CHAPTER I

1.1 Introduction
Road had played a vital role in trade and transportation system throughout the history.

To assure its safe and efficient use, present governments imposed laws and ordinances. In the

Philippines we have Republic Act 4136 known as the “Land Transportation and Traffic

Code”, where regulation of speed of motorized vehicles with regards to the Type of Road is

one of the provision. Such Speed Limits are uniform nationwide. This means that no

provincial, city, or municipal authority can enforce any ordinance or resolution specifying

speed limits other than those prescribed in the law.

Vigan City had then formulated the ordinance “Transportation and Traffic Code of

Vigan 2005” which conforms to speed limits prescribed by RA 4136.

Unfortunately even with the presence of such laws and ordinances, Road Crashes are

still among the leading causes of deaths around the world. The World Health Organization

(WHO) identifies speeding as one of the main problems that contributes to the risk of crash-

related injuries in road traffic. Professor Regin Regidor of the University of the Philippines

National Center for Transportation Studies said, “speeding reduces one’s control of the

vehicle and field of vision, therefore, impairing observation and ultimately limiting your

reaction time in case something happens in front of you.” Enforcement of such laws and

ordinances is still less strict especially in our country.

This Spot Speed Study will present data on speed of the different kinds of motorized

vehicles traversing a given point on Quirino Boulevard, Brgy. Tamag, Vigan City, Ilocos Sur.

Assess their conformity to the provision of RA 4136 and the “Transportation and Traffic

Code of Vigan 2005.”

1.2 Objectives

1.2.1 General Objectives:

1. To determine speed of the motorized vehicles passing through a given baseline

length.

2. To assess roadway safety.

3. To recommend a more fitted speed limit.

1.2.2 Specific Objectives:

1. To determine speed of passing vehicles along Quirino Blvd., Brgy. Tamag,

Vigan City, Ilocos Sur and assess their conformity to specified speed limit.

2. To measure the effectiveness of traffic programs and control parameters

enforced and implemented by the City Government, which includes signs and

markings, traffic operational changes, and speed limits.

3. To recommend measures of informing drivers on the prescribed speed limit.

4. To update and recommend a more fitted speed limit to be implemented along

Quirino Boulevard.

1.3 Significance of the Study

This study is very helpful to the following persons/ organization due to their

corresponding benefits:

Civil Engineering Students. Inculcate to civil engineering students the importance of

Spot Speed Study in assisting traffic operations by determining the need for traffic control

devices, laws and ordinances.

Drivers and Commuters. Inform drivers and commuters on the speed limits prescribed

by laws and ordinances while traversing certain type of road, more specifically, roads

approaching school zones.

City Government. Eye opener to the City Government. That enforcement of speed

limits is not effective!

National Government. Inform lawmakers of the existing condition of roads

particularly on spot speed and serves an initiative of introducing provision of RA 4136

regarding prescribed speed limits.

Future Researchers. Serve as a reference in conducting their own study in the future.

1.4 Scope and Delimitation

This study will only focus in determining speed of motorized vehicles—like single

motors, tricycles, cars, trucks, jeepneys, and buses— that traverse a school approaching zone.

1.5 Definition of Terms

Roads - refer to any public thoroughfare, public boulevard, driveway, avenue, park

alley and callejon, but shall not include roadway on grounds owned by private persons,

colleges, universities or other similar institutions.

Spot Speed Study - a study conducted by measuring individual speeds of sample

vehicles passing a given point (spot) on a roadway.

Motorized Vehicle – any vehicle propelled by any power other than muscular power

using the public highways.

Traverse – to go across a certain pathway.

Mean Speed - the average speed; calculated as the sum of all speeds divided by the

number of speed observations.

Median Speed - the speed that equally divides the distribution of spot speed; 50

percent of observed speeds are higher than the median; 50 percent of observed speeds are

lower than the median.

Mode Speed - the speed that occurs most frequently.

Speed Variance - the difference in travel speeds for vehicles on the road.

Mathematically, variance is the average of the squares of the difference to the mean for each

observed speed.

Standard Deviation - a measure of how spread out numbers are; measures the

dispersion of a dataset relative to its mean and is calculated as the square root of variance.

85th Percentile Speed - the speed at or below which 85 percent of a sample of free

flowing vehicles is travelling; this is typically used as baseline for establishing speed limit.

LITERATURE REVIEW

2.1 Republic Act 4136- “Land Transportation and Traffic Code”

2.1.2 CHAPTER IV: TRAFFIC RULES, ARTICLE I: Speed Limit and Keeping
to the Right

Section 35. Restriction as to speed.

(a) Any person driving a motor vehicle on a highway shall drive the same at a
careful and prudent speed, not greater nor less than is reasonable and proper, having
due regard for the traffic, the width of the highway, and of any other condition then
and there existing; and no person shall drive any motor vehicle upon a highway at
such a speed as to endanger the life, limb and property of any person, nor at a speed
greater than will permit him to bring the vehicle to a stop within the assured clear
distance ahead.

(b) Subject to the provisions of the preceding paragraph, the rate of speed of
any motor vehicle shall not exceed the following:

1. On open country roads, with no "blinds corners" not 80 km. per 50 km. per
closely bordered by habitations. hour hour

2. On "through streets" or boulevards, clear of traffic, with 40 km. per 30 km. per

3. On city and municipal streets, with light traffic, when not 30 km. per 30 km. per
designated "through streets". hour hour

4. Through crowded streets, approaching intersections at 20 km. per 20 km. per


"blind corners," passing school zones, passing other vehicles hour hour
which are stationery, or for similar dangerous circumstances.

(c) The rates of speed hereinabove prescribed shall not apply to the following:

(1) A physician or his driver when the former responds to emergency


calls;

(2) The driver of a hospital ambulance on the way to and from the
place of accident or other emergency;

(3) Any driver bringing a wounded or sick person for emergency


treatment to a hospital, clinic, or any other similar place;

(4) The driver of a motor vehicle belonging to the Armed Forces while
in use for official purposes in times of riot, insurrection or invasion;

(5) The driver of a vehicle, when he or his passengers are in pursuit of


a criminal;

(6) A law-enforcement officer who is trying to overtake a violator of


traffic laws; and

(7) The driver officially operating a motor vehicle of any fire


department, provided that exemption shall not be construed to allow unless or
unnecessary fast driving of drivers aforementioned.

Section 36. Speed limits uniform throughout the Philippines. No provincial,


city or municipal authority shall enact or enforce any ordinance or resolution
specifying maximum allowable speeds other than those provided in this Act.

2.2 “Transportation and Traffic Code of Vigan 2005”

2.2.2 ARTICLE IV: Speed Limit

Section 15. There shall be a prescribed 35 kilometers per hour speed limit

along any street in Vigan, except for school zones which shall be 20 kilometers per

hour.

CHAPTER 3

METHODOLOGY

3.1 Data Gathering Procedure

The researchers selected a specific location of the study such that the

recorded speeds reflect how vehicles typically travel along unimpeded sections of

the road under free flow condition.

The researchers arrived 30 minutes earlier at the site in order to familiarize

theirselves on the nature of the road and decide a strategic position. Using a tape,

the researchers measured a 50 meters trap.

The group was divided into four (4) subgroups. Two of which (one observes

Single Motors and Tricycles, the other one is to Cars and Trucks/Jeeps/Buses) was

assigned to North Bound and the other two into the South Bound. Each subgroup

composed of look outs and a recorder, all situated at the end of the trap for both

North and South Bound. At the beginning of each trap is a look out who is tasked to

select randomly a subject vehicle who time the travelling of the vehicle from the start

of the trap up to its’ end. This look out then relay the travel time to the look out at the

end of the trap. All communications done through phone call. The survey lasted for

an hour with an average of 28 recorded speeds for each type of vehicle.

Table 1 shows that among the sampled Single Motors traversing South, the
minimum and maximum speed recorded was to be 29.75 and 80.36 kph,
respectively. Mean speed for this kind of vehicle is 43.28 kph which is very high
compared to the established 20 kph speed limit. Likewise in the graphical
representation, speed as the y-axis and sample number as x-axis, it can clearly be
seen that such kind of vehicle really does not conform to the ordinance and law.

Table 2 shows that among the sampled Tricycles traversing South, the
minimum and maximum speed recorded was to be 22.53 and 52.02 kph,
respectively. Mean speed for this kind of vehicle is 36.61 kph which is higher
compared to the established 20 kph speed limit. Likewise in the graphical
representation, speed as the y-axis and sample number as x-axis, it can clearly be
seen that such kind of vehicle really does not conform to the ordinance and law.

Table 3 shows that among the sampled Cars traversing South, the minimum
and maximum speed recorded was to be 20.48 and 75.63 kph, respectively. Mean
speed for this kind of vehicle is 41.54 kph which is very high compared to the
established 20 kph speed limit. Likewise in the graphical representation, speed as
the y-axis and sample number as x-axis, it can clearly be seen that such kind of
vehicle really does not conform to the ordinance and law.

minimum and maximum speed recorded was to be 24.49 and 54.22 kph,
respectively. Mean speed for this kind of vehicle is 37.41 kph which is higher
compared to the established 20 kph speed limit. Likewise in the graphical

Table 6 shows that among the sampled Tricyles traversing North, the
minimum and maximum speed recorded was to be 20.74 and 38.14 kph,
respectively. Mean speed for this kind of vehicle is 28.32 kph which is higher
compared to the established 20 kph speed limit. Likewise in the graphical
representation, speed as the y-axis and sample number as x-axis, it can clearly be
seen that such kind of vehicle really does not conform to the ordinance and law.

Table 7 shows that among the sampled Cars traversing North, the minimum
and maximum speed recorded was to be 23.84 and 51.72 kph, respectively. Mean
speed for this kind of vehicle is 33.03 kph which is higher compared to the
established 20 kph speed limit. Likewise in the graphical representation, speed as
the y-axis and sample number as x-axis, it can clearly be seen that such kind of
vehicle really does not conform to the ordinance and law.

Table 8 shows that among the sampled Trucks/Jeeps/Buses traversing North,


the minimum and maximum speed recorded was to be 24.39 and 40.54 kph,
respectively. Mean speed for these kinds of vehicle is 29.40 kph which is higher
compared to the established 20 kph speed limit. Likewise in the graphical
representation, speed as the y-axis and sample number as x-axis, it can clearly be
seen that such kind of vehicles really does not conform to the ordinance and law.

Table 9 shows the computed mean, median, mode, and standard deviation of
the set of data. Whereas 39.83 kph is the average speed, 37.83 is the middle speed,
and 36.82 kph is the most common speed of vehicles traversing south.
The table also shows the value of 85th percentile speed which is 51.41 kph
which can be considered as baseline in establishing new speed limit.

Table 10 shows the computed mean, median, mode, and standard deviation
of the set of data. Whereas 32.14 kph is the average speed, 29.97 is the middle
speed, and 27.33 kph is the most common speed of vehicles traversing north.
The table also shows the value of 85th percentile speed which is 39.73 kph
which can be considered as baseline in establishing new speed limit.

CHAPTER 5

CONCLUSIONS AND RECOMMENDATIONS

5.1 Conclusions

Based on the result of the analysis, the researchers conclude that vehicles of

any type traversing Quirino Boulevard exceeds the 20 kph speed limit imposed by

the National and Local Government.

On average, South Bound vehicles (entering the school zone) obtained a

speed of 39.83 kph which is higher compared to speed of vehicles exiting the school

zone (North Bound) that is 32.14 kph. Quite unsafe for crossing students.

5.2 Recommendations

Enforcement of the speed limit should be stricter by designating a traffic

enforcer on the site who will capture and fine vehicles exceeding the imposed speed

limit.

Also, the researchers recommend the installation of speed limit and school

zone sign.

Future researchers are encouraged to conduct Accident Record Studies on

the said road to assess frequency of accident with the current speed of the vehicles

which can either confirm or cancel a recommended 30-40 kph new speed limit

(based on the computed 85th percentile speeds).

Lastly, local governments should be given the mandate of imposing own

speed limits of their roads.
