnesses
 Personal attendance of concerned SHO on the dates of trail
and liaison with the prosecuting agency .

 The IO should attend court at the time of examination of


complainant, one eye witness and one recovery panch
witness.
 Ensure continuous, un-interrupted and speedy trial.
 Give proper and wide publicity of the conviction in the
media with the details of Processes
 The IO shall Elicit the reasons for the death as following .
1) Land Disputes
2) Family disputes
3) Sexual jealousy / Extra marital relations.
4) Love failure
5) Long pending previous enemities
6) Political supremacy
7) Faction
8) Financial matters
9) Gambling
10) Drunken condition
11) Business rivalry
12) Gang wars
13) Mafia gangs
14) Rowdy elements – To gain supremacy in the area.
15) Sudden provocation.

INQUEST
 Inquest should be conducted before the public servants
preferably instead of stock witnesses.
 Incriminating evidence i.e objects/implements such as
Rod/Stick/Sickle used in the commission of offence should
be seized.
 Blood Stains and controlled earth should be collected from
the crime scene.
 IO should utilize the services of Clues team/Dog
Squad/Finger prints.
 Dead body should be sent to the Hospital for Autopsy
immediately along with requisition and Escort.
 In case of Un-known dead body , the following procedure to
be followed.
 VHF message to be flashed to the Warangal Police
Commissionerate.

 Viscera to be sent to the FSL within a month
acknowledgement should be collected .
 Photo of the deceased to be published both on electronic
and print media.
 Photo of the deceased to be uploaded in the face book of the
concerned PS

 Photos to be uploaded in the Criminal Intelligence System.

ARREST OF THE ACCUSED .


 IO shall collect the CDR of the accused with tower location .
 Arrest of the accused to be done without delay observing
the 41 Crpc proceedings .
 Confession and recovery of panchanama to be conducted
before the local witnesses, instead of Stock panchas.
 PME/FSL report should be collected from the Medical
officer
 IO should verify the address of the accused personally and
collect the ID Proof
 Latest Photograph, Finger prints, Interrogation report,
family Tree, CDR of the accused and previous involvement
in any other cases, should be collected .
 Confession and recovery of panchanama to be conducted
before the local witnesses, instead of Stock panchas.
 Requisition to be filed in the Court seeking police Custody.
 Memo to be filed in the Court through PP for remand
extension.
 Memo to be filed in the Court through PP for The verification
of Sureties.

QUALITATIVE INVESTIGATION

KEY issues of the investigation


 A. Statement of the Victim .
 B . Medical evidence /FSL report/Expert’s opinion.
 C. Convicting the Criminal
 D. Restoration of faith on the System among the women folk
 E. Deterrence to resort for solitary crimes by opening rowdy
sheets.
 Receive the complaint. It could be message/oral/written.
 Improve the FIR by incorporating material omissions and
commissions and obtain the signature of the complainant.
 If the victim is illiterate reduce it into writing.
 Ensure that all ingredients are satisfied. When, Where, Whom,
Why and How.
 Examine the victim carefully with empathy. Be patience and
very polite as the victim is in state of distress. Do not pose
questions which hurt feelings of victim.
 Issue FIR and send to all concerned.
 Prepare plan of action and obtain approval of superior officer.
 Immediately send the victim for medical examination.
 Immediately forward the material objects seized by Medical
officer to FSL.
 Collect the clothes of victim.
 Examine the victim in detail and also other witnesses.
 Visit the scene of offence and conduct detailed panchanama of
scene. Establish the inaccessibility of scene of crime by
examining circumstantial witnesses / owner of the land.
 Location of scene of offence shall be given priority in
establishing the offence
