MINIMUM NETWORK INSTALLATION SPECIFICATIONS

SCOPE

The installation of TELECOMMUNICATIONS NETWORK SYSTEMS (hereafter referred to as


"TNS") at various schools in the State of Hawaii, Department of Education (DOE) as specified herein shall
be in accordance with these Specifications and the attached Special Conditions and General Conditions.
Bidders are requested to submit proposals for the plan, design, and installation of the TNS for the specified
locations on each campus. The proposal shall include all labor, engineering, design work, testing,
materials, and supplies necessary and reasonably incidental for installation of the TNS, although not totally
or specifically described herein. The proposed TNS will support all initially specified telecommunication
functions as well as provide for future enhancement without major modifications.

Work may include installation of network cabling systems for Local Area Networks (LANs),
school voice cabling systems, and CATV/CCTV cabling systems. Work may also include installation of
telecommunications infrastructure such as design and installation of cable conduits, wire molds, cable
trays, etc., cabling and necessary cable terminations for Local Area Network (LAN) data network,
telephone voice network, and CATV/CCTV network at the specified buildings and rooms, and the
backbone cabling system connecting the buildings.

E-RATE DISCOUNT PROGRAM

Execution of contract(s) between the DOE and successful bidder(s) shall be contingent upon
approval of the E-Rate discount applications. Thereafter, the selected Contractor(s) shall participate in the
E-Rate Discount Program under the Universal Service Fund Section of the Telecommunications Act of
1996. In the event the E-Rate applications are not approved, the contract(s) for installation of TNS will
not be executed fully. However, the DOE reserves the right to execute portion(s) of the contract(s) based
on reduced scope of work.

The desired scope of network installations is described in the School Network Installation
Specifications (hereafter SNIS) sheets by school. The final scope of said installations, however, may be
modified from the original specifications, subject to the proposed cost of the installation and availability of
funding from the school(s) as well as from the Universal Service Fund. The DOE reserves the right to add
or delete buildings and/or rooms to be included in the project, again subject to fund availability.

The DOE will provide the electronics required for operating the LAN, telephone system and video system
after installation of the TNS by the Contractor. Contractor shall furnish all necessary materials, supplies
and labor for the TNS only.

General Requirements

Standards and Ordinances

The Contractor shall perform the entire installation in strict accordance with applicable provisions
of the latest edition of the National Electrical Code (NEC), National Fire Protection Agency (NFPA),
and standards, ordinances, rules, and regulations of the State of Hawaii and the respective counties of the
school districts. All design and installation of pathways shall conform to the latest version of TIA/EIA-
569-A specifications. All design and installation for the cabling system shall conform to the latest version
of TIA/EIA-568-A, TSB-67. A bidder may request for any exception from conforming to the
requirement of the TIA/EIA Standards in writing and the Department will decide the acceptance of the
exception request.

Housekeeping

The Contractor shall be responsible for coordinating with the DOE the use of storage space for
Contractor-owned materials, components and any related equipment.

No cutting, notching, drilling or altering of any kind shall be done to the building by the Contractor
without first obtaining permission from the DOE. The Contractor shall be liable and responsible for any
damage to building, ground, conduit, or water/sewer line caused by Contractor's negligence. Any repairs of
damages caused by Contractor or his employees shall be made and assessed to the Contractor after notice
by the DOE. The Contractor shall therefore take the necessary precautions to protect the buildings, utilities
conduits, water/sewer lines, etc.

In compliance with the State Department of Health, Administrative Rules, Title 11, Chapter 60 -
Air Pollution Control, the Contractor shall prevent dust from becoming airborne at all times, including
during non-working hours. The cost and methods of dust control shall be the responsibility of the
Contractor.

Throughout the installation, Contractor shall keep the working areas free from debris of all types
and remove from the premises all rubbish resulting from any work done by the Contractor. On a daily
basis, Contractor shall leave the work areas in a tidy and clean condition. Upon completion of the entire
location project, Contractor shall leave the premises in a clean and finished condition. All unusable debris
and waste material shall be hauled away to an appropriate off-site dump area. Complete cleanup shall
include the collection and removal of all waste paper materials, cans, bottles, containers, construction waste
materials and other objectionable materials.

No asbestos-containing materials or equipment shall be used in this project. The Contractor shall
ensure that all materials and equipment incorporated in the project are asbestos-free.

Quality of Products

All equipment, materials, and supplies furnished under this project shall be new and currently in
manufacture, in perfect condition, designed specifically to perform its intended service and function, and
shall have warranties applicable to new products. It shall be free from defects which may render it unfit to
use. Damaged or rejected items must be immediately removed from the site and replaced with items of the
quality required by these specifications. Brand names and catalog or part numbers specified in this
document are intended to set a standard of quality and design for products required. However, it is not the
DOE's intention to restrict bidders to only those brands named. Other brands of equal or better quality may

be offered and shall be specified in the proposal by brand name, catalog or part number and description.
Bidder shall also submit manufacturer's literature, product specifications, and/or any further information of
products offered. The DOE reserves the right to test any and all products offered to determine
acceptability under these specifications. The burden of proof as to the comparative quality and suitability
of alternate products shall be upon the bidder. The DOE shall be the sole judge of the acceptability of
products proposed for evaluation and its decision shall be final.

Progress of Work

Upon request, the Contractor shall provide the DOE with a status report on the progress of
installation. Also, within twenty-four (24) hours of request, the Contractor shall complete and submit a
written report to the DOE. At least once a week or as deemed necessary by the DOE, the DOE may hold
project status meetings in which the Contractor shall participate.

The Contractor shall submit the following during the course of the project:

1. Project status reports


2. Updated project schedule
3. As-built records
4. Manufacturer's installation, maintenance, and operation guides for all equipment,
components and tools.
5. Test records

The Contractor shall provide complete as-built records to the DOE at the completion of the project
to track and maintain all station and intra-complex cables, including all cables within the scope of this
project. The Contractor shall provide neatly prepared documents detailing room outlet number, outlet
receptacle type, jack position, jack type, cable type, and cable number. The Contractor shall provide one
complete set of red-lined drawings depicting the entire as-built installation. The Contractor shall propose
the format of the as-built records for DOE's review and approval before contract finalization.

Special Requirements

Project Description

It shall be Contractor's responsibility to determine if there are sufficient conduits or sleeves to


support the proposed system. If additional conduits are required, the Contractor shall include the cost of
engineering, designing and installing conduits with the project. The conduits proposed shall contain
sufficient space not only for the current requirements but shall also provide space for the future network
expansion. The Contractor may also propose raceways, wire molds, cable trays, etc. for the intra-building
cabling. All firewalls shall be maintained when installing conduits and cables. The Contractor shall seal
all firewall penetrations with a fire stop or sealant material appropriate for the type of firewall penetration.

The Contractor shall be responsible for the removal and replacement of ceiling tiles as required to
complete the installation. The Contractor shall replace any damaged ceiling tiles at no additional charge to
the DOE.

Inter-Building Network (Backbone Network)

Bidder shall propose an inter-building network cabling system connecting the building Intermediate
Distribution Frames (hereafter referred to IDF) specified to the campus Main Distribution Frame (hereafter
referred to MDF), as specified in the attached SNIS sheets for Backbone Cabling System. Schools may
choose to install the conduit systems without the cabling.

The inter-building conduits (if required) and the cabling system shall be home run from each of the
building IDFs to the MDF. It shall be the Contractor's responsibility assure that sufficient conduit space is
available for this project. The Contractor shall not use electrical and fire alarm conduits that are
terminated at electrical or fire alarm cabinets. Existing conduits for CATV, telecommunications, audio
or PA or telephone may be used, if space is available. If available conduits are full to capacity, new
underground or surface mount conduits shall be designed and installed by the Contractor. The
Contractor shall engineer, design and install inter-building conduits if there is not sufficient conduit space
available for this project.

Bidders shall examine the existing conduits and shall determine their usability for the proposed
system. The blueprints for the schools included in the projects are available at the Department of
Accounting & General Services (DAGS), Public Works Division, Blueprint Room, Kalanimoku Building,
1151 Punchbowl Street, 4th Floor, Honolulu, Hawaii 96813. Some blueprints are available at the
individual schools but these may be incomplete.

The proposed pathways and conduits shall conform to the TIA/EIA 569 Pathway Infrastructure
Specifications. The conduit materials used shall be EMT or Schedule 40 or higher grade PVC. The
proposed conduit sizes shall be at least 3" in diameter. The conduit design shall take into consideration
future expandability.

If a backbone cabling system for data (LAN) is proposed, the Contractor shall supply and install
fiber optic cable as the backbone cabling between the building IDFs to MDF. The Contractor shall install
and terminate at least a 6 strand fiber optic cable at each IDF. The Contractor may install multiples of 6
strand fiber optic cable between MDF and adjoining IDFs. The fiber optic cable shall be Multi-mode,
62.5/125 um, FDDI Specification, breakout style with 900 um jacket, outdoor rated, water resistant, at
least 200 pounds pulling tension rating; Berk-Tek OPD006CB3510, or Siecor 370-062-MBGRP-06 or

equivalent or better for 6 strand cable; and Berk-Tek OPD6B0xx/CB3209, or Siecor 370-062-MBGRP-xx
or equivalent for higher number strand cable, where xx is the multiples of 6.

The Contractor shall adhere to the manufacturer's recommended installation specifications. The
fiber optic cables shall not exceed the minimum short duration bend radius or the long-term bend radius.
Maximum pulling tension shall not exceed manufacturer's specifications.

The Contractor shall monitor the tension while pulling the fiber optic cable by using a breakaway
swivel or tensiometer. Manufacturer specified tensile force shall not be exceeded.

The Contractor shall replace the entire section of the fiber optic cable in the event of any flaws or
damage to the cable. Fiber optic cable splices will not be acceptable between any two given termination
points.

The Contractor shall terminate all fiber optic cables at MDF and IDF inside the fiber optic cable
enclosure with at least 12 port fiber terminations. All fiber optic cables shall be terminated through SC
duplex fiber optic couplers/connectors. The fiber optic cable enclosures shall be mounted on the backboard
at MDF and IDFs. All fiber optic cable enclosure or distribution cabinets shall have locking devices.

The Contractor shall label all fiber optic cables used within 6" from the point where they are
desheathed. The cables shall be designated with far end or destination end and be labeled at both ends.

The Contractor shall provide a minimum of 6 feet reserve section of fiber cabling at each end of the
cable termination, which shall be coiled neatly near the conduit stub out. The Contractor shall provide a
minimum of 3 feet reserve section of fiber at each end of the cable termination, which shall be coiled and
contained within a fiber storage cabinet.

Cables passing through handholes shall be marked and/or numbered appropriately according to the
cabling numbering scheme acceptable by the DOE.

The voice backbone cabling system shall utilize TIA/EIA Category 3, 24 gauge, gel filled, 12
/25/50/100 pair cable for underground conduit installation. The number of voice drops required per
building will determine the cable pair size. Generally, there will be one voice connection per classroom.
The voice backbone cable shall be installed homerun from the MDF to each IDF.

All voice backbone cables shall be terminated on 66 Punch Down Blocks. All backbone cables
shall be terminated on the Punch Down Blocks. Entrance cables shall be installed with the Protector Block.
A separate Punch Down Block shall be used for each IDF at the MDF site.

The Contractor shall be responsible for determining the linear distances within the duct lines
between the buildings as well as cable distances within each building. The Contractor shall determine
quantities for cabling and materials utilizing the computed distances.

The Contractor shall design the broadband CATV/CCTV distribution system and the material
quantities based on the linear footage between the distribution points. The Contractor shall use 1/2"
coaxial cable.

The Contractor shall install line taps and intra-building drop wire splitters within each building
IDF on the plywood backboard designated for CATV. The Contractor shall install multi-trunk distribution

amplifiers at MDF. All unused trunk line ports on taps and amplifiers shall be capped to prevent signal
leakage and emission.

Intra-Building Network

The intra-building network system design and installation requirements are specified in the attached
SNIS sheets for Horizontal Network Cabling System. The Contractor shall design and install intra-
building network as specified by building, room/office, and the number of connections as specified on the
SNIS sheets by school. Schools may choose to install the conduit system only with the cabling.

The bidder shall propose an intra-building network cabling system connecting each of building
IDFs to the specified end station connection outlets in the classrooms and offices.

Generally, there is no usable conduit space from the IDFs to the desired Information Management
Outlet (hereafter referred to as IMO) in the classrooms. There may 3/4" to 1" conduits available from
IDFs to some classrooms, however these conduits are not homerun to IDFs and are small in size. These
conduits are too small in size for the number of cables to be used for LAN, voice, and video system. In any
event, the bidder shall not consider using conduits that are currently used for electrical or fire alarm
systems. Design and installation of conduits and pathway shall conform to TIA/EIA 569 pathway
specifications.

If the Contractor proposes a conduit system, the conduit material shall be either EMT or schedule
40 PVC. The Contractor shall specify the type of conduit material and the size(s) of conduits in its
proposal. The Contractor shall install a pull string in each conduit built along with the cables. The
Contractor shall propose conduits with sizes that shall ensure the conduit fill ratio meets all applicable local
codes and National Electrical code for all conduit segments and with capacity to place at least twice as
much as the proposed number of cables specified. Conduit size proposed shall be at least 1" in diameter.

If the Contractor proposes raceways, wire molds, and cable trays, the Contractor shall specify their
route, materials proposed, and how the cables will run through the raceways, etc. All proposed hangers
and sleeves shall be specified in the Contractor's proposal. The proposed pathway shall conform to
TIA/EIA 569.

All intra-building conduits/raceway pathways shall be home run from the building IDF to the IMO
connectors. The Contractor shall engineer, design and install intra-building conduits/ raceway pathways so
that no cable will be exposed in areas generally accessible to the public.

The Contractor shall place cables from IDF or MDF (if located at IDF) to each respective
telecommunications outlet as specified on the attached SNIS sheets.

All cabling shall be run in conduits or raceways from IDF to classrooms. If there is a false ceiling
in the building, the space between the ceiling and the roof may be used. The Contractor shall not lay any
cable on the exiting ceiling grids, sprinkler pipes, and HVAC ducts.

Where fire code requires plenum cables, then plenum cable must be used.

To distinguish between data (LAN) and voice station cable, the Contractor shall propose different
colored sheath cable for the data and voice cable.

All intra-building data (LAN ) cables shall be TIA/EIA Category 5 rated, unshielded twist pair
(UTP) cable, four (4) pair, UL approved, 24 AWG, solid copper. The cable jacket must state "(UL)
Verified CAT ".

All voice station cable shall be TIA/EIA Category 5 rated, unshielded twist pair (UTP) cable, four
(4) pair, UL approved, 24 AWG, solid copper. The cable jacket must state "(UL) Verified CAT ".
The CATV/CCTV cables shall be RG-6 coaxial cables, Belden 9060 for PVC, Belden 82120 for
plenum.

For data cabling, at no time should the cable length from IDF or MDF to outlet termination exceed
300 feet. If this distance is exceeded, the Contractor shall propose relocation of IDF sites, if possible, or
additional IDF sites.

The Contractor shall adhere strictly to the EIA/TIA 568A Category 5 cable installation and
termination standard and shall comply with the manufacturer's specifications in all cable installation and
terminations.

The Contractor shall also install termite treated backboard, sized large enough to accommodate
four times the area needed for the patch panel, 66 Punch Down Block(s) and splitters needed for
CATV/CCTV system.

The Contractor may propose 19" relay rack with universal 6/8"-5/8"-1/2" hole pattern to
accommodate patch panels and other communications equipment.

At IDF/MDF, the Contractor shall terminate the Category 5 UTP for data in Category 5 rated,
TIA/EIA 568A, Patch Panel with proper number of ports required for the cable connections from the
classroom/office IMOs. The rear of the panel features 110 connecting blocks mounted on a printed wiring
board. The 110 field is made continuous to the 8-pin modular jack field on the front of the panel through
the printed wiring board interconnections. The T568A Termination shall be followed. All cables installed
shall have at least a 3 feet of slack. Cable terminations shall be done in strict adherence to TIA/EIA 568A
Category 5 Cable Termination specifications. Front punch type of patch panel shall be used for wall
mount units.

The voice cables at IDF/MDF shall be terminated on 66 Punch Down Blocks with appropriate
number connection pair capacity. Two (2) pairs of cables shall be terminated per station line on the Punch
Down Block.

The CATV/CCTV cables at IDF/MDF shall be terminated in the splitter taps and coax drop wire
feeders mounted on the backboard. Amplifiers if required for CATV/CCTV signal strength shall be
installed.

For classrooms and offices, the Contractor shall install data wall outlets in a surface mounted
interface box. At least a four (4) connectors faceplate shall be installed per outlet. The Contractor shall
terminate each Category 5 cable for data in Category 5 rated RJ45 module. Installation shall be in strict
adherence to the TIA/EAI 568A Category 5 cable termination standard with T598A termination and in
compliance with the manufacturer's specifications. Leviton 41108-R15 or equivalent part shall be used.
The Contractor shall install outlet boxes, and face plates with the RJ45 module. All cables installed shall
have at least 12" of slack coiled in the box.

The Category 5 cables for the voice system in the classrooms and offices shall be terminated in
RJ11 Modular Jack in the outlet box. All cables installed shall have at least 12" of slack coiled in the box.
The color of RJ11 Modules proposed shall be a different color from RJ45 Modules. At least two (2) pairs
of Category 5 cable shall be terminated for the voice system.

The RG-6 CATV/CCTV cables in the classrooms and offices shall be terminated in "F" type
connector in a separate Video outlet. Versa Taps shall be used rather than a barrel type connection.

The Contractor shall label each cable, separately at both ends, within 6" of the termination ends.
The Contractor shall use self-laminating cable markers or other machine printed adhesive labels as
approved by the DOE representative. The Contractor shall propose the cable designation convention and
the DOE will review, negotiate, and approve the labeling convention.

All installation shall be neat in appearance. The DOE representative will inspect all
communication outlets to ensure that the cables are labeled properly and terminated properly. The
Contractor shall notify the DOE representative prior to the final installation of the outlet to obtain approval
of cable installation and proper labeling.

CATV/CCTV Cabling System

The Contractor shall install the CATV/CCTV cabling system as specified in the SNIS sheets to
meet the following additional requirements:

The Contractor shall ensure that the installed system meets State, local and Federal
Communications Commission (FCC) regulations concerning RFI and EMI emissions resulting from the
system.

The Contractor shall be responsible for any RFI or EMI emissions that exceed regulatory
standards or that interfere with neighboring systems, devices, or networks. In the event the DOE is
required to resolve problems or conflicts resulting from emissions originating from the CATV/CCTV
system distribution system, Contractor agrees to assume responsibility for the emission related problems
and shall take appropriate action to resolve such problems or conflicts to their best ability and within a time
frame deemed reasonable by the DOE.

The output levels for the video signal must conform to national standards and shall provide a
+15dbmv (+/- 2db) level as measured at the splitter tap.

The system shall be designed and installed to ensure the following transmission characteristics are
met:

Carrier to Noise Ratio (CNR): -48 db (+/- 2 db)


Cross Modulation (CM): -52 db (+/- 2 db)
Composite Triple Beat (CTB) -52 db (+/- 2 db)
Composite Second Order Beat (CSOB) -52 db (+/- 2 db)
Response Flatness: < +5 db
Return Loss +14 db (+/- 2 db)

Testing Requirements

The Contractor shall provide all test equipment required. All test equipment shall be
properly calibrated to provide accurate readings. A DOE representative or designee must be present during
all test procedures. Within two working days of testing, the Contractor shall notify the DOE representative
of the scheduled date, time, and place where the testing will take place.

The Contractor shall perform a preinstallation continuity and loss test on all fiber optic cables on
the factory reels. Cables containing any damaged strands shall not be installed. The Contractor shall
submit to the DOE representative the refractive index setting at 850 nanometers and 1300 nanometers for
muti-mode fiber optic cable according to the manufacturer's specifications.

The Contractor shall perform the measurement attenuation tests using the appropriate testing
procedures from EIA FOTP (Fiber Optic Test Procedures). The Contractor shall measure the attenuation
in fiber optic network, which makes use of plug connectors as coupling points. Attenuation shall be
measured between all the coupling points using the insertion method. The Contractor shall perform the
attenuation acceptance test at 850 and 1300 nanometer wavelength.

The Contractor shall perform signal loss and bandwidth specifications associated with the
acceptance of the fiber backbone cabling system, based on the test results shall meet FDDI+ specifications
as follows:

Numerical Aperture:0.275

The Contractor shall supply attenuation assessments on all fiber strands. The Contractor shall
submit the test results no later than fifteen (15) working days after the cable test to the DOE representatives
with at least the following information:

- Date of Test - Direction of test


- Name of Test Person - Overall distance
- Fiber cable Identification - Attenuation in dB or dBm
- Test wavelength

The Contractor shall test each and every fiber link for overall attenuation from end to end. The
Contractor shall perform tests utilizing a stabilized light source and measuring the receive level with a
power meter.

The DOE will accept the test results when all the above tests have been completed and link losses
are within accepted tolerances based on the manufacturer's optical transmission performance for the fiber
and guaranteed maximum mated pair loss for the connectors. End-to-end attenuation shall be less than 8
dB.

The Contractor shall test all terminations end-to-end in both directions using test equipment and
methods appropriate for Category 5 cable testing. The test equipment shall be able to test up to 100 Mega
Herz frequency. Testing shall include test for length, shorts, opens, reversals, crossed pairs, attenuation,
impedance, mutual capacitance, DC resistance, structural return loss and NEXT. The following are
acceptable limits:

End to end shall mean from the RJ-45 Module in IMO to the MDF or IDF in both directions.

The Contractor shall provide written test results for each pair in Category 5 cable to the DOE
representative on a test form developed by the Contractor and pre-approved by the DOE representative.

The Contractor shall submit test results for each video outlet conveying signal strength (output
level) at 54-400 MHz and 400 to 750 MHz ranges.

Cutover

Upon request, the Contractor shall be available to assist the installers of the telecommunication
equipment or computers to trouble-shoot the cabling system, should it be necessary.

The Contractor shall assure that the TNS installed are fully operational and ready for application
with telecommunication equipment and computers. This responsibility shall include coordination with
suppliers of telecommunication equipment and computers.

Acceptance

The Contractor shall perform his own tests and inspections and resolve any resulting punch list
discrepancies prior to determining whether the TNS has reached the completion level necessary for
acceptance. Preliminary acceptance shall occur when all tests specified under Testing Requirements are
completed in accordance with manufacturers' specifications and to the DOE's satisfaction and subject to the
following requirements:

1) All equipment components shall be adjusted for optimum quality operation.

2) The DOE shall be provided with overall instructions in the proper operation
of the TNS by a qualified representative of the Contractor at a time agreeable to the DOE.

3) All cables, regardless of length, shall be marked and/or numbered at both ends. Marking
codes shall correspond with the specifications herein. All cables shall be neatly laced,
dressed, and adequately supported. Cabling shall be concealed. All blocks shall be
labeled accordingly.

4) No splices shall be allowed in cabling other than at designated locations and upon
written approved from the DOE.

Final acceptance shall occur after preliminary acceptance and upon completion of the following
requirements:

1) Within 30 days after cutover to the new cable system, the DOE shall either accept
the network in writing or notify the Contractor in writing of those irregularities
deemed unacceptable by the DOE.

2) The Contractor shall immediately proceed to correct unacceptable items. All such
items shall be corrected to the DOE's satisfaction before final acceptance.

3) The Contractor shall provide to the DOE's satisfaction all documentation, training and as-
built records and drawings as specified.
