Sir, I have divided this project into 4 parts i.e.

Constituent assembly of India, Gokhulbhai Daulatram


bhatt, Dr.Jeevan Mehta and B.N.Munavalli. At first regarding Constituent assembly of India,

1. At first, Tilak raised the demand for constituent assembly ant then Gandhi also raised this idea for
framing of our own constitution. The lucknow session in 1935 explained the importance of
constituent assembly. On the other hand, muslim league also started demanding constituent
assembly after 1940. As muslim league also started demanding CA, Cripps was appointed for
formation of constituent assembly and this mission was failed and then cabinet mission was
appointed ant this was accepted by the congress and the constituent assembly was formed with
389nmembers out which 292 were from British India remaining from princely states. This contain
395 articles and 8 schedules. It took 2 years, 11 months and 18 days to complete the
constitution. Although on 26 November 1949, when the constitution was completed, the
provisions relating to citizenship, election and interim parliament were implemented
immediately, but the constitution was fully implemented on 26 January 1950. The 26th of
January was chosen to implement the Constitution
2. GOKHULBHAI DAULATRAM bhat

He was a freedom fighter of Rajasthan. He was also a social worker, a good speaker and
writer . he founded Sirohi Prajamandal, which worked to instill a sense of nationalism in
native princely states. He was associated in many freedom movements from non cooperation
movement to salt satyagraha.he also acted as prime minister of sirohi state which is now a
part of Rajasthan. He was also called as Gandhi of Rajasthan. He represented Bombay state
in CA. He mainly promoted Khadi village industries, alcoholism, Goseva Naturopathy,
Bhoodan-Gramdan, village Swaraj. He contributed to making Vinoba Bhave's Bhoodan
movement successful in Rajasthan. He founded the Sirohi Prajamandal on 22 January
1939. After the independence of the country, he opposed the partition of Sirohi district and
the handing of Mount Abu to Gujarat during the unification of Rajasthan. As a result, Mount
Abu remained a part of Rajasthan.

One of his debates are regarding council of ministers

He raised the questions on formation of council of ministers and regarding their salaries.he
questioned the quorram to form the cabinet. At first the clause 10 states that there will be prime
minister and some council of ministers but it did not clearly state that how the council of ministers
will be appointed

Now, Under Article 74, the President constitutes a Consultative Council of Ministers under the
leadership of the Prime Minister for the discharge of his functions. Article 75 (1) provides that the
President will appoint the Prime Minister and then appoint other ministers on the advice of the
Prime Minister. According to Article 75 (3), the Council of Ministers is collectively responsible to the
Lok Sabha. In parliamentary system, council of ministers has the real power rather than president.
The maximum number should be the 15 percent of members in loksabha

He raised the issue of sirohi state . he opposed the merging of sirohi state in Gujarat and he
succeeded towards it and that sirohi later became the part of Bombay and then to Rjasthan
