Duration of Assignment The period of performance for the base year of the Task Order Agreement will be
from issuance of a notice-to-proceed (no later than September 1, 2015) through June
30, 2016. MHBE will have the unilateral option to renew the term of the Task Order
Agreement for two additional one-year terms: July 1, 2016 through and including
June 30, 2017 and July 1, 2017 through and including June 30, 2018.

Place of Performance: The candidate must be capable of reporting to various locations as needs and meetings

Special Instructions: 1. Each Master Contractor may submit resumes for up to two candidates for

3. The Procurement Officer shall, for each round of interviews, determine whether
phone/internet or in-person interviews will be utilized.
4. The Master Contractor selected for award under this RFR will be required to submit a
signed commitment letter from the proposed candidate prior to execution of the
Task Order Agreement by the MHBE.

Section 3 – Scope of Work


MHBE / Project Background
The Maryland Health Benefit Exchange (MHBE) created a website and call center operating under the name Maryland Health
Connection (MHC). Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their
eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid
and the Maryland Children’s Health Insurance Program (MCHP). Today, the MHBE contracts with MAXIMUS Health Services, Inc.
to provide an MHC call center (in two Baltimore -based locations housing anywhere from 150 – 300 Call Center representatives.
MHBE seeks Subject Matter Expert to provide business analyst services to support its efforts in understanding, refining,
developing and presenting the business requirements for the development and maintenance of the Medicaid Management
Information System (MMIS) .
Job Description

1. Subject Matter Expert ● Assist in developing a framework, approaches, and processes using well-designed
user stories, supporting screenshots and documentation.
● Formulate and define system scope and objectives using knowledge of information
technology and industry knowledge/ requirements.
● Develop acceptance criteria that can be easily adapted to modern commercial rules
engines and structured in a manner that is scalable and sustainable.
● Act as a liaison between client and technical solutions/ support groups, using strong
communication skills to elicit, document, analyze and validate business processes,
systems, and solution requirements.
● Research, identify, and specify solutions to problems.
● Support and conduct visualization, user experience and configuration elements of
solution design.
● Document requirements specifications using high-maturity methods, processes and
tools.
● Support requirements management and change management processes.

addition, qualified candidates must meet the minimum qualifications specified below. Candidates that do not meet minimum

qualifications will be deemed not reasonably susceptible for award and will not progress to full evaluation.
Labor Category/s Minimum Qualifications
(From Section 1 Above)
1. Subject Matter Expert ● Five years of experience in writing business requirements in the healthcare domain.
● Strong Medicaid knowledge and experience with Medical Management Information
System (MMIS).
● Experience conducting JAD sessions with business owners and stakeholders to gather
requirements.
● Proven strong analytical and problem solving skills.
● Excellent written and verbal communication skills.
● Experience with preparing presentations, reports, tables, graphs, and observations
for presentation to technical and non-technical audience.
● Experience with managing multiple priorities and tight timelines.
Note: The candidate must have the flexibility to work overtime, as needed, to include
weekends, holidays, and off-hours.

Preferred Qualifications
The additional Experience/Knowledge/Skills listed below are preferred by the State.
1. Subject Matter Expert ● At least five years of work experience provide business analyst services for complex
and dynamic, multi-agency technology projects in the healthcare industry.
● At least two years of work experience in Mainframe COBOL, CICS, DB2 environment.
● Extensive PC skills including Microsoft Office tools such as Word, Excel, Visio, Project,
PowerPoint and SharePoint.
Substitution of Proposed Personnel
SUBSTITUTION OF PERSONNEL BEFORE AWARD
The substitution of Proposed Personnel during the evaluation period, prior to award, is prohibited. A substitution of any kind, post
TO Proposal due date, but prior to award, is considered to be the equivalent of an alternate proposal, and is prohibited.

SUBSTITUTION OF PERSONNEL AFTER AWARD

Contractor Personnel may be substituted after award in accordance with the following procedures: A) The Contractor may not
substitute Contractor Personnel without the prior approval of the Contract Monitor, B) To replace any Contractor Personnel, the
Contractor shall submit resumes of the proposed individual specifying the intended approved labor category. Any proposed
substitute personnel shall have qualifications equal to or better than those of the replaced personnel. C) The Contract Monitor
shall have the option to interview the proposed substitute individual and shall notify the Contractor of acceptance or denial of the
requested substitution.

Section 4 - Required Submissions


1. Master Contractors may propose up to two candidates for each position requested.
2. Master Contractors proposing in response to the RFR must submit the documents below as separate files contained in two

Section 5 – Evaluation Criteria


Proposed candidates meeting the Minimum Qualifications listed in Section 3 above will be evaluated for overall best value, as
follows:
1. Work experience
2. Training and education
3. Presentation and responses to questions at the interview
4. Price

Basis for Award Recommendation


The MHBE PO will recommend award to the Master Contractor whose proposal is determined to be the most advantageous to the
State, considering price and the evaluation factors set forth in the RFR. The MHBE PO will initiate and deliver a Task Order
Agreement to the selected Master Contractor. Master Contractors should be aware that if selected, State law regarding conflict
of interest may prevent future participation in procurements related to the RFR Scope of Work, depending upon specific
circumstances.

The Hourly Labor Rate cannot exceed the Master Contract rate, but may be lower. Proposed rates must be fully loaded,
all inclusive, and shall include all direct and indirect costs for the Master Contractor to perform under the TOA. Evaluation
Hours are for evaluation purposes only and do not represent actual hours to be worked or invoiced.

*The hours for Base Year One were calculated by assuming a start date of no later than September 1, 2015 and
subtracting 320 hours (160 hours per month) from 1,900.
