1. PURPOSE

This document defines the method to be adopted to ensure that the works conducted in
the site are in compliance with the Approved for Construction Drawings, Plumbing Works
Technical Specification and material approvals. Where the materials to be install are
compliant with the approve design and using recognized/standard installation practices
that are safe and in accordance with the Project Safety Plan and Associated Safety
Procedures. That the inspection and testing of the works are in compliance with the
Project Quality Plan, its associated quality procedures and an approved Inspection and
Test Plan for the works.

The method statement describes the procedure for Material Delivery Inspection,
Installation, Inspection and Testing of PVC Perforated Under drain piping system.

2. SCOPE AND APPLICATION OF WORK

This method statement also focuses within site materials inspection, installation, testing
method to ensure that the PVC perforated pipe under drain system supplied, installed,
inspected and tested for the works is in accordance with project requirements. The work
method is summarized as follows:

 Preparation of the works


 Delivery and inspection of PVC pipes, fittings and filter cloth and ancillary
materials at site.
 Setting out of the works
 Installation of PVC perforated under drain piping system
 Inspection and testing of PVC perforated under drain piping system

5. SPECIFICATION CLAUSE

The specification requirements for PVC perforated pipes and fittings are described within
Project Technical Specification of Sanitary Plumbing Works and For Construction Design
Drawings as follows:

 Technical Specification for Plumbing Works: Section 15400 PW200 ITEMS 3.3 of
 For Construction Drawings: Sheet P2-01Sheet P6-01 / Detail No. 11
 Materials:
 Perforated PVC Pipe & Fittings
 Filter Cloth/Polyclothe Around
 Crushed gravel/or crushed rock ranges from 20mmØ to 40mmØ
 Tap soil / or selected backfill materials

All materials to be used shall be approved by the designer and comply as required on the
above stated for construction drawings.

6. RESOURCES AND MOBILIZATION

According to the work program, and planned site access availability at the site,
appropriate staff, labors equipment and materials will be mobilized to the site and install
the perforated under drain piping system in accordance with the approved “For
Construction Drawing issued by EELHI and approved by the Plumbing Works Design
Consultant.

The actual mobilization of staff, workers, equipment and the materials delivery schedule
will be dependent on site accessibility. Actual site access will need to be notified by
NGCB at least 2 weeks before the actual execution of the works.

It is understood that NGCB will be responsible for the provision of appropriate type of
crane for the transportation of materials and equipment to complete the works including
temporary construction water and power supplies and lighting system.

7. CONSTRUCTION EQUIPMENT

It is envisaged that that no major equipment will be required by “Ultimate Plumbing


Contractor” for the activities involved in the supply and installation of the perforated under
drain piping system. The typical construction equipment requirements are as listed below
and will be used up to the completion of the activities.

 PPE for all staff and workers


 Measuring tapes and setting out markers
 Electric hand drills
 Electric hand grinder/cutter
 Level Bars and leveling instrument
 Water level markers
 Hacksaw
 Any other tools or equipment for installation

Note: All electrically powered tools shall be suitable for use with a 220V power
supply.

8. PERSONNEL

Installation of the under drain Perforated Piping System will be organized from central
location by Project Construction Team, both General Contractor and Nominated
Subcontractor. It is envisaged that the installation of perforated pipes and fittings will be
conducted by the followings:

 Site Engineer
 Survey Team
 Quality Control Engineer
 Plumbing Foreman
 Plumbers
 Helper Plumbers

The above mentioned personnel shall be be fully competent and trained to carry out all
works associated with the installation of perforated piping system. They shall have

attended the required contractor’s safety induction and will abide by the Health and Safety
Plan, policy and procedures as well as environmental plan.
9. MATERIALS

The PVC perforated pipes, fittings and all ancillary materials will be fabricated at the NSC
fabrication area according to the site requirements and in accordance with the approved
“For Construction Drawings and/or approved Shop drawings. The perforated PVC pipes,
fittings and ancillary materials shall be inspected at the fabrication area before installation
or laid out in the site.
The unloading of PVC perforated piping materials will be carried out at site using a tower
crane provided by NGCB, if available or by schedule. If the tower cane is not available,
the material will be manually unloaded at the jobsite.

Solvent and adhesives use for the jointing of the PVC perforated pipes shall be stored in
accordance with the manufacturer’s recommendations, if necessary in a fire proof box or
container and the storage room shall be well ventilated.

All materials delivered to the site will be inspected by the EELHI Engineers-in-charge to
check that it is in accordance with the site requirement and conform to the approved
design and material qualification. The materials should be free from any damage caused
during delivery to site. Delivery documentation shall be checked for completeness.
Defective or damaged materials shall be either be returned to the supplier’s facility or
stored in the site at a suitable quarantine location. Non-compliance to remove rejected
materials within two (2) days from the date of rejection will constitute the issuance of Non
Compliance Report (NCR) from EELHI.

The inward inspection of materials will be carried out in accordance with the relevant a
QA/QC procedures and or Quality Plans approved by EELHI.

EELHI Engineers has the authority to perform any inspection for the storage of materials
from his own point of view for the checking of material quality or the quantity to maintain
the quality compliance and sufficiency of materials in the site.

Note: No materials shall be permitted to enter and/or installed inside the jobsite
without inspection and approval from CQC & EELHI Engineers upon arrival at
jobsite.

10. CONSTRUCTION PROCEDURE AND METHODOLOGY

The construction procedures and methods described herein are based upon the scope
and application of the method statement summarized in section 2 of this method
statement and the work methods are structured accordingly.

10.1 PREPARATION OF THE WORKS

Before the commencement of installation, the following are required to be carried out:

 Check the design of the piping system is approved, and that the drawings for the
pipe installation are issued with Approved for Construction status, and in
accordance with document control procedures.
 Check that the site access to the work area for installation is available, clean, and
safe and the temporary services provisions are available.
 Check that the pipe, fittings and ancillary materials have been ordered and
inspected at NGCB warehouse and available/ready for use in the site.

10.2 DELIVERY & INSPECTION OF PIPES, FITTINGS AND ANCILLARY MATERIALS
AT SITE

 All delivered materials shall be inspected on the arrival in the site. The inspection
shall be advised, in advance, as required by the ITP.
 The delivered materials shall be inspected in accordance with the appropriate
Quality Plans and Procedures.
 The delivered materials shall be in accordance with the approved design technical
specification, approved for construction drawings and approved material submittal.
 Material approvals in form of approved SRF and all applicable documentations
and certifications shall be available during incoming material inspections.
 The materials shall be free from defects or damaged.

 Any materials delivered in the site that are not complying with the approved
material submittals and plumbing technical specification or rejected by EELHI
Engineer shall either be returned to the point of supply or stored in the site at a
suitable quarantine store. NCR shall be raised for all such materials.

10.3 INSTALLATION PROCEDURE: SETTING OUT OF WORKS

 Generally, prior to commencement of the delivery of the piping system, the


trenching/excavation and the setting out of the installation shall be conducted to
determine the location and elevation of pipe and fittings and the position of pipe
supports shall be included.
 The setting out of the works shall be on the basis of an “approved for construction
drawings and or approved shop drawings”. Settings points shall be from the
common reference point established provided in the site by NGCB.
 Any discrepancy between the common reference point on the approved for
construction drawings and the actual site provisions shall be notified to EEHLI and
an NCR shall be raised.
 From the common reference point, mark out on the ground the locations and
identify the pipe fittings and the location of the pipe trenching/excavation.

10.4 INSTALLATION AND JOINTING PROCEDURE

 Check routing of pipes as per approved shop drawings.


 Layout the location of the pipe and start the excavation works.
 Pipe trench shall always be kept dry until the pipes are laid and tested.
 Mark on the pipe the spacing and location the drilled the location of perforations.
Once the perforation has been drilled, wrap the perforated pipe with approved filter
cloth and bind with plastic strap/tie to prevent the filter cloth from
sagging/loosened.
 Once the excavation has reached the appropriate depth, sand bedding shall be
filled until it reaches the pipe elevations and required slope.
 Upon completion of the above, perforated pipe is then laid and properly
 Shoring / strutting of pipe trenches shall be done as required in loose /water
logged grounds or where the excavation is deeper.
 Level the trenches as per required elevations, including for pipe bedding of
compacted sand.
 Approved PVC perforated pipes are then laid on the trenches as described above.

 Internal slope & elevation checking shall be conducted by NSC & NGCB CQC
Engineers and Inspection Request is then requested from EEHLI by NGCB CQC
for the final installation inspection.
 Upon completion of pipe laying/installation inspection, and passed the flow test as
required, side fill and backfilling will commence with similar materials 300mm over
the crown of the pipe and hand compacted.
 Further backfilling shall be done in layers of 300mm of tap soil or selected backfill
materials, each layer thoroughly watered and compacted until the finished
elevation is restored/done.
 Pipe trench shall always be kept barricaded until the work is done.

11. TESTING PROCEDURE

 Once the installation has been inspected and approved by EELHI and before
backfilling will commence, flow test shall be done by pouring the laid perforated
pipe lines with water.
 Two (2) pails of water shall then pour inside the pipes together with a ping pong
ball.
 The water shall flow gradually inside the pipe line shall drain and conveyed the
ping pong ball within the agreed time duration (agreed by NSC, NGCB & EEHLI).
 If the flow test shows no restriction, slope is acceptable and passed the test. In the
event that flow test shows defects/failures on the slope, defective works shall be
rectified and or replace and the test shall be repeated until satisfactory to EEHLI.
 All rectifications/repairs to the piping shall be made with new material at the
expense of the contractor
 ITP shall be prepared and entries of test data shall be signed and dated by NSC,
NGCB & EEHLI

12. RESPONSIBILITY
The QA/QC Head (NGCB) is the overall responsible body for the implementation and
execution of the works. At the same time, maintaining construction’s quality assurance
and quality control program and quality standards.

The Project Manager (NGCB) will be responsible for all construction activities in the site
and will directly supervise through Construction Supervisors, Foreman and skilled workers
at the site. The QA/QC Head will be responsible for arranging and controlling the
inspection and testing activities.

Notwithstanding the above, it is the responsibility of each individual employed in the


project to take due care to ensure their own personal safety and that of their work
colleagues.

13. DESIGN AMD DRAWINGS


Pipe work installation drawings and pipe work fabrication drawings will be prepared based
on approved for construction drawings prepared by NGCB and NSC. It will be submitted
separately for approval before commencement of the works.

14. QUALITY ASSURANCE


The execution of work will strictly follow the Project Quality Plan.
