announced that learners will be
returning to schools in four stages,
beginning with 3 June for

of schools in France had to shut
down again after it was confirmed
that 70 students and school staff
tested positive for COVID-19 from
the 40,000 preschools and primary
schools that re-opened.
“We don’t make decisions in
isolation. This decision has been
endorsed by the Cabinet. We are well
aware of what’s going around the
world, what the latest research says
about the reopening of the schools and
the risks. With every country, there is
one consensus, which it’s important
to reopen schools because the
longer children remain out of
schools the bigger the risk that
the child must reach,” Education
Executive Director, Sanet Steenkamp
told Windhoek Observer.
She said that France’s situation is
different from Namibia’s as Namibia
still hasn’t registered a single death
and remains with only two active cases.
“The Ministry will learn a lot in the
month of June about how it handles
the situation and should anything
happen in Namibia, in terms of public
health, the Ministry will go back to the
drawing board and make informed,
guided decisions.”
The reopening of schools has not
been met without some concerns
from certain unions and parents who
question the ministry’s preparedness
to handle the return of learners,
is no conclusive evidence that states
children between 0-10 should not
return to school. A lot of investigation
has been done looking at who
should return to school and the first
group was children in preprimary.

consensus and we have minutes of the
meetings. Their concerns are about the
short time frame to put everything in

declared WhatsApp
Stokvel illegal following
an investigation into their
operations.
The announcement by the central
bank comes amid growing popularity of
WhatsApp Stokvel as a means of making

Dear esteemed Member of Meatco,
Notice is hereby given in view of the 34th AGM
scheduled for 26th June 2020. In view of the prevailing
COVID·19 force majeure event, and the ensuing State
of Emergency declaration, I wish to notify the Meatco
members as follows:
1. In terms of section 14 of the Meat Corporation Act,
Act 1 of 2001, the Chairperson of the Board is
required to convene an AGM of Meatco members
within five (5) months after the end of each
Financial Year. This year's AGM is scheduled
for 26th June 2020, a date falling within Stage 3 of
the State of Emergency. As per the further
requirements of the MeatcoAct (section 14(6)),30
members constitute a quorum for purposes of a
valid AGM; the aforementioned number excludes
the convenor of such AGM and other support
personnel.
2. In view of the ongoing State of Emergency and the
ensuing restrictions on public gatherings, this
communique serves to notify all Meatco members
that the ongoing force majeure event impacts the
Chairperson's ability to convene the 34th AGM
within the requirements of section 14 of the
aforementioned law and accordingly seeks the
students with masks so all stakeholders
will have to come on board. Schools

i. Condoning the deferment of the 34th (2020) AGM
from 26th June 2020 to a future date, time and
venue which will promptly be determined by the
Board of Directors following the earliest of the lifting
of restrictions on public gatherings; and
ii. Condoning short notification for such future AGM, to
with, of less than 30 calendar days as per the
Standard Rules governing the members’ AGMs
issued under section 14(9) of the Meatco Act.
3. This notification is published in two newspapers
circulating in Namibia and has been circulated via
email and sms for a broader outreach.
4. Objections, if any, to the foregoing request for
condonation should kindly be forwarded in writing to
the Corporation not later than 22nd May 2020,
marked for the attention of the Chairperson.

South Africans’ fear over school reopening plan

lashed out at the education
minister following Tuesday’s
announcement that schools will
reopen on 1 June.
Basic Education Minister Angie
Motshekga announced that the
National Command Council (NCC)
and cabinet had approved a phased
reopening.
Grades seven and 12, the final years
of primary and secondary school
respectively, will be first to resume.
Teachers will report to schools on 25
May. The ministry said schools and
classrooms were being cleaned and
sanitised in readiness. Pupils will be

distancing.

City of Windhoek or Huawei City?

T
he decision about 5G technology in Windhoek in order to allow the city
council to create what will be effectively, another an SOE is alarming. A
quasi-SOE jointly owned by the City of Windhoek (CoW) and Huawei
will supposedly run a fast, state-of-the-art internet ‘system’ conceived, financed,
installed and operated by the Chinese. This is supposed to be a good thing for
Windhoek. We disagree.
First off, Huawei has been blocked from installing its high-tech internet
infrastructure in the United States because there are concerns of Chinese control
and access to national concerns. Also, THEY will have the on/off switch for the
entire thing. By approving this deal, the City of Windhoek is saying on behalf of
the whole country, “That’s ok with us.”
Fine. But, be assured that Huawei, a Chinese SOE can smile in our faces while
they easily install spyware or latent malware that suits their national interests.
In effect, Huawei will be in the driver’s seat of the capitol city’s ICT capacity and
will say, “Jump” and we will ask, “How high?”
We could be wrong, but we speculate that some council members that voted to

African countries with plans to deploy
personnel to Europe, the Middle East
and the Gulf in due course.
Regional heavyweight South Korea
also proved its mettle by getting
ahead of the curve with nation-wide
testing and quarantining, earning
international plaudits in the process.
In the likeness of South Korea’s
proactive approach to virus
prevention, Zimbabwe’s universities
hand sanitizers amidst a 21-day
lockdown. Farther east, a factory in
Kenya now produces 30,000 surgical
masks a day to meet heightened
national demand.
South Africa also has important
lessons to impart. Because of the
country’s experience researching
and testing for HIV/AIDS and other

developing locally-made COVID-19
tests and will embark shortly on a
clinical trial for a vaccine.
While some leaders in the Global
South have unleashed physical
brutality against their citizens under
the guise of battling COVID-19, or
blindly borrowed protocols from the
North without understanding that
context must drive policymaking,
others, like Nigeria’s senators
or senior members of Rwanda’s
executive branch of government, have
donated portions of their salaries for
relief to poor households.
As Global North leaders jockey
for power, undercutting each other
in a bidding war over respirators,
the Global South is unassuming in
its instructions about the necessity
of civility. Because whether rich or
poor, black, brown, or white, young or
old, man or woman, we are all in this
existential catastrophe together. No
one is exempt from its ferocity.
Africa and other regions of
the Global South have already
demonstrated that they are far
from passive centres for medical
experimentation. Rather, they are the
sites of home-grown solutions which
should be transmitted globally.

Carlos Ghosn: US ex-Green Beret and son arrested over escape from Japan
U
S authorities have arrested a
former special forces soldier
and his son for allegedly
helping ex-Nissan boss Carlos Ghosn
flee Japan last December.
Former Green Beret Michael Taylor,
59, and his son Peter, 26, were detained
in Massachusetts on Wednesday.
Japanese prosecutors issued
warrants for their arrest in January.
Mr Ghosn, who was detained
in Japan on charges of financial
misconduct in 2018, made a dramatic
escape from house arrest last year.
He denies the charges against him.
Despite being monitored 24 hours a
day, on 29 December he managed to fly
to Beirut, Lebanon, via Turkey.
Details of the Taylors’ alleged
involvement in the escape are unclear.
But Japanese prosecutors have said
the two were in Japan at the time and
helped Mr Ghosn evade security checks
as he left.
Earlier this month prosecutors in
Turkey charged seven people over
the escape. The suspects - four pilots,
two flight attendants, and an airline
executive - are also accused of helping
Mr Ghosn flee.
Full details of the escape have never
been fully explained. Mr Ghosn, who
holds Brazilian, French and Lebanese
nationalities, ran Renault and Nissan
as part of a three-way car alliance.
He is accused of misreporting
his compensation package, but has
insisted he can never get a fair hearing
in Japan.
Since his arrival in Lebanon, he has
told reporters he was a “hostage” in
Japan, where he was left with a choice
between dying there or running.

In the current market, most home
sellers are understandably focused
on getting any offer to purchase that

All Volvo cars now have their

top speed limited to 180km/h

othenburg, Sweden - Volvo is working towards a long-term
goal of zero fatalities and serious injuries occurring in any
of its cars. Although automated driver assist technologies
will no doubt play the biggest role in helping to realise this ambitious
goal, the Swedish carmaker is taking a wide range of steps, and that
includes limiting the top speed of all its products.
To that end Volvo has announced that from this point forward, all of the
new cars it sells will have an electronically limited top speed of 180km/h,
following a promise made last year to introduce this limitation.
In addition, all Volvos will also come with a feature called ‘Care Key’,
which allows owners to set even lower speed limitations. Similar in
concept to Ford’s My Key, this is a feature that parents, for instance, could
use to set the car up before letting their newly-licenced child get behind
the wheel. We suspect it could become the fleet manager’s friend too.
“We believe that a carmaker has a responsibility to help improve traffic
safety,” Volvo’s Safety Centre head Malin Ekholm said.
“Our speed limiting technology, and the dialogue that it initiated, fits
that thinking. The speed cap and Care Key help people reflect and realise
that speeding is dangerous, while also providing extra peace of mind and
supporting better driver behaviour.”However, Volvo does admit that the
speed limiting move has proven controversial among its clients, with
some questioning the rights of carmakers to impose such limitations. But
the company is sticking to its guns, even if it means losing some clients:
“Volvo Cars believes it has an obligation to continue its tradition of
being a pioneer in the discussion around the rights and obligations of car
makers to take action that can ultimately save lives, even if this means
losing potential customers,” the company said in a statement.
“The problem with speeding is that above certain speeds, in-car safety
technology and smart infrastructure design are no longer enough to avoid
severe injuries and fatalities in the event of an accident”.

Klopp: Liverpool should be champions

aimed a strongly-worded message at
those who want to see his side denied
the league title.
The Reds are runaway leaders in this
season’s Premier League campaign,
and currently hold a 25-point lead over

with just nine matches left to be played.

suspended in March due to the
coronavirus pandemic, Liverpool’s
hopes of a first league title since 1990
came under fire, with a number of figures
across England’s top flight calling for the

According to Klopp, though, those
calls are misguided, and the 52-year-
old stressed that his side deserves to
be crowned champions this season,
regardless of whether or not the
campaign can be completed on the pitch.

Cummins wants artificial substance to shine ball

wants cricket’s lawmakers to
approve the use of an artificial
substance to shine the ball after a ban
on the use of saliva was recommended
in the wake of the COVID-19 health
crisis.
The International Cricket Council’s
(ICC) cricket committee has
recommended the ban on the use of
spit when the sport returns after the
coronavirus shutdown because of fears
it could lead to the spread of COVID-19.

“If we remove saliva, we have to have
another option,” Cummins told the

“Sweat’s not bad, but I think we
need something more than that, ideally.
Whatever that is, wax or I don’t know
what.
“If that’s what that science is telling
us, that it’s high risk using saliva
... as long as we’re keeping other
options open, whether that’s sweat or
something artificial.”
Earlier this month, Australian
cricket-ball manufacturer Kookaburra
said it had developed a wax applicator
to enhance shine and aid swing.
Cummins’ teammate and fellow quick
Josh Hazlewood said the proposed ban
on saliva would be difficult to police.
“I’d like saliva to be used obviously
but if that’s what they’ve put forward
(a ban), I guess everyone is playing the
same game,” he told Sydney’s Daily
Telegraph.
“Once it comes back to you as a
bowler, it’s second nature to just give
it a little touch up if you see something,
and that’s going to be hard to stop to
be honest. And it’s a tough thing to
monitor for sure.”
Cricket Australia (CA) is also
considering disinfecting the ball during
matches to minimise the health risk to
players, the head of its medical team
said on Wednesday.
