Tom Petty Memorial League

Fantasy Baseball
Rules and Regulations

Teams and Owners

The League will consist of 10 teams for the 2019 season. Any team wishing to add an additional
owner as a co-gm must ask the commissioners for permission prior to any invites being sent.
Owners are expected to be committed, courteous and active throughout the entire MLB season.
Any ownership changes, including the addition of co-GMs, will be conducted in the offseason.

Rosters
All teams will carry a roster of 24 players. Rosters slots will include:
-      C
-      1B
-      2B
- 3B
-      SS
-      UT
-      NA
-      4 x OF
-      4 x SP
-      5 x RP
-      4 x BENCH
-      3 x DL

The Not Active Player slot must be filled at all times. There are only 23 Rounds in the draft, so a player
will need to be added after the draft.

Scoring
The league will use a head-to-head, most categories scoring system that will award a single win,
loss or tie to each team based upon their weekly matchup. The team with the most categories
won wins the matchup. Categories that will be scored are:
-      Runs
-      Walks
-      Batting Average
-      Home Runs
-      Stolen Bases
-      Errors
-      Runs Batted In
-      Wins
-      Strikeouts
-      Earned Run Average
-      Walks + Hits/Innings Pitched
-      Saves
-      Holds

Draft
The draft will be conducted on the Yahoo platform at the most convenient time for the majority
of league members, preferably before the MLB regular season begins. Draft order will be
determined according to the reverse order of the previous regular season standings, with the
runner-up team and championship team placed in draft slots #9 and #10 respectively. The draft
will be non-snake and picks will be set to a 120 second timer.
·     Draft Lottery: For the 2019 draft, there will be no draft lottery, and the Consolation bracket winner from
the 2018 season will be placed in the #3 draft slot for each round of the 2019 draft. The 2020 Draft and
subsequent drafts following will be conducted following a draft lottery for selections #1 through #6, as
Yahoo does not conduct a consolation bracket. The slot you recieve is where you will pick in each round.
The team that finishes with the highest lottery odds will pick no later than 4th.
·     The odds in the Draft Lottery will be as follows:
1.    25%
2.    22%
3.    18%
4.    15%
5.    12%
6.    8%
·     The remaining teams will be seeded by total points during the regular season

Trading
Trades may be conducted between owners up until the trade deadline. Draft picks for the
upcoming season or in future seasons may be traded. Owners will have a review period of one
day in which they may vote against any trade to which they suspect collusion (ie: a non-playoff
team selling players cheap to a friendly owner who is in a playoff position) between the two
trading owners. Voting will be conducted off-site. 5 votes against a trade results in a veto. Please
refrain from voting against trades that you deem are lopsided but do not imply collusion. Trades
involving anything other than fantasy baseball players or draft picks are prohibited. The trade
window will open up again in the off-season once the league is reactivated.

Keepers
Each team must designate 8 players as keepers who will remain on their assigned team and be
exempt from the upcoming draft. Keeper lists are to be submitted one week prior to that season’s
draft.
·     Shohei Ohtani (pitcher) will be exempt from the 2019 Draft and may not be added from Free
Agents at any point of the season. Prior to the 2020 Draft, the team owning Shohei Ohtani
(batter) will be given the option to keep Ohtani (pitcher) as a 9th keeper, provided they are
keeping Ohtani (batter) as one of their 8 keepers. Should either Ohtani (batter) or Ohtani
(pitcher) be traded or released, these rules are forfeited and Ohtani will be treated as two distinct
players for all teams.

Divisions and Playoffs

There will be two divisions of 5 teams. Division winners will be awarded the top 2 playoff seeds.
There will be no re-seeding following the first round of the playoffs. Playoffs will feature 2
additional wildcard teams based on their total points in the standings. Wins will be used as the
primary tiebreaker, followed by Head-to-head record, followed by divisional record and if still
tied whichever team has more total (runs+pitcher wins+ saves+ holds) will win.  The In-Matchup
tie-breaker for the playoff rounds will be determined by seeding, ie: the higher seed wins
Money
Fees for each season are set to $30 per team. Owners sharing a team may divide their payment as
they see fit. Likewise, any winnings may be split as preferred between co-owners. Winnings may
not be given to another owner. Winnings will be divided as follows:
First Place: $200
Second Place: $70
Third Place: $30

Free Agency and Waivers

Teams will have up to 7 acquisitions per week throughout the regular season and playoffs.
Waivers will operate in the rotating style (beginning with the teams that drafted 10 and 9 and so
th th

on. A team that makes a waiver claim is then moved to last on the rotation). The acquisition limit
will not be adjusted for any two-week matchups that occur during the regular season.
