Honorable Mayor and City Council President,

WHEREAS, safety and the adequate maintenance of and improvements to the

City's infrastructure is of critical importance to its citizens, and

WHEREAS, the .Board of Public Service is generally aware of the limited

available funds. due.to decreasing revenues,

BE IT THEREFORE RESOLVED, that the Board of Public Service supports and

recommends the following budget priorities to the City Council for consideration with the

Council's Budget Policies and Priorities for the Fiscal Year 2011-2012.

1. The Board supports the use of an asset management plan which helps

identify maintenance and repair priorities for the City's Street System. Funding levels

should be increased to improve the implementation of local street maintenance, repair

and reconstruction, including consideration of additional funding mechanisms such as a

millage specifically devoted to local street maintenance and repair.

2. The Board supports the adequate funding for maintenance of the entire

public rights-of-way, including removal of snow and debris from non-motorized traffic

lanes; and adequate funding of the sidewalk gap closure program and sidewalk repairs

consistent with keeping safety a first priority.

The., Board supports. the continuation and increased use of the Single

Stream Recycling Program by. funding additional community-wide education awareness

efforts.

4. As the Public Service Department generates savings through improved

efficiencies in service delivery, and. other areas, the savings would' be maintained within

the Department of Public Service. These savings should then be allocated among the

highest priority projects of the Department. In addition, the Public Service Board

recommends that additional savings, or portions thereof, within the City be considered

.for the highest priority projects identified by the Public Service Department.
