1. PURPOSE
1.1 To establish the required planning, recording and implementation to ensure safe maneuvers for
all Marine Vessels operating within 500 metres of an Offshore Structure or Rig.
2. RESPONSIBILITY
2.1 The Marine Department Manager is the approval authority for this instruction and any
subsequent changes that may be required.
2.2 The Master of any Marine Vessel (owned or contracted to Saudi Aramco) is responsible at all
times for the safety of his Vessel and crew. The decision to perform any Vessel maneuver lies
with the Master of that Vessel.
2.3 It is the responsibility of the Master of every Marine Vessel (owned or contracted to Saudi
Aramco) to follow requirements of this instruction and ensure that his Vessel complies fully
with the requirements of this instruction.
2.4 It is the responsibility of the Master/Officer of the Watch of every Marine Vessel (owned or
contracted to Saudi Aramco) to report any situation where they are coerced/pressured into
performing a maneuver which may compromise the safe maneuvering of the Vessel.
Note: Master and deck officers can report directly to the Saudi Aramco
Foreman/Coordinator for the Vessel or the Marine Quality Assurance Unit.

3. SCOPE
3.1. This Instruction applies to all Marine Vessels Owned or Chartered to Saudi Aramco engaged
in operations in Saudi Aramco Offshore Oilfields.
4. EXEMPTIONS
4.1. All Rig-Move Operations are exempt from the requirements this Marine Instruction as these
operations are guided by OIM 1.519
4.2. All Self-Propelled Jack-Up barge moves are exempt from the requirements this Marine
Instruction as these operations are guided by MIM 1199.001
4.3. The following Vessels are specifically exempt from Section #7 only of this instruction:
5. DEFINITIONS
Offshore Structure: For the purpose of this Instruction an Offshore Structure means any platform,
single conductor well, tripod platform, GOSP, etc that is constructed of steel
and owned by the Saudi Arabian Oil Company.
Rig: For the purpose of this Instruction a Rig is any Offshore Drilling Platform,
Jack-up Barge, Floating Barge etc…that is owned or contracted to the Saudi
Arabian Oil Company.
500M Safety Zone: The 500 meter safety zone is centered in the center of the Offshore
Structure/Rig and has a radius of 500 metres, 360° around the Offshore
Structure/Rig.
6.1. No Marine Vessel may enter any Saudi Aramco Oilfield without first gaining permission
from the Field Services Foreman (or his designate) for that particular Oilfield.
6.2. All AHTSS and Supply Vessels will require the Master, a Bridge Watch-keeper and a lookout
to be present on the bridge at all times while the Vessel is moving through the Oilfield.
6.3. All other Marine Vessels will require the Duty Master or Mate and a lookout to be present on
the Bridge at all times while the Vessel is moving through the Oilfield.
6.4. The time and position of the Vessel on entry into the Oilfield will be logged in the Deck Log
Book.
6.5. All Marine Vessels will plot the Vessels track on the chart at regular intervals. These
intervals must always be less than 30 minutes.
6.6. All Marine Vessels will keep Field Services for that Oilfield aware of any changes in the
location or destination of the Vessel.
6.7. All Marine Vessels (owned or contracted to Saudi Aramco) entering an Oilfield with the
intention to come alongside any Offshore Structure or Rig (including dropping passengers,
supply, crane operations, snatching etc) will prior to entering the 500 meter safety zone of
any Offshore Structure complete the checklist in Appendix 1 of this instruction titled:
6.8. This ‘Checklist’ is in addition to the previously required Voyage Passage Plans, Go-No Go,
Pre-Arrival and Pre-departure Checklists. All ‘Checklists’ are to be filed on the Bridge and
kept for a period of at least six months.
6.9. Masters will duly note in all Voyage Passage Plans any new changes within the Oilfield or
state of traffic density at the time of maneuver. This record will assist in any future plans for
that location.
7.1. The maximum speed for any Marine Vessel entering 500 meters safety zone of an Offshore
Structure or Rig is 3.0 knots.
Note: If at any time the master of the Vessel determines that the ‘Safe Navigation’ of his
Vessel is affected by the specific speed limits he may increase his Vessels speed until the
Vessel can maintain a ‘Safe Navigation’ situation. However, the increase in speed must be
noted in the Vessels Deck Logbook and the Rig or Field Services of the Oilfield must be
informed.
7.2. 100% satisfactory completion of the ‘Checklist’ (see appendix 1) will be entered in the Deck
Log Book.
7.3. The use of ‘auto-pilot’ is prohibited within the 500meter safety zone.
7.5. The maximum speed for any Marine Vessel approaching within 100meters of an Offshore
Structure or Rig is 0.5 knots.
7.6. If the Master of the Vessel determines that a ‘Safe Operation’ cannot be conducted at the
location because of weather conditions or Vessel performance, he will inform the Rig/Barge
Foreman or Field Services. The Master of the Vessel will wait until weather conditions abate
and safe operations can commence, or proceed to another location where weather conditions
permit operations to be conducted safely.
8.1. All Marine Vessels must have prior permission from the Field Services of the Oilfield to go
alongside.
8.2. All Officers and Crew are to be briefed on the intended maneuvering/mooring operation.
8.3. The maximum speed for any Marine Vessel approaching within 100meters of an Offshore
Structure or Rig is 0.5 knots.
8.4. At a ‘Safe’ distance from the Offshore Structure, no closer than four Vessel lengths, the
Master will STOP the Vessel in the water, to ascertain wind and tide effect on the Vessel at
that location.
8.5. While maneuvering in towards the Offshore Structure the Master will ensure that a Safe Exit/
Emergency Abort route remains clear. If there is any doubt that the Safe Exit/ Emergency
Abort route may be compromised, the Master will safely abort the maneuver until such time
that the Vessels Safe Exit/Emergency Abort route is clear.
8.6. Once alongside the Offshore Structure the Vessel will remain with all engines and thrusters
fully operational until the Vessel is fully secured.
9.1. In addition to the checklist in Appendix 1, prior to departure from any Offshore Structure or
Rig all Marine Vessels must have completed:

9.3. All Marine Vessels will keep the Field Services for that Oilfield aware of any changes in the
location or destination of the Vessel.
10.1. All Marine Vessels (owned or contracted to Saudi Aramco) proceeding to supply any Rig or
Barge will have the priority to comply fully with MIM 1198.002 and then any additional
requirements specified this Instruction.
