Purpose

The purpose of this policy is to provide a smoke-free environment for the health and safety
of all County employees and to assure that Linn County is in compliance with Chapter 142D
Iowa Code (2009). It is the policy of Linn County to prohibit the use of smoking materials by
all County employees and members of the public while upon grounds and/or within buildings
or vehicles that are owned, leased, or operated by or under the control of Linn County.

Scope

This policy is applicable to all regularly scheduled full-time and part-time Linn County
employees responsible to the Board of Supervisors; employees responsible to an
elected official, including the elected official and his/her deputies; employees of the
County Assessor’s Office, Health Department and Conservation Department;
temporary, seasonal or on-call employees; and members of the public while upon
grounds and/or within buildings or vehicles that are owned, leased or operated by or
under the control of Linn County.

Grounds include all outdoor areas contiguous to County buildings including entryways,
sidewalks and parking lots and including parking lots separated by public right of way.
Grounds do not extend to the interior of private vehicles which may enter and/or park in such
parking lots.

Exceptions

Property under the management of the Conservation Board while it is leased to private
individuals or that is an outdoor area that extends beyond the posted perimeter of the
grounds of any lodge or other building as determined by the Conservation Board.
Specific Policy Provisions

Assistance with the cost of smoking cessation programs is offered by Linn County to
encourage employees who wish to quit smoking to become involved in these programs.

The Linn County Board of Supervisors authorizes the payment of one-half (1/2) of the
cost of a smoking cessation program per employee to be expended from the Linn
County Health Awareness budget. It is necessary to present proof of completion of a
smoking cessation program to the Human Resources Director for approval and
reimbursement. The program must be a part of a hospital-based smoking cessation
program or a program sponsored by the American Cancer Society, the American Lung
Association or the American Heart Association. The Human Resources Director will not
authorize an expenditure of more than one hundred dollars ($100.00) per employee.

Enforcement

Elected officials, department heads and supervisors have the responsibility to enforce
this policy and to enlist the cooperation of employees in accomplishing this objective.
