Comprehensive Plan Survey
Executive Summary
Overview
ETC Institute administered a comprehensive plan assessment in the for the City of Merriam
during the spring of 2020. This assessment was administered as part of the City’s
efforts to develop area parks, facilities, and programs. Information compiled from the
assessment will provide key data to set a clear vision for the future. This survey
will determine priorities for planning future City programs and services.
Methodology
ETC Institute mailed a survey packet to a random sample of households in the City of Merriam.
Each survey packet contained a cover letter, a copy of the survey, and a postage‐paid return
envelope. Residents who received the survey were given the option of returning the survey by
mail or completing it online at www.MerriamSurvey.org.
Ten days after the surveys were mailed, ETC Institute sent emails to the households that received
the survey to encourage participation. The emails contained a link to the online version of the
survey to make it easy for residents to complete the survey. To prevent people who were not
residents of the City from participating, everyone who completed the survey online was required
to enter their home address prior to submitting the survey. ETC Institute then matched the
addresses that were entered online with the addresses that were originally selected for the
random sample. If the address from a survey completed online did not match one of the
addresses selected for the sample, the online survey was not counted.
The goal was to obtain completed surveys from at least 400 residents. The goal was exceeded
with a total of 518 residents completing the survey. The overall results for the sample of 518
households have a precision of at least +/‐4.2% at the 95% level of confidence.

Overall Quality of Life in the City
Quality of Life. Ninety‐six percent (96%) of respondents rated the quality of life as being excellent
(34%) and good (62%). Forty‐eight percent (48%) of respondents think the overall quality of life
in the City will improve, 45% thinks it will stay the same, and 7% thinks it will decline.
The top actions that respondents believe will help improve the overall quality of life in the City
are; provide downtown the opportunity to attract a wider variety of businesses and customers
(70%) and improve sidewalks, trails, connections, and pedestrian infrastructure (60%).
Ratings. The highest rated major categories of city services, based on the sum of “excellent” and
“good” responses among residents who had an opinion, were: overall quality of life in the City
(91%), overall feeling of safety in the City (88%), and overall quality of services provided by the
City (85%).
The highest level of agreement with various items respondents believe the City should do, based
on the sum of “strongly agree” and “agree” responses among residents who had an opinion,
were: maintain streets, sidewalks, and storm sewer systems (96%), maintain existing buildings
(85%), and make energy efficiency a priority when purchasing vehicles and making improvements
to public buildings (79%). The items respondents believe are most important for the City to
pursue, based on the sum of respondents’ top three choices, were: maintain streets, sidewalks,

and storm sewer systems, attract new retail development to Downtown/Merriam Drive, and
make energy efficiency a priority when purchasing vehicles and making improvements to public
buildings.
Public Transit
Lack of Use. Respondents were asked if they did not or have not ridden public transit in the City
(via RideKC), to select the reason(s) why.

Funding
Over half of respondents (59%) indicated that it is “very important” (24%) and “important” (35%)
that the City allocate funds to invest in other modes of transportation such as walking, bicycling,
and public transportation. Twenty‐nine percent (29%) of respondents are “neutral” in their
opinion and 13% think it is “not important” (7%) and “not at all important” (6%) to allocate funds
to invest in the City’s infrastructure.
Infrastructure
Forty‐eight percent (48%) of respondent households indicated they think the City should focus
on adding new bicycle infrastructure. If the City’s bicycle infrastructure were developed, 31% of
respondents would use it, 49% would not use it, and 20% are not sure if they would use it. The
responding households that indicated they would use the developed infrastructure (31%) were
asked how they would use the additional bicycle infrastructure.

Respondents were asked the frequency they would walk to places they need or want to go.
Almost three‐quarters (71%) walk to places they need or want to go less than once per month,

12% walk a couple times per month, 9% walk two to three times per week, and 8% walk at least
once per week.
Public Facilities. The two public facilities that responding households indicated are the most
needed in the City were; more sidewalks/trails (43%) and improved streets/connectivity (40%).
City Parks and Recreation
Ratings. Respondents were asked to rate the parks and recreational opportunities that are in the
City.

Amenities. The types of parks and recreation amenities that respondent households indicated
they most frequently use outside of the City were trails (54%) and park space for active and
passive recreation (46%). Respondents were asked which park and recreation amenity they
believe the City should prioritize the most.

City Housing
Priorities. The highest levels of support for various actions that the City could take to address
housing priorities, based on the sum of “very supportive” and “supportive” responses among
residents who had an opinion, were: Merriam should focus on property maintenance and
neighborhood preservation (89%), Merriam should encourage senior housing options (64%), and
Merriam should provide a mix of housing to attract people at various life stages.
The lowest levels of support for various actions that the City could take to address housing
priorities, based on the sum of “not supportive” and “not at all supportive” responses among
residents who had an opinion, were: Merriam should encourage development of new apartments
and condominiums (37%) and Merriam should regulate teardown and rebuild of existing single‐
family homes (20%).
Seventy‐one percent (71%) of respondents feel the housing options available match their price
range, while 11% do not believe so, and 18% are not sure.

Environment
Twenty‐nine (29%) of respondents believe the City is doing enough to protect the environment,
13% do not believe the City is doing enough, and 59% are not sure.
The highest levels of agreement with various statements, based on the sum of “strongly agree”
and “agree” responses among residents who had an opinion, were: increase energy efficiency of
City owned buildings and facilities (82%) and decrease use of fossil fuels and increase their use
of renewable energy (73%). The top items that respondents chose that they would be most
willing to fund with City tax dollars, based on the sum of respondents’ top two choices, were:
decrease use of fossil fuels and increase their use of renewable energy (41%) and increase energy
efficiency of City owned buildings and facilities (35%).
City Population
Childcare. Three percent (3%) of responding households have difficulty accessing childcare in the
City and 12% do not have any difficulty.
Population Growth. From various statements given, respondents were asked what best
described their view toward population growth in the City.
49% believe growth is inevitable, but should be done in a sustainable and intentional way
that preserves the City’s identity
33% believe some growth is fine, but keeping the small‐town feel is important
13% believe growth will bring more needed retail and commercial services
3% do not want growth
The most important objectives that responding households believe should be used to guide
future growth and development in the City are; maintaining livable neighborhoods (70%),
ensuring the City is a place that supports aging in place with adequate services and infrastructure
for older adults (49%), and maintaining a low level of environmental pollution (38%).

The City of Merriam needs your help! You’ve been randomly selected to participate in an important
survey designed to gather resident opinion and feedback on planning for future City programs and
services.
The City of Merriam is currently updating its long‐range Comprehensive Plan to help guide growth and
development of Merriam through 2040. Feedback from the public on the desired goals and priorities of
residents is a key component of the planning process. This survey is one of several planned engagement
exercises. For more information on the plan and other engagement opportunities, please visit the
