On 9-25-2019 at approximately 1500 hours Officer Fitzhenry #4856 and I were at JFK elementary school.
It was brought to our attention that Jessica Danielle Hartger dob/01-15-1992 had contacted the school
and advised she would be picking up her son Colton . Per the harassment restraining order, Jessica is not
allowed to be at JFK because it is located in the 1 mile radius of the victim 's residence. Jhe victim has
tried to amend the order to allow Jessica to be at JFK but she refuses to sign it. While Officer Fitzhenry
was inside the school he observed Kenneth John Hartger dob/09-28-1992 in the office picking up
Colton. I was positioned outside in my unmarked investigator vehicle and observed Kenneth and Colton
get into a white Jeep with MN license plate BXA546. It did not appear anyone else was in the vehicle . I
was aware that Jessica had a warrant out for her arrest. Jessica's current address is also unknown.
Officer Fitzhenry and I were in separate vehicles and we followed Kenneth in an attempt to locate
Jessica.

We followed Kenneth to the Post Office in St. Louis Park where he works. He drove the Jeep into a gated
employee area. A few minutes later the Jeep was driven out of the gated area with a female driver that
had long brown hair. There was no adult passenger and Colton was still in the backseat. Officer
Fitzhenry activated his emergency lights and the vehicle pulled over on Wooddale Ave S off of W 36th
Street (near Hwy 100) in St. Louis Park. Officer Fitzhenry approached the vehicle and identified himself
and observed the driver was Jessica . Offo::ei Fitzhen ry advised Jessica she was under arrest because of a
warrant.

Jessica became very defiant and stated sh e would not leave her vehicle . I contacted St. Louis Park Police
and advised we needed assistance. Jessica was reaching and grabbing for things in places we could not
see. Officer Fitzhenry instructed her to get out of the vehicle because she was under arrest and because
L ~ he was grabbing for things and not following commands. Jessica refused and grabbed onto the steering
l,S)~ wheel and reached for her keys in the ignition . Officer Fitzhenry grabbed onto Jessica and I went to the
(J2_,I passenger side of the vehicle. I grabbed onto her hands to assist in removing her from the vehicle.

Officer Fitzhenry ~as able to r_emove Jess_ica from _the vehicle and he brought her to the gr~ssy boulevard
while she was kicking, screaming and yelling. Jessica was placed on her stomach and we tried to get her
J\D. hands behind her back. I again advised Jessica she was under arrest because of a domestic assault
;i\'fl warrant. Jessica still refused to place her hands behind her back while she was flailing her head around.
~ I attempted to hold her down while Officer Fitzhenry got her arms behind her back. ~essica was then

Colton. Cody stated he would be on his way to pick Colton up. Kenneth showed up at the arrest location
and stated he would take Colton. It was determined that Colton would go to Cody since Cody is Colton's
f ther. Cody also advised on 9-24-2019, Jessica had violated the orders again by insulting him numerous
t~mes, wanting to skype with Colton so she can see where Cody is at, and says, "Karma's a bitch Cody.

of acting like a child and that he embarrasses the fuck out of her and he lacks manhood. Jessica makes
reference to Cody's dad as being a bad father and compares him to other family members to put him
down. This communication was on our "Our Family Wizard." See the entire email attachment to see all
the harassment from Jessica to Cody on 9-24-2019.

I transported Colton in my vehicle and Cody met us at Bobby and Steve's Auto World off of France and
494. Officer Fitzhenry transported Jessica to the Dakota County Jail on the warrant and new charges of
the DANCO and Harassment/Restraining Order violations. The OTF, victim notification, and the citation
were sent via email to the jail.
