REPORT TO THE JOINT CONGRESSIONAL OVERSIGHT COMMITTEE MONDAY, 11 MAY 2020 In compliance with Section 5 of Republic Act (RA) No. 11469 or the “Bayanihan to Heal as One Act,” | respectfully submit this seventh weekly report summarizing the major updates and significant developments on the programs and activities of 92 departments, agencies, and instrumentalities of the Executive branch, relative to our whole of government response to the COVID-19 pandemic. Most of these updates were reported to the Office of the Executive Secretary on 08 May 2020 (Friday) As in the previous reports, the discussion is focused on the four (4) major objectives of: (1) Providing Emergency Assistance to all Affected Sectors: (2) Securing Facilities and Resources for the Health Sector and Other Frontliners; (3) Establishing Sound Fiscal and Monetary Actions that are Responsive to all Stakeholders; and (4) Formulating a Responsive and Sustainable Recovery Plan This report also includes responses to the questions and observations of the members of the Senate, and incorporates proposals for the implementation of RA No. 11469. |. The list of the driver beneficiaries will be updated for verification by the LCEs. Distribution of the DSWD's emergency subsidy to non-4Ps beneficiaries have been coursed through the local government units (LGUs). 714 out of 1,634 LGUs have accomplished 100% payout in their respective localities as of 07 May 2020. Meanwhile, the Department of the Interior and Local Government (DILG) requested the LGUs which have already completed their distribution to liquidate the amounts distributed with the DSWD. Appropriate liquidation protocols and safeguards are ourrently integrated in the DSWD's policy issuances to ensure the liquidation of the first tranche of SAPs before any additional fund is transferred to the LGUs. However, the DSWD has been receiving a number of requests from its field offices to extend the deadline for the liquidation of the first tranche and to possibly consider authorizing partial liquidation to enable them to commence with the preparations for the distribution of the second tranche of SAPs. The requests are in view of the delay in distribution caused by the factors mentioned in the previous report, such as harassment and threats to DSWD Personnel, limited manpower due to observance of self-quarantine of exposed frontliners, time needed by the LGUs to validate beneficiaries and to ensure proper screening and inclusion of eligible families only." In response to the observations of the Senate, | wish to clarify that tricycle and pedicab drivers are already included in the target beneficiaries of the DSWD." Further, the DSWD is in the process of finalizing the new guidelines for waitlisted families, estimated at around 5 million in number, and undertaking steps to validate the lists of waitlisted families through cross-matching with available databases. As of 08 May 2020, the DSWD has distributed 694,040 food packs (FPs) amounting to PhP296,834,952.75. The figure is the total from a baseline of 62,359 3 Family FPs as of 24 March 2020. On top of the Family FPs delivered by the DSWD, it has also provided 7,714 sacks of rice, 17 boxes of sardines, 13 boxes of coffee, 8,611 hygiene kits, 811 sleeping kits, 305 family kits, 106 bottles of water, 859 pieces of malong, 185 pieces of flexi mats, and 539 laminated sacks."* The DSWD, in partnership with the United States Agency for International Development, the DEVCON Community of Technology Experts, and the Department of Information and Communications Technology (DICT), was set to conduct on 08 May 2020 the pilot testing of the ReliefAgad System, an application which will allow beneficiaries to self-register and receive automated payments, in Orion City and Balanga City of the Province of Bataan. The application is intended to expedite the distribution of the second tranche of the emergency subsidy and the capture of Social Amelioration Cards data. As of 08 May 2020, a total of 139,588 agrarian reform beneficiary (ARB) identification cards have been distributed by the Department of Agrarian Reform (DAR) under its ARB ID System to facilitate access to the SAPs, its "PaSSOver: ARBold Move for Deliverance of our Farmers from the COVID-19 Pandemic’ project, and other relief operations of the government and non-governmental organizations. ‘SAPs for Small Businesses The Small Business Wage Subsidy (SBWS) has proved to be a relatively faster and more efficient substitute measure for distributing SAPs to formal workers, using the records and systems of the Bureau of Internal Revenue and the Social Security System (SSS). As of 06 May 2020, a total of PhP10.1 Billion in cash grants has been released by the SSS to 1,261,044 employee-beneficiaries of the SBWS program. | note that more than 101,400 employers have submitted applications, and around 2.2 Million employees (or 65% of the target 3.4 Million beneficiaries) have been approved as of 07 May 2020. Transportation, Repatriation, and Mobility Assistance to Health Workers, Frontliners, OFWs, Stranded Passengers, Foreign Nationals in the Country, and Other Entities or Individuals Various agencies,'* under their respective programs," in partnership with other government agencies or with the support of private sector partners, continue to implement measures to address the transportation needs of various sectors affected by the travel restrictions. These measures include providing transportation assistance to ferry health workers, frontliners, OFWs,"° and other persons in need; logistical assistance in distribution of medical supplies and food relief: assistance and emergency response to vehicles, passengers, and stranded seafarers: and repatriation services for OFWs and foreigners. The following table provides the number of assisted Filipinos overseas and foreign nationals who were affected by worldwide travel restrictions. Table 3. Fraudulent text messages and e-mails soliciting money or requesting personal bank information are referred to the National Bureau of Investigation (NBI) Cybercrime Division, as well as the banks concerned, for appropriate action The table below summarizes the various law enforcement activities that have been undertaken over the past week: Table 4. Summary of Law Enforcement Activities Ce ieee Ceo Food and Drug Administration [2.980 PoE = = ba ted Acting on the directive of this Office, the NBI has commenced investigations on allegations that certain hospitals and medical facilities have refused admission of some patients during the quarantine, in violation of RA No. 10932 or the “Act Strengthening the Anti-Hospital Deposit Law.” Other Assistance to Micro, Small and Medium Enterprises (MSMEs), and Productive Sectors" The DTI continues to provide non-cash assistance to MSMEs to enable these businesses to set up online operations and improve their delivery service system. It also plans to pump up its Livelihood Seeding Program-Negosyo Serbisyo sa Barangay Program through the conduct of webinars, entrepreneurship online sessions, and information drives, as well as house-to-house distribution of livelihood kits to qualified beneficiaries nationwide. The Small Business Corporation has renamed its "COVID-19 P3-Enterprise Rehabilitation Financing’’' into the “COVID-19 Assistance to Restart Enterprises" (CARES) program, which has so far received a total of 3,598 application inquiries from 01 to 07 May 2020. The DA, through the Agricultural Credit Policy Council, has made necessary modifications to streamline the lending process under its Expanded SURE Aid and Recovery Project in an effort to fast-track the disbursement of loans to target marginalized and small farmers and fisherfolk (MSFFs). As of 05 May 2020, the project has benefitted 2,248 MSFF-borrowers.2 Access to Agri-Fishery Products and Ensuring an Uninterrupted Supply Chain® There is sufficient supply of rice, corn, and chicken for the whole year based on projected demands and supply outlooks. The DA projects a surplus stock of 3,326,161 metric tons (MT) of rice, 4,073,451 MT of corn, and 590,627 MT of chicken by the end of the year. It also reports that the fish supply would maintain a marginal sufficiency until the end of the year with a surplus ending stock of 16,914 MT. Pork supply, on the other hand, is enough until the third quarter but may register a deficit in the fourth quarter considering a projected total annual demand of 1,203,827 MT and a projected supply of 1,118,101 MT2* The Sugar Regulatory Administration maintains its estimates of availability of supply of raw sugar and refined sugar stocks, which are good for four (4) months and five (5) months, respectively.” The DILG issued a directive to all LGUs to participate in and align their actions with the Rice Resiliency Program of the DA, which seeks to increase food sufficiency and ensure food availability and affordability across the country. Further, concerned government agencies continue to intensify their efforts and programs to ensure availability of food in affected areas. The details of these efforts and programs are discussed in the table below. Table 5. As of 06 May 2020, the DAR has assisted 1,633 ARBOs, thus generating a total gross sales of PhP388.59 Million. In its Resolution No. 33 dated 06 May 2020, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (ATF) approved the Supply Chain Analytics (SCan) Reporter Mobile App to address bottlenecks in the supply, distribution, and movement of essential goods and services. The IATF also accepted the donation of equipment by the University of the Philippines Public Administration — Regulatory Reform Support Program for National Development to facilitate the viewing of the SCan dashboard at the National Incident Command Emergency Operations Center of the National Task Force COVID-19. Protection of Persons Deprived of Liberty (PDLs) In relation to the Board of Pardons and Parole (BPP) Resolution No. OT-04- 15-2020 or the “Interim Rules on Parole and Executive Clemency,” which will take effect on 15 May 2020, the BPP has already started the processing of applications for executive clemency. The Department of Justice (DOJ) has directed officials and Personnel of the BPP to meet and convene electronically through video conferencing to ensure @ quick yet full review of said applications. The DOJ has also directed the Parole and Probation Administration and the Bureau of Corrections (BuCor) to closely coordinate with the BPP to ensure the timely preparation and transmittal of the carpetas and prison records of PDLs to the BPP for the proper implementation of the Interim Rules. 7 To decongest the country's jail facilities, the Bureau of Jail Management and Penology (BJMP) has provided paralegal assistance to PDLs, which resulted in the expedited release of 4,188 PDLs from 17 March to 30 April 2020. Further, as of 06 May 2020, a total of 129 PDLs have been released from jail pursuant to Supreme Court Administrative Circular No. 38-2020.*' As of 05 May 2020, 222 of the 469 BJMP jails nationwide have designated isolation areas for newly committed PDLs and those suspected of having COVID-19, while two (2) quarantine facilities, one in the New Bilibid Prison and the other in the Correctional Institute for Women, have been set up. For its part, the BuCor has hired two (2) doctors and 17 nurses to assist in the efforts to control the spread of COVID- 19 in its correctional facilities. The BuCor is also implementing e-dalaw or online visits where PDLs will be allowed to communicate with their relatives and lawyers via Video or teleconferencing. Ensuring Water and Energy Supply? As of 6:00 a.m. of 07 May 2020, the water level in the Angat reservoir is at 189.28 meters, which is 9.28 meters above the minimum operating water level of 180 meters and 14.02 meters higher compared to the water level on the same date last year. The water level in the Ipo Dam decreased from last week's 99.96 meters to this week's 99.86 meters while the La Mesa Dam also decreased from last week's 76.72 meters to this week's 76.46 meters. The DA - Bureau of Soils and Water Management (BSWM) conducted cloud seeding operations at the Angat Watershed using the NOMAD aircraft of the Philippine Air Force on 02 May 2020 to augment the water supply of Metro Manila, The BSWM shall extend its cloud seeding operations to the Ipo and La Mesa watersheds depending on the availability of seedable clouds in said areas. As for the energy supply, major island grids exhibited excess capacity over the peak demand with Luzon at 23% (2,683 MW), Visayas at 28% (718 MW) and Mindanao at 30% (743 MW), despite recording the highest peak demand on 06 May 2020 (Luzon - 9,201 MW, Visayas - 1,816 MW, and Mindanao - 1,756 MW). Other Forms of Assistance and Partnership with LGUs In addition to the SAPs, the DSWD - through its regular AICS — has catered to 43,346 clients for COVID-related concems (e.g., requests for medical or burial assistance), including 6,478 stranded individuals, in the total amount of PhP184,739,812.00. Also, a total of 546,669 indigent senior citizens received their social pension for the first semester of the current year and/or their unpaid social pension of the previous year, in the total amount of PhP1,640,007,000.00. The Department of Health (DOH), the DILG, and the DICT shall jointly implement the Second Phase of the DOH Telemedicine Program which will include home visits of Barangay Health Emergency Response Team to patients and use of various COVID-19 health systems. To ensure that the children are protected from abuse during the community quarantine, the DSWD has activated DSWD Helpline # 8931-9141 to receive reports, 8 Particularly those involving child protection cases. Online provision of psychosocial support is likewise carried out through this helpline. The DSWD has disseminated Council for the Welfare of Children and the DILG Joint Memorandum Circular No. 2020-01, series of 2020,.° and information on the localization of the Comprehensive Emergency Program for Children as provided in RA No. 10821. The DSWD also continues its close coordination with law enforcement agencies, such as the PNP Cybercrime Group for referral of online sexual abuse cases, Around 27 DOT-aceredited tour guides and horse-drawn carriage (kalesa) drivers have qualified for the National Commission for Culture and the Arts Assistance Program for Artists and Cultural Workers under the State of Calamity, which seeks to provide a one-time PhP5,000.00 financial aid to displaced cultural workers affected by the COVID-19 outbreak. The Nayong Pilipino Foundation’s project Damayan sa Nayon, which aims to quickly and strategically respond to similarly situated artists and cultural workers, similarly provides a short-term amelioration program for its stakeholders. The DILG is continuously monitoring the LGUs relative to their compliance with the rules and guidelines enforced during the ECQ. As of 07 May 2020, a total of 78 provinces, 139 cities, 1,342 municipalities, and 31,779 barangays have been found compliant with the ECQ guidelines. Assistance to Students, Educators, and Educational Institutions The Land Bank of the Philippines recently launched its ACADEME (Access to Academic Development to Empower the Masses towards Endless opportunities) Lending Program, with PhP3 Billion in funds, which aims to extend assistance to private schools, universities, colleges, technical-vocational and education training institutes with a fixed 3% interest for the entire term of the loan. Health Waste Disposal On 30 April 2020, the Department of Environment and Natural Resources- Environmental Management Bureau issued Memorandum Circular No. 20-2020," providing protocols for the proper transportation, treatment, and disposal of healthcare wastes and other hazardous wastes. |l. Secure Facilities and Resources for the Health Sector and Other Frontliners Human Resources for Health (HRH) As of 07 May 2020, the DOH has approved 3,042 slots for emergency hiring in 56 health facilities such as hospitals and quarantine facilities. Out of the 3,042 slots approved, 968 HRH were hired, with 764 or 79% to be assigned in the NCR. A total of 756 nurses were temporarily redeployed under the DOH HRH Deployment Program Referral Hospitals, COVID-19 Bed Capacity, and Equipment As of 07 May 2020, there are 1,721 COVID-19 referral and accepting hospitals across the country, with 23 designated DOH COVID-referral hospitals. In total, there are 12,430 dedicated beds for COVID-19 with an average of 40.77% occupancy rate, broken down as follows: DOH hospitals — 51.93%: DOH COVID-19 referral hospitals — 57.12%, LGUs and other government hospitals — 31.01%, and private hospitals — 42.52%. The total reported number of mechanical ventilators is 1,937, of which 77.7% are available.°° Quarantine Facilities ‘The Department of Public Works and Highways (DPWH), other agencies, and LGUs continue to establish new, and manage existing, evacuation centers utilized as health/quarantine facilities, emergency operation centers, food hubs, and quarters for health workers. As of 08 May 2020, 71 out of 117 converted evacuation centers are already being utilized for such purposes. Three (3) additional evacuation centers are now being used as health/quarantine facilities in Cordillera Administrative Region (CAR), Region VII, and Region XIII, bringing the total number of health/quarantine facilities to 51. To date, the Department of Education (DepEd) has approved the use of 2,110 school facilities for COVID-19 related concems. It is currently evaluating 366 requests from LGUs to use additional school facilities in various locations.” As of 06 May 2020, the Bureau of Quarantine is manning a total of 73 quarantine facilities (68 are hotels or facilities while 15 are cruise ships) covering 10,210 repatriates. Update on Test Kits, Testing Centers, and Expanded Testing As of 06 May 2020, a total of 139,379 tests have been conducted on 131,786 individuals. From 02 May to 06 May 2020, an average of 5,863 tests were conducted daily. From 01 May 2020 to 07 May 2020, the PCG administered COVID-19 Rapid Testing on 6,911 repatriated OFWs in One Stop Shops in NAIA Terminal 1 and 2 and sea ports. Since 23 April 2020, 14,430 OFWs had been tested through this activity. For the same period, the PCG also administered COVID-19 Rapid Test Kits to 8,029 OFWs quarantined in hotels, 1,936 OFWs quarantined in cruise ships, and 180 government personnel. Construction works to convert Building N7397 of the Clark Civil Aviation Complex into a Molecular Laboratory for the Philippine Red Cross (PRC) is at 98.8% completion. " The Jose B. Lingad Memorial General Hospital, where the COVID-19 laboratory equipment capable of 45,000 tests is currently lodged and set-up, has passed Stage 4 or the proficiency testing phase for its accreditation and is awaiting formal tum-over ceremony with the Asian Development Bank (ADB) and the grant of its License to Operate, Pursuant to Section 4(b)** of RA No. 11469, the FDA continues to process and approve applications for test kits and other licenses in relation to COVID-19. Strengthening Contact Tracing Measures As of 07 May 2020, StaySafe.ph’* has approximately 530,000 registered users. The DICT is currently reviewing its interoperability with other related COVID- 19 systems. The Department of Science and Technology (DOST), its attached agencies and partner institutions developed various systems that support COVID-19 activities. These include the PCIEERD-funded “Project RAMDAM (Resource Allocation Management, Distribution, and Monitoring),” which is being piloted in Los Bajos, Laguna and the Enhanced Tracing for Allocation of Medical Supplies; and DOST III's Central Luzon COVID-19 Tracker, a website with geomap and data analytics on the spread of COVID-19 virus in Central Luzon. The DOST IV-A’s Center for Hazard and Environmental Resource Mapping has mapped COVID-19 suspected and confirmed cases in CALABARZON Representatives from the NCR, Region Il, IV-A, and the CAR have been trained on the use of FASSSTER and TanodCOVID,"* while eight (8) cities in the 12 NCR have started to use the same. At present, there are 35 provinces and 24 municipalities/cities that are using FASSSTER or undergoing training for its use. Provision of Healthcare Resources, Supplies, and Equipment The entire government continues to mobilize its resources to provide health and medical supplies and equipment to our frontliners, which are either procured from their respective agency budgets or distributed donations from the private sector. ‘The Department of Budget and Management (DBM) has already released the funds for the procurement of additional 1,500 units of mechanical ventilators to the DOH under SARO-BMB-B-20-0007975. As of 07 May 2020, the DOH donations team facilitated a total of 190 foreign and local donations. Out of the 190, 132 transactions (69.47%) have already been completed. The medical products donated consist of 2,415,200 pieces of surgical Masks, 51 pieces of ventilators, 221,210 pieces of N95 masks, and 183,819 PPEs/Medical coveralls. From 01 to 07 May 2020, a total of 211,205 PPE sets procured by the Procurement Service-DBM have been distributed to various health facilities. It has also paid 3,609,858 PhilHealth claims amounting to PhP36,356,559,369.46 with check payment dates from 01 January to 06 May 2020. ‘The breakdown of IRM releases per hospital and region is shown in Annex A. 13 lll. Establish Sound Fiscal_and Monetary Actions that are Responsive to All Stakeholders Moratoriums and other Relief Measures Pursuant to Section 4(aa)*” of RA No. 11469 and in line with the extension of the ECQ, the Securities and Exchange Commission issued a Notice dated 29 April 2020 directing financing companies, lending companies, and microfinance non- governmental organizations to extend the grace period for loans with principal and interest falling due within the extended ECQ period until 15 May 2020. The Government Service Insurance System (GSIS) has relaxed the eligibility requirements for the availment of its Emergency Loan Program and has raised the total loan limit from PhP20,000 to PhP40,000 for active members and old-age pensioners who have existing emergency loan accounts. As of 06 May 2020, a total of 90,289 active members and old-age pensioners have already been granted emergency loans amounting to PhP1.51 Billion since the implementation of the program on 13 April 2020. The GSIS has also released a total of PhP800.30 Million to 30,633 active members and pensioners who applied for loan through the GSIS Wireless Automated Processing System or the "GW@PS Kiosks.” Further, the GSIS has released three (3) days in advance the pensions of 519,087 pensioners amounting to PhP5.94 Billion Consistent with DTI Memorandum Circular No. 20-12 (s. 2020), which provides for a 30-day moratorium on residential and commercial rents, demand letters have already been issued to respondent-lessors of complaints received nationwide. Extension of Submission of Documents, Deadlines, and Renewal of Permits Pursuant to Section 4(z)"* of RA No. 11469, various government agencies and instrumentalities, such as the Insurance Commission and the Philippine Guarantee Corporation, continue to promulgate and implement issuances extending the deadline for application for renewal of licenses and permits and alternative modes of filing within their respective regulatory jurisdictions. Fiscal Measures of the Bangko Sentral ng Pilipinas (BSP) The BSP issued several memoranda allowing trust entities, specifically unit investment trust funds, to go beyond their exposure limit,°° and banks to tap their Basel lll-mandated capital and liquidity buffers to mitigate the impact of the COVID- 19 induced crisis.°" Budgetary Measures to Fund COVID-19 Effort No additional releases were made out of the total savings pooled from discontinued programs, activities and projects (P/A/Ps), and abandoned special Purpose funds pursuant to Section 4(v)* of RA No. 11469. The DOE has already transferred a total of PhP208.94 Million of ER 1-94 Funds to host LGUs from 16 March 2020 to 06 May 2020. 15 IV. Responsive and Sustainable Recovery Plan During the seventh week of implementation of RA No. 11469, aside from further strengthening government response to eliminate the COVID-19 outbreak, we continue to explore measures that will address current and emerging realities brought to the fore by the COVID-19 pandemic. One of these measures is the institutionalization of the “Balik Probinsya, Bagong Pag-asa (BP2) Program’ through Executive Order (EO) No. 114 (s. 2020). The BP2 Program seeks to promote balanced regional development in the country and equitable distribution of wealth, Fesources, and opportunities. It presents a whole of government approach to address the long-recognized need to dilute the concentration of power and access to services in the NCR, and distribute opportunities and services to the provinces. We continue to conduct consultations and develop scientific tools to ensure that our recovery plan will be truly responsive and sustainable in facilitating our transition to the new normal. On 06 May 2020, the National Economic and Development Authority (NEDA) conducted a consultation among civil society organizations and private sector representatives to generate feedback from a wider audience, and is currently incorporating recommendations and insights from the IATE member agencies, various government inter-agency committees, and the private sector into the working draft of We Heal As One. The Commission on Population and Development (POPCOM) conducted a Virtual orientation in the operationalization of its Demographic Vulnerabilities Tool (DVT) with representatives from the NEDA, the DOH, and the DILG in attendance. The POPCOM is working closely with its regional partners and LGUs to operationalize the DVT in assessing the demographic vulnerabilities of communities and households to COVID-19 in their respective jurisdictions. The POPCOM continuously updates the demographic vulnerabilities tables, specifically the data on the number of cases of COVID-19 positive, probable, and suspect, through its regional offices with the assistance of local population and health officers/workers. The POPCOM has prepared initial reports and analyses of data to guide the IATF in its decision-making at both national and regional levels. On 03 May 2020, the Philippine Institute for Development Studies (PIDS) Health Study Team submitted to the DOF the updated projections for the impact of the following scenarios using the PIDS model: no ECQ, worst, base, and best cases epidemic indicators (¢.g., peak month, cases, deaths, etc.) for the Philippines and for specific regions such as the NCR, Region Ill, and Region IV-A. As the country prepares to ease restrictions in certain areas, our government agencies released issuances intended to guide and assist concerned sectors. The DTI issued guidelines on the operations of malls and shopping centers in areas declared under General Community Quarantine (GCQ),"? and on business establishments or activities allowed to operate in areas declared under ECQ and GCQ,™ consistent with EO No. 112 (s. 2020). The DOE also drafted @ COVID-19 Response Protocol to all energy Stakeholders for guidance and inclusion in their business continuity plans and compliance with the minimum health standards. An e-book on Ethics Guidelines on COVID-19 Crisis-Level Hospital Care was prepared by the National Ethics 16 Committee and the Philippine Health Research Ethics Board, with funding support from the DOST.
