1. SUMMARY

Global climate change is the foremost long-term challenge for the entire world. Climate
change is primarily caused by human and this results it effects both the human and the
environment. The nation, businesses, local government and each and every individual are
making the important decisions to respond for the climate change. People should know the
impacts and the facts which are being caused by the climatic changes.
According to the global political arena, the warmest period is the 21 st century. These climate
change causes due to greenhouse gas emissions, the problems of the climate change and
solutions of it should be analyzed in a more complex and dynamic way, by relating the social
messes and the breakdown of organization and industries.

Before climate change is chosen as a wicked problem, we must know that it is in fact a
problem. Primarily without acceptance of the existing problem there will be no solution to
reduce it. Understanding the complexity of the problem suggest that some of the problems are
more complex to solve and these wicked problems will not be easily solved by the same ideas
,measures, tools or the same process which are complicit in creating in them. These problem
neither they can be solved by short approaches or by the interconnections of various multiple
cases and the consequences of the problem.
In this context, the learning models offer a initial point to analyze why organizations are
involved in corporate environmental strategies with consider to the climate change and helps
us to find the solution to the problem of the climate change.

2. INTRODUCTION

Wicked problem is embedded with the notions of complexity. In 1973 , Melvin Webber and
Horst Rittel wrote a paper in policy sciences that introduced the term "Wicked". Wicked
problems are societal problems that require straight forward planning responses. In
management and planning policy the term wicked problem refers to difficult the
environmental and social situations that overcome existing practices and endure even after
the appliance of the best-known practices. However Harris, Russell, and Brown in 2010 they
pointed out that the wicked problems solving will not be done by the same process and tools
that have created them. So the wicked problem which should be identified in the first phase
and different techniques should be used.

Climate change is one of the most important urge problem, and addressing this problem
challenge we get many suggestions and ideas from various organizations and government.
The possible ways for respond to this climate change which involves a wide-ranging range of
strategies which includes 1.To reduce the potential damage from climate change impacts,
2.For the global and national economy expanding development and research to provide low-
carbon options 3.Limitation of Green house Gas 4.Improving scientific knowledge and
understanding about climate and its impacts to enable for better decision making.

On the basis of report from climate modeling studies it shows that the change in globally
surface temperature due to doubling of carbon-di-oxide lies in the range of 1.5 to 4.5 0C.The
potential for ecosystem change will be warmer in future comparing with present scenario. For
instance ,the warming of high latitude wetlands will certainly increase the production of CH 4
and it release in atmosphere and this results warming.

Climate change is a Wicked problem, According to Lord Stern (Stern Report) Climate change
is an externality with a difference. It is a 1.Global 2.Long-Term 3.Uncertain 4.Potential
Irreversible problem. The competing values are 1.Collaborate 2.Create 3. Compete 4.Control.
1.Collaborate: Do things together 2.Create: Do new things 3.Compete : Do the things fast
4. Control: Do things right.

ISSUE' PROBLEM WITHIN THE WICKED PROBLEM

Response to Climate change is a Super wicked problem and it is identified as a Leadership


social issue problem. For Example, The report of Australian Public Service Commission
which identifies Climate change as a Wicked problem.

The Four key features tells us that the wicked problems are global environmental problems:

1.Those who cause the problem also seek the to provide a solution

2.Time is running out

3.Irrational discounting occurs that push responses into the future

4.The central authority should address them about the consequences we should have to face
in future.

To overcome these four issues the organization or the government should imitate and address
the people about the climate changes and the possibilities to reduce the effect of gases on the
environment it can be done through the proper leader leadership planning.

3.1 DISCUSSION AND JUSTIFICATION

1.Time Is Running Out:

The discussion here is the global environmental problems like climate


change are different to most social challenges because the problem will arise some point of
time which is accurate and will have much impact then we will be late to stop it.

2.Those who cause problem should provide a solution:

It is difficult and in fact impossible to live without creating some green house gases
emissions. At finally when the day comes every individual should fight with the problem.

3.Policies discount the future irrationally:

We already know that people only think about the present situation and leave about the future
gain and this is the individual tendency is reflected in our collectively policy making

4.Central Authority:

There is no authority proven that there are addressing about the global environmental
problems.

Justification:

Above four key factors which plays a very important role. Leadership which plays a key role
due to lack of idea and knowledge we are going on increasing fossil fuels, Global warming
and keeping our life at risk. We all know what to do we just don't know hoe to get re-elected
after we have done it. so, a good leader with good planning will always make the world proud
and success.

3.2.DISCUSSION OF WICKED PROBLEM CHARACTERISTICS:

1.Wicked problems are not stable: understanding and analyzing of a problem is continuously
developing.

2.Wicked problem usually have no clear solution: there is no right or no wrong response in
fact sometimes there may be worse or better responses.

3.Wicked problems are very difficult to analyze and define: Different people have different
opinions of what the problem is and responses are also different.

4.Wicked problems or socially complex: these problems are socially complex comparing with
technical complexity.

judgment under conditions of uncertainty reveals numerous shortcuts that influence
decision making
 For example, the decision making creators might focus on the short-term concerns of
their own decisions be influence by recent dramatic or they fail to execute or take
high consequence but low probability risks.
 Creating new own interests that identities make parallel with the wicked problem
 Pay attention to how norms and values might play a role in policy trajectories,
generating new logic s that are self reinforcing.

Leadership -It's like beauty - you recognize it when you see it. Leadership is a process.
Leadership involves in goal attainment.

 Alignment with short time self-interest


 Capital to finance transaction
 Political will

The above three are major important for a potential leader if the leader who can make the
humans realize about the issues and react their individually with their self interest then half of
the problem is solved.

The organization should be keep a capital to finance transaction that the companies causing
for global warming charges more capital finance transition and the companies causing less
effect will have less charges then every organization itself changes and the change starts from
the each individual.

The leader should take the decision which are right because if the decisions are wrong then
we can't go back and resolve it and there will be possibility of more problems occur.

probable , But we need to make it happen soon.

There are two more possibilities:

 Fossil Fuels are more expensive. so , we use less and find alternatives.
 Investment and Innovation in clean energy expands dramatically.

5.CONCLUSION:

According to current study caln, market, and adhocracy, culture types predict innovation
climate. However these all do not forecast climate in all the countries investigated. Climate
change is the biggest market failure in the world had never seen. This is what makes the
development of successful and coordinated policies based on the same system as a challenge.
climate change science requires the ability to deal with ambiguity on several levels-not only
with the complex physical climate system workings , but also ambiguity with respect to
cultural and social process that intermediate human retort to variation within the system.
