REFRIGERATION SYSTEMS
CHALLENGES CCSA PATHWAY
Anhydrous Ammonia, used as refrigeration medium at industrial facilities, is a
toxic, flammable and corrosive substance. On release to the atmosphere, one
litre of liquid expands to 850 litres of gas, which increases the risk to HAZARD RISK CONTROL CONTROL
personnel through exposure. Low level exposure through inhalation can IDENTIFICATION ASSESSMENT IDENTIFICATION VERIFICATION
cause coughing and breathing difficulties, where high level exposure through

inhalation can cause lung damage, leading to death.
• PHA • Risk matrix • Soft Controls • Control Verification
• HAZID
Under the Health and Safety at Work Act 2015, PCBU’s with ammonia -
based refrigeration systems at their workplaces have a duty to ensure, So
Far as Is Reasonably Practicable, that the health and safety of their workers,
and others (i.e. members of the public) are not put at risk from a release.
Risks must be eliminated so far as is reasonably practicable and if not
practicable, minimised.
CCSA DESCRIPTION
Safety Solutions’ Comprehensive & Coherent Safety Assessment (CCSA) helps
PCBU’s to evaluate their existing risks, minimise them to SFAIRP levels and
comply with the current New Zealand legislative requirements for industries
SOLUTION using Ammonia as refrigerant medium.

To meet the legislative requirements, PCBU should understand:

1. How likely is the risk and how severe is the harm that might result? KEY FEATURES OF CCSA
2. What is the availability of the control measures, and how suitable are they for the specific risk? • Identifies process related hazards, existing at site in a systematic manner using
3. What are the costs of the control measure and are the costs grossly disproportionate to the risk? the best practices advised by current New Zealand legislations.

• Identifies non-process related hazards, existing at site.

A Comprehensive & Coherent Safety Assessment (CCSA) can be conducted to answer these questions. It includes:
• Risk assesses (quantitatively and qualitatively) all the major incident
• Process hazard identification study (e.g. HAZOP)
hazards (MIH’s)
• Operational hazard identification study (e.g. HAZID)
• Model the severity and magnitude of all the major incident
• Risk Assessment (e.g. LOPA or Risk Matrix) hazards (MIH’s) such as toxic releases

• Safety critical element (SCE) identification / verification • Identifies all effective safety critical elements (SCE)
