QUALITATIVE INVESTIGATION
KEY issues of the investigation
A. Statement of the blood relatives /kith and kin of
deceased .
PME report/FSL report/Expert’s opinion
B.Restoration of peace and Public tranquility in the
community .
C. Deterrence to resort for solitary crimes by opening rowdy
sheets.
The IO shall elicit the Motive for crime and previous enmity
should be established.
The IO shall visit the Scene of offence forthwith.
Geo locations to be collected from the Crime Scene.
Eye witnesses/Cir-witnesses to be examined and statement
should be recorded in hand writing.
CCTV Footage to be collected from the Community,
neighborhood
Scene of offence panchanama /Rough sketch should be
prepared at the Crime Scene only.
Photography and Videography should be taken from the
crime scene.
The IO shall conduct the scene of Observation & Sketching of
Scene for the following .
1. Search for foreign objects
2. Lifting & Packing of Finger prints and foot prints
3. Collection of physical evidence in scientific manner
4. Fill up the crime detail form at the scene of crime itself
by incorporating the details i.e. relative positions of the
victim, accused, witnesses and physical evidence etc.
5. Use of clues Team and Dog Squad.

INQUEST
Inquest should be conducted before the public servants
preferably instead of stock witnesses.
Incriminating evidence i.e objects/implements such as
Rod/Stick/Sickle used in the commission of offence should
be seized.
Blood Stains and controlled earth should be collected from
the crime scene.
IO should utilize the services of Clues team/Dog
Squad/Finger prints.
Dead body should be sent to the Hospital for Autopsy
immediately along with requisition and Escort.
In case of Un-known dead body , the following procedure to
be followed.
VHF message to be flashed to the Warangal Police
Commissionerate.

SECONDARY PROCESS:
Arrest the accused.
Give an opportunity to the accused to defend his case as a part
of Criminal Justice System.
Collect further evidence to rebut the defence of the accused.
Record his detailed confession.
Seize the clothes of accused for presence of any seminal stains.
Subject the accused to potency test.
Collect blood samples for the purpose of DNA if any for
comparison with that of semen available on the clothes and
swabs of the victim.
Remand the accused to judicial custody.
FINAL PROCESS
Obtain 164 Cr.P.C. statement of victim.
Obtain potency test of accused.
Obtain age determination certificate of victim.
Obtain FSL report.
Obtain final opinion from Medical Officer basing on FSL report.
Obtain DNA report wherever required.
Write final case diary analyzing the evidence in support of
prosecution or otherwise.
File charge sheet in consultation with PP.
Incharge IO to attend the court during trial of important
witnesses such as victim and circumstantial witnesses.

Preservation of Scene:
1. Control the curious on-lookers who may disturb scene of
offence.
2. Segregate the family members of injured from the general
Public to facilitate them to recollect the entire incident
without confusion.
3. Do not question the family members hastily as they will be
in depressed condition due to shock of incident.
4. Allow the family members to stabilize.
5. Ease tension of the victim by consoling them.

E. Deter the aggressors to resort for solitary crimes by
opening rowdy sheets.
1. The IO has to ascertain the particulars of the Languages
spoken, Built, wearing apparels etc of the culprits.
2. The IO shall collect the Mode of conveyance used by
offenders.
3. The Io shall find out Any peculiarities of the offenders.
4. The IO shall incorporate the Clear descriptive particulars
of offenders in the PART II CDS
5. The IO ascertain the descriptive Particulars of properties
stolen.
6. The IO has to collect the physical clues left by the
criminals for on-ward comparison.
7. The Io shall utilize the services of the Clue team /Dog
Squad/ Finger print expert for collection of
physical/scientific clues from the crime scene.
8. The IO shall Show the photographs of MO Criminal to eye
witnesses/Inmates and Victims
9. The IO shall Collect evidence with regard to availability of
illumination at the scene of crime

vii) How they kidnapped i.e., whether they came into house
and picked him or picked him while he is in bus stop,
outside the house, open house or took him in the guise
of discussing something.
viii) If school children, examine carefully the other children
who have noted down vehicle number.
ix) What is the demand from the kidnappers.
x) Whether there are any land or civil disputes to the
victim.
xi) Whether there is any enmity with anybody.
The case property to be retained from the FSL and the same
to be deposited in the Court along with FSL report.
Disposal of the property to be obtained from the Excise
Commissioner and panchanama to this extent to be
conducted for the destroy of the property.
Draft Charge sheet to be prepared and opinion of the
PP/APPO to be obtained.
IO shall deposit the case property and collect the PI Number
from the Court.
Charge Sheet /Final report to be submitted within
stipulated time..
