Delwyn Leggatt OAM, former Councillor and first Mayor
of the Moorabool Shire Council, passed away peacefully on
May 4, 2020 at the age of 85.
Ms Leggatt was a Councillor for the Shire of Bacchus Marsh
from 1986 to 1994, a Councillor for the Moorabool Shire from
1996 to 1999 and was Moorabool Shire’s first female Mayor
from 1996 – 1997.
Former Moorabool Mayor Pat Griffin was a close friend of
Ms Leggatt, saying the woman was “tough and gentle, all
wrapped up in a sincere package.”
“Del understood the needs of the community and her advice
was always helpful,” Mr Griffin said. “In many ways, she is
the greatest citizen that this town has had.”
“She was outspoken and loud and would never lose an
argument. She and I became good friends and she was a
great mentor in my role as a Councillor and later as Mayor.”
Mr Griffin said Del was quite a remarkable person
“From a humble working-class background, no formal
qualifications, possessing a massive intellect and a big heart,”
Mr Griffin continued.
Councillor Tom Sullivan told the Moorabool News Ms
Leggatt’s time in council was always consistent and described
her as a “passionate community person”.
“There was no ambiguity, you always knew where she was
coming from in any debate,” Cr Sullivan said. “To be credible
in life, you need to be consistent, and Del was definitely

Council looking at ways to fix the slippery bluestone pavers

The issue was raised at the May 6 council meeting, where
it was noted that a pedestrian had recently slipped on the
pavers and hit her head on a planter box before being taken
to hospital.
Central Ward Councillor Paul Tatchell said some of the
pavers may need to be roughed-up or have bitumen put on
them to make them safer to walk on when it is wet.

New rules for landscaping on council land and new developments are being
proposed.
Moorabool Shire Council’s draft Moorabool Landscape Design Manual is now out
for public consultation.
Neighbouring Melton and City of Ballarat councils have similar documents,
although Moorabool’s has been adapted to local climate and conditions.
It sets out the minimum acceptable standards for the design and construction
of landscape elements for greenfield and infill development and capital works
programs – it is also a guide to specifying, installing and maintaining all landscape
assets within Moorabool.
The manual sets out all the landscaping requirements for newly developed
residential subdivisions, and landscape works on Moorabool Shire Council owned
and managed land as well, with the aim of leading to a higher quality of ‘landscape
infrastructure.’
The draft manual was originally set to be out for public comment for four weeks
however at the May 6 Council meeting West Ward Councillor Tom Sullivan,
requested that it be extended to 60-days and was approved.
