Minutes of a Meeting of District Corona Virus Prevention and Control Committee

The President started the meeting by wishing the members a Happy Ramadan. He said
in his welcome address that Eid is ahead, shops have been opened in limited number from
today. 24 corona patients have been identified in Gaibandha district. Doctors are treating
patients and police are also working to control corona virus. On behalf of the meeting, he
expressed his gratitude and thanks to all concerned, including the doctors and the police. He
read out the instructions given by the cabinet department in the meeting to deal with the
corona situation and resume economic activities gradually. Inter-district and inter-upazila
movement will be completely banned except for emergency services. Even if the shops are
open, everyone will have to buy their necessities in their respective areas. Banners with the
message “If you do not accept the health risk, there is a risk of death” must be put up in the
shop. Shop employees must wear gloves and masks. Hand sanitizers must be kept for the
buyers. He requested Superintendent of Police of gaibandha to take extra precautions at the
police checkposts to keep the shops open till the stipulated time in each market and to stop
inter-district and inter-upazila traffic Security in each market. He further said that relief
distribution activities are continuing. The mayor requested gaibandha municipality to include
the names of public transport workers in the relief distribution as public transport is closed.
He then requested The Civil Surgeon Gaibandha to make a statement on the situation in
Corona and dengue prevention of gaibandha district.
Dr. A.B.M Abu Hanif, the Civil Surgeon gaibandha wished everyone a Happy
Ramadan. 1st Corona patient in Rangpur division were identified on 22/03/2020, total 24
patients has been identified till now. 600 samples were collected, out of which 520 results
were obtained. There are only 2 patients in the isolation ward and they are also waiting for
leave. We are in a good position to deal with Corona. He thanked everyone for their sincere
cooperation in controlling the situation in Gaibandha district. He also requested to stop or
restrict inter-district movement due to high incidence of corona infection in Rangpur district.
He suggested to check the rice harvesting worker when they return home to see if they have a
fever, cold or cough, and suggest that those who have symptoms be kept in the institutional
quarantine. The President drew the attention to take measures so that no one could come from
Dhaka, Narayanganj and Gazipur on the occasion of Eid. At the same time, he emphasized on
increasing awareness and keeping their homes clean to prevent dengue outbreaks. He added
that all the upazila hospitals have stocks of dengue testing kids and steps are being taken to
increase the stocks. He further added Hon'ble Prime Minister Corona has appointed 2,000
doctors for the treatment of corona patients, out of which 9 have been posted in Gaibandha
district.

Mr. Muhammad Touhidul Islam, Superintendent of Police, Gaibandha said that some
people who returned from Dhaka, Narayanganj were placed in institutional quarantine in
Saghata, and Fulchhari. Police are always working to deal with Kovit-19 including
maintaining social distance and some people in home quarantine. Police members are also
being attacked. Yesterday, a police sergeant returned home from Rangpur Kovit-19 after
recovering. Police members are working at extreme risk. Arrangements have been made in
the police line to keep the police members in quarantine. Market shops are opening as per the
government decision. Police will be responsible for implementing government directives in
every market. The movement of people from Rangpur to gaibandha is being controlled due to
high corona infection in Rangpur.

Makshudar Rahman Shahan said that traders are eager to open shops. All traders have been
informed to open the shop following the health guidelines as per the government guidelines.

Mr. Shah Masud Jahangir Kabir, Mayor Gaibandha Municipality said that gaibandha
has been opening shops since May 10 as per the government decision.

The President of the Chamber of Commerce Gaibandha drew the attention of all
concerned to conduct business in accordance with the hygiene rules. New drugs have been
introduced to kill mosquitoes to prevent dengue. Spray activities will be started with 10
machines for testing. A massive dengue prevention campaign will be launched from
tomorrow as officials are busy in distributing relief.

Mr. Md. Ataur Rahman, Chairman, District Council, Gaibandha and Adviser, District
Corona Prevention and Control Committee said that assistance has been provided by the
District Council for Corona Prevention. In the same way, the district council will provide
assistance in preventing dengue. There are staffs from the district council and the Red
Crescent Society, the mayor said, adding that co-operation will be provided to prevent
dengue as per the demand of Gaibandha.

Chairman, Upazila Parishad Gaibandha said the decision was taken after a meeting
with the chairmen of 13 unions to take effective measures to prevent dengue and now it is
awaiting for implementation. Gaibandha Sadar Upazila Parishad will work to prevent dengue
in all unions.

Mr. Farhad Abdullah Harun Bablu, Acting President, Gaibandha District Branch of
Bangladesh Awami League said that last year Gaibandha Municipality needed to spray
mosquito repellent in the neighborhood to prevent dengue. He advised everyone to be aware
even if the shop is open in the current situation.

Mr. Abu Bakkar Siddique, General Secretary, Gaibandha District Branch of


Bangladesh Awami League said that he had requested the Ministry of Religion to send
instructions to all mosques through the Islamic Foundation to perform prayers in the mosque
in accordance with the hygiene rules. He also requested for setting up of PCR lab in
Gaibandha district for testing of corona patient samples.

Dr. Md. Matiar Rahman, President BMA Gaibandha District Branch said that corona
is under control in Gaibandha district as a result of the steps taken by the Deputy
Commissioner, Superintendent of Police, Civil Surgeon since the beginning of corona
infection. Doctors of Gaibandha district are providing medical services to the patients.

All private clinics are providing medical services to patients including operations.
Private doctors are providing medical services to patients. The government has recruited
2,000 doctors and 4,500 nurses, while the MT (Lab) recruitment process is underway.
Samples of Corona patients are collected by MT (Lab).

All the esteemed members present at the meeting stressed on the importance of
distribution of eaflets with extensive miking in cities and rural areas for prevention of corona
as well as prevention of dengue keeping their respective institutions / houses clean and tidy at
all times. After detailed discussion and review in the meeting, the following decisions were
unanimously adopted.

04 In order to prevent the spread of dengue in Deputy Commissioner,

The President said that in the interest of preventing corona and keeping economic activities
afloat, the Cabinet Division requested all concerned to abide by the rules and regulations
issued by the Ministry of Commerce. At the same time, he sought the cooperation of all for
the prevention of dengue. As there was no further discussion in the meeting, he wished good
luck to the members present and announced the end of the meeting.
