Note: In this document, we shall be covering the Government schemes which are related to the
sectors forming a part of the ESI Syllabus. We shall also cover those schemes which might be not
directly linked to the syllabus but stand a chance to appear in the examination.

The schemes pertaining to the Agriculture and Rural Sectors have been covered in a separate
document. Some of the schemes maybe common, like they may be coming under a ministry
concerned with the topic mentioned in the ESI syllabus and also catering to the Rural sector. So,
they have been included in both the documents to avoid confusion.

We shall be covering the schemes grouped into 5 parts:

1 Atal Jai Anusandhan Biotech Mission – Undertaking Nationally Relevant Technology
Innovation (UNATI)
Launch Year: 2019
• Department of Biotechnology has launched the programme, which is expected to transform
Health, Agriculture and Energy sectors during the next 5 years.
Nodal Ministry: Ministry of Science & Technology

Component:
• GARBH-ini - A Mission to promote Maternal and Child Health and develop prediction tools for
pre-term berth.
• IndCEPI - A Mission to develop affordable vaccines for endemic diseases, Development of
Biofortified and Protein Rich wheat - contributing to POSHAN Abhiyan.
• Mission on Anti-Microbial Resistance for Affordable Diagnostics and Therapeutics.
• Clean Energy Mission - Innovative Technology interventions for Swachh Bharat.

2 Minimum Support Price for Minor Forest Produce


Launch Year: 2019
Nodal Ministry: Ministry of Tribal Affairs

Key Features:
• Under the scheme, remunerative MSP will be increased from 30% to 40% for 50 commercially
viable items to the tribals.
• Further, approximately 6000 Van Dan Vikas Kendras are proposed to be set up.
• Each Kendra will comprise 300 tribal gatherers.
• These Kendras are intended to provide employment to almost 45 lakh tribals.

3 TRIFOOD

• It is a joint initiative of the Ministry of Food Processing Industries, the Ministry of Tribal Affairs
and the Tribal Cooperative Marketing Development Federation of India (TRIFED).

Key Features:
• Under this scheme a tertiary value addition center will be set up in Jagdalpur in Chhattisgarh and
Raigad in Maharashtra at a cost of approximately Rs.11 crores.
• A highlight of this is the production of “Heritage Mahua” drink.
• The traditional Mahua tribal drink will be mainstreamed and marketed all over the Country
under this project.

4 “Friends of Tribes” Initiative

Purpose: TRIFED has tied up CSR (Corporate Social Responsibility) funds to promote tribal
livelihoods.

5 Web Wonder Women Campaign
Launch Year: 2019
Nodal Ministry: Ministry of Women and Child Development
Aim: It aims to discover and celebrate the exceptional achievements of women, who have been
driving positive agenda of social change via social media.

Key Features:
• It is an online campaign.
• This Campaign will recognize and acknowledge the efforts of meritorious women.

6 Fit India Movement


Launch Year: 2019
Nodal Ministry: Ministry of Sports and Youth Affairs
Launched By: It was launched by PM Modi at Indira Gandhi Stadium in New Delhi on 29 th August,
2019 (National Sports Day)
Aim: It aimed at encouraging people to include physical activity and sports in their everyday lives.
Committee:
• A committee headed by Sports Minister Kiren Rijiju and comprising government officials,
members of Indian Olympic Association (IOA), national sports federation, private bodies and
fitness promoters, has been formed to make the movement forward.
• The 28-member committee features secretaries of Sports, Secondary Education, Ayush, Youth
Affairs among others.

7 Seva Bhoj Scheme


Launch Year: 2018
Nodal Ministry: Ministry of Culture
Aim: To provide financial assistance on purchase of specific food items by Charitable Religious
Institutions (CRIs) for free distribution among people.

Eligibility:
• The Charitable religious institutions which have been in existence for at least 5 years before
applying for financial assistance/grant.
• Charitable religious institution who serve free food to at least 5000 people in a month.
• Institutions need to be covered under Section 10 of the Income Tax Act or are registered as a
society under the Societies Registration Act or as a Public Trust under any law for the time being
in force of statuary religious bodies constituted under any Act or institutions registered
under Section 12AA of Income Tax Act.

Key Feature:
• The scheme envisages to reimburse the Central Government share of Central Goods and
Services Tax (CGST) and Integrated Goods and Service Tax (IGST) so as to lessen the financial
burden of such Charitable Religious Institutions who provide Food/Prasad/Langar (Community
Kitchen)/Bhandara free of cost without any discrimination to Public/Devotees.

8 Van Dhan Yojana
Launch Year: 2018
Nodal Ministry: Ministry of Tribal Affairs
Launched By: Ministry of Tribal Affairs and TRIFED
Aim: It seeks to improve tribal incomes through value addition of tribal products.

Process/Implementation:
• The scheme will be implemented through Ministry of Tribal Affairs as Nodal Department at the
Central Level and TRIFED as Nodal Agency at the National Level.
• At State level, the State Nodal Agency for Minor Forest Produce (MFPs) and the District
collectors are envisaged to play a pivot role in scheme implementation at grassroot level.
• Locally the Van Dhan Vikas Kendras are proposed to be managed by a Managing Committee (an
SHG) consisting of representatives of Van Dhan SHGs in the cluster.
• Composition: As per the plan, TRIFED will facilitate establishment of MFP-led multi-purpose Van
Dhan Vikas Kendras, a cluster of 10 SHGs comprising of 30 tribal MFP gatherers each, in the
tribal areas.

9 e-Samvaad Portal
Launch Year: 2018

Aim: To provide a platform for NGOs and civil society to interact with the Ministry on relevant
subjects

Key Features:
• Through e-Samvad portal, NGOs and civil society can provide their feedback, suggestions, put up
grievances, share best practices etc.
• Empowerment and welfare of women and children is top priority of the government, e-Samvad
portal is an initiatives in this direction.

10 NARI Portal
Launch Year: 2018

Key Features:
• The portal will provide women citizens with easy access to information on government
schemes and initiatives for women.
• The portal contains information about schemes being run by both Central as well as the States
Governments.

11 National Action Plan for Drug Demand Reduction (2018-23)


Launch Year: 2018
Nodal Ministry: Ministry of Social Justice & Empowerment
Aim: Reduction of adverse consequences of drug abuse through a multi-pronged strategy involving
education, de-addiction and rehabilitation of affected individuals and their families.

Objectives:
• Create awareness and educate people about the ill-effects of drugs abuse on the individual,
family, workplace and the society at large.
• Develop human resources and build capacity for working towards these objectives
• Facilitate research, training, documentation, innovation and collection of relevant information
• Provide for a whole range of community-based services for the identification, motivation,
counselling, de-addiction of addicts
• Formulate and implement comprehensive guidelines, schemes, and programmes using a
multiagency approach for drug demand reduction
• Alleviate the consequences of drug dependence amongst individuals, family and society at
large.

12 Stree Swabhiman
Launch Year: 2018
Nodal Ministry: Ministry of Electronics and Information Technology (MeitY)
Aim:
• It aims to create sustainable model for providing adolescent girls and women an access to
affordable sanitary products by leveraging Common Service Centres (CSCs).
• To ensure and maintain perfect health for women and maintain health hygiene.
• To improve awareness on menstrual health and hygiene of women, thus help to protect dignity
and rights of women.

Key Features:
• CSCs will provide access to affordable, reliable and eco-friendly sanitary napkins to adolescent
girls and women in rural areas.
• Semi-automatic and manual sanitary napkin manufacturing units will be set up at CSC for
producing affordable and eco-friendly sanitary napkins.
• These micro manufacturing units will be operated by women entrepreneurs and generate
employment for 8-10 women.

13 Sexual Harassment Electronic Box (She-Box)


Launch Year: 2017
Nodal Ministry: Ministry of Women and Child Development
Aim: To ensure the effective implementation of Sexual Harassment of Women at Workplace
(Prevention, Prohibition and Redressal) Act, 2013.

Key Features:
• It is an effort of Government of India to provide a single window access to every woman,
irrespective of her work status, whether working in organised or unorganised, private or public
sector, to facilitate the registration of complaint related to sexual harassment.
• Any woman facing sexual harassment at workplace can register their complaint through this
portal.
• Once a complaint is submitted to the ‘SHe-Box’, it will be directly sent to the concerned
authority having jurisdiction to take action into the matter.

14 Mahila Shakti Kendra Scheme
Launch Year: 2017
• It was announced in the Budget speech 2017-18 and approved for implementation during 2017-
18 upto 2019-20.
Nodal Ministry: Ministry of Women and Child Development.
Aim:
• To provide an interface for rural women to approach the government for availing their
entitlements and for empowering them through awareness generation, training and capacity
building.
• To empower rural women through community participation and to create an environment in
which they realize their full potential.

What is it?
• Mahila Shakti Kendras are being set up at the village level to provide one stop convergent
support services for empowering rural women with opportunities for skill development,
employment, digital literacy, health and nutrition.

Funding:
• MSK will be implemented with a cost sharing pattern between the Central Government and the
States as 60:40, except in respect of North Eastern and Special Category States where the cost
sharing ratio shall be 90:10.
• In the UTs the scheme will be implemented with 100% central funds.
• All payments made under the scheme must be through PFMS under DBT mode.

Process and Mechanism:


• National level: Domain based experts will provide support in implementation of all women
centric schemes/programmes of the Government.
• State level: At the state level, the State Resource Centre for Women (SRCW) will provide
technical assistance towards implementing programmes, laws and schemes meant for women
through effective coordination at the State/UT level.
• District level: District Level Centre for Women (DLCW) have been envisaged which will collate
information on government programmes, schemes and services meant for women
empowerment to cover all districts in a phased manner and will serve as a link between
village/block and state level.
• Block Level: Activities under MSK will be implemented at the Gram Panchayat level and will be
facilitated through Block/Taluk level centres, which will serve as the focal points and will be
called Mahila Shakti Kendras.

15 Rashtriya Vayoshri Yojana

Aim: It aims at providing Senior Citizens, belonging to BPL category and suffering from any of the
age related disability/infirmity viz. Low vision, Hearing impairment, Loss of teeth and Locomotor
disability, with such assisted-living devices which can restore near normalcy in their bodily
functions, overcoming the disability/infirmity manifested.

Target Beneficiary: Senior citizens of BPL category

Salient Features:
• It is a scheme for providing Physical Aids and Assisted-living Devices for Senior citizens
belonging to BPL category.
• Free of cost distribution of the devices, commensurate with the extent of disability/infirmity
that is manifested among the eligible senior citizens.
• In case of multiple disabilities/infirmities manifested in the same person, the assistive devices
will be given in respect of each disability/impairment.
• The devices will help the Senior Citizens to overcome their age related physical impairment
and to lead a dignified and productive life with minimal dependence on care givers or other
members of the family.
• ALIMCO will undertake one year free maintenance of the aids & assisted living devices.
• Beneficiaries in each district will be identified by the State Governments/UT Administrations
through a Committee chaired by the Deputy Commissioner/District Collector.
• The State Government/UT Administration/District Level Committee can also utilize the data of
BPL beneficiaries receiving Old Age Pension under the NSAP or any other Scheme of the
State/UT for identification of senior citizens belonging to BPL category.
• As far as possible, 30% of the beneficiaries in each district shall be women.
• The devices will be distributed in Camp mode.

16 Jan Sampark Programme

Key Features:
• It is a monthly programme launched by the Central Adoption Resource Authority (CARA) to
enable the public to have interaction with its officials and staff for seeking information related
to Adoption as well as flagging their concerns.
• It will serve as platform for counselling and motivating Prospective Adoptive Parents (PAPs) to
go for adopting older children.

17 Pradhan Mantri Vaya Vandana Yojana (PMVVY)


Launch Year: 2017

Aim: To provide social security during old age and to protect elderly persons aged 60 and above
against a future fall in their interest income due to uncertain market conditions.

What is it?
The scheme enables old age income security for senior citizens through provision of assured
pension/return linked to the subscription amount based on government guarantee to Life
Insurance Corporation of India (LIC).

Key benefits of the scheme:


• The scheme provides an assured return of 8% per annum for 10 years.
• The differential return, i.e. the difference between return generated by LIC and the assured
return of 8% per annum would be borne by Government of India as subsidy on an annual basis.
• Pension is payable at the end of each period during the policy tenure of 10 years as per the
frequency of monthly/quarterly/ half-yearly/yearly as chosen by the subscriber at the time of
purchase.
• Minimum purchase price under the scheme is Rs.1,50,000/- for a minimum pension of Rs.
1,000/- per month.
• The scheme is exempted from Goods and Services Tax (GST).

In the Union Budget 2018-19, the following changes were made to the scheme:
• It has been proposed to extend the Pradhan Mantri Vaya Vandana Yojana up to March, 2020.
• The current investment limit is also proposed to be increased to Rs. 15 lakh from the existing
limit of Rs. 7.5 lakh per senior citizen.

18 Janaushadhi Suvidha Scheme


Launch Year: 2017
Nodal Ministry: Ministry of Chemicals and Fertilizers
Aim: It aims to provide women with oxo-biodegradable sanitary napkins at a meagre cost of Rs
2.5/pad across 3,600 Janaushadhi Kendras in the country.

Key Features:
• The scheme was launched under the Pradhan Mantri Bhartiya Janaushadhi Pariyojna (PMBJP).
• It was launched under government’s vision of providing Affordable and Quality Healthcare for
All.
• It will ensure ‘Swachhta, Swasthya and Suvidha’ for underprivileged women.
• It will ensure affordability, hygiene as well as ease of use and disposal of sanitary napkins.

19 Inclusive India Initiatives


Launch Year: 2017

Launched By: National Trust

Aim: It aims to cater to the persons with intellectual and developmental disabilities

Key Features:
• The objective is to include people in the mainstream and in all important aspects of social life,
namely education, employment and community ‘Inclusive India’ in about changing the attitudes.

• The initiative attempts to bring about change in attitudes, and attempt to facilitate the
realization of equal opportunities, protection of rights and full participation of people with
disabilities.
• The three core focus areas of the initiative are:
1. Inclusive Education
2. Inclusive Employment
3. Inclusive Community Life.

20 Mahila e-Haat
Launch Year: 2016
Nodal Ministry: Ministry of Women and Child Development

Aim: It is aimed at providing a marketing platform by leveraging technology for showcasing products
made/manufactured/sold by women entrepreneurs/ SHGs/ NGOs as also showcasing services
reflecting their creative potential.

Key Features:
• It is an initiative for meeting aspirations and needs of women.
• It is an online marketing platform for women, where participants can display their products.
• It is an initiative for women across the country as a part of ‘Digital India’ and ‘Stand Up India’
initiatives.
• The platform has been set up by the Ministry of Women and Child Development, Government of
India under Rashtriya Mahila Kosh (RMK).
• It facilitates direct contact between the vendors and buyers.
• Women need to be majorly involved in the value chain and have to be 18 years of age to display
their products/ services.
• Being web based, it has unlimited reach and it is also very simple to join Mahila e-haat i.e.
through the portal itself as the entire business of e-haat can be handled through a mobile.

Rashtriya Mahila Kosh


Launch Year: 1993

Objectives:
• Socio-economic empowerment through multi-pronged effort
• Providing micro-credit facilities.
• Capacity building of IMOs and women beneficiaries
• To promote and support experiments in the voluntary and formal sector using innovative
methodologies to reach poor women with credit and other social services.
• To promote and support the expansion of entrepreneurship skills among women.
• To sensitize existing government delivery mechanisms and increase the visibility of poor women
as a vital and viable clientele with the conventional institutions.

21 Mahila Police Volunteer Scheme
Launch Year: 2016

• It is a joint initiative of Ministry of Women and Child Development and Ministry of Home Affairs

Vision: Mahila Police Volunteers (MPVs) are envisaged as empowered, responsible, socially aware
women for fostering leadership in local settings to facilitate police outreach on gender concerns.
They will be an interface between society and the police.

Objective:
• An MPV will serve as a public-police interface in order to fight crime against women.
• The broad mandate of MPVs is to report incidences of violence against women such as
domestic violence, child marriage, dowry harassment and violence faced by women in public

Superintendent of Police of the district. The MPV will directly report to the Circle Inspector in

What is it? It is a small savings scheme which is a part of BBBP that has the potential to have a
phenomenal impact on the lives and self-esteem of young girls in the country.

Key Features:
• Minimum and maximum amount that can be deposited in a year is Rs.250 (initially it was
Rs.1000) and Rs. 1.5 lakhs respectively.
• The account will be valid for 21 years from the date of opening, after which it will mature, and
the money will be paid to the girl child in whose name the account had been opened.
• The account will also automatically close if the girl child gets married before the completion of
the tenure of 21 years.
• Deposits can be made up to 14 years from the date of opening of the account.
• Premature withdrawal can only be made by the girl child in whose name the account has been
opened after she attains the age of 18 years. This withdrawal will also be limited to 50 per cent
of the balance standing at the end of the preceding financial year and will only be allowed for
the purpose of higher education or if the girl intends to get married.
• A parent or guardian can open only one account per girl child.
• The deposits made to the account, and also the proceeds and maturity amount would be fully
exempted from tax under section 80C of the Income Tax Act.

• The OSC will support all women including girls below 18 years of age affected by violence,

Nirbhaya Fund
• The Nirbhaya Fund Framework provides for a non-lapsable corpus fund for safety and security of

married couple and to extend financial incentive to the couple to enable them to settle down in the
initial phase of their married life.

Eligibility Criteria:
• An Inter-caste marriage means a marriage in which one of the spouses belongs to Scheduled
Caste and the other belongs to a Non-Scheduled Caste.
• The marriage should be valid as per the law and duly registered under the Hindu Marriage Act,
1955.
• No incentive is available on second or subsequent marriage.
• Proposal would be treated as valid if submitted within one year of marriage.
Benefit: Each couple gets Rs 2.5 lakh, of which Rs 1.5 lakh is paid upfront. The balance amount is
kept as a fixed deposit and released to the couple after three years.

Process and Mechanism:


• Under the scheme, 500 couples can apply annually.
• It shall be the discretion of the Minister of Social Justice & Empowerment & Chairman of Dr.
Ambedkar Foundation to sanction the incentive to the Couple.
• Submission of false/ fabricated information to the competent authority would be punishable as
per law in force.

44 Rashtriya Bal Swasthya Karyakram (RBSK)

45 Janani Shishu Suraksha Karyakram (JSSK)

Aim:
• It aims to ensure better facilities for women and child health services.
• To provide completely free and cashless services to pregnant women including normal deliveries
and caesarean operations and sick newborn (up to 30 days after birth) in government health
institutions in both rural and urban areas.

Key Features:
• The initiative entitles all pregnant women delivering in public health institutions to absolutely
free and no expense delivery, including caesarean section.
• The entitlements include free drugs and consumables, free diet up to 3 days during normal
delivery and up to 7 days for C-section, free diagnostics, and free blood wherever required.
• This initiative also provides for free transport from home to institution, between facilities in case
of a referral and drop back home. Similar entitlements have been put in place for all sick
newborns accessing public health institutions for treatment till 30 days after birth. This has now
been expanded to cover sick infants.
• The scheme aims to eliminate out of pocket expenses incurred by the pregnant women and sick
new borne while accessing services at Government health facilities.
• The scheme is estimated to benefit more than 12 million pregnant women who access
Government health facilities for their delivery. Moreover it will motivate those who still choose
to deliver at their homes to opt for institutional deliveries.

46 Pradhan Mantri Adarsh Gram Yojana

What are Adarsh Grams?


• An ‘Adarsh Gram’ is one wherein people have access to various basic services so that the
minimum needs of all the sections of the society are fully met and disparities are reduced to a
minimum.
• These villages would have all such infrastructure and its residents will have access to all such
basic services that are necessary for a dignified living, creating thereby an environment in
which everyone is enabled to utilize her/his potential to the fullest.

Objectives:
• The objective of this Scheme is to ensure integrated development of the selected villages with
more than 50% SC population so that, inter alia, there is:
• Adequate Infrastructure: All requisite infrastructure necessary for the socio-economic
development needs are to be provided under the Scheme.
• Improvement in Socio-Economic Indicators: The identified socio-economic indicators, known as
Monitorable Indicators, are to be improved so that the disparity between SC and non-SC

population is eliminated and the level of indicators is raised to at least that of the National
average.

Target Beneficiaries:
While the proposed scheme will generally cover all sections of society living in the selected villages
with more than 50% SC population, special focus will be on development of weaker sections like:
• Scheduled Castes
• Scheduled Tribes
• Women and children
• Persons with disability
• The destitute

Process and Mechanism/Components:


• Convergence of Schemes: The twin objectives of providing adequate infrastructure and
improving socio-economic indicators will be sought to be achieved by convergence of Schemes.
• ‘Gap-filling’: The specifically identified developmental requirements of the selected villages
which cannot be met under any of the existing schemes of the Central and State Governments
would be undertaken from ‘Gap-filling’ fund under this Scheme.

47 Self-Employment Scheme for Rehabilitation of Manual Scavangers


Launch Year: It was launched in 2007 and was revised in 2013 under the “Prohibition of
Employment as Manual Scavengers and their Rehabilitation Act, 2013”

Objective: The objective of the scheme is to assist the manual scavengers, identified during various
surveys, for their rehabilitation in alternative occupations.

Target Beneficiaries: Manual Scavengers, as defined under the “Prohibition of Employment as


Manual Scavengers and their Rehabilitation Act, 2013” and their dependents, irrespective of their
income, are eligible for assistance under the Scheme.

Definition of Manual Scavengers and their dependents:


• “Manual Scavenger” means a person engaged or employed by an individual or a local authority
or a public or private agency, for manually cleaning, carrying, disposing of, or otherwise
handling in any manner, human excreta in an insanitary latrine or in an open drain or pit into
which human excreta from insanitary latrines is disposed of, or on a railway track, before the
excreta fully decomposes.
• The dependent of manual scavengers is one who is a member of their family or is dependent
on them.

Benefits:
• Onetime cash assistance of Rs.40,000.
• Loans upto Rs. 15.00 lakh at concessional rate of interest.
• Credit linked back end capital subsidy upto Rs. 3,25,000.
• Skill Development Training upto two years with stipend of Rs.3,000 per month.

49 UJJAWALA Scheme

What is it? It is a comprehensive scheme for prevention of trafficking and rescue, rehabilitation and
re-integration of victims of trafficking for commercial sexual exploitation.

Objectives:
• To prevent trafficking of women and children for commercial sexual exploitation through social
mobilization and involvement of local communities, awareness generation programmes etc.
• To facilitate rescue of victims from the place of their exploitation and place them in safe
custody.
• To provide rehabilitation services both immediate and long-term to the victims.
• To facilitate reintegration of the victims into the family and society at large.
• To facilitate repatriation of cross-border victims to their country of origin.

Target Beneficiaries:
• Women and children who are vulnerable to trafficking for commercial sexual exploitation.
• Women and children who are victims of trafficking for commercial sexual exploitation.

Components of the Scheme:


• Prevention
• Rescue
• Rehabilitation
• Re-integration
• Repatriation

Implementing Agencies:
• The implementing agencies can be the Social Welfare/Women and Child Welfare Department
of State Government, Women’s Development Corporations, Women’s Development Centres,
Urban Local Bodies, reputed Public/Private Trust or Voluntary Organizations.
• The organization must have adequate experience in the field of trafficking, social defense,
dealing with women and children in need of care and protection, children in conflict with law,
etc.

50 Integrated Child Development Services (ICDS) Scheme
Launch Year: 1975

Objectives:
• To improve the nutritional and health status of children in the age-group 0-6 years
• To lay the foundation for proper psychological, physical and social development of the child
• To reduce the incidence of mortality, morbidity, malnutrition and school dropout
• To achieve effective co-ordination of policy and implementation amongst the various
departments to promote child development
• To enhance the capability of the mother to look after the normal health and nutritional needs
of the child through proper nutrition and health education

Target Beneficiaries: The beneficiaries under the Scheme are children in the age group of 0-6 years,
pregnant women and lactating mothers.

• Institutionalize essential services and strengthen structures, enhance capacities at all levels,
create database and knowledge base for child protection services.
• Strengthen child protection at family and community level.
• Ensure appropriate inter-sectoral response at all levels.
• Set up a child protection data management system to formulate and implement effective
intervention strategies and monitor their outcomes.

50.3 National Creche Scheme


Launch Year: 2017

Aim: It aims at providing a safe place for mothers to leave their children while they are at work, and
thus, is a measure for empowering women as it enables them to take up employment.

Objectives:
• To provide day-care facilities for children (6 months to 6 years) of working mothers in the
community.
• To improve nutrition and health status of children.
• To promote physical, cognitive, social and emotional development (holistic development) of
children.
• To educate and empower parents /caregivers for better childcare.

Target Beneficiary: The scheme focuses on children of 6 months to 6 years, of working women in
rural and urban areas who are employed for a minimum period of 15 days in a month, or six months
in a year.
