1. RATIONALE

On February 14, 2019 President Rodrigo Duterte signed into law Republic Act (RA) No.
11203, which replaces rice import quantitative restrictions with tariffs. Increased rice imports are
expected from Association of Southeast Asian Nations member countries as a result of this
legislation. According to the then Department of Agriculture Secretary Manny Pinol the government
should act fast or the rice industry will suffer a death blow.

“But if we immediately implement liberalization even before the interventions could reach our farmers and even before
they could improve their productivity, it could lead to the death of the rice industry.” Rabbit farming is all about
intervention. It gives rice farmers an alternative source of livelihood. Rabbit farming is relatively new in this country.
There should be a massive drive in the information and education of our farmers on the potential of this industry to
impact the lives of farmers in terms of livelihood and sustainability. All rabbit parts can be virtually usable and can be
utilized such as the meat, fur, pelt, hives and even urine and manure. Hence the need for a multi-purpose hall where we
can conduct our training on production, slaughter and meat utilization.
