Dear Sir,

It is with great pleasure we hand over this report on the project management of government tender that
required Construction of 14 storied building no. 1 at Bundle Sebok Nibash at 33 no. Ward under
Chattogram City Corporation.

Our project has made us understand the workings of an actual project management team and great
benefitted us. We believe this report has increased our knowledge of how government tenders work. The
work was tedious but extremely rewarding. At the end of the day, we ended up feeling like actual project
managers. The entire report has been carefully completed by the joint efforts of all of our group members.
We have certain limitations within the report as we do not have access to accurate information in the field
but we tried our best to make sure this report is well crafted. We sincerely hope the report fulfills your
expectations.

Executive Summary

The name of the project is “Construction of 14 storied building no. 1 at Bundle Sebok Nibash at
33 no. Ward under Chattogram City Corporation”. The reason for taking this initiative by
government is to accommodate nurses of the government owned hospitals. Currently the
capacity of building is very less to handle the required number of nurses. So ministry of local
government has taken decision to build 14 stored building for nurses to accommodate. The
project will take two years to complete and the whole work is divided into six phases. Each
phase is then in sub divided into different task and the time frame is also divided. The budget of
the project is 11 crore taka and we have taken a margin of 25% from the project. The initial
amount to start the project will be given by the government and during the construction process
if there is a shortage of resources, we will use if from our own pocket as well. The ministry of
local government is responsible for inspection and evaluation of the project. The resources we
need are human labor, financial resource, skill and experts, engineers, project managers, sand,
brick, cement and many more. We have ensured a constant supply of these raw materials from
different supply base from the lists. We need to provide the accommodation facilities as well to
the labor. We have developed a contingency plan, communication plan, risk management
strategies, risk register, risk log and how to mitigate those. The planning part gives every details
of the project how it will be started and follow to next step. And lastly, what will the scope and
additional requirements of the project. This prestigious project will help us to improve our rating
and increase the number of job for the construction company as well.

Background
Number of government hospitals are increasing so as number of nurses. But the residence of
nurses are very limited. In order to fulfil housing needs of these nurses they will need new
homes.

The Shebok Nibash project is a project from government’s ministry of local government. Its
purpose is to build new multistoried building for nurses under Chattogram City Corporation.

Nurses have quarter in 33 no. ward and ministry of local government is sponsoring new project
to build 14 storied building. Currently they have lands in 33 no. ward and very soon construction
of new building will begin.

History
The company Premium Contractors limited has started their operation in 2015. Mr. Belwal and
Mr. Khairul is the founder of the company, but later they have taken Ms. Israt, Mr. Nasir and Ms.
Sabrina as the co-founder of the company. We have a good reputation on being successful in
some notable project. The Shebok Nibash project is very similar to our previous projects. If, we
take this project, it will enhance our reputation and we will be listed as successful, if we could
complete the project according to tender requirements and within its timeframe.
Requirements
Business Case

Ministry of local government is responsible for housing and building, regional and rural policy,
municipal and cities administration and finances and the conduct of elections. It has two
departments. Local government is also head of Chattogram City Corporation (CCC). Number of
nurses in hospitals of government have been increasing and thus there need for accommodation.
Ministry have been taken decision to make 14 storied building in 33no. ward for hospital nurses.
Thus locals will be befitted and hospital services will be better. Ministry have set of requirements
and they time is given two years to complete.

The construction shall not just benefit the nurses but also hospitals can have more nurse, which
will benefit the local population.

Business Opportunities

The benefits from this project is very clear-cut. As soon as we hand-over our project, within one
month, all dues will be clear as this is a government funded project. We have opportunities to
work with them again as well. We are expecting a 20% net profit from this project. Reliable
contractors will also be happy with us.

Solution

To solve the housing issue of city corporation workers ministry of local government has given us
project to complete 14 storied building. To begin the construction we have to make planning and
forecast the project well to end in time with good quality. We will use subcontractors and buy
products and materials in bulk from suppliers. Our project have enough time to finish properly
and we will do the construction at standard quality and as cost efficiently as possible.

Vision:
 Build the 14 storied building in timely and cost effective manner
 Maintaining professionalism and honesty throughout the project
 Finishing the project on time ensuring acceptable standards and benefiting the population
that will accommodate in the building

Objectives:

The objectives of the project needs to be clear for achieving the end goal.

 Financial: Finishing the project within budget and don’t use unnecessary money for
planning purpose.
 Time: Using various supply chain methods to finish the project within time.
 Performance: The work must meet the expectations of the stakeholders.
 Satisfaction: One of the main objectives is to make sure the relevant stake holders are
satisfied by the completion of the project
 Goal: Make good impression and ensure future offers.

Scope:
The scope of the project is how well the project meets the needs for which it is intended. The
project must deliver the full finishing of 14 storied building. It must follow all the standard of the
sponsor.

The building must have all the requirements and it should be able to accommodate given number
of apartments.

The construction of the 14 storied building’s scope of success is especially important because of
its importance and impact on the workers who will be accommodated here. After the completion
of the project it will give home to 700 city corporation workers. Which will financially benefit
employees and politically improve government’s position.

The main people group affected would be those that live in the old building. They have to stay
on their own until the construction ends. However, the increase of accommodation after its
completion outweighs its impacts.

Timeframe
Approximately 100 weeks of continuous works are required to complete the work. The workers
will be divided into two shifts so that we can get most productivity form the resources. The Gantt
chart done in Microsoft Project is below. The file will also be added with the email.

Effective and efficient communication is main priority. The team will ensure that all stakeholders
are informed of the progress on a regular basis via detailed professional emails and group chat.
In addition, weekly professional agenda-based meeting are to be held with respective
stakeholders. Everyone must be present in that meeting. Moreover, the daily work progress will
be sent to project manager via email.

project.

Following criteria will decide the success of the project.

 Schedule: Whether the project is finished on time or not.


 Quality: The quality assurance teams report will check the quality.
 Cost: Whether the project is finished within budget.
 Stakeholder satisfaction: If all stakeholders are happy with the project then the project is
on the right track.
 Business case: If we look back where we agreed upon, and where the project is shaping,
and it can solve the issues for which the project was undertaken, we are on the verge of
success.

The company Premium Contractors limited has started their operation in 2015. Mr. Belwal and
Mr. Khairul is the founder of the company, but later they have taken Ms. Israt, Mr. Nasir and Ms.
Sabrina as the co-founder of the company. We have a good reputation on being successful in
some notable project. The Shebok Nibash project is very similar to our previous projects. If, we

Communication objectives:
The objective of the communication is to pass the information to those parties who interest on
the project and parties who have directly or indirectly influence on the project. The Project
Manager will be responsible for the communication objectives. Project Manager will have a
daily communication basis flow from the labor force. There will be a monthly

Introduction

The plan is to cover all the necessary things to done for the construction of high court building.
As the system lacks capacity, it is in the best interest to complete the project, so that people find
it very easy to conduct their operations.
This plan will cover the prerequisites and the basis of the plan along with details of the required
resources and timeframe. It will also look into contingency plans and discuss them briefly.
Quality are prioritized through the use of defined and weighted criteria, which vary based on the
type of project. Information on prospective projects is collected and reviewed by head office
management and staff. Management indicated that recommended projects are presented to the
Minister for approval. Earthworks include excavation, removal of inadequate material, filling,
compacting, and construction. If the content of fines is too low, surface material will be loose.
The building will ensure quality by building blocks with cements and then try breaking it with a
hammer to see the durability.
Quality Planning

Raw Material Inspection:


We can hire an inspection manager who will inspection the raw material. And can ensure 100%
good quality in raw material. So, to avoid risk and make a successful project raw material
inspection is very important in our project. This is very important to inspect the materials so that
any defect can be detected and sorted out in the beforehand.
High Tech Machineries:
Hugh tech might cause us a certain expense, but the end result will be good. Especially on terms
of quality. If we use high tech machineries in our project it will give us a quality full project.

There is another benefit in using high tech machineries. It will give us a best work rather than
using man power. It is also a part of quality control process.

Labor accommodation:
Labors are used in order to complete our project, and if we keep them satisfied by providing
better services, they will be happy and increase our productivity as well. It’s related with the
quality issue in our project. We will ensure protect work place, promote respectful work
relationship, provide safe and healthy working and living conditions. This way we ensure the
perfect accommodation for the labor.

Quality full inventory management:


We can look for vendor management inventory but as our project duration is less, we cannot sign
a contract on that. Hence, we would focus on quality full inventory management. Quality full
inventory management is very important in our project. Where we keep our raw materials and
other machineries that place should be perfect for stock raw materials and other machineries. We
also have to ensure safety in that place.

Quality Control

Quality Assurance

dependent all the members of the project who would contribute to the success. Even the

The board should always be chaired by the CEO, who takes executive responsibility for
decisions relating to the project.

 Compliance audits: Day to Day inspection of raw materials and equipment’s will
prevent the insufficient need of these. Also it will assure that all the equipment’s are
working properly and also the work is not going to stop any while in between the
project.

Reviews: Reviews are often very important for the quality assurance. The review might
be provided by other construction business or also can be recommended by the engineer.
As it is a government project if there is a special requirement of specific model by the
government we will be searching for further query and capabilities.

Tools and techniques:


•Expert hiring- external sources would be cheap in this case. Frequent inspection would
result in higher quality assurance.

•Correct supplier selection: if we can get a supplier we can supply our materials in an
economic way along with high quality material, it would save our time a lot and coast as
well.
•Good logistic system: We have to ensure a perfect logistic system in our project. If our
logistics system is not ok, then it affects our project. Because of logistic problem there
can be delay in delivery raw materials and others thing. So then the lead time will be
increased. So in our project the logistic system has to must be ok.
•Records: all the document should be recorded in computer and in cloud as well. All the
server will have the same information regarding document and all others.

all needs to be committed and work together. The project will be successful through team work,
support and commitment. If they back off the project will be doomed to fail. For this risk
management the project manager and team members need to work from the earliest time.

Risk management strategy is one of the most important activities that the project must perform to
mitigate the risks. This strategy is to mitigate risks not increasing them. If this strategy increases
personal risks of the team members, project manager then there should be other strategies to
mitigate their own risks.

Top Risks

The top most risks of the project are:

Supply of funds: The project faces problems in their supply of funds from the government . The
project itself can not bear all the costs. The government sometimes don’t provide the funds that
are needed for successful completion of the project.

Delayed in project activity completion: Sometimes the project activity gets postponed due to
carrying of raw materials by road . The government keeps the work pending that causes delay in
work of the project. The workers laziness and the lack of government support results in a delay
in the activity of the project.

Risk Management Approach

For the risk management the project should follow the following steps in a systematic way. The
steps will help in the mitigation of risks. This steps are as follows:

Risk identification: For the risk management the project should identify the type of risks they
are facing. There are some types of risks that exists in a project. To deal with it the first step is to
identify the type of risk.

Qualitative risk analysis : The project should identify the qualitative risk of the project and
work to mitigate it. By qualitative analysis method we will use risk matrix wto help us in the

identification of the probability and impact of risks on the project. Risk matrix will ensure
resources and strategies to be used in each cases.

Quantitative risk analysis: There are also some financial risks that exists on a project. To
mitigate such risk quantitative analysis method will be effective. We will use FMEA
method( Failure Mode and Effect Analysis) to prioritize the risks according to RPN( Risk
Priority Number)scores, PERT and Critical method.

Risk Response Planning: Based on our qualitative and quantitative analysis method we will
consider the risk response planning. By this method we will find out whether to accept the risk
as it is without taking any preventive measures to mitigate it or to avoid the risk before it causes
a threat to the project. Whether to transfer the risk onto other parties through subcontracting or to
mitigate the risk where it is causing a treat.

Risk monitoring and control: The project team members and project manger should monitor
the risks that are associated with the project. For control purpose we will assign an expert so that
the risks that are associated with the project can be controlled be it causes a failure to the projects
success. It is very important to monitor the risks through collecting data, recording and reporting
detailed information. This date will be used to control the project by comparing the projects
performance with that of the desired performance.

Risk Management Register/log: The register/log is very essential to mange the risks of the
project. It provides data related to the risks that occurred earlier and provides knowledge about
how to deal with risks. In the register all the records should present to provide knowledge and
information so that the project can manage the risks gathering informations.

Tools and techniques:

For most of the cases Delphi method is appropriate for estimation of risks. The experts opinion is
not enough to deal with risks. For quantitative analysis FMEA method can be used where RPN
number helps to prirotize the risk and mitigate it. These are the tools and techniques that are
popular in the management of risks.

Risk Identification:

The methods of risk identification are:

Document review: All the document of the project needs to be reviewed.

Brainstorming: The team members will brainstorm among themselves to identify the risks that
exists in the project.

Delphi Method: To identify risks experts knowledge and guesses can be used through Delphi
method.

Root cause analysis: By identifying the root cause of the risk that arises a project manager can
eliminate the threats of risks that might arise in the future and also eliminate the prevailing
risks .

Assumption analysis: the assumptions of the top management, project mangers, team members
are important in the identification of risks . The project manager should report on a daily baisis to
the top management and follow the assumptions of top management. If the assumptions goes
wrong it will cost money for the project.

Risk qualification and prioritization

We are using the most popular methods. The Delphi method will be more prioritized based on
expert guesses and knowledge. For quantitative analysis the FMEA method will be more
prioritized and other methods such as- cost estimation, records, financial evaluation and many
more.

This methods will help us throughout the projects risk evaluation and management as these are
very well known and expected to give better results for both qualitative and quantitative analysis
of risk.

Risk monitoring

Monitoring of risk is very important for prevention of risks that arouse in the project. For
monitoring we will collect data, record and report necessary information on the project. This
collected data will be used for control purpose of project because without control the risk might
increase in the future and result in the failure of desired performance. The collected data through
monitoring will be measured between the projects performance with that of the desired
performance. We will also monitor the macro environment so that we can adapt with any

changes in the environment. To mitigate the risk we will take measures according to the changes
in the external and internal environment. So monitoring is essential to avoid unwanted situations.

Risk Mitigation and Avoidance

For mitigation of risk and avoidance we will follow some techniques. There are various methods
to estimate risk based on this techniques we will work accordingly.

Based on qualitative and quantitative analysis we will adopt risk response strategy. The strategy
is to firstly accept the risk as it is without taking any measures to mitigate it. Secondly , avoid the
risk by taking preventive measures. Thirdly, transfer the risk to another party through
subcontracting. Lastly, mitigate the risk where it can not be avoided so that the impact of risk can
be reduced and cost can be reduced as well. This strategy will be followed by us for risk
mitigation and avoidance.

Risk register

Risk register contains historical records, data of previously occurred risk. It can be used to
mitigate the risk before it occurs. It provides knowledge regarding maintain of risk, tracking of
risk and how it can be eliminated in a systematic way.

Reporting

All the team members and project manager will be responsible for the reports related to risk
management. The report should contain all the detailed information, questions, how to eliminate
risk and the team members will evaluate the data based on the information then the project
manager will be responsible for the collection of data given by the team members compile them
and report to the top management, sponsor on daily basis. The project manager should work
according to the decision of the top management.

Timing of Risk Management Activities

Timing of risk management activities depend on the type of risk and its effect. There are some
risks that should be managed early without any delay otherwise it can cost us a huge amount
while some risks that do not have high impact on the project can be managed slowly. To reduce
cost and impact on the project we will follow the timing of risk management activities based on

the severity. The gantt chart will help use to see whether we will be able to minimize any activity
and save both our time and cost.

Roles and Responsibilities

Roles and responsibilities of those involved in the project:

Project Managers: The project managers job is to get the work done by the workers, motivate
them, maintain good relation with all, timely report to the top management. The project manager
can evaluate risk, identify risk, collect necessary data from the team members, formulate
planning and work accordingly. The PM can guide the team members in dealing with risks ,
collect data for the controlling of risks . So the role of PM of a project is very important for all
activities.

Project Sponsor: Any decision taken by the sponsor gets the top priority. They should work to
provide the best decision based on the collected information from the project manager. The
project sponsor helps the project manager and the members in the completion of their works
related to risk, without the support they can’t do anything of manage risks.

Project owner: The owner supports the sponsor and the sponsor support the project manager. The
owners decision related to risk also gets top priority .

Workers: The workers must follow what the project managers instructs them to do. They should
be co-operative and work timely as directed by the project managers.

Risk Categories

Natural disaster – This damages every effort of the team members and the project manger. Our
project has less chances of occurring natural disaster.

On-the-job risks: risks related to accident, workers injury’

Financial risks- Risks related to monetary issues such as- budget problem, estimation problem,
less supply of funds, cost increases and others.

Project risks- This risks include miscommunication with suppliers, inaccurate project
management, inaccurate budget estimate .

Risk Response Categories

1) Avoid: Risk can be avoided taking precautionary measures. Risks that are severe can be
avoided early through actions of the project team members.
2) Accept: Risks that have a high impact on the project should be eliminated taking
precautionary measures.
3) Transfer: Risk can be transferred to third party.
4) Mitigate: Risk can be mitigated where it cant be avoided or to reduce its impact on that
area.

Early Warning Indicators

The main indicators are:

 Budget: We can not run out of funds. Our over expenses should be minimized to safe
funds for urgency. If any activity requires 3 times higher cost it means it is not on the
right track. We will work keeping our costs and budget on mind.
 Lagging: If the activities lag behind and not completed on time it is a warning that we
might not be able to complete the project by the deadline.
 Employee turnover: Employee turnover should be avoided to motivate the employees . it
falls a negative impact in the completion of work. The employees commitment towards
the work are seen to be decreasing through employee turnover.
 Changes in the price of raw materials: Increase in price is an indicator that the the future
price might increase as well and the supply will decrease. The project should be prepared
to avoid or deal with this situations.

Risk Tolerance

The risks that has a severe impact on the project can not be tolerated. Other risks that can be
avoided or very little impact on the project that can be tolerated such as – non-monetary risk.
Risks that are related to budget or monetary value should not be tolerated even if it has very less
impact on the project. Good inter-personal relationships must be maintain among the project
workers and the project manger will work on resolution of conflicts if occurs.

Risk Budget

The risk or contingency budget for the project is 7 million BDT. This amount of money will be
kept and will not be used in any other activities of the project unless any risk occurs. Though we
will work accordingly to eliminate and manage risks but future is always uncertain. Our project
might face unwanted risks and we may also lose money in the future.

Scope Definition

Project scope involves determining and documenting a list of specific project goals, deliverables,
features, functions, tasks, deadlines, and ultimately costs. To perform the work that must be done
to deliver a project.
