DepEd naghahanda sa mass migration ng mga estudyante

Sa pribadong paaralan nag-aaral ang anak ni Willy Rodriguez pero ngayong taon, balak daw niyang
palipatin sa public school ang 14 anyos na si Ruben, lalo at walang kasiguraduhan sa hanapbuhay.

"Mas practical pag-aralin ngayon ang bata sa public kaysa sa pribado kasi 'di natin sigurado ang ating
new income. We are now living in a new normal situation," ani Rodriguez.

Hinikayat din ni Rodriguez ang ibang magulang na palipatin ang kanilang mga anak sa public schools.

"Mas maganda ang turo ng public," aniya.

Pero hindi nag-iisa si Rodriguez sa kagustuhang palipatin ng paaralan ang anak, ayon sa Coordinating
Council of Private Educational Associations (Cocopea).
Base sa survey ng Cocopea, inaasahang bababa nang 50 porsiyento ang enrollment sa mga pribadong
paaralan. Ibig sabihin, nasa 2 milyon estudyante ang inaasahang lilipat sa public schools o hindi muna
magtutuloy ng pag-aaral.

Nauna na itong sinabi ng grupo sa isang Senate hearing noong nakaraang linggo.

"'Yong mga magulang, wala silang pambayad ng tuition," ani Cocopea Managing Director Joseph
Estrada.

Mayroon din umanong mga hindi muna mag-aaral habang wala pang bakuna laban sa COVID-19.

Ayon naman kay Education Undersecretary Annalyn Sevilla, batid nila ang inaasahang mass migration ng
mga estudyante sa public schools at tiwalang matutugunan nila ang situwasyon.

"Kakayanin kasi we are thinking we will still continue the support that we are giving to the private
schools," ani Sevilla.

May ilang buwan pa naman umano ang DepEd bago mag-umpisa ang klase sa Agosto 24 para
magpatupad ng mga hakbang para masuportahan ang mga pribadong paaralan. Kabilang dito ang
pagpapatupad ng flexible learning method at voucher program.

Pero hindi kumbinsido ang Cocopea.

"I don't think they have enough facilities. Sa ngayon pa lang, problema na ng DepEd 'yong mga
estudyante sa DepEd schools, lalo na ngayon na post-ECQ (enhanced community quarantine). Paano nila
pababalikin lahat 'yan?," ani Estrada.

MANILA, Philippines – The Department of Education (DepEd) on Tuesday, April 21, said that it was
eyeing August as class opening for school year 2020-2021.

“Ang lumabas sa ating consultations ay karamihan nagsasabi, para may panahon tayo sa pagbabago ng
edukasyon, pagbabago sa pamamaraan ng pagtuturo at saka para masigurado na malinis at safe ang
ating kabataan, ay karamihan ay August,” DepEd Secretary Leonor Briones said in a press briefing aired
on state-run PTV4.

(Based on our consultations, for us to have time for changes in education format, changes in modes of
teaching, and to be sure that our students are clean and safe, most of them said to start classes in
August.)
Briones said that this was based on their consultations with government officials and other stakeholders.

Briones, however, said that they would still consider the recommendation of the government task force
against coronavirus on the opening of classes.

On Saturday, April 18, DepEd released a survey which aims to better inform the public about its "policies
and decisions on the opening of classes for SY 2020-2021."

The survey can be accessed through this link, and will be closed at 5 pm on Tuesday, April 21. Briones
said that so far, around 700,000 people have participated in the survey.

If classes will resume in August, Briones gave assurances that students will continue to learn through the
Learning Continuity Program to make up for the months that they were unable to go to school.

"Sila ay ine-encourage natin na pumunta sa website natin. Ang popular ay itong DepEd Commons na ina-
access ng mga estudyante at teachers," Briones said. (We encourage them to visit our website. The
popular one is the DepEd Commons that's being accessed by students and teachers.)

DepEd Commons is an online education platform developed by the government agency to support
alternative modes of learning.

On Monday, April 20, DepEd Undersecretary Nepomuceno Malaluan said the agency was considering
the use of information communication technology (ICT) platforms, television, and radio in delivering
lessons during the coronavirus pandemic.

As of Monday, the Philippines has registered 6,459 cases of coronavirus, with 418 deaths and 613

Paano na nga ba ang pag-aaral ng mga bata ngayong mayroong banta ng novel coronavirus o COVID-19?

Marso ngayong taon nang inilunsad ng Department of Education (DepEd) ang DepEd Commons—isang
online platform para sa distance learning. Puno ito ng mga resources, hindi lang para sa mga mag-aaral,
kundi pati na rin para sa mga guro at mga magulang.

Bukod pa sa pagsusulong ng mga klase online, marami pang iniisip na plano ang kagawaran para sa
school year 2020-2021.

Nauna na nga nilang ipinatigil ang mga graduation rites at moving up ceremonies na para sana sa school
year 2019-2020. Ayon sa kagawaran, ang mga ito'y "postponed indefinitely" o hindi muna matutuloy
hangga't hindi nagiging stable ang nangyayari sa ating bansa.

Kasunod nito'y pinag-iisipin na rin ng DepEd na gamitin ang radyo at telebisyon para maging
alternatibong paraan para makapagturo sa mga mag-aaral sa paparating na school year. Ayon kasi kay
DepEd Undersecretary Nepomuceno Malaluan, ang pagbubukas ng school year 2020-2021 ay hindi
nangangahulugang babalik na ang mga mag-aaral sa mga paaralan.

Kasalukuyan pang naghahanap ang ahensya ng ibang paraan para makapaghatid ng mga leksyon sa mga
estudyante.
Iniisip na rin ng ahensya na i-delay ang pasukan hanggang Agosto ngayong taon sa halip na umpisahan
ito sa Hunyo gaya ng nakaugalian. Pinag-aaralan pa ng DepEd kung paano makasisigurong matututo pa
rin ang mga bata nang hindi na sila pumupunta sa paaralan.

Sa isang public briefing, sinabi ni DepEd Secretary Leonor Briones na nagmula ang desisyong ito sa
rekomendasyon ng mga kinonsulta nilang advisers, officials, sectors, at stakeholders. Maging ang mga
guro ay tumulong din sa ahensya para makapagdesisyon.

"Tinatanong namin anong sa palagay nila ang tamang panahon na magbukas ng eskuwelahan,"
paliwanag ni Briones. "Right now ang lumabas sa ating consultations ay karamihan... para sa August."

Naglunsad na rin ng online survey ang DepEd para maintindihan kung ano nga ba ang opinyon ng
publiko tungkol sa paparating na school year.

Kasalukuyan ding pinapasimple ng kagawaran ang curriculum ng mga mag-aaral para limitahan ito sa
mga pinakaimportanteng aralin lamang. "Ang isang ginagawa ng aming Bureau of Curriculum
Development of Curriculum Instruction—kahapon lang nag-meeting kami with the Secretary—
binabalangkas nila yung most essential learning competencies mula sa curriculum," sabi ni Malaluan
nang kapanayamin siya ng Dobol B sa News TV.

"In other words, 'yung curriculum natin na malawak, 'yan ang titignan kung ano ang most essential at
'yan ang magiging prayoridad na i-deliver through various modalities," dagdag pa niya.

"Fake news!" naman ang sigaw ng DepEd sa ngayo'y trending na na "memo" diumano ng "School
Calendar for School Year 2020-2021."
Ayon sa kanilang Facebook page, hindi nanggaling sa kanila ang naturang memo. "We would like to
clarify that the information from a malicious photo circulating online of what is supposedly the school
calendar for SY 2020-2021 is FALSE and UNOFFICIAL," sabi ng post.

Sinasabi sa pekeng memo na magsisimula ang pasukan sa ikatlo ng Agosto ngayong taon. Nakalista rin sa
memo ang petsa ng diumano'y "Christmas breaks" at iba pang holidays.

Panawagan ng DepEd, mga posts lamang nila sa kanilang official social media accounts ang dapat
paniwalaan. "DepEd will officially release the school calendar for SY 2020-2021 through a DepEd
Memorandum," sabi nila sa kanilang Facebook page.

Ayon sa panayam ng ABS-CBN kay Department of Education Undersecretary Nepomuceno Malaluan,
ang pagbubukas ng panuruang taong 2020-2021 ay hindi nangangahulugang papasok sa mismong
paaralan ang mga bata lalo na ang mga nasa Metro Manila at ilang bahagi ng Luzon kung saan mataas pa
rin ang kaso ng COVID-19.

Dahil dito, nakikita ang telebisyon at radyo bilang na maari ring makuhanan ng mga aralin mga
estudyante bukod sa internet. Ang mga ito ay pawang magagamit kahit sila ay nasa bahay lamang.

Samantala, maaring bukas sa Press Briefing ng "Laging Handa" o sa loob ng linggo na ito mag-aanunsyo
na si DepEd Secretary Leonor Briones kung kailan ang opisyal na pagbubukas muli ng klase para sa
darating na panuruang taon.

Ihahain din nila ang resulta ng kanilang isinagawang survey sa Inter-Agency Task Force patungkol sa iba
pang mga pamamaraang maaring mangyari sa pagbubukas ng klase.

Bukod dito, nilinaw din ni Usec. Malaluan na nagbigay na sila ng mga panuntunan sa mga guro sa kung
paano nila makukuha ang pinal na marka ng mag-aaral kaya naman masasabing natapos na ang school
year 2019-2020.

May ilang mga magulang naman ang umapela lalo na ng mga graduating classes sana ngayong taon.
Kaya naman pinag-aaralan pa rin ng Department of Education ang pagsasagawa ng e-graduation dahil
labis na mapanganib pa rin ang face-to-face na commencement exercises lalo na sa Luzon na nasa ilalim
pa rin ng enhanced community quarantine hanggang Abril 30.

Gatchalian wants probe on how Philippine education would cope with COVID-19

A Senate inquiry is needed to assess the impact of COVID-19 in the Philippine education system and the
adjustments to be made, Senator Sherwin Gatchalian said Friday.

He filed Resolution No.391 which seeks an investigation in aid of legislation to determine the
appropriate recovery and transition measures for teachers, learners, and parents.

Gatchalian, chair of the Senate committee on education, underscored that the pandemic not only
disrupted the classes of over 28 million students from kindergarten to tertiary levels since March but
also aggravated the ordeal for students in the marginalized sector.

"Hindi lamang natin sisikaping makabangon ang ating sistema ng edukasyon mula sa naging epekto ng
COVID-19, kailangan nating patatagin ang kakayahan ng ating mga paaralan na ipagpatuloy ang
pagbibigay ng dekalidad na edukasyon sa panahon ng mga krisis at sakuna," he said in a statement.

Gatchalian said home-based learning would probably be the new normal for the stakeholders in the
education sector amid the COVID-19 pandemic.

The senator reiterated that the remaining months shall be maximized to prepare for the shift to
education platforms such as online tools, printed materials, radio- and television-based instructions.

He also said that private school employees must receive assistance in these trying times as he cited data
from the Coordinating Council of Private Educational Associations which showed that 409,757 private
school teachers and personnel are receiving either reduced or no pay because of school closures amid
COVID-19 pandemic.

Around 15.5% of elementary and high school students in the country are enrolled in private schools,

Home-based learning may be 'new normal' in upcoming school year -Gatchalian

Learning outside school buildings may be the new normal that will welcome the students as schoolyear
2020-2021 opens in August, Senator Sherwin Gatchalian said Wednesday.
In a statement, Gatchalian, who chairs the Senate Committee on Education, said every platform must be
maximized to ensure that the education and safety of over 27 million students would not be
compromised amid the COVID-19 pandemic.

Aside from printed educational materials and the internet, learning via television and radio could also be
made possible, considering that not all students have the means to go online, Gatchalian said.

"Marami pa rin sa ating mga mag-aaral sa buong bansa ang hindi nakakagamit ng internet, kaya malaki
ang potensyal ng radyo at telebisyon upang maipagtuloy natin ang edukasyon sa loob ng ating mga
tahanan," he said.

He also proposed that the subjects under the Department of Education's Learning Continuity Plan could
be reduced only to core subjects for the meantime.

Gatchalian said the remaining three months should be used by teachers, parents, and students in
preparation for this proposed home-based learning system as the face-to-face classroom set-up may still
risk transmission of COVID-19.

On Tuesday, the DepEd announced that the upcoming school year will start on August 24.

Senate President Vicente Sotto III said he would still push for the bill which would authorize President
Rodrigo Duterte to reschedule the opening of classes for contingency purposes, in case a second wave of
COVID-19 transmission occurs.
The inter-agency task force leading the country's COVID-19 response initially recommended to move the
opening of classes to September.

As of May 5, the Philippines recorded a total of 9,684 confirmed cases of COVID-19, with 637 deaths and

Community Hub o TORCH, ito ay isang website kung saan mayroong nakalaang training para sa mga
teachers, open campus para sa mga professionals, online resource hub para sa mga senior citizen at
resource page para sa mga negosyo.
Paliwanag ni Cayetano, ito ay ginawa para matulungan at ihanda ang mga residente ng Taguig sa post
Enhanced Community Quarantine (ECQ).

Kabilang nga dito sa TORCH ang tinatawag na Cyberlab@home kung saan tinuturuan ang mga guro na
magsagawa ng klase sa pamamagitan ng web meetings at maging maalam sa tinatawag na self-paced
learning.

Sa pamamagitan aniya ng naturang paraan ay inaasahang made-decongest ang mga paaralan.

Online Learning: Education’s New Normal

We’ve all heard the excuses before: “I can’t study at home because I’ll just fall asleep,” or “I need to
work in Starbucks because I need my coffee.” For students, getting work done at home is a big
challenge, even for the most studious and dedicated.

The past few months have made us realize, however, that we can actually accomplish a lot at home. Left
without any coffee shops, libraries, or co-working spaces to study in, we have been forced to get work
done at home, and (surprise, surprise) it isn’t so bad after all. As a result, for the first time, online
learning has become a serious option for schools and students alike.

We have technology

Like everything else that has come out of the Internet, online learning expands the opportunities
available to you, specifically in terms of your education. Imagine getting to take a course from Harvard,
Yale, and other prestigious schools without having to spend a fortune to relocate. With the need for
physical class attendance reduced or eliminated completely, you get to broaden and deepen your
knowledge from the comforts of your couch, and at your own pace, too.

There are now many ways for you to get an education online. Here are some of the best options
available to you right now:
DepEd Commons

Even before this pandemic and the subsequent lockdown, class cancellations were a common fixture in
the school calendar. Whether it was because of typhoons, volcanic eruptions, or massive rallies, you
could always be sure of sudden class suspensions springing up more than once a year.

Sure, classes being suspended all of a sudden could give you a few extra days to finish cramming a
requirement or studying for an important exam. However, this would also mean condensing timelines
and skipping certain topics that would have otherwise improved your knowledge.

This is something that DepEd Commons has helped address. The first of its kind in the country, DepEd
Commons was recently launched in order to provide public and private schools with shared learning
resources. Teachers can make use of the wide variety of learning content available on the platform to

to continue their education outside the physical classroom, and even learn from each other, no matter
which parts of the country they come from.

Although it is still in its infancy, DepEd Commons is something that definitely has the potential to change
how Filipinos learn, for the better.

Open Universities

Although open universities are already quite common in many parts of the world, they have yet to fully
make a mark in the Philippines. But that might just be about to change.

Open universities allow students to earn a college or even postgraduate degree through distance
learning, meaning that they do not need to physically attend any lectures on campus. This way, students

completion when you finish, which you can add to your resume when applying for a job or a promotion.

There are numerous online course providers that allow you to complete a certificate program, some of
which are offered by the best universities and institutions in the world. You can choose from a wide
range of study options depending on your need. Whether you are simply looking to improve your
writing, speaking, and time management, or to learn a new skill in a completely foreign field, the
Internet will definitely have just the right thing for you to keep that spirit of learning alive.

GRABE ang epekto ng COVID-19 pandemic sa larangan ng edukasyon sa buong mundo at ang anyo ng
bagong normal sa edukasyon ay malayong malayo sa dating normal. Sa ayaw man o sa gusto ng mga
titser, magulang, estudyante at mga opisyales ng Kagawaran ng Edukasyon, CHED at Tesda, mas
dadalas at magiging pangunahing pamamaraan sa paghahatid ng karunungan ang “online learning” na
dati’y madalang gamitin.

Hindi na uubra ang dating normal na tanging sa silid paaralan lang maghaharap ang guro at mga
estudyante upang maganap ang edukasyon. Ang online learning ay gumagamit ng teknolohiya na mag-
uugnay at maghaharap sa dalawa sa pagsasalin ng karunungan at kasanayan, at sa tagisan at palitan ng
kuro-kuro.

Sinabi ni Cathy Li ng World Economic Forum, na mas epektibo ang online learning kesa sa pag-aaral sa
loob ng silid paaralan.

Mas natatandaan ng estudyante ang 25-60% ng kanilang natutuhan online kumpara sa 8-10% lang kung
sa silid-paaralan ito itinuro. 40-60% ang nababawas na oras para matutuhan ng bata ang isang aralin sa
online learning. Ito raw ay dahil kayang balik-balikan ng bata ang aralin, puedeng lumaktaw at umabante
sa ibang konsepto batay sa sariling kakayanan ng bata. Hindi nababagot ang bata sa bagal ng pagtuturo
ng titser sa silid paaralan.
May distance o remote learning kung saan mananatili sa bahay ang mga estudyante upang aralin ang
mga learning modules na ipapadala sa kanila ng titser gamit ang teknolohiya tulad ng email, viber,
telegram, at FB PM. Maaari din bahay bahayin ng titser ang paghahatid ng mga modules na ito. Maaari
din gumamit ng TV at Radio learning broadcast upang maihatid ang aralin sa mga bata. Sa Inglatera,
mga sikat na atleta at artista ang kanilang isinama dito para mahikayat ang estudyante na manood at
makinig sa mga learning broadcasts. Pagkaraan nito, maaaring mag video conference o virtual meeting
o di kaya bibisita ang titser sa bahay ng estudyante para magkaroon ng “one on one” sa estudyante.

May “blended learning” o pinaghalong online at distance learning. Mayroon din “flipped classroom” ,
isang uri ng blended learning kung saan manonood ang mga estudyante sa online lecture, magbabasa ng
mga itinakdang aralin, may video chat ang mga magkaklase upang talakayin ang aralin o magtulong-
tulong sa pagsasaliksik sa internet ng mga materyales na kailangan upang lalong luminaw, lumawak at
lumalim ang kanilang pagkaunawa sa mga konsepto na tinatalakay ng titser.

Sa isang napanood kong video sa epekto ng online learning sa Wuhan sa panahon ng pandemic, isang
10 taon gulang na bata ay nag-online sa takdang oras, tumayo sa harap ng monitor at sumaludo habang
kinakanta ang kanilang pambansang awit. Mayroon din ilang minuto ng calisthenics at sumusunod ang
bata sa mga kilos ng titser sa monitor. May ilang saglit na pahinga bago mag umpisa sa aralin ng araw na
iyon at sumagot sa mga tanong sa learning modules na hawak niya. Ang bata ay nagsabing malungkot
mag-aral mag-isa dahil wala siyang makausap. Mas gusto pa niya pumasok sa paaralan para magkita ng
mga kaklase at makapaglaro pagkatapos ng klase. Ang nanay naman ng bata ay nangangamba sa
kalusugan ng tumatabang anak na isang swimmer dahil kulang ito sa ehersisyo.

Mayroon dalawang puna ang mga nangangamba na hindi magtatagumpay ang online learning sa
Pilipinas: una, mabagal ang internet sa Pilipinas, at pangalawa, maiiwanan ang mga mahihirap sa
bagong normal sa edukasyon.

Nakakahiya ang kupad ng mobile internet download speed ng Pilipinas sa 15.06 megabits per second
(Mbps) para sa taong 2019. Ang global average speed ay 26.12 Mbps. Daig pa tayo ng Zimbabwe (15.2
Mbps) at Syria (19.48 mbps). Pang 103rd sa 139 bansa ang ating rango. Ang DepEd, CHED, Tesda at
DICT ay kailangan magsanib puwersa para pigain ang mga Telecom carriers na palakasin ang internet
connectivity infrastructure ng Pilipinas. Free WiFi at libo-libo pang mga cloud servers ang kailangan
upang ang mahihirap na estudyante ay hindi na kailangan pang magpaload ng kanilang mobile device
para makapag online at magkasya ang napakalaking bulto ng data na kailangan idownload at upload.
Kailangan maglaan ng pondo ang pamahalaan, nasyonal at lokal, sa pagbili ng mga desktop, laptop, at
mobile devices para sa estudyante at mga guro. Dagdag pa rito ang paglalaan ng pondo para sa training
ng titser sa pagsasalin ng kanilang ituturo sa digital format at kung paano gumamit ng mga devices para
mag upload ng mga aralin na ginawa nila. Ang lesson na pang isang oras sa silid paaralan ay kailangan
kinisin upang magkasya sa loob ng 15- 30 minuto lamang sapagkat ito ang pinaka epektibong online
session, ayon sa University of Peking.

Ayon kay Antonio Contreras (Manila Times, Mayo 7,2020), noong 2017, 80% ng mga Pilipino na ang
edad ay 18-24 ay nakakapag-online. Sinabi ni Contreras na malaking hamon paano mabubuksan ang
isipan ng age group na ito na ang internet ay tagapaghatid din ng edukasyon at hindi lamang ito
kasangkapan ng libangan, aliwan ,at pakikipag ugnayan sa mga FB friends at mga followers nila.
Minungkahi niya na pagsamahin ang edukasyon at libangan sa pagdisenyo ng mga programa sa online
at ofline learning sapagkat “learning should be fun”.

Sabi ni Alfred Mercier, dapat maging masayang karanasan ang pag-aaral upang hindi makalimutan ng
mag-aaral ang kanyang natutuhan. Kung susundin ng Dep Ed, CHED at Tesda ang mungkahi ni Contreras,
hindi mababagot ang mga batang mag-online para mag-aral. Ang bagong normal sa edukasyon ay
dapat maging isang masayang karanasan ng bata at titser.

The Department of Education (DepEd) in the Philippines affirmed the saying, “it takes a village to
educate a child”, as it announced on Tuesday that classes will be resuming amidst the “new normal” on
August 24, 2020.

DepEd Secretary Leonor Briones went live on the Laging Handa Public Briefing aired and streamed live
on PTV 4 platforms on May 5 and announced the multi-sectoral consultations resulted in the agreed
date of the start of the new school year in the last week of August and ending on April 30, 2021.

Sec. Briones clarified that students will not all be physically going back to school as lockdown remains
enforced in several areas to contain the spread of the coronavirus disease.

The DepEd chief explained that their decision was based on several consultations and considerations of
protecting the health, safety, and well-being of learners as a first priority.

“But at the same time gusto nating patuloy ang edukasyon. Ang hirap naman kung tigilan natin ang
learning process samantalang nandito ang pandemic. Dahil ang mga bats habang nasa bahay kailangang
patuloy din ang pag-aaral nila. Patuloy din ang pag-acquire nila ng knowledge. Pero mas malaki na ang
papel ng magulang, mga lola at lolo sa pag-learn ng mga bata.

“Mahalaga ang papel ng mga magulang at mga kasama sa bahay sa pag-aaral ng mga bata.
“Ang edukasyon ngayon ay community-driven activity. Much of the time will be spent at home,” the
education leader added.

Students may be virtually going back to school via several platforms being prepared by the education
department. Among these offered platforms for learning:

DepEd Undersecretary Nepomuceno Malaluan added that learning kits and printed materials are being
prepared for students without access to the internet. For those with access to the internet, Usec.
Malaluan emphasized the need for elders to guide their safe use of the online platform.

Undersecretary Diosdado San Antonio added that the online learning resources are being set up on the
DepEd Commons.

DepEd had earlier partnered with civic groups to counter the exploitation of children online while
adopting 21st-century learning methods using the internet.

We’ve all heard the excuses before: “I can’t study at home because I’ll just fall asleep,” or “I need to
work in Starbucks because I need my coffee.” For students, getting work done at home is a big
challenge, even for the most studious and dedicated.

The past few months have made us realize, however, that we can actually accomplish a lot at home. Left
without any coffee shops, libraries, or co-working spaces to study in, we have been forced to get work
done at home, and (surprise, surprise) it isn’t so bad after all. As a result, for the first time, online
learning has become a serious option for schools and students alike.

We have technology

Like everything else that has come out of the Internet, online learning expands the opportunities
available to you, specifically in terms of your education. Imagine getting to take a course from Harvard,
Yale, and other prestigious schools without having to spend a fortune to relocate. With the need for
physical class attendance reduced or eliminated completely, you get to broaden and deepen your
knowledge from the comforts of your couch, and at your own pace, too.

There are now many ways for you to get an education online. Here are some of the best options
available to you right now:

DepEd Commons

Even before this pandemic and the subsequent lockdown, class cancellations were a common fixture in
the school calendar. Whether it was because of typhoons, volcanic eruptions, or massive rallies, you
could always be sure of sudden class suspensions springing up more than once a year.
Sure, classes being suspended all of a sudden could give you a few extra days to finish cramming a
requirement or studying for an important exam. However, this would also mean condensing timelines
and skipping certain topics that would have otherwise improved your knowledge.

This is something that DepEd Commons has helped address. The first of its kind in the country, DepEd
Commons was recently launched in order to provide public and private schools with shared learning
resources. Teachers can make use of the wide variety of learning content available on the platform to
share with students and can even customize these according to their own needs. This way, students get
to continue their education outside the physical classroom, and even learn from each other, no matter
which parts of the country they come from.

Although it is still in its infancy, DepEd Commons is something that definitely has the potential to change

Q: Good morning Senator Win Gatchalian.

SEN WIN: Good morning sa ating mga listeners.

Q: Sa ipapatawag niyo pong pagdinig, inaasahan ba nating lilinaw na ang mgiging sistema ng edukasyon
sa ilalim ng new normal?

SEN WIN: Maganda yang sinabi mo kung ang ating objective ba ay lilinaw dahil sa ganitong sitwasyon,
halos araw-araw ay paiba-iba ang nangyayari at dahil nga sa laki ng pandemya na ito, tayo lahat ay
naninibago kung paano tayo gagalaw at paano tayo reresponde. Ang aking pangunahing agenda ay
masiguradong ligtas ang ating mga mag-aaraal at mga magulang at guro. Gusto nating ipagpatuloy ang
pagtuturo at pag-aaral ho ng ating mga anak dahil ito ay napakahalaga para sa kanila at sa kanilang mga
pamilya. Pero bibigyan rin natin ng malaking importansya ang kaligtasan ng ating mga magulang, guro at
mag-aaral. Ang inihain nating resolusyon ay para tignan natin ng mas malalim kung ano ang mga bagong
patakaran at polisiya para po mapangalagaan po natin ang kalusugan at maging ligtas ang ating mga
mag-aaral at guro sa darating na pasukan. Ganun din, titignan natin ang paggamit ng bagong teknolohiya
hindi lang ang bagong teknolohiya kundi pati yung lumang teknolohiya dahil nga gusto man nating
gamitin ang online learning, hindi naman ho lahat ay may internet. Gusto ho nating gamitin din ang mga
tradisyunal na teknolohiya tulad ng tv at radio dahil ito ay mas malawak. Halos lahat ay may tv, sa
probinsya halos lahat ay nakikinig sa radio. Mandato ho sa batas na 15% ng airtime ng tv at radio ay
dapat ibigay sa pagtuturo at ito ay pwede nating gamitin sa pagtuturo po.

Q: Sa inyong pananaw, gaano dapat kabilis na maihanda ng DepEd ang mga pagbabago sa education
system tulad halimbawa, ang pagsasanay sa mga guro kung sila man ay gagamit ng online learning tools?

SEN WIN: Ang nakikita ko diyan pagdating ng August 24, dahil tatlong buwan pa bago mag-August 24,
ako kampante naman ako na huhupa na po ang COVID-19 dahil unang-una, maraming testing na
mangyayari at base sa mga statistika, bumababa po ang bilang ng nagkakaroon ng virus na ito kaya
kampante ako na by August 24, ay gaganda na ang sitwasyon pero hindi ibig sabihin na ligtas na tayo.
Malaki rin ang posibilidad na hindi ho araw-araw ang pasok ng mga estudyante, pwede ho yang one or
two days a week lang dahil marami sa mga silid aralan natin ay masikip kaya kailangan i-implement natin
ang social distancing.
Gusto nating iwasan ang pagkukumpol-kumpol ng mga magulang natin lalo na kung pasukan at uwian.
Diyan talaga nagkukumpulan. Pangalawa, kasabay nitong one or two times a week na pagpasok, ay ang
paggamit ng radio at telebisyon sa pagtuturo. Bawasan na muna natin ang subjects na ituturo, for
example, tanggalin na muna ang PE o Home Economics. Ituro natin ang pinakamahalaga, Math, Science,
English at Reading. Yung mga basics lang para ho umangat din ang kagalingan ng ating mga anak at
magamit nila itong basics sa kanilang pamumuhay.

Q: So okay lang Senator na hindi masunod ang K-12 Program dahil yung mga subjects po may mga
curriculum diyan?

K-12 program

SEN WIN: Ito naman po ay ia-adjust lang po natin, hindi naman po puputulin ang K-12 Program. Iaadjust
lang ho natin dahil nga ang sitwason po ngayon ay kakaiba. Ang inaalala ho natin, kahit na bumubuti ho
ang sitwasyon, pano kung tumagal po ito? Hindi naman po pwedeng hindi mag-aral ang ating mga anak.

Q: Unang-una Senator, pabor po ba kayo na sa August ay magsimula na talaga ang klase? Hindi na
pwedeng i-delay pa ng ilang buwan?

SEN WIN: Sa ngayon, sa tingin ko kaya na sa August 24. Pero alam natin na ang sitwasyon ay nagbabago
po halos araw-araw at buwan-buwan. Sana ho ay tuloy-tuloy na itong paghupa at mawala na itong virus
na ito. Sana by that time, meron na ring gamot na makikita-vaccine o gamot para masugpo natin itong
COVID-19.

Budget ng DepEd

Q: Pagpasok sa eskwelahan, sapat na po ba yung social or physical distancing para matiyak na hindi
talaga magkakaroon ng hawaan?
SEN WIN: Titingnan rin natin sa ating pagdinig ang budget ng DepEd at budget ng mga eskwelahan dahil
ngayon, talagang halos araw-araw magdi-disinfect ho sila sa loob at labas ng eskwelahan. Kakailanganin
po ng pondo kaya titingnan din ho natin kung sapat po ang pondo nila sa ganitong pagdidisinfect,
pagbibigay ng masks, at iba pang kagamitan para maiwasan po ang infection ng COVID-19. Hindi lang ho
social distancing kundi yung iba pang kagamitan tulad ng masks, dapat merong sapat na mask na
gagamitin ang ating mga magulang, lalo na mga guro. Dapat may sapat silang kagamitan para
maprotektahan ang mga estudyante.

Q: May panghuhugutan kaya ng pondo para diyan?

SEN WIN: Correct. Actually hindi ito nakapaloob sa gastusin this year, yun ang titignan ho natin kung
meron tayong sapat at kung panoo natin dadagdagan pa.

Tuition fee increase

Q: Sa mga pribadong eskwelahan Senator, may mga tuition fee yan kung gagamit na lang sila ng online
learning papano? Baba po ba yung tuition fee?

SEN WIN: Ang mga pribadong eskwelahan nakita ko yung kanilang mga estudyante may kaya naman,
yung mga pamilya doon may kaya naman. In fact alam ko ang mga pribadong eskwelahan mandato na
gumamit ng internet at laptop, yung tinatawag nating Google Suite, andun na yung mga kailangan nilang
basahin online kaya sa mga pribadong eskwelahan hindi na kakailangin ng physical na pagpasok sa
classroom. Pwede na sila gumamit ng online para makapagumpisa na, as early as June pwede na mag-
enroll. Basta dapat siguraduhin na walang physical contact, walang physical na pagpasok po sa
eskwelahan, lahat na po online. Hindi ibig-sabihin na online mas mababa dapat yung tuition fee of
course babayaran pa nila yung mga guro nila para gumawa ng lesson plan. Siguro gagamit sila ng
youtube pero ang guro pa rin ang magututro over youtube. So hindi ibig-sabihin baba yung tuition fee
pero ang kagandahan ho ang private schools ho natin pwede na sila maunang gumamit ng online
learning dahil kaya naman ng mga estudyante. Importante lang ho rin mapangalagan yung kalusugan ng
kanilang mag-aaral at magulang.
Q: Kung halimbawa sa private school naman Senator mababawasan nga yung subjects na ituturo diba,
basic lang talaga yung talaga ituturo sa mga estudyante, hindi ba ito nangunguhulugan na mababawasan
din yung guro na magtatrabaho sa panahon na ito sa online learning?

SEN WIN: Tingin ko hindi dahil yung mga guro natin pwede rin silang pumasok at gumawa rin ng ibang
mga assignments. For example research, pananaliksik pwede nilang gawin. Para sakin, dapat gawing ng
gobyerno ang lahat ng kanilang makakaya para maiwasan yung pagtanggal ng trabaho. Ayaw natin
mawalan ng trabaho ang ating mga guro, ang non-teaching staff dapat tuloy-tuloy ang kanilang trabaho
dahil ito naman ay temporary lang. hopefully nga by August bumalik na kahit papano sa normal yung
pagtuturo. Kakailanganin natin yung mga guro and non-teaching staff. So hangga't kaya maiwasan natin
yung pagtanggal ho sa trabaho.

Q: Dito sa nangyari sa covid pandemic, nakikita natin sa kabuuan na meron tayong natutunan lalo na sa
educational system. Nakikita rin natin kung ano yung kakulangan ng educational system ngayon. So
papano po sa mga susunod na pagkakataon na kayo ay magsasagawa pagdinig, paano po natin
matutulungan ang DepEd at kahit ang ChEd ng sa ganun maayos po, kung may panibagong ganitong
klaseng ng pandemic eh nakahanda na ang educational system na hindi nangyayari kakanselahan natin,
na tatapusin ng maaga yung klase, mabibitin nag ang estudyante, makokompromiso po yung mga
matututunan?

Libreng internet

SEN WIN: itong pandemya ay meron din tayong matutunan dito. Unang-una ang new normal ay ang
paggamit ng teknolohiya. Hindi na ho talagang pwedeng isantabi ang paggamit sa teknolohiya, sa lahat
ng bagay lalo na sa pagtuturo. Kaya sa mga susunod na panahon isa yun sa mumungkahi natin ay yung
paggamit ho ng teknolohiya sa pagtuturo dahil hindi na pwedeng puro physical yung pagtuturo dapat
samantalahin na natin ang internet sa pagtuturo. Isa pa sa titignan natin, ay kung paano mababawasan
ang gastusin ng mga pamilya sa paggamit ng internet o online learning. Titignan ho natin kung mailibre
ang internet connection pagdating ho sa pagtuturo. For example kung ikaw ay gagamit ng internet, ng
youtube sa pag-aaral, dapat ilibre na ho yun. Huwag na natin i-charge yun sa ating mag-aaral. Ganun rin
po yan sa prangkisa ng telebisyon, sabi ko nga kanina 15% ng airtime dapat ilaan sa pagututro. Sa
telecom companies dapat ganun rin ho, kung magtuturo ho for example ang DepEd dapat ilibre na ho
ang kanilang paggamit ng internet para bumaba yung gastusin ng mga magulang at mas mabilis ho sila
makapag-adapt sa online learning.
Q: Sa susunod na pagbusisi ng budget ng DepEd I'm sure dapat magkaroon na rin po sana ng paglalaan
para dito sa online learning. medyo kulang pa rin ho talaga yung DepEd?

SEN WIN: Kulang talaga, aminin ho natin ngayon lang natin nadidiskubre na masyado tayong nakasalalay
sa traditional na pagtuturo pero hindi natin alam, hindi lang naman pandemya ang nararanasan natin,
marami tayong kalamidad na nararanasan sa ating bansa at sa ganitong punto na hindi ho pisikal na
makakapasok ang ating mga estudyante dapat gumamit ng online learning at dito ho natin nakita yung
pagkukulang at moving forward sa mga susunod na panahon, ito naman yung bibgyan natin ng diin.

Q: Abangan na lang namin kung ano magiging pahayag sainyo kung nakalatag na ba ang plano ang
DepEd at iba pa nating educational institutions patungkol sa new normal.

SEN WIN: Maging kampante ho ang ating mga magulang at guro dahil ang ating pangunahing direction
namin ay siguraduhing ligtas ang ating mga anak, ligtas po ang ating mga pamilya at ang ating mga
kawani sa paaralan.

Q: Good morning Senator Win Gatchalian.

SEN WIN: Good morning sa ating mga listeners.

Q: Sa ipapatawag niyo pong pagdinig, inaasahan ba nating lilinaw na ang mgiging sistema ng edukasyon
sa ilalim ng new normal?
SEN WIN: Maganda yang sinabi mo kung ang ating objective ba ay lilinaw dahil sa ganitong sitwasyon,
halos araw-araw ay paiba-iba ang nangyayari at dahil nga sa laki ng pandemya na ito, tayo lahat ay
naninibago kung paano tayo gagalaw at paano tayo reresponde. Ang aking pangunahing agenda ay
masiguradong ligtas ang ating mga mag-aaraal at mga magulang at guro. Gusto nating ipagpatuloy ang
pagtuturo at pag-aaral ho ng ating mga anak dahil ito ay napakahalaga para sa kanila at sa kanilang mga
pamilya. Pero bibigyan rin natin ng malaking importansya ang kaligtasan ng ating mga magulang, guro at
mag-aaral. Ang inihain nating resolusyon ay para tignan natin ng mas malalim kung ano ang mga bagong
patakaran at polisiya para po mapangalagaan po natin ang kalusugan at maging ligtas ang ating mga
mag-aaral at guro sa darating na pasukan. Ganun din, titignan natin ang paggamit ng bagong teknolohiya
hindi lang ang bagong teknolohiya kundi pati yung lumang teknolohiya dahil nga gusto man nating
gamitin ang online learning, hindi naman ho lahat ay may internet. Gusto ho nating gamitin din ang mga
tradisyunal na teknolohiya tulad ng tv at radio dahil ito ay mas malawak. Halos lahat ay may tv, sa
probinsya halos lahat ay nakikinig sa radio. Mandato ho sa batas na 15% ng airtime ng tv at radio ay
dapat ibigay sa pagtuturo at ito ay pwede nating gamitin sa pagtuturo po.

Q: Sa inyong pananaw, gaano dapat kabilis na maihanda ng DepEd ang mga pagbabago sa education
system tulad halimbawa, ang pagsasanay sa mga guro kung sila man ay gagamit ng online learning tools?

SEN WIN: Ang nakikita ko diyan pagdating ng August 24, dahil tatlong buwan pa bago mag-August 24,
ako kampante naman ako na huhupa na po ang COVID-19 dahil unang-una, maraming testing na
mangyayari at base sa mga statistika, bumababa po ang bilang ng nagkakaroon ng virus na ito kaya
kampante ako na by August 24, ay gaganda na ang sitwasyon pero hindi ibig sabihin na ligtas na tayo.
Malaki rin ang posibilidad na hindi ho araw-araw ang pasok ng mga estudyante, pwede ho yang one or
two days a week lang dahil marami sa mga silid aralan natin ay masikip kaya kailangan i-implement natin
ang social distancing.

Gusto nating iwasan ang pagkukumpol-kumpol ng mga magulang natin lalo na kung pasukan at uwian.
Diyan talaga nagkukumpulan. Pangalawa, kasabay nitong one or two times a week na pagpasok, ay ang
paggamit ng radio at telebisyon sa pagtuturo. Bawasan na muna natin ang subjects na ituturo, for
example, tanggalin na muna ang PE o Home Economics. Ituro natin ang pinakamahalaga, Math, Science,
English at Reading. Yung mga basics lang para ho umangat din ang kagalingan ng ating mga anak at
magamit nila itong basics sa kanilang pamumuhay.

Q: So okay lang Senator na hindi masunod ang K-12 Program dahil yung mga subjects po may mga
curriculum diyan?
K-12 program

SEN WIN: Ito naman po ay ia-adjust lang po natin, hindi naman po puputulin ang K-12 Program. Iaadjust
lang ho natin dahil nga ang sitwason po ngayon ay kakaiba. Ang inaalala ho natin, kahit na bumubuti ho
ang sitwasyon, pano kung tumagal po ito? Hindi naman po pwedeng hindi mag-aral ang ating mga anak.
